<content:encoded><![CDATA[<p>Council Focused on Relief Efforts for Families Affected by Fires</p>
<p>The Western Los Angeles County Council, Scouting America announced today that 83-year-old Camp Josepho, its Scouting Camp nestled in the Santa Monica Mountains, was destroyed in the Pacific Palisades Fire. Council leadership plans to assess the extent of the damage once the fires have been contained and decide on next steps then. However, right now, they are dedicated to supporting families who have lost homes and livelihoods due to the wildfires that are still ravaging Los Angeles.</p>
<p>“The loss of Camp Josepho is sad, but the loss of life and homes throughout Los Angeles is devastating,” said Lee Harrison, Scout Executive & CEO of the Council. “Scouting families are among the thousands who have lost everything due to the fires, and our top focus is assisting them – in addition to other members of the community who have been affected.”</p>
<p>The Scouting motto is “Be Prepared,” and the Western LA County Council sprang into immediate action to support its members, first responders, and other members of the community upon learning about the fires.</p>
<p>“Thousands of young people have spent their summers and weekends at Camp Josepho, where they learned the skills they needed to become leaders and connected to nature,” Harrison said. “The Scouts will make sure we always provide our youth with these opportunities, whether it’s at a rebuilt Camp Josepho or somewhere else, but right now, we’re focused on supporting the people of Los Angeles County.”</p>
<p>The Scouting Council is currently arranging a large donation of water for evacuees and working with its membership and local elected officials to determine what more they can do to be of service.</p>

<content:encoded><![CDATA[<p>Scouting America, the nation’s foremost youth program of character development and values-based leadership training, has been awarded a grant of $30 million from Lilly Endowment Inc. to help build the character of the nation’s young people.</p>
<p>Scouting America is being funded through Character Development Through Youth Programs, a Lilly Endowment initiative designed to help youth-serving organizations create, test, implement and sustain strategies that support character development in the young people they serve in chapters and affiliates throughout the nation. Scouting America, formerly Boy Scouts of America, is one of eight organizations being funded through the initiative.</p>
<p>Scouting America will leverage the Lilly Endowment grant to extend the reach of Scouting’s proven character and leadership development programs, ensuring even more youth benefit from its transformative impact. Funding will support efforts in the following strategic areas: enhancing digital delivery, strengthening program quality, creating innovative ways to engage youth, and bolstering support for frontline councils that deliver Scouting programs directly.</p>
<p>“We are grateful for Lilly Endowment’s investment in Scouting America. The support will be a catalyst to enable us to reach more youth with programs that empower them to build their character and live lives of purpose and impact,” said Scouting America’s President and Chief Scout Executive, Roger A. Krone. “The potential long-term impact of this grant is immeasurable, and the nation needs our programs now more than ever.”</p>
<p>Scouting America (formerly Boy Scouts of America), founded in 1910 and officially chartered by Congress in 1916, has positively impacted tens of millions of youths over the last 114 years. Many prominent figures—Presidents, CEOs, U.S. Senators, professional athletes, and civic leaders—attribute their success to the formative experiences gained through Scouting. By emphasizing leadership through service, Scouting inspires youth to make a difference in their communities. In 2023 alone, Scouts across the country contributed over 7.1 million volunteer service hours. This grant will empower Scouting America to continue fostering character, leadership, and service in the next generation.</p>
<p>“From the earliest days of its grantmaking, the Endowment has supported projects to encourage character development, especially among young people,” said Ted Maple, the Endowment’s vice president for education and youth programs. “We are heartened by the thoughtful and strategic approaches these youth-serving organizations are taking to support children and youth in developing character traits that will be important for them in their future roles as individuals, family members and citizens.”</p>

We are confident that his leadership will help us continue to strengthen our financial position and support our mission of providing a positive and meaningful experience for young people.”</p>
<p>With over thirty years of financial and operational experience across non-profit, industrial, consumer, and financial services industries in both the public and private domains, Raposo will provide leadership and direction to the finance and accounting teams, endowment funds, cash management and investing functions and policies, the banking relationships and lending facilities, as well as Supply operations of Scouting America.</p>
<p>“I am honored to join Scouting America as the new chief financial officer,” said Raposo. “As a Scout in my youth, I witnessed firsthand the positive impact that Scouting has on young people. I am excited to leverage my financial expertise to support Scouting America’s ongoing mission of providing a safe, fun, and inclusive environment for youth development.”</p>
<p>Prior to joining Scouting America, he was the Chief Financial Officer at the International Rescue Committee, a $1.6 billion international non-profit, where he led financial operations supporting refugees and displaced communities in more than 40 countries and 30 US cities. Before that, Oscar was the Executive Vice President and Chief Financial and Operations Officer at United Way of New York City, where he supported the organization’s partnerships with government, corporations, foundations, and community-based organizations assisting low-income New Yorkers.</p>
<p>Oscar and his family emigrated from Cuba to the US when he was twelve years old. Joining the Boy Scouts (Troop 24) shortly after his arrival played a crucial role in his integration into American society and provided him with invaluable experiences and lifelong friendships. An avid outdoor enthusiast, Oscar has traveled to many of the major U.S. National Parks throughout the country.</p>

