  20.  &lt;p&gt;Just when you thought you had the rule book memorized...&lt;/p&gt; &lt;p id="jt8LBX"&gt;Every off-season, the NFL takes suggestions for rule, resolution and bylaw changes from all 32 franchises and the competition committee. They vote on these suggestions and then some are added to the rulebook for the following season. &lt;/p&gt;
  21. &lt;p id="Q6U6Ca"&gt;It doesn’t look like DeMeco Ryans and the &lt;a href="https://www.battleredblog.com/"&gt;Houston Texans&lt;/a&gt; made any suggestions that passed, however, they’re likely single-mindedly focused on continuing to build a great franchise. &lt;/p&gt;
  22. &lt;p id="aMkNiw"&gt;Here’s the batch of new 2024 rules, bylaws and resolution changes: &lt;/p&gt;

  25. &lt;p id="IKtkRF"&gt;&lt;strong&gt;Approved 2024 Playing Rules, Bylaws and Resolutions&lt;/strong&gt;&lt;/p&gt;
  26. &lt;p id="TNvkoO"&gt;NFL clubs adopted the following rules change proposals, bylaws and resolutions at the NFL Annual Meeting in Orlando, Florida, including the adoption of a new kickoff rule.&lt;/p&gt;
  27. &lt;p id="szs1VV"&gt;&lt;strong&gt;2024 Approved Playing Rules Summary&lt;/strong&gt;&lt;/p&gt;
  28. &lt;p id="GRbIDo"&gt;1.  By &lt;a href="https://www.prideofdetroit.com/"&gt;Detroit Lions&lt;/a&gt;; amends Rule 15, Section 1, Article 1, to protect a club’s ability to challenge a third ruling following one successful challenge.&lt;/p&gt;
  29. &lt;p id="G1TbyO"&gt;5. By Competition Committee; amends Rule 14, Section 5, Article 2, to allow for an enforcement of a major foul by the offense prior to a change of possession in a situation where there are fouls by both teams.&lt;/p&gt;
  30. &lt;p id="gnupBw"&gt;6. By Competition Committee; amends Rule 15, Section 3, Article 3, to include a ruling of a passer down by contact or out of bounds before throwing a pass as a reviewable play.&lt;/p&gt;
  31. &lt;p id="jtBlIn"&gt;7. By Competition Committee; amends Rule 15, Section 3, Article 9, to allow a replay review when there is clear and obvious visual evidence that the game clock expired before any snap.&lt;/p&gt;
  32. &lt;p id="uup0US"&gt;8. By Competition Committee; amends Rule 12, Section 2, to eliminate a potentially dangerous tackling technique.​&lt;/p&gt;
  33. &lt;p id="R0skTy"&gt;10A. By Competition Committee; for one year only, amends Rule 6, to create a new form of a free kick play that is designed to: (1) resemble a typical scrimmage play by aligning players on both teams closer together and restricting movement to reduce space and speed; and (2) promote more returns. Permits the Replay Official automatically review whether a free kick legally touched the ground or a receiving team player in the landing zone.&lt;/p&gt;
  34. &lt;p id="3VwGi8"&gt;&lt;strong&gt;2024 Approved Bylaws Summary&lt;/strong&gt;&lt;/p&gt;
  35. &lt;p id="CPKQEh"&gt;2. By Detroit Lions; amends Article XVII, Section 17.16 (C) of the Constitution &amp;amp; Bylaws, to provide clubs with an unlimited number of designated for return transactions in the postseason.&lt;/p&gt;
  36. &lt;p id="kl8PTh"&gt;4.  By &lt;a href="https://www.behindthesteelcurtain.com/"&gt;Pittsburgh Steelers&lt;/a&gt;; amends Article XVI, Section 16.6 of the Constitution &amp;amp; Bylaws, to move the trading deadline to the Tuesday after Week 9 games.&lt;/p&gt;
  37. &lt;p id="TXJ6OB"&gt;6. By Competition Committee; amends Article XVII, Section 17.16(C), to permit each club to place a maximum of two players who are placed on an applicable Reserve List on the business day of the final roster reduction to be designated for return. Such players will immediately count as two of the club’s total designations.&lt;/p&gt;
  38. &lt;p id="dWu0p6"&gt;7. By Competition Committee; amends Article XVII, Section 17.3, to expand the Standard Elevation rules to permit clubs to elevate a bona fide Quarterback an unlimited number of times from its practice squad to its Active List to be its Emergency Third Quarterback.&lt;/p&gt;

