  30. 　受給者の変更をするには、通常は、現受給者（夫）の署名・押印のある「児童手当・特例給付受給事由消滅届」を提出します。&lt;br /&gt;

  32. 　でも、児童手当を渡してくれないような夫が、消滅届にすんなり署名してくれるとは思えません。&lt;br /&gt;

  71. 　公益社団法人 日本消費生活アドバイザー・コンサルタント・相談員協会の常任顧問である、消費生活アドバイザーの辰巳菊子さんに「脱原発の明日を目指す～かしこい電気の選び方」と題して、電力自由化のしくみや消費者の視点についてわかりやすくお話しいただきました。&lt;br /&gt;
  72. 　下は２才から上は８８才まで、４０名の参加を得ました。&lt;br /&gt;

  74. 　電気を商品ととらえて、その一生を監視する、意見を述べていくという視点を示されました。&lt;br /&gt;
  75. 　会場では、予想よりも「脱原発」の声が多く、私たちも、脱原発運動にもっと取り組んで行きたいと思います。&lt;br /&gt;

  84. &lt;li&gt;電力自由化は料金問題ぐらいにしか考えていなかったが、発電のあり方に消費者としてかかわれる、はたらきかけることができるとの話を聞かせていただき、パンと目の開ける思いでした。とてもありがたいお話でした。原発は事故も大問題だが、事故が起きなくても、原発に働く人の犠牲の上に成り立っている人権問題、差別問題であることにふれてほしかった&lt;/li&gt;
  85. &lt;li&gt;もう少し時間が取れるとさらによかった。「商品を選ぶことによって未来を変えていく」という支店がとても勉強になった。しっかり見ていきたい、そして考えていきたい、選んでいきたい。たくさんのダムを造るために飛驒ではたくさんの村が沈みました。なので、それを十分利用していきたい。ダムの保全も必要だと思う&lt;/li&gt;
  86. &lt;li&gt;とてもわかりやすくて、電気料金の正しい選び方がわかりました。すばらしい講師をお招き下さった先生に感謝します&lt;/li&gt;
  87. &lt;li&gt;事例紹介を中心にやってほしかった。特にヨーロッパ（ドイツ）の例。電気の買取り、選択ができる外国の例（前にテレビでやっていて分かりやすかった）&lt;/li&gt;

  155. 清末准教授は、イラク戦争で自衛隊が室蘭港から出港していった事実や、政府が室蘭港を軍港化しようとしている状況を示して、戦争法案が成立すれば室蘭港が攻撃の対象となる可能性を指摘。被害者にも加害者にもなりたくないと訴えられました。&lt;br /&gt;
  156. また、戦禍のパレスティナで生活した実体験や、パキスタンに逃れてきたアフガン難民を支援しているご経験を踏まえて、戦争は何もない野原でやるのではない、ついさっきまで牛飼いが牛を追っていた道に、１０分後に戦車がやってくるのだ、という現実を示されました。&lt;br /&gt;

  405. 去る２０１４年６月２７日、第１次三井金属鉱業神岡鉱山じん肺訴訟に第一審判決が出ました！&lt;br /&gt;&lt;br /&gt;【じん肺とは・・・・】 &lt;br /&gt;　人間の体内には、粉じんを除去する機能が備わっていますが、限界を超えた粉じんを吸入すると、除去しきれない粉じんが肺胞腔内に蓄積され、肺胞壁が破壊され、やがて線維結節ができて、肺胞でガス交換ができなくなります。また、免疫機能によってリンパ腺に運ばれ蓄積した粉じんは、リンパ腺の細胞を破壊して膠原線維を増加させ、リンパ腺の機能を失わせます。これにより、粉じん除去機能が低下するので、粉じんによる肺胞のガス交換機能喪失も進みます。&amp;nbsp;&lt;div&gt;

  408. 　このように、じん肺とは、粉じんを吸入することによって肺に生じた線維増殖性変化を主体とする疾病です。&amp;nbsp;&lt;div&gt;