<p>As part of this partnership, Scouting America will be offering a new, exclusive patch to Scouts and their families who participate in Project iGuardian training, the official in-person educational arm of Know2Protect. The patch serves as a symbol of their commitment to stay safe online and digital citizenship.</p>
<p>“We are thrilled to collaborate with the Department of Homeland Security on this important initiative,” said Glen Pounder, chief safeguarding officer at Scouting America. “In today’s digital age, it is essential for young people and their parents to understand the potential risks of online activity. The Know2Protect campaign aligns perfectly with our mission to provide a safeguarded environment for young people to learn and grow. By equipping Scouts and their families with the knowledge and tools they need to stay safe, we are helping to build stronger, more resilient communities.”</p>
<p>The Know2Protect campaign offers a variety of resources, including:</p>

<li><strong>Online training modules</strong>: Project iGuardian offers presentations designed to inform children, teens, parents and trusted adults on the threat of online <a href="https://www.dhs.gov/know2protect/key-definitions#CSEA" target="_blank" rel="noopener">child sexual exploitation and abuse (CSEA)</a>, how to implement preventive strategies and how to report suspected abuse to law enforcement. Project iGuardian features Homeland Security Investigation’s case studies and investigative knowledge coupled with perspectives from victim assistance and forensic interview specialists.</li>
<li><strong>Family activities</strong>: Fun and engaging activities that help families learn about online safety together.</li>
<li><strong>Tips and advice</strong>: Practical tips for staying safe online, such as privacy settings, strong password management and avoiding suspicious profiles.</li>
</ul>
<p>“Our partnership with Scouting America highlights our mutual commitment to combating child exploitation,” said assistant director of HSI Cyber and Operations Technology Robert Hammer. “The development of the Know2Protect Scout badge reflects our shared dedication to equipping children and their families with the knowledge and awareness necessary to prevent online exploitation.”</p>

<p>Scouting America, the nation’s largest youth development organization, hosted a Safeguarding Youth Symposium to underscore its unwavering commitment to creating a safe and secure environment for youth. The symposium brought together experts in youth protection and leaders and safety professionals in youth-serving organizations to discuss innovative strategies and best practices for safeguarding youth.</p>
<p>The symposium highlighted the complexity of the challenges facing youth safeguarding and emphasized the need for a multifaceted approach to keeping children safe from physical and online dangers.</p>
<p>“We are committed to providing a safeguarded environment for all Scouts,” said Roger Krone, Scouting America’s president and chief executive officer. “By bringing together experts from across the country, we can learn from each other and continue to improve our youth protection efforts.”</p>
<p>The symposium featured a variety of sessions, including:</p>
<ul>
<li><strong>Organizational Culture</strong>: Participants learned that organizations must be led from the top, and that a culture of safety and accountability must be reinforced at all levels.</li>
<li><strong>Emerging Safety Challenges</strong>: Experts discussed current and emerging safety threats facing young people and how to address them.</li>
<li><strong>Technology and Safety</strong>: The symposium explored how technology can be used to enhance youth safety and prevent abuse.</li>
<li><strong>Survivor Insights</strong>: Protect Children Finland highlighted how Scouting America’s willingness to share a survivor survey proactively is crucial to understanding disclosure of abuse.</li>
<li><strong>Partnerships</strong>: Participants learned about emerging collaboration with law enforcement and how academia is crucial in an evidence-based approach.</li>

<p>Scouting America has a long history of implementing rigorous youth protection policies and procedures. These include:</p>

<li><strong>Mandatory Background Checks</strong>: All adult leaders are required to undergo comprehensive background checks.</li>
<li><strong>Youth Protection Training</strong>: All adult leaders and volunteers must complete mandatory youth protection training.</li>
<li><strong>Safe Environment Policies</strong>: Scouting America has strict policies in place to ensure that all activities and programs are conducted in a safe and appropriate manner.</li>
</ul>