  40. &lt;p id="MlmDOE"&gt;G-1. By &lt;a href="https://www.buffalorumblings.com/"&gt;Buffalo Bills&lt;/a&gt;; to make the injury reporting rules for players who do not travel with their clubs to games away from their home city competitively fairer. &lt;/p&gt;
  41. &lt;p id="jEmeQl"&gt;G-2A. By &lt;a href="https://www.bigcatcountry.com/"&gt;Jacksonville Jaguars&lt;/a&gt;; expands the 2023 preseason trial of providing a specific Hawk-Eye feed in the coaches booths for the 2024 preseason with full implementation for the 2025 season.&lt;/p&gt;

  43. &lt;p id="XG8xsU"&gt;Not too much in there that should create serious talking points or controversy. This one, however, should put an end to at least some of the egregious officiating errors seen in the last few seasons:&lt;/p&gt;

  61. &lt;p id="ms9eSh"&gt;In the end, they need to make every play and officiating call reviewable. The story of why they won’t (would add too much time to the game) doesn’t hold water since both teams are limited on how many plays they can review (3) per contest. &lt;/p&gt;
  62. &lt;p id="I4mqoj"&gt;The NFL also needs to employ dedicated off-site officials who review each play in real time. Nothing stings a fanbase worse than watching your team lose due to an officiating error. &lt;/p&gt;

