  52. <p>The 2025 Transportation Construction Coalition (TCC) Fly-In, held May 7-8 at the National Mall Hilton Hotel, brought together transportation construction industry leaders from across the country to advocate for long-term infrastructure investment and policy improvements. The event kicked off with a legislative briefing that featured key voices from Capitol Hill, including Chairman Sam Graves (R-Mo.) and Ranking Member Rick Larsen (D-Wash.) of the House Transportation &amp; Infrastructure Committee. Attendees also heard from the Federal Highway Administration’s Chief Counsel Jay Payne, and Mr. Thomas Smith, Executive Director of the American Society of Civil Engineers, who offered valuable updates on the state of infrastructure as highlighted in the newest edition of the <a href="https://infrastructurereportcard.org/">Infrastructure Report Card</a>.</p>

  156. <p>Under the emphasis program, each region is expected to double their heat-related inspections when compared to previous years. To date, the agency has conducted approximately eight thousand heat-related inspections.</p>

  160. <p>The NEP includes program elements that compliance safety and health officers (CSHOs) will use to gauge an employer’s efforts to prevent heat-related injuries and illnesses. Many go well above and beyond the basic concepts of “Water. Rest. Shade” which have been the core elements of the OSHA Heat Illness Prevention Campaign since 2011.   189. <p>In late April, President Trump signed an <a href="https://www.whitehouse.gov/presidential-actions/2025/04/enforcing-commonsense-rules-of-the-road-for-americas-truck-drivers/">executive order</a> directing Secretary of Transportation, Sean Duffy, to “identify and begin carrying out additional administrative, regulatory, or enforcement actions to improve the working conditions of America’s truck drivers.” Secretary Duffy was given 60 days to comply, which means there should be an update sometime in late June.</p>

  193. <p>The order also reinforces the <em>existing</em> legal requirement that truck drivers must “read and speak the English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records.”</p>

  197. <p>The President explained: “Proficiency in English, which I designated as our official national language in Executive Order 14224 of March 1, 2025 (<em>Designating English as the Official Language of the United States</em>), should be a non-negotiable safety requirement for professional drivers. They should be able to read and understand traffic signs, communicate with traffic safety, border patrol, agricultural checkpoints, and cargo weight-limit station officers. Drivers need to provide feedback to their employers and customers and receive related directions in English. This is common sense.”</p>