<content:encoded><![CDATA[<p><strong>INDIANAPOLIS</strong> – Lilly Endowment Inc. has awarded grants to eight national youth-serving organizations to support their efforts to help young people develop positive character traits, such as curiosity, empathy, honesty, kindness, responsibility, self-respect, respect for others and courage, among others.</p>
<p>The grants, which total $195 million, range from $15 million to $30 million. The Endowment made the grants through Character Development Through Youth Programs, an initiative designed to help youth-serving organizations create, test, implement and sustain strategies that support character development in the young people they serve in chapters and affiliates throughout the nation.</p>
<p>The grants will support a variety of approaches to fostering character development, which is central to the missions of the organizations. They include delving into the latest research about character development; aligning programs and curricula to focus more on character; expanding use of technology; offering new character development training for staff and volunteers; strengthening capacity to deliver more programs to more youth; and providing funding for local chapters and affiliates that choose to participate in new character development programs offered by their national organizations.</p>
<p>The funded organizations and grant amounts are:</p>
<ul>
<li>Big Brothers Big Sisters of America, Tampa, FL | $22.5 million</li>
<li>Boys & Girls Clubs of America, Atlanta, GA | $30 million</li>
<li>Girls Incorporated, New York, NY | $15 million</li>
<li>Girl Scouts of the United States of America, New York, NY | $30 million</li>
<li>Junior Achievement USA, Colorado Springs, CO | $22.5 million</li>
<li>National Boy Scouts of America Foundation, Irving, TX | $30 million</li>
<li>National Council of YMCAs of the United States of America, Chicago, IL | $30 million</li>
<li>National 4-H Council, Washington, DC | $15 million</li>
</ul>
<p>“From the earliest days of its grantmaking, the Endowment has supported projects to encourage character development, especially among young people,” said Ted Maple, the Endowment’s vice president for education and youth programs. “We are heartened by the thoughtful and strategic approaches these youth-serving organizations are taking to support children and youth in developing character traits that will be important for them in their future roles as individuals, family members and citizens.”</p>
<p>In addition to Character Development Through Youth Programs, the Endowment is supporting projects that encourage character formation among young people in various other settings. In 2023, the Endowment made a $30.7 million grant to Wake Forest University to support the Educating Character Initiative (ECI). The aim of ECI is to provide a wide range of public and private colleges and universities in the U.S. with the resources, funding and other support needed to develop and implement ideas for integrating character education at their institutions.</p>
<p>In 2023, the Endowment approved a $45.5 million grant to the American Camp Association to support the creation of Character at Camp, a multiyear initiative to grow, improve and celebrate character development among young people at camps across the United States. Also, new Endowment grants in 2024 are supporting 15 children’s museums from throughout the country as they develop their efforts to enhance character traits in their exhibitions and other public programs (learn more about these grants here).</p>

But before he was running through defensive lines and scoring touchdowns at the highest level of the sport, he was earning merit badges. Now David Montgomery is sharing with families and youth how his experience in the Scouting America program shaped the successful athlete and person he is today.</p>

<p>“While Scouting took me outdoors and helped me discover a lifelong love for camping and fishing, it also taught me valuable lessons like developing a strategy and executing a plan, as well as how to be accountable for others than myself,” said David Montgomery. “These skills helped me both in Scouting, and also taught me how to be a better athlete on the field.”</p>
<p>Montgomery started his football career in Cincinnati, Ohio, where he balanced his love for football with the important life and leadership skills learned through being a member of Scout Troop 772. In fact, his passion for both played a pivotal role in his effort to earn Scouting’s highest honor, the prestigious rank of Eagle Scout. For his Eagle Scout project, Montgomery capitalized on the popularity and high attendance of Friday night football games to support his community by leading toiletry drives to support Cincinnati’s unhoused community.</p>
<p>Parents who are unfamiliar with – or perhaps even have misperceptions about – modern Scouting might assume that it’s all camping, fishing and hiking. But they also take advantage of Scouting’s modern-day skills that range from essentials in self-sufficiency and kindness learned early on in Cub Scouts to advanced skills like rocketry, robotics and coding learned as they progress. Together, the organizations will develop innovative programs and resources to mobilize future generations to pursue STEM. Additionally, the collaboration will support the national <a href="http://www.space4all.us" target="_blank" rel="noopener">Space4All</a> initiative that is underway to promote the limitless opportunities associated with space exploration to youth who may otherwise believe that a future in space and STEM is unattainable.</p>
<p>“We are thrilled to partner with Blue Origin’s Club for the Future to inspire the next generation of engineers, scientists, and space explorers, opening up a world of possibilities for our Scouts,” said Roger Krone, president & CEO of Scouting America. “By combining the power of Scouting with the excitement of space exploration, we can create an environment where young people can discover their passions and develop the skills they need to succeed.”</p>