  74.    <title>Houston Texans Draft Class: Grading Each  Pick</title>

  82.  &lt;p&gt;Grading the Houston Texans draft picks.&lt;/p&gt; &lt;p id="C3AiB8"&gt;The &lt;a href="https://www.battleredblog.com/"&gt;Houston Texans&lt;/a&gt; entered the 2024 draft with needs, but not as many as the past few seasons under General Manager Nick Caserio.&lt;/p&gt;
  83. &lt;p id="0wVyBw"&gt;Caserio did a good job of adding talent to the roster since he has been hired, but took it to another level this offseason.&lt;/p&gt;
  84. &lt;p id="AgwRwf"&gt;Head Coach DeMeco Ryans, along with Caserio, knew they needed to be aggressive in acquiring proven talent, due to the emergence of quarterback CJ Stroud on his rookie contract, and they did just that.&lt;/p&gt;
  85. &lt;p id="B1hmDx"&gt;The Texans added several impact players on both sides of the ball, such as wide receiver Stefon Diggs, running back Joe Mixon, defensive end Danielle Hunter and linebacker Azeez Al-Shaair. &lt;/p&gt;
  86. &lt;p id="23hJOW"&gt;Due to the Texans being a good team in 2023, their top picks were mostly on the back end of each round, which is a new experience for everyone as of late. Caserio has done a great job the past few years, and that streak may have continued.&lt;/p&gt;
  87. &lt;p id="opz484"&gt;Here is a look at Houston’s 2024 Draft Picks:&lt;/p&gt;
  88. &lt;h2 id="6QZPER"&gt;&lt;em&gt;&lt;strong&gt;Round Two: Georgia Cornerback Kamari Lassiter: B+&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  89. &lt;p id="k86gqQ"&gt;Caserio is known for trading during the draft, but Houston stood their ground, stayed at their pick, and got the best player on their board at the cornerback position.&lt;/p&gt;
  90. &lt;p id="iufbS3"&gt;Lassiter is a physical player, that is likely going to be a day one starter, and bring even more energy to an already impressive Texans defense, led by DeMeco Ryans.&lt;/p&gt;
  91. &lt;p id="pQt2oy"&gt;If not for a poor 40-yard dash time, Lassiter could have been a late first-round pick due to his impressive skillset. Lassiter plays much faster than his time indicates.&lt;/p&gt;
  92. &lt;h2 id="Axsi6M"&gt;&lt;em&gt;&lt;strong&gt;Round Two: Notre Dame Offensive Tackle Blake Fisher: C+&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  93. &lt;p id="JXMpk0"&gt;The Houston Texans have invested several high draft picks, to go along with several big money extensions on their offensive line over the past few years.&lt;/p&gt;
  94. &lt;p id="seuUGV"&gt;Houston already has their two starting offensive tackles in Laremy Tunsil and Tytus Howard. Tunsil is not a free agent until 2027, and Howard is not a free agent until 2026. &lt;/p&gt;
  95. &lt;p id="6qbCoH"&gt;It is clear that the Texans are building for the future, but with more needs on the defensive line and secondary, it felt like a reach in the second-round. &lt;/p&gt;
  96. &lt;h2 id="7LDWBd"&gt;&lt;em&gt;&lt;strong&gt;Round Three: USC Safety Calen Bullock: A-&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  97. &lt;p id="Zy3ovz"&gt;Bullock, who is only 20 years old, was an absolute ballhawk at USC, intercepting the ball nine times over three seasons. &lt;/p&gt;
  98. &lt;p id="j8hnRF"&gt;Houston already has Jalen Pitre, who had a down year in 2023, to go along with veteran Jimmie Ward, who was banged up for a majority of the year, but there is room for Bullock to step in and contribute immediately in DeMeco’s defense.&lt;/p&gt;
  99. &lt;h2 id="xazj5v"&gt;&lt;em&gt;&lt;strong&gt;Round Four: Ohio State Tight End Cade Stover: A&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  100. &lt;p id="kAP0pK"&gt;Whenever you can get a familiar face for your young, star quarterback, you do it. Stover and quarterback CJ Stroud already have chemistry from their time at &lt;a href="https://www.landgrantholyland.com"&gt;Ohio State&lt;/a&gt;, and should compete with Brevin Jordan for TE2.&lt;/p&gt;
  101. &lt;p id="fFMDe9"&gt;Not only does Stover have high potential as a receiving threat, but his potential as a blocker is intriguing. &lt;/p&gt;
  102. &lt;p id="tHwT07"&gt;Stover was a defensive end two years ago, and is just getting his feet wet at the tight end position. It would not be a surprise to see Stover as the Texans starting tight end within a couple years.&lt;/p&gt;
  103. &lt;h2 id="3McdYi"&gt;&lt;em&gt;&lt;strong&gt;Round Six: Oregon Linebacker Jamal Hill: B-&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  104. &lt;p id="gCZfNY"&gt;The Texans need depth at the linebacker position, and Jamal Hill gives you that, to go along with his willingness to play special teams.&lt;/p&gt;
  105. &lt;p id="1DFukW"&gt;The former safety turned linebacker is very fast, and has some serious potential in the man coverage department. Hill is very raw, but if anyone can coach up a linebacker, it’s DeMeco Ryans.&lt;/p&gt;
  106. &lt;h2 id="y4PrPQ"&gt;&lt;em&gt;&lt;strong&gt;Round Six: Louisville Running Back Jawhar Jordan: A-&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  107. &lt;p id="8NwYPj"&gt;Houston added &lt;a href="http://www.sbnation.com/nfl-pro-bowl"&gt;Pro Bowl&lt;/a&gt; running back Joe Mixon to their roster this offseason, which already has Dameon Pierce, who has a down year in 2023. &lt;/p&gt;
  108. &lt;p id="VHBKTD"&gt;Jordan will have to show a lot to contribute meaningful snaps this upcoming season, but he was very productive in 2023, rushing for 1,128 yards and 13 touchdowns. Not only does Jordan have potential in the run game, but he is also an impressive kick returner.&lt;/p&gt;
  109. &lt;h2 id="ATz4iu"&gt;&lt;em&gt;&lt;strong&gt;Round Seven: USC Defensive End Solomon Byrd: C+&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  110. &lt;p id="PS0n2U"&gt;Productive player at Wyoming and USC, accumulating 20 sacks, to go along with 31.5 tackles for loss.&lt;/p&gt;
  111. &lt;p id="thV8Nt"&gt;Byrd has potential to be a solid rotational player.&lt;/p&gt;
  112. &lt;h2 id="edofxG"&gt;&lt;em&gt;&lt;strong&gt;Round Seven: Auburn Defensive Tackle Marcus Harris: A-&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  113. &lt;p id="fJBIYx"&gt;Houston may have gotten a steal in the seventh round with Harris, who had 11.5 tackles for loss and 7.5 sacks as an interior defensive lineman in 2023.&lt;/p&gt;
  114. &lt;p id="2FU0Kq"&gt;Harris could come in and contribute immediately. &lt;/p&gt;
  115. &lt;h2 id="SAAAGn"&gt;&lt;em&gt;&lt;strong&gt;Round Seven: Michigan Offensive Lineman LaDarius Henderson: C+&lt;/strong&gt;&lt;/em&gt;&lt;/h2&gt;
  116. &lt;p id="N0s4CN"&gt;The Texans can always use depth on their offensive line, and Henderson brings his monster 7’1 wingspan to a group that was beat up constantly in 2023.&lt;/p&gt;
  117. &lt;p id="njFP1p"&gt;Despite the Texans not having any extremely high picks like the past couple years, they made the best out of their situation and had a solid draft. The team needed help at various positions after free agency, and they not only fixed that, but also added depth everywhere.&lt;/p&gt;

