  49. <p><strong>Baltimore, MD –</strong> The Maryland Department of Human Services is pleased to announce the selection of Ariana Kelly as the new Executive Director of the Maryland Commission for Women (MCW).</p>
  50. <p>Ariana&#8217;s passion for social justice and advocacy for women&#8217;s rights make her the ideal leader for our Commission.  We are very excited to welcome her as our new Executive Director and very confident in her ability to lead us further in promoting equality and empowerment for women of our State.</p>
  51. <p>Ariana brings a wealth of experience and dedication to her new position. While serving for 14 years as a current state senator representing Montgomery County and former representative in the Maryland General Assembly, she has championed legislation aimed at advancing women&#8217;s rights, improving healthcare access, protecting victims of domestic violence, and enhancing family economic security for all Marylanders. Her commitment to public service and her advocacy for women&#8217;s issues makes her an asset to the Commission, our department, and our state.</p>

  121. <p><strong>PRINCE FREDERICK, MD (Nov. 28, 2023) —</strong>  Calvert County officials from multiple child-serving agencies gathered today to sign and effectuate a legal agreement that established a coordinated process for responding to reported incidents of child abuse and neglect. The agreement, which is updated and signed every 3 years, signifies the continued strong partnership between state and local agency partners working towards the same goal of enhancing child safety in Calvert County.</p>

  123. <p>When reports are received that indicate children have been abused or are in danger, multiple state and county agencies play a role to ensure children are safe, that they receive needed services, and that those who abuse children are held accountable. The agreement ensures each agency receives the information it needs to do its part to protect children.</p>
  124. <p>“It’s important that Calvert County residents see the collaboration that goes into a child welfare investigation and to emphasize the agency partners are aligned with a shared goal of keeping the children in the county safe,” said Amye Scrivener, Director of the Calvert County Department of Social Services. “Calvert County is quite fortunate to have leaders that believe that we each have a role and that we need to work as one to best serve victims of child abuse.”</p>
  125. <p>The agreement was signed at the Calvert County Child Advocacy Center by leaders of the Office of the State&#8217;s Attorney for Calvert County, Calvert County Sheriff&#8217;s Office, Maryland Department of State Police, Calvert County Department of Social Services, Maryland State Department of Education Office of Child Care, Calvert County Board of Education, and Calvert County Department of Health.</p>
  126. <p>Requiring a child to recount their trauma numerous times creates undue hardship and additional trauma. The Calvert County Child Advocacy Center provides a safe and comfortable place where the child and family can be supported. Interviews with child victims are conducted by highly trained professionals and preserved in a way that can be used immediately to ensure safety, and preserved for future needs should the abuser be prosecuted. This child welfare best-practice approach also minimizes the amount of times the child has to explain what has happened.</p>
  127. <p>“This level of coordination is only reached through continued commitment of state and local agencies,’ Scrivener said. “Together, we send a powerful message that child welfare is a shared responsibility, and by working hand-in-hand, we create a safer, more resilient environment for our children to thrive.”</p>

  151. <h2 style="text-align: center;"><b>Talbot County Department of Social Services Hosts Thanks for Giving Event for Foster and Adoptive Parents</b></h2>
  152. <p><strong>EASTON, MD, (NOVEMBER 17, 2023) —</strong> The Talbot County Department of Social Services (TCDSS) recently held a Thanks for Giving appreciation event and training for 20 foster and adoptive parents and staff. The event was held in conjunction with National Adoption Month being recognized in November. This year’s event combined family recognition, as well as training focused on caring for medically fragile children.</p>
  153. <p>The trainers for the Medically Fragile Children’s panel were Vicky Smith, RN, of REM Case Management, who spoke on REM case management and medical terminology; Stephanie Blades, RN, of University of Maryland Shore Regional Health, who spoke on Substance Exposed Newborns (SEN); and Rachael Crawford, RN, of the Talbot County Health Department, who provided a virtual presentation on juvenile diabetes, EpiPens, and allergic reactions.</p>
  154. <p>“This was a topic requested by our resource parents to establish a baseline for all foster and adoptive parents and offer them a level of confidence to navigate the care of medically fragile children in their care,” comments Chrissy Montague, Coordinator, Option Respite &amp; Parent Education at TCDSS.</p>
  155. <p>Families who participated in the training also received a takeout Thanksgiving meal prepared by the Chesapeake Culinary Center and a Thanksgiving platter and hand towel craft to take home and do with their children. Talbot County DSS provides ongoing training for its foster and adoptive parents, as well as a support group.</p>