<p>As part of this new alliance, Scouts at the National Order of the Arrow Conference (NOAC) in Boulder, CO, had the opportunity to get up close and personal with a full-scale version of Blue Origin’s New Shepard crew capsule. New Shepard is a reusable suborbital launch vehicle capable of carrying people and payloads to space and back above the Kármán Line, the internationally recognized boundary of space.</p>
<p>“We are proud to align with Scouting America and support its long-term commitment to helping students be better stewards of our planet,” said Michael Edmonds, President of Club for the Future. “This initiative will help these student leaders gain skills that will prepare them for careers in STEM as well as grow their understanding of how harnessing space resources can help preserve and restore Earth for future generations.”</p>
<p>Scouts at the conference also had the opportunity to participate in Club for the Future’s Postcards to Space program. The initiative provides the opportunity for anyone to submit their drawings and messages on a postcard, which are then flown into space aboard Blue Origin’s New Shepard rocket. After their flight, the postcards are returned to their creator with a memorable stamp, providing a tangible way to connect youth with the experience of space exploration.</p>

<content:encoded><![CDATA[<h4 style="text-align: center;"><em>New research reveals that post-pandemic parents are worried </em><em>their kids’ childhood is slipping away</em></h4>
<p><strong>IRVING, Tex. (Aug. 15, 2024)</strong> – While most of us would like to forget the impact of COVID-19, its effect on parents and children is impossible to ignore. New research shows that post-pandemic parents are worried that their kids’ childhood is slipping away. For their part, kids are increasingly focused on things like friendship and the future, being trusted and respected, and being capable of solving problems on their own. Fortunately, Scouting America has been evolving to meet the needs of both groups, easing parent concerns and helping kids thrive.</p>
<p>Research company Human-ology assessed more than 100 human values and emotional priorities of parents ages 19-60 and children ages 6-12 over the course of five years. Unsurprisingly, when COVID-19 hit in 2020, parents were focused on safety and control, especially when asked about their children. By huge margins, parents traded the stated desire of “letting my kids be kids” for “avoiding sickness and disease.”</p>
<p>However, in the third quarter of 2020, there was an “aha moment.” The delta between these two desires closed, and the opposite is now true. In fact, “letting my kids be kids” ranks 18% higher on parents’ priorities lists than it did pre-pandemic while “avoiding sickness and disease” ranks 6% lower. Other priority shifts include:</p>
<ul>
<li>Preparing my child for real life (+22% in 2024 vs. 2019)</li>
<li>Teaching my child to be resilient (+15% in 2024 vs. 2019)</li>
<li>My child discovering their world (+15% in 2024 vs. 2019)</li>
</ul>
<p>The global pandemic made parents realize that they will never be able to fully protect their kids from harm and therefore made them more enthusiastic about equipping their kids with traditional skills more associated with older generations, such as preparedness, resilience and ingenuity, to help their kids lead vibrant, resilient lives.</p>
<p>“Scouting America can be a big part of the solution for these understandable concerns,” said Roger A. Krone, president and chief executive officer of Scouting America. “Especially when introduced at a young age, Scouting can help kids develop relevant skills and promote the resilience, critical thinking and leadership their parents seek that are vital for them to become well-rounded individuals, ready for success in today’s world.”</p>
<p>Similarly, COVID-19 made life chaotic for kids, and as worry took over, childhood took a back seat. Kids traded the stated desire of “just being a kid” for “feeling safe and content in my home,” and while “feeling safe and content in my home” remains a priority, “just being a kid” is up 22% from its pandemic low, reflecting kids’ desire to grow in a supportive, structured way.</p>
<p>Across the board, kids are increasingly focused on things like competency, friendship and the future, such as:</p>
<ul>
<li>Having fun with my friends (+27% increase in three years)</li>

<p><strong>IRVING, TX (August 12, 2024)</strong> – With a focus on enhanced safety for Scouting youth and parents, Scouting America and RealResponse are proud to announce that they are working together to reduce barriers for communicating safety concerns. By offering a protected and anonymous platform through which to share information, Scouting America continues to embrace innovative ways to keep Scouts safe and deliver unique and valuable experiences.</p>
<p>As part of its “<a href="https://www.scouting.org/health-and-safety/safety-moments/scouts-first-helpline/">Scouts First</a>” approach to the protection and safety of youth, Scouting America established a dedicated 24-hour helpline (1-844-SCOUTS1) to receive reports of behaviors that might put a youth at risk. Expanding on that safety focus, Scouting America will now offer a text option and a QR code to share feedback and concerns at any time.</p>
<p>Utilizing the RealResponse platform, Scouts and their families can share their concerns and questions in real-time, with the knowledge that these communications are going to the right place in the fastest way possible, anonymously, often creating meaningful dialogue about tough issues.</p>