  174.  &lt;p&gt;How much was the 2023 draft really?&lt;/p&gt; &lt;p id="4GDHwV"&gt;Once we remove the general disclaimers about looking too much at instant evaluations of the 2024 draft, we can begin to get some ideas of how successful the &lt;a href="https://www.battleredblog.com/"&gt;Houston Texans&lt;/a&gt; were this past weekend. However, before we get started we need to establish some ground rules. After all, no analysis is meaningful without a solid foundation and a solid frame of reference.&lt;/p&gt;
  175. &lt;p id="ziPACl"&gt;We need to be fair. The 2023 draft will always be special because of C.J. Stroud and Will Anderson. Those were the second and third overall selections. You aren’t going to get that even in the latter part of the first round much less the second round. So, we need to remove those picks across the top.&lt;/p&gt;
  176. &lt;p id="VTyZ9o"&gt;&lt;a href="http://NFL.com"&gt;NFL.com&lt;/a&gt; did prospect grades going back several years that rates the prospect’s likelihood of contributing. We can look at the grades for the 2023 draftees after the first round and then compare that with 2024. That comes with a couple of different caveats, First, we must scrutinize those 2023 grades to determine how accurate those grades were. Plus, we also need to recognize that some drafts are better overall than others.&lt;/p&gt;
  177. &lt;h2 id="uKLLTS"&gt;2023 Draft Profiles&lt;/h2&gt;
  178. &lt;p id="KxJY5c"&gt;&lt;strong&gt;OL Juice Scruggs— 6.21 (Eventual average Starter)&lt;/strong&gt;&lt;/p&gt;
  179. &lt;p id="ZNXDR2"&gt;I think the outcome of the 2023 season depends on who you ask. Technically, he was the starter when he was physically able to do it. He also played at a different position than he played throughout camp and where he is likely to play this season. PFF grades weren’t kind, but we have to put heavy emphasis on the “eventual” in eventual average starter.&lt;/p&gt;
  180. &lt;p id="f4Q74d"&gt;&lt;strong&gt;WR Tank Dell— 6.30 (Eventual plus starter)&lt;/strong&gt;&lt;/p&gt;
  181. &lt;p id="FaKlus"&gt;I’d say that’s a big yes. I’d say plus starter describes him perfectly. Given how loaded wide receiver is, I don’t know if he will ever be a &lt;a href="http://www.sbnation.com/nfl-pro-bowl"&gt;Pro Bowl&lt;/a&gt; performer, but he is definitely already better than the average starting receiver.&lt;/p&gt;
  182. &lt;p id="F9w7UU"&gt;&lt;strong&gt;DE Dylan Horton— 5.99 (Likely backup)&lt;/strong&gt;&lt;/p&gt;
  183. &lt;p id="GF5kc2"&gt;Cancer sucks. The Texans have had their fair share and then some of cancer. I’m not exactly sure what people like Lance Zierlein are supposed to do to predict cancer. Our hopes and prayers are with Dylan right now as he fights this horrible disease.&lt;/p&gt;
  184. &lt;p id="xYjiIf"&gt;&lt;strong&gt;LB Henry To’oTo’o— 6.16 (Good backup with starter potential)&lt;/strong&gt;&lt;/p&gt;
  185. &lt;p id="uYJmeM"&gt;Like Scruggs, the answer to this riddle is in the eye of the beholder. In terms of snaps he was an occasional starter and definitely a rotational player. How good were those snaps? That’s another question entirely. A large part of this calculation also depends on who is on the depth chart. The Texans didn’t have much and so he was needed.&lt;/p&gt;
  186. &lt;p id="6Ea6iZ"&gt;&lt;strong&gt;OL Jarrett Patterson— 5.85 (Likely Backup)&lt;/strong&gt;&lt;/p&gt;
  187. &lt;p id="QhzdnG"&gt;Anyone detecting a theme here? Patterson started at center until he was lost for the season due to injury. Should he have started? You could claim he was the third or even fourth string option depending on how you interpret the depth chart. He will likely return to backup status.&lt;/p&gt;
  188. &lt;p id="o8e3eV"&gt;&lt;strong&gt;WR Xavier Hutchinson— 5.87 (Likely Backup)&lt;/strong&gt;&lt;/p&gt;
  189. &lt;p id="l8IMlh"&gt;This one is fairly accurate and representative of what he was in 2023. Will he be more? I suppose anything is possible, but there was nothing from last season that would indicate he will be.&lt;/p&gt;
  190. &lt;p id="Mqvike"&gt;&lt;strong&gt;S Brandon Hill— 5.92 (Likely Backup)&lt;/strong&gt;&lt;/p&gt;