  411. 　じん肺は、現時点では線維増殖性変化を元に戻す治療法がなく、根治できません（不可逆性）。また、一旦肺胞に取り込まれた粉じんは長期間にわたって線維増殖性変化を進行させ、結節が拡大融合するなど、じん肺は粉じん暴露しなくなった後も進行します（進行性）。さらに、じん肺による肺機能の低下は、全身に慢性的な酸素不足をもたらすなどして生命活動全体に障害を及ぼし、合併症や、他の疾病の治療困難などの悪影響を与えます（全身性）。 &lt;br /&gt;&lt;br /&gt;　じん肺という病気については、最古の職業病とも称されるように、古くから知られており、鉱山保安法と関係規則やじん肺法の制定により、国家政策として粉じん職場で働く労働者の福祉の増進が図られてきました。 &lt;br /&gt;&lt;br /&gt;　じん肺法と関係規則、通達等は、じん肺健康診断とそれに基づき決定されるじん肺管理区分を定めて、粉じん労働者の健康を管理しています。管理区分が２以上との決定を受けると、合併症に係る審査等の手続を経て、労災保険給付を受けることができます。 &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;【三井金属鉱業神岡鉱山じん肺訴訟とは・・・・】 &lt;br /&gt;&lt;br /&gt;　神岡鉱山は、岐阜県飛騨市神岡町にある金属鉱山です。かつては東洋一の採掘量を誇った巨大鉱山でしたが、現在では採鉱されておらず、採掘坑跡にスーパーカミオカンデが設置されるなどしています。 &lt;br /&gt;&lt;br /&gt;　この神岡鉱山での粉じん労働に従事した結果じん肺に罹患した元労働者達が、雇用主であった三井金属鉱業株式会社等を被告として損害賠償を求めたのが、神岡鉱山じん肺訴訟です。 &lt;br /&gt;&lt;/div&gt;

  413. 　平成２１年５月に３３名、平成２２年９月に１６名が提訴して、５年に及ぶ裁判を戦ってきました。&amp;nbsp;&lt;/div&gt;

  415. &lt;br /&gt;　典型的な企業城下町である神岡町において会社を相手に裁判を行うことはそれだけでも勇気を必要とすることであり、５年という長い裁判の間に、訴訟から脱落する原告もいらっしゃいました。 &lt;br /&gt;&lt;br /&gt;　何より、不可逆性、進行性の病気であるじん肺は、裁判中も容赦なく原告の方々の命を奪い、遺族が原告の地位を承継した方もいらっしゃいます。&lt;/div&gt;

  691. 　先生は、核拡散防止条約（ＮＰＴ）の成立過程について詳しく説明されました。&lt;br /&gt;
  692. 　ＮＰＴは、核の軍事利用と平和利用が分けられることを前提として、３本の柱（①核兵器の保有を５カ国（Ｎ５）に限る、②非保有国の平和利用は「奪い得ない権利」、③Ｎ５の軍縮に向けた交渉義務）を定めています。&lt;br /&gt;
  693. 　しかし、ＩＡＥＡの査察を中心とした平和利用に限定するためのコントロール制度が不十分である点について、ご指摘いただきました。&lt;br /&gt;

  698. 　原発の建設反対のためのドイツの市民運動の様子を写真入りで紹介していただきました。&lt;br /&gt;
  699. 　建設予定地に、何万人もの人々が集まって、そこで青空学校を作り、著名人を招いて学習会を開いたり、核廃棄物の輸送ルートに羊を放牧したり、８０万人もの市民が異議申し立て手続きをしたりと、さまざまな活動がされていました。&lt;br /&gt;
  700. 　また、ドイツで既に４０％以上を占めるに至った、再生可能エネルギー（風力、太陽光、水力など）の実用・普及についても紹介されました。市民が風車を立て、自治体が発電事業を行うといった取り組みがされていました。発電コストに見合う売電を可能にするために、電気代を１％値上げするなど、広く浅く市民全体が協力している姿が印象的でした。&lt;br /&gt;