<p><strong>IRVING, TX (July 17, 2024)</strong> – Scouts and leaders from Scouting America joined Senate and Congressional leaders in Washington last week to highlight the importance of programs for the nation’s youth and discuss the positive impact these youth programs have on our communities.</p>
<p>Building on 114 years of serving America’s youth and their families, Scouting America’s goal is to provide young people with a safe environment where they can learn meaningful life skills and have fun, educational experiences, fostering their growth as future leaders.</p>
<p>“There is no better program in the nation to instill leadership and good character in our youth than Scouting America,” said Congressman Glenn “GT” Thompson of Pennsylvania, co-chair of the Congressional Scouting Caucus and himself a Distinguished Eagle Scout Award recipient.</p>
<p>Washington officials were joined by Scouting America youth in the Cub Scout and Scouts BSA programs, as well as members of the Venturing, Exploring and Sea Scout programs. Bringing real excitement and competition to the meeting, Cub Scouts from Pack 98 of National Capitol Area Council provided a Pinewood Derby track and cars for officials to race. Special guest NASA astronaut and Distinguished Eagle Scout Award recipient Mike Fossum immediately picked-out the Space Shuttle Pinewood Derby car and challenged all Cubs Scouts to race.</p>
<p>“For over a century, Scouting America has provided the nation’s premier program for character development and values-based leadership training for more than 130 million young men and women,” said Roger Krone, president and chief executive officer of Scouting America. “We want to thank our elected officials for their unwavering support for advancing the mission of Scouting, and we look forward to another century of working together.”</p>

(June 12, 2024)</strong> Scouting America and the Department of Homeland Security (DHS) provided the first of many presentations of the <a href="https://www.dhs.gov/hsi/iguardian" target="_blank" rel="noopener">Project iGuardian</a> program to the Scouting America Middle Tennessee Council.</p>
<p>“We would like to thank <a href="https://www.dhs.gov/hsi" target="_blank" rel="noopener">Homeland Security Investigations</a> for taking the time to present on such an important matter,” said Larry Brown, Scout Executive for the Scouting America Middle Tennessee Council. “Being aware of online risks will help keep our Scouts safe and our parents informed.”</p>
<p>Scouting America and DHS partnered with public and private sector organizations nationwide for this first-of-its-kind national public awareness campaign about the risks children face in the online environment. Part of the <a href="https://www.dhs.gov/know2protect" target="_blank" rel="noopener">Know2Protect</a> program, iGuardian provides the opportunity for every Scout in America to meet directly with Special Agents from Homeland Security Investigations (HSI).</p>

<p>“HSI is proud to partner with youth-serving organizations like Scouting America to educate children and adults in their lives with vitally important information about the threats they face online,” said HSI Nashville Assistant Special Agent in Charge Dennis M. Fetting. “HSI is leading the fight against online child sexual exploitation and abuse by targeting offenders and rescuing victims. Our Project iGuardian educates today’s young people about how to stay safe in the digital environment, while raising public awareness of online dangers.”</p>
<p>Online child exploitation and abuse is reaching epidemic proportions and threatens the safety of children globally. Project iGuardian educates and empowers young people, parents, and trusted adults on ways to prevent and combat exploitation and abuse both on and offline, explain how to report incidents of these crimes, and offer support resources for victims and survivors of online child sexual exploitation and abuse.</p>

<p>The presentation covered tactics used by online predators, the information devices give away about users, including children, and ways that families can stay safe while online.</p>
<p>“The critical information shared directly by Special Agents can and will literally save lives,” said Glen Pounder, Scouting America’s Chief Safeguarding Officer. “Law enforcement alone cannot protect our children online, there simply aren’t enough cops. Bad guys trick their way into kids’ lives via apps and games; it can happen over a long period of time or within minutes. Scouts learn that if they make a mistake, we will help them, no matter what. I hope every Scout in America can become a digital leader through iGuardian, only these criminals need to be afraid.”</p>