  194. &lt;p id="nhjKBM"&gt;&lt;strong&gt;CB Kamari Lassister— 6.22 (Eventual Average Starter)&lt;/strong&gt;&lt;/p&gt;
  195. &lt;p id="eiv8gL"&gt;When you get an eventual starter in the second round you are doing pretty good. He will compete in training camp and may the best man win.&lt;/p&gt;
  196. &lt;p id="DCKMtm"&gt;&lt;strong&gt;OT Blake Fisher— 6.26 (Eventual Average Starter)&lt;/strong&gt;&lt;/p&gt;
  197. &lt;p id="Eu9Wpb"&gt;Could you have covered a more immediate need here? This will be debated. As far as this guy is concerned it looks like he will possibly meet the expectations of offering them an option after 2024 to move away from Tunsil or Howard.&lt;/p&gt;
  198. &lt;p id="nj43Xw"&gt;&lt;strong&gt;S Caden Bulluck— 6.16 (Good backup with starter potential)&lt;/strong&gt;&lt;/p&gt;
  199. &lt;p id="EXhDWy"&gt;We come to a general theme with this draft. Bullock is not a definite starter, but a guy that could eventually grow into one. &lt;/p&gt;
  200. &lt;p id="CbxZxj"&gt;&lt;strong&gt;TE Cade Stover— 6.26 (Eventual Average Starter)&lt;/strong&gt;&lt;/p&gt;
  201. &lt;p id="yvDXjV"&gt;As much as I might question the Fisher selection, I love this one. This club was dangerously thin at tight end and now they can be more creative with two tight end sets or at least have competent play behind Dalton Schultz.&lt;/p&gt;
  202. &lt;p id="hlA2jx"&gt;&lt;strong&gt;LB Jamal Hill— 5.90 (Likely Backup)&lt;/strong&gt;&lt;/p&gt;
  203. &lt;p id="b0Pyw9"&gt;This one is okay I guess. I would have liked a running back higher in the draft, but you needed linebacker depth, so here you go.&lt;/p&gt;
  204. &lt;p id="crWpmg"&gt;&lt;strong&gt;RB Jawhar Jordan— 5.69 (End of the roster or Practice Squad)&lt;/strong&gt;&lt;/p&gt;
  205. &lt;p id="QzwxBb"&gt;This is largely based on testing. When you are as small as Jordan and you run a 4.6 40 then scouts are going to be understandably concerned. He is slated to be a backup anyway, but I would have liked to have gotten someone a little better. We will wait and see.&lt;/p&gt;
  206. &lt;p id="EG4gGz"&gt;&lt;strong&gt;DE Sebastian Byrd— 5.64 (End of the Roster or Practice Squad)&lt;/strong&gt;&lt;/p&gt;
  207. &lt;p id="e6Kdb6"&gt;It’s the 7th round. What do you expect? I guess you could have gotten a better football player at another position, but maybe they are looking at Dylan Horton likely missing time and hoping to get someone else that can compete.&lt;/p&gt;

