  44. <p>Hezbollah, which is based in Lebanon and is Iran’s most powerful regional proxy, has had intense cross-border clashes with Israeli forces ever since the Hamas-led attacks in Israel on Oct. 7. With little sign of the conflict abating and with diplomatic talks yet to result in a cease-fire, Israel has in recent months begun killing Hezbollah fighters in targeted strikes, reflecting an apparent shift in military strategy.</p>

Analysts say, however, that the group’s responses to targeted strikes are often indicative of the significance of the fighters killed.</p>

  95. <p>On April 27, 1994, South Africa held its first multiracial democratic election, voting out apartheid and voting in its first Black president, Nelson Mandela.</p>
  96. <p>Forty-six years prior, in 1948, apartheid &#8211; a system built on white supremacy, segregation and inequality &#8211; was signed into law.</p>
  97. <p>It fomented the boundaries between races, cutting people off from one another with increasingly restrictive rules.</p>
  98. <p>In the vibrant multiracial enclaves of Johannesburg in the 1950s, apartheid police clamped down while many non-white people resisted.</p>
  99. <p>Among those documenting life and resistance under apartheid for the famed Drum magazine, was young German-born photographer Jurgen Schadeberg.</p>
  100. <p>On the streets of Johannesburg, he captured vibrant, diverse communities at a time when the apartheid government was trying its hardest to remove every trace of multiracialism from its streets. Through his lens, he also immortalised leading struggle and cultural icons, among them Oliver Tambo, Miriam Makeba and Nelson Mandela himself.</p>

  155. <p>LONDON (AP) — A former researcher working in the U.K. Parliament and another man charged with spying for China were granted bail Friday after an initial court appearance in London.</p>
  156. <p>Christopher Cash, 29, and <span class="caas-xray-inline-tooltip"><span class="caas-xray-inline caas-xray-entity caas-xray-pill rapid-nonanchor-lt" data-entity-id="Christopher_Berry" data-ylk="cid:Christopher_Berry;pos:1;elmt:wiki;sec:pill-inline-entity;elm:pill-inline-text;itc:1;cat:Actor;" tabindex="0" aria-haspopup="dialog">Christopher Berry</span></span>, 32, were charged with violating the Official Secrets Act by providing information or documents that could be “useful to an enemy” — China — and “prejudicial to the safety or interests” of the U.K. between late 2021 and February 2023.</p>

  410. <p>Like many of the protest sites we have visited, there is a mix of local residents &#8211; concerned about the sudden arrival of asylum seekers in their under-resourced rural location &#8211; and anti-immigration activists and &#8220;citizen journalists&#8221;, from <strong>Dublin</strong> and further afield.</p>
  411. <p>The legacy media aren&#8217;t welcome at these sites. An RTE cameraman was run out of the Newtownmountkennedy protest. Even wearing a hoodie and jeans, and just holding a phone, I was asked immediately if I was police or media, before being told to &#8220;f*** off.&#8221;</p>
  412. <p>The police are investigating a series of arson attacks at sites like this around the country, as the Irish government struggles to house the ever-increasing number of asylum seekers. It ran out of proper accommodation some time ago, which is why a tent city has sprung up around the international protection office on Dublin&#8217;s Mount Street.</p>
  413. <p>The scores of tents &#8211; resembling Skid Row in the heart of Dublin&#8217;s Georgian Quarter &#8211; are where mostly male refugees camp, live, urinate and defecate. Charities try to help with sanitation and food. It&#8217;s become a focal point for protest. Videos of the tent city are circulated by anti-migrant campaigners.</p>
  414. <p>The government cleared the tents and their unfortunate inhabitants out of the street ahead of the international spotlight of St Patrick&#8217;s Day. But it immediately sprang up again. When we visited on Thursday, it seemed larger than ever.</p>
  415. <p>It feels like the system is being overwhelmed.</p>
  416. <p>Why is it happening? Could the actions of Ireland&#8217;s closest neighbour be somewhat responsible?</p>
  417. <p>Ireland&#8217;s Justice Minister Helen McEntee told a parliamentary committee this week that more than 80% of those applying for asylum in Dublin were estimated to have come over the border with Northern Ireland.</p>