<content:encoded><![CDATA[<p><strong>IRVING, Tex. (May 30, 2024)</strong> Scouting America is proud to announce the selection of five new National Executive Board members. The Annual Election of the National Executive Board (NEB) of the National Council of Scouting America was held on May 7, 2024, during the National Annual Meeting in Orlando, Florida.</p>
<p>“I am honored to work beside these dedicated servant leaders as we work together to chart a path for Scouting America’s future,” said Brad Tilden, national chair of the Scouting America National Executive Board. “As the nation’s foremost youth program of character development and values-based leadership training, Scouting America is prepared to welcome the next generation of Scouts and their families to the benefits of Scouting.”</p>
<p>Supporting the work of Scouting America and providing mission-based leadership and strategic governance, the NEB consists of between 40 and 48 members who are elected to serve for a term of four (4) years, with a maximum of three consecutive terms (12 consecutive years).</p>
<p><strong>Laurie Champion</strong>, managing director at Marsh & McLennan Companies, has served as the Michigan Crossroads Council president and on numerous BSA committees and groups, including the National Program Safety Subcommittee, Insurance Advisory Group, National Governance Task Force and Scouts BSA Committee. Champion is a member of the Risk & Insurance Management Society, and a chartered property casualty underwriter. She volunteers for the risk management working group for the city of Saline, Michigan.</p>
<p><strong>Anne-Marie Lamarche</strong> is a strategy consultant at Lamarche & Associates with 35 years of experience in marketing strategy and new product development. She has served as council president and area president and was the inaugural chair of National Service Territory 3. Lamarche served on Stanford University’s athletic board and was elected to Stanford Associates, recognizing top volunteers. Lamarche serves at the national, regional, and local levels for the Garden Club of America, for which she is also a photography judge.</p>
<p><strong>Jacob Pruitt</strong> is head of Fidelity’s National Charitable Services business unit and president of Fidelity Charitable. He serves as Scoutmaster for Troop 118 in the Pathway to the Rockies Council. He has led strategy and business development for several large asset management firms. Pruitt has served on several nonprofit boards, including the University of Colorado Foundation, the Colorado Springs Health Foundation, Teach for America, and the U.S. Impact Investing Alliance. He is also a decorated U.S. Marine Corps veteran of Operations Desert Shield and Desert Storm and has been an honorary commander for the U.S. Air Force Academy.</p>
<p><strong>Max Siegel</strong>, CEO of USA Track & Field, has served as president of global operations at Dale Earnhardt Inc., and manager of the NASCAR Drive for Diversity program. He has received the North Carolina Motorsports Association Industry Award; the SBJ All In: Leaders in Diversity, Equity, and Inclusion; and the Sports Inclusion Conference Top Diverse Leaders in Sports honor. Siegel serves as a member of the Ross Initiative in Sports for Equality (RISE) Board of Directors; the NASCAR Diversity, Equity, and Inclusion Committee; the Notre Dame University Law School Advisory Council; and the Martin University Board of Trustees. He has served as a director on the boards of USA Track & Field and the USA Swimming Foundation.</p>
<p><strong>Willy Xiao</strong> has held positions at OfficeTogether, which was acquired by Envoy; Meta; and Rippling, one of the world’s fastest growing startups. Xiao is an Eagle Scout and was on the executive committee for the 2019 World Scout Jamboree. He was on the U.S. representative team to the 2017 World Scout Youth Forum and World Scout Conference and served as an external representative for the World Organization of the Scout Movement. <content:encoded><![CDATA[<p>Boy Scouts of America (“BSA”) was formed in 1910 and has continuously operated as one of the premier youth organizations in the United States since its inception. BSA provides one of the nation’s foremost youth programs that builds character, instills leadership qualities, and trains young people to be responsible citizens. BSA is also the owner of valuable intellectual property, including various trademarks, service marks, and collective membership marks for its programs, memberships and other activities.</p>
<p>Touch-A-Life Foundation Inc. (“TAL”) is a 501(c)(3) charitable organization based in California. TAL leverages technologies such as blockchain, AI, social media and mobile applications to connect those in need with those willing to give. TAL describes its mission as follows: “We believe true happiness comes from helping and lifting people up. We empower individuals, for-profit corporations, and nonprofit corporations to make a positive impact for a kinder world.” TAL does so through various programs, such as TALGiving, TALRadio, TALLeaders, and TALHero.</p>
<p>Recently, the parties were able to resolve litigation between them that was pending in the United States District Court for the Northern District of Texas: <em>Boy Scouts of America v. Touch A Life Foundation Inc</em>., 3:22-cv-02763-E (N.D. Tex.). TAL is not in any way affiliated with or sponsored by BSA. Nevertheless, to avoid any possibility of confusion, BSA and TAL have agreed that TAL will no longer use the term TALScouts in the United States.</p>

<p><strong>HAPPY BIRTHDAY BSA! </strong></p>
<p>Today marks the 114<sup>th</sup> birthday of the Boy Scouts of America (BSA). More than 130 million young men and women have traveled the trail of Scouting to seek adventure, learn skills and develop the leadership and character that has helped steer America for well over a century.</p>
<p>The BSA’s CEO and President Roger Krone reflected on the status of Scouting in America. <em>“This year we celebrate five years of outstanding young women being involved in Cub Scouting and Scouts BSA. Cub Scouts is about to launch a dynamic new family-oriented program and our high adventure bases are as popular as ever as young adults seek to push themselves to reach new levels of leadership excellence. There has never been a better time to be a Scout.” </em></p>
<p>Today, Representatives Glenn “GT” Thompson (R-PA) and Sanford Bishop (D-GA), themselves both Distinguished Eagle Scouts, recognized the Scouting anniversary with a resolution from the floor of the U.S. House of Representatives.</p>