  178. <p>The Department of Human Services (DHS) Draft Social Services Block Grant Report for the period of October 1, 2023, through September 30, 2024, is now available for review and comments at the DHS website, <a href="https://dhs.maryland.gov/documents/For%20Public%20Review%20and%20Comment/09.29.2023%20MDDHS%20SSBG%202023%20Intended%20Use%20Plan%20and%20Pre-Expenditure%20Report%20FINAL.pdf" rel="noopener" target="_blank"><strong>www.dhs.maryland.gov</strong></a>.</p>
  179. <p>Beginning in October 2023, Maryland anticipates receiving from the federal government approximately $29 million in Social Services Block Grant (SSBG) funds. These funds, combined with other federal, state and local funding, will provide a wide range of social services for Maryland residents. Some of the services provided by this funding include Adoption, Adult Protective Services, Foster Care, In-Home Aide Services, Intensive Family Services and Services to Families with Children.</p>

  219. <h2 style="text-align: center;"><b>State of Maryland Encourages Precautionary Action To Protect Identity In Wake Of Wide-Reaching Cyber Attack</b></h2>
  220. <p><strong>ANNAPOLIS, MD—</strong> The State of Maryland today is encouraging Marylanders to take precautionary action to protect their identity in the wake of a wide-reaching cyber attack. Along with an undetermined number of organizations across the nation, the Maryland Department of Human Services was affected by the MOVEit data breach, which occurred at a third-party vendor contracted by the state and is believed to be tied to a security flaw in a file transfer tool.</p>
  221. <p>There is no current indication that any stolen data involved has been sold, used, shared or released, and the attackers have not contacted the State of Maryland.</p>
  222. <p>Governor Wes Moore directed the Department of Information Technology’s Office of Security Management to carry out a thorough investigation of the incident and determine whether any additional state agencies may be affected. The Governor’s Office and the department will continue to monitor for vulnerabilities, apply security patching, and coordinate response among state agencies and entities potentially involved.</p>
  223. <p>State agency IT contacts and emergency coordinators, as well as local emergency managers, have been notified and encouraged to review the advisory published by the federal Cybersecurity and Infrastructure Security Agency and apply any necessary patches to address potential vulnerabilities with DoIT’s assistance.</p>

Medicaid enrollees can renew their coverage after receiving notices from Maryland Health Connection or the Department of Human Services. </p>

  290. <content:encoded><![CDATA[<p><strong>ANNAPOLIS, MD —</strong> Governor Wes Moore today announced the expansion of Maryland’s plan to replace food and cash assistance funds stolen from Electronic Benefits Transfer cards. SB2/HB50, passed by the Maryland General Assembly and signed into law on Monday, allows EBT cardholders to reclaim benefits stolen as far back as January 1, 2021.</p>
  291. <p>“By signing this legislation into law, we are taking deliberate action to help restore faith in some of our most-needed services and supports,” <strong>said Gov. Moore.</strong> “Maryland is again showing leadership in ensuring that some of our most vulnerable citizens will receive the help they need.”</p>
  292. <p>Under the new law, Maryland will extend the reimbursement eligibility period by 21 months. The General Assembly approved $1.8 million in state general funds for the upcoming state fiscal year for reimbursing adults and families whose claims were previously denied and are now eligible. Approximately 1,095 additional households will become eligible to recover more than $826,000 in previously reported stolen cash and food assistance benefit payments. </p>
  293. <p>Previously, the department could only reimburse EBT benefits stolen by fraud dating back to Oct. 1, 2022.</p>
  294. <p>“It&#8217;s an egregious act to steal from someone who most needs help—we believe the way Maryland is responding will not just set the tone for this state, but for the country,” said Maryland Department of Human Services Secretary Rafael López. “Not only does this new state law expand stolen benefit reimbursement eligibility, it helps our department with the tools we need to strengthen EBT card security and decrease EBT fraud.”</p>
  295. <p>Maryland is the first state in the nation to use federal funds to reimburse Supplemental Nutrition Assistance Program benefits stolen by EBT fraud. The Maryland Department of Human Services is also replacing stolen cash assistance benefits using state general funds. Electronic Benefits Transfer theft by “skimming” is a problem nationally. Since the department enacted its reimbursement process on March 18, it has approved more than 6,800 EBT card fraud claims and reimbursed $4.3 million in food and cash assistance benefits stolen from recipients.</p>
  296. <p>Marylanders wh​o already filed a claim for stolen benefits do not need to file again, even if their prior claim was denied. The Department of Human Services will review all claims that were submitted and denied for thefts occurring prior to Oct. 1, 2022. All eligible transactions will be paid on or after July 1. The department will make the replacement of benefits as simple as possible, even though a previous claim was denied. </p>