  439. <p>Six thousand people have applied for asylum in Ireland so far this year, so, using Ms McEntee&#8217;s estimate, 4,800 of those came from the UK.</p>
  440. <p>We don&#8217;t know for sure because the border is unmonitored. Ironically, the same open, invisible border the Irish government fought so hard to maintain during Brexit could now be proving problematic when it comes to immigration.</p>
  441. <p>Ireland&#8217;s deputy prime minister Micheal Martin has openly blamed the UK&#8217;s Rwanda policy, at least in part.</p>
  442. <p>He said &#8220;fearful&#8221; people were trying &#8220;to get sanctuary here and within the European Union as opposed to the potential of being deported to Rwanda&#8221;.</p>

  457. <p>Just last month, the Irish High Court ruled that the designation of Britain as a &#8220;safe country&#8221; for returning refugees was unlawful and instead deemed it unsafe due to the risk of them being sent onward to Rwanda.</p>
  458. <p>The &#8220;Ireland rules Britain unsafe&#8221; spin that resulted in parts of the UK media hinted at the diplomatic headache Dublin could now face.</p>
  459. <p>It also means that it could now be illegal to send refugees back to Britain, another reason why refugees scared of being sent to <strong>Rwanda</strong> are tempted to jump on a ferry to Larne or <strong>Belfast</strong> and cross the invisible border.</p>
  460. <p>The Irish government is quickly drafting legislation to try and navigate around the court&#8217;s ruling. But there is little doubt here that the Rwanda policy, <strong>which was passed on Tuesday</strong>, could be a driver behind a surge in asylum seekers coming to Ireland.</p>

  462. <p>For the first time ever, immigration will be a hot issue in the upcoming general election in Ireland.</p>
  463. <p>Ministers know this, and know they must make changes.</p>
  464. <p>They&#8217;re hoping to persuade voters that signing up to the controversial new EU migration pact will help make Ireland firmer and fairer on immigration, even though it doesn&#8217;t kick in until 2026.</p>

  508.                        The arrest this week of an aide to the far-right Alternative for Germany (AfD)&#8217;s lead candidate for the European parliamentary elections on accusations of spying for China is yet another blow to a party already tarnished by scandals involving alleged payments from sources close to Moscow.        </p>

  510. <p>Jian Guo, a German citizen of Chinese origin, was arrested in Dresden on Monday, 23 April, accused of spying for China.</p>
  511. <p>Guo was a parliamentary assistant for Maximilian Krah, a member of the EU parliament and the AfD’s lead candidate for the upcoming European parliamentary elections on June 9.</p>
  512. <p>Both Krah and Petr Bystron, number two on the AfD list for the June election, are facing investigations over foreign interference. The FBI last year questioned Krah during his trip to the US over alleged payments from sources close to the Kremlin. Bystron was accused of participating – knowingly or unknowingly – in a vast Russian disinformation operation.</p>
  513. <p>Bystron, a Bavarian politician, was very involved with the &#8220;Voice of Europe&#8221; website at the heart of a Russian disinformation operation uncovered in March that aimed to undermine Western support for Ukraine. Bystron has been accused in the media of having received around €20,000 for his contributions to &#8220;Voice of Europe&#8221;.</p>
  514. <h2>Alternative ‘against’ Germany</h2>
  515. <p>These mounting scandals give the impression that Germany&#8217;s far-right party is a revolving door for infiltration by foreign agents, especially from authoritarian regimes such as Russia and China.</p>
  516. <p>“The AfD has become a security risk” for Germany, wrote conservative daily Frankfurter Allgemeine Zeitung. The magazine Der Spiegel also weighed in, asking in its newsletter of Tuesday 24 April: “Is the AfD an Alternative <em>against</em> Germany?&#8221;</p>
  517. <p>Calls for Krah and Bustron to resign have multiplied in Germany.</p>
  518. <p>But on Wednesday, Krah said he would remain the AfD’s top candidate in the upcoming EU elections.</p>
  519. <p>“If you think this the end of me as the lead candidate, I must disappoint you,” he told reporters. “I am and remain the top candidate.” </p>
  520. <p>As for Bystron, he has received the official support of Tino Chrupalla, one of the leaders of the far-right party. </p>
  521. <p>It was the arrest of Guo, 40, that really triggered the outcry against the AfD. Until now, evidence of foreign influence-buying has largely been circumstantial: all-expenses-paid trips for AfD leaders to China, money from China or Russia or speeches given by AfD politicians that appear modelled on Russian propaganda.</p>
  522. <h2>The AfD and Russia: a long history </h2>
  523. <p>The accusations of espionage are “much more tangible evidence of collusion”, said Mareike Ohlberg, a sinologist and specialist in the Chinese Communist Party&#8217;s influence campaigns at the German Marshall Fund of the United States, a Berlin-based think-tank. </p>
  524. <p>Indeed, the AfD&#8217;s susceptibility to Russian propaganda has been examined and commented on for several years in Germany. The participation of Bavarian members of the AfD as observers at the highly controversial Russian presidential election last March, for example, did not go unnoticed – particularly when they declared that the election had been conducted in a “very democratic manner”.</p>
  525. <p>The revelations in early February about the multiple identities of the Russian-born parliamentary assistant to an AfD member of Germany&#8217;s federal parliament, have also made waves. It has to be said that the affair had all the makings of a spy movie. This colourful character was not only working as a translator for a German member of parliament, but also a rapper and agent of the FSB, one of Russia&#8217;s intelligence services.</p>