<p><span data-contrast="auto">“The National Center for Missing & Exploited Children is the nation’s leading voice in fighting child sexual abuse and exploitation,” said Krone. “The BSA has some of the most vigorous youth safety protocols of any youth-serving organization, and I believe NCMEC’s experience and insight can be indispensable in our continuing efforts to create safe spaces for youth inside and outside of Scouting.”</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">“Both of our organizations are committed, first and foremost, to the safety of children, so it is fitting that we collaborate to share perspectives and ideas as we walk this path together,” said Krone.</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">Krone said relationships with organizations like The National Center for Missing & Exploited Children are critical because of the insight and resources they offer can strengthen efforts nationwide.</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">“One of the purposes of this visit is to discuss how we can work together to ensure that our youth safety policies remain cutting edge and effective in a world where the tactics that abusers use to access kids get more sophisticated every day,” said Krone. “We’re not standing still. We want to evolve and advance our policies for our Scouts, families, and communities, and we strongly believe NCMEC’s resources can be an important part of that.”</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">“All youth-serving organizations have a responsibility of making sure that the children under their purview are safe,” said Driscoll. “We appreciate BSA and their leadership for making child protection a priority and are looking forward to collaborating with them further as they work to help make sure that all Scouts have a safe childhood.”</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">Other topics the organizations discussed included the challenges of keeping youth safe online, as well as ways to prevent suspected abusers from moving from organization to organization.</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">“Right now, there is no database of banned individuals,” said Dr. Michael Bourke, retired Chief Psychologist for the United States Marshals Service and chair of the BSA Youth Protection Committee. “In other words, there is no official way for organizations to share the names of individuals banned for breaking key youth protection policies.”</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">The BSA is also collaborating with organizations including the Barbara Sinatra Children’s Center Foundation, Children’s Advocacy Center, and others.</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">Krone was also joined by the BSA’s Youth Protection Executive, Glen Pounder, Chief Marketing Officer Michael Ramsey, and the BSA’s General Counsel, Joseph Zirkman.</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">In addition to Driscoll, the team met with NCMEC’s Stacy Garrett, Vice President of Content and Community Engagement, Staca Shehan, Vice President of Analytical Services and John Shehan, Senior Vice President of the Exploited Children Division and International Engagement.</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><b><span data-contrast="auto">About Youth Protection in the BSA</span></b><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">The Boy Scouts of America places the greatest importance on creating the most secure environment possible for its youth members. Working with experts over decades, the BSA has developed procedures and policies and provides resources and tools for leaders in its programs. The guidelines include mandatory youth protection training, criminal background checks, no one-on-one adult and youth interactions, mandatory reporting of suspected abuse to law enforcement, a volunteer screening database, and more.</span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>
<p><span data-contrast="auto">Roger Krone became the BSA’s President and CEO in November of 2023. He recently served as Chairman and CEO of Leidos, a $15 billion Fortune 250 government technology solutions firm. An Eagle Scout who spent summers at Scout camp and Philmont Scout Ranch, Krone regularly applied the lessons he learned in Scouting during an engineering and aerospace career spanning more than 45 years. </span><span data-ccp-props="{"134233117":true,"134233118":true}"> </span></p>

<p>Roger Mosby was hired on December 29, 2019, following Chief Scout Executive Michael B. Surbaugh in the position. He is succeeded by Roger A. Krone, who was recently introduced as the organization’s next president and CEO.</p>
<p>Against the backdrop of a global pandemic and other challenges, Roger Mosby steered the BSA through several important milestones, including the emergence from bankruptcy and the continued integration of girls into its programs for younger youth.</p>