  209. &lt;p id="dxPJiQ"&gt;The only people that care where they are drafted are the agent and the player. Once camp starts then it doesn’t matter. If he can provide solid depth and a credible competitor for those veterans then it doesn’t matter when he was selected.&lt;/p&gt;

  211. &lt;p id="kvT8Hn"&gt;Let’s get another crash test dummy in there at guard just to keep the Green brothers honest. He could potentially be a nice piece to keep on the practice squad because last season showed that you need to keep plenty of guys handy.&lt;/p&gt;
  212. &lt;p id="u5lo7m"&gt;&lt;strong&gt;Class Average: 5.99&lt;/strong&gt;&lt;/p&gt;

  214. &lt;p id="zxkTmY"&gt;As you can see, there isn’t a ton of difference once you remove the first two first rounders and the 2024 draft had more selections from the second round on. So, that’s two extra lottery tickets. You never know what can happen, but if the draft experts are accurate then this draft should be similar to the other one from the second round on.&lt;/p&gt;

  286. &lt;p id="y2g4HG"&gt;As per Article 21 of the Collective Bargaining Agreement, each club’s official, voluntary nine-week offseason program is conducted in three phases:&lt;/p&gt;
  287. &lt;p id="J6QtUl"&gt;Phase One consists of the first two weeks of the program with activities limited to meetings, strength and conditioning, and physical rehabilitation only.&lt;/p&gt;
  288. &lt;p id="oCp5Hh"&gt;​Phase Two consists of the next three weeks of the program. On-field workouts may include individual or group instruction and drills, as well as “perfect play drills,” and drills and plays with offensive players lining up across from offensive players and defensive players lining up across from defensive players, conducted at a walk-through pace. No live contact or team offense vs. team defense drills are permitted.&lt;/p&gt;
  289. &lt;p id="psqSfH"&gt;Phase Three consists of the next four weeks of the program. Teams may conduct a total of 10 days of organized team practice activity, or “OTAs”. No live contact is permitted, but 7-on-7, 9-on-7, and 11-on-11 drills are permitted.&lt;/p&gt;
  290. &lt;p id="FvEoUA"&gt;Article 22 of the Collective Bargaining Agreement stipulates that clubs may hold one mandatory minicamp for veteran players. This minicamp, noted below, must occur during either week three or week four of Phase Three of the offseason program. &lt;/p&gt;
  291. &lt;p id="TO4j4x"&gt;Each club may hold a rookie football development program for a period of seven consecutive weeks, which in 2024 may begin on May 13. During this period, no activities may be held on weekends, with the exception of one three-day post-Draft rookie minicamp, which may be conducted on either the first or second weekend following the draft.&lt;/p&gt;