  527. <p>But in the long run, these links with Russia no longer come as much of a surprise in Germany.</p>
  528. <p>“For journalists and observers who follow these affairs, the AfD has represented a security risk since around 2017, when the party began to increase its contacts with Russia,” said Anton Shekhovtsov, director of the Centre for Democratic Integrity in Austria, who has worked on the relations between Russia and the far right in Europe.</p>
  529. <h2>China lies in wait</h2>
  530. <p>China appears to be a new piece in the puzzle of the AfD&#8217;s controversial foreign relations – and potentially even more problematic for Germany&#8217;s intelligence services.</p>
  531. <p>“If Russian interference is like a storm hitting Germany, China&#8217;s is like global warming,” said Thomas Haldenwang, head of the German Federal Office for the Protection of the Constitution in 2022.</p>
  532. <p>But Ohlberg said reports of the party&#8217;s ties to China were nothing new.</p>
  533. <p>“China has been cultivating its links with Alternative für Deutschland since at least 2019,” she said.</p>
  534. <p>Back in 2023, news website t-online published a lengthy investigation into the ‘China-gate’ affair surrounding Krah, shedding some light on how Beijing operates. Krah had studied in China and was invited to Shanghai by the Chinese authorities in 2019.</p>
  535. <p>“The Chinese will first try to influence their targets by inviting them to their homes or to meetings in neutral territory, but rarely in the country of origin,” intelligence expert Erich Schmidt-Eenboom told t-online.</p>
  536. <p> Krah then became a great defender of the Chinese point of view, saying that accusations of Chinese abuses against the country&#8217;s Uyghur Muslim minority are “<a target="_blank" href="https://twitter.com/KrahMax/status/1447836315039510529" rel="noopener">fables to frighten people</a>”. He also maintains that Taiwan is part of China, as is Tibet.</p>
  537. <h2>A symptom of a larger problem</h2>
  538. <p>“The aims of Chinese political interference operations are to gather information about the target country&#8217;s views on China, and then to influence the way in which China is perceived,” Ohlberg said.</p>
  539. <p>But the AfD is not the only target of Chinese operations.</p>
  540. <p>“In fact, the Chinese Communist Party (CCP) targets all the parties that count in a country and, in Germany, it has had even more success with the traditional parties” like the CDU, the SPD and the FDP liberals, Shekhovtsov said.</p>
  541. <p>“The CCP does things differently with the traditional parties in Germany,&#8221; Ohlberg added. &#8220;It tries to influence the major economic players, who then pass on the right message to their elected representatives.”</p>
  542. <p>With the AfD, the modus operandi “seems to resemble more classic espionage cases with the recruitment of agents”, she said, adding that Beijing may be doing the same with the other parties, but that this has not yet been discovered.</p>

  544. <p>For Ohlberg, the AfD nevertheless represents potentially more fertile ground than other parties. Chinese interference is “increasingly taking the form of operations aimed at demonstrating the weaknesses of Western democracy, and this is the kind of rhetoric that an AfD politician is more likely to repeat”, she noted.</p>
  545. <p>The growing number of foreign interference scandals – Russian and Chinese – involving the AfD points to a growing &#8220;security problem&#8221; in Germany. But for Ohlberg, the far-right party is merely a symptom.</p>
  546. <p>“The security risk stems above all from a ‘very 1990s’ attitude to foreign threats that persists in Germany. In other words, there is still the impression that the Cold War has just ended and that we can concentrate on economic development without worrying too much about foreign spies&#8221;, she said.</p>
  547. <p>The cases involving the AfD – much like the arrest on Monday of three Germans accused of carrying out industrial espionage for China – have been a wake-up call to the country. It&#8217;s been a rude awakening.</p>