  703. &lt;b&gt;ブッチ・ポンゴス氏（フィリピン）&lt;br /&gt;『フィリピンの原発稼働停止の取り組みと現状』&lt;/b&gt;&lt;br /&gt;
  704. 　フィリピンでは、独占資本家と外国資本による、経済的・権力的コントロールとして原発建設がされてきた背景があります。要するに、金のため、力のための原発です。&lt;br /&gt;
  705. 　アメリカの企業が進めたバターン原発建設に対して、経済的搾取を受けてきた市民が立ち上がり、その稼働を食い止めた経緯についてお話されました。&lt;br /&gt;
  706. 　しかし、現在、国内で１３もの原発建設が計画されています。いずれも、外国企業が進めています。&lt;br /&gt;
  707. 　フィリピンでも電力需要が高まっていることは他の国々と同じですが、フィリピンは海に囲まれ、また温暖なことから、水力や太陽光発電が期待でき、またコストも低くてすむと思われる、とのことでした。&lt;br /&gt;

  715. 　核兵器も原発も、いずれもtoo dangerousであり、いずれも「核産業」が生み出すもの。核をなくすためには、まず核兵器をなくすことが第一とのご指摘でした。そのために、核兵器禁止条約の成立に向けて、新しい運動が始まっています。そのリーダーには、３つの都市（ヒロシマ・ナガサキ・フクシマ）を有し、核兵器・原発のいずれの被害も経験した日本がふさわしいと強調されました。&lt;br /&gt;

  720. 　原発前、１ｍＳｖとされていた低容量放射線の安全基準値が、経済コストを理由に、２０ｍＳｖまで引き上げられ、避難区域指定が解除されています。それだけでなく、健康診断も十分に行われず、かつその結果が秘匿されてしまっています。&lt;br /&gt;
  721. 　これに対し、国連の特別報告者による「グローバー勧告」は、基準値を１ｍＳｖに戻し、「もっとも弱い立場にある人々の立場に立った」施策を採るように日本政府に勧告しました。さらに、原子力エネルギー政策や原子力規制に関する意思決定プロセスに、市民の意見を反映する必要があるとも述べています。&lt;br /&gt;
  722. 　しかし、我が国政府はすぐに６０頁に及ぶ反論書を作成して、これらの勧告に従っていません。&lt;br /&gt;

height=&quot;200&quot; width=&quot;158&quot; /&gt;&lt;/a&gt;　 また、米国からポストハーベスト農薬である防かび剤の表示義務をなくすように要求されていること、TPPにおいては地産地消運動などによる産地の表示が米国産農作物を差別するものとされる可能性を指摘されました。&lt;br /&gt;&lt;br /&gt;　 景品表示法という法律がありますが、消費者庁のHPでは同法について、「実際より良く見せかける表示」「につられて消費者が実際には質の良くない商品やサービスを買ってしまい不利益を被るおそれがあります」「より良い商品やサービスを自主的かつ合理的に選べる環境を守ります」などと説明されています。&lt;br /&gt;&lt;br /&gt;　私の経済学の知識では、市場経済はより良い商品が買われて悪い製品は淘汰されるので合理的とされていたはずですが、TPPでは消費者の選択が合理的になる表示は抑制されるのでしょうか。&lt;br /&gt;&lt;br /&gt;　 また、学校給食では地域で採れた食材が使われているのも参入障壁とされていること、これをやめない場合、ISD条項で日本政府が損害賠償を払わされることも説明されました。&lt;br /&gt;&lt;br /&gt;　 地産地消運動は、農業だけの運動ではなく、地域の経済全体に関わる運動と私は考えますが、学校給食の安全性など子どもたちの未来を奪うような結果を容認し、農業や地域経済を破壊してまで得るべき利益が私たちに果たしてあるのでしょうか。&lt;br /&gt;&lt;br /&gt;　 鈴木教授は、「１％の１％による１％のための」TPPと表現されていましたが、残り９９％の私たちには、まさに何のプラスもないということが実によくわかる素晴らしい講演でした。（報告：川津聡）&lt;br /&gt;&lt;br /&gt;&lt;div class=&quot;separator&quot;