<p>“Roger helped secure the future of this organization with his determination and dedication,” said National Chair Brad Tilden, who worked side-by-side with Mosby as one of the BSA’s top two volunteers. “We couldn’t be more grateful for his steady leadership and can never thank him enough for the contributions he has made at all levels of Scouting. We wish him and his family the best in his retirement.”</p>
<p>“Protecting the youth and families in Scouting and compensating victims and survivors of abuse were always top-of-mind for Roger throughout his tenure,” said National Commissioner Scott Sorrels. “He felt the weight of the responsibility, and because of his work, our families are safer and the future of the program is secure. It’s a remarkable legacy.”</p>
<p>“It is my hope that my time here has been helpful to the BSA’s members, volunteers and professionals as they continue to prepare our nation’s youth for meaningful, productive lives of service to others,” said Mosby. “Scouting’s greatest strength is its volunteers at all levels. Working with these remarkable individuals over the past few years has been the pinnacle of my career.”</p>
<p>Mosby joined the BSA professionally after more than 39 years as a Scouting volunteer, including time as an adult leader of two Cub Scout packs, assistant Scoutmaster of a Boy Scout troop and committee chair of two others. He served in volunteer positions with Mid-America and Sam Houston Area councils, including Council Commissioner before serving as Southern Region Area Commissioner, Southern Region Youth Protection Chair, Vice-Chair of the National Cub Scout Committee, Vice-Chair of the International Committee and Audit Committee Chair of the World Organization of the Scout Movement.</p>
<p>Mosby is the second person after Dr, Elbert Fretwell in his position since James E. West — the BSA’s first professional Executive Secretary (as the position was called in 1911) — who was not already a BSA professional when he accepted the position. Like his predecessors at the National Service Center, he later earned the title of Chief Scout Executive by becoming a commissioned BSA professional.</p>
<p>Before joining the BSA’s professional ranks, he was an executive in the oil and gas industry and retired in 2015 as a vice president at leading energy infrastructure company Kinder Morgan. He also ran his own consulting firm focused on executive coaching.</p>
<p>Mosby was raised in and around Cape Girardeau, Missouri. He graduated from Shawnee high school in Wolf Lake, Illinois, in 1965. He attended Southeast Missouri State University, earning a Bachelor of Science in 1973.</p>
<p>Mosby is a veteran of the United States Navy and is a Vietnam War veteran.</p>
<p>In honor of his service to the Scouting movement, he has received some of the top awards both in the United States and abroad, including the <a href="https://en.wikipedia.org/wiki/Bronze_Wolf_Award">Bronze Wolf Award</a> (the highest award in World Scouting and the 40<sup>th</sup> American since its inception in 1935), <a href="https://en.wikipedia.org/wiki/Silver_Beaver_Award">Silver Beaver Award</a>, <a href="https://en.wikipedia.org/wiki/Silver_Antelope_Award">Silver Antelope Award</a>, the <a href="https://en.wikipedia.org/wiki/St._George_Emblem">St. George Emblem</a> of the National Catholic Committee on Scouting, and the <a href="https://en.wikipedia.org/wiki/Vigil_Honor">Vigil Honor</a> of the Order of the Arrow.</p>
<p>Mosby currently resides in Montgomery, Texas, with his wife Gwen of over 52 years. They have four sons and five grandchildren.</p>

<p><span data-contrast="none">An Eagle Scout who spent summers at Scout camp and Philmont Scout Ranch, Krone regularly applied the lessons he learned in Scouting during an engineering and aerospace career spanning more than 45 years. </span><span data-ccp-props="{"201341983":0,"335559738":0,"335559739":400,"335559740":276}"> </span></p>

<p><span data-contrast="none">Krone earned a bachelor’s degree in aerospace engineering from the Georgia Institute of Technology, a master’s degree in aerospace engineering from the University of Texas at Arlington, and a Master of Business Administration from the Harvard Graduate School of Business. A Six Sigma Green Belt, he is both a licensed commercial pilot and a certified public accountant. He is also a Fellow of the American Institute of Aeronautics and Astronautics and a member of the National Academy of Engineering. </span><span data-ccp-props="{"201341983":0,"335559738":0,"335559740":276}"> </span></p>
<p><span data-contrast="none">The BSA’s CEO search process began in the spring of 2023 with the selection of global organizational consulting firm Korn Ferry, which used a robust and inclusive process involving a range of BSA stakeholders. This group, which included representatives from throughout our movement including youth, Scout executives, and BSA alumni, was tasked with providing feedback to inform the search. In late October, the CEO Selection Committee unanimously selected Krone to present to the BSA’s National Executive Committee and National Board.</span><span data-ccp-props="{"201341983":0,"335559738":0,"335559739":400,"335559740":276}"> </span></p>
<p><span data-contrast="none">Krone, Tilden and National Commissioner W. <content:encoded><![CDATA[<p>IRVING, Texas – October 19, 2023 – The Boy Scouts of America is proud to announce the election of a new National Executive Board, marking a significant milestone in the BSA’s reorganization and creation of a path to bring its programs to more of America’s youth.</p>
<p>“We have been through a lot in the last few years, and we are very proud of the good work that has been done and the bright future that is ahead of us,” said Brad Tilden, Chair of the BSA’s National Executive Board. “I could not be more proud to be working alongside these passionate and dedicated servant leaders as we work together to implement a new roadmap for our future.”</p>
<p>The Annual Election of the National Executive Board of the National Council of the BSA was held October 13, 2023. The slate of 47 members includes the reelection of 36 members and the election of 11 new members, eight of whom were recommended by BSA local councils. The BSA thanks 27 board members who are retiring and six who continue to serve the movement as emeritus board members as we downsize the board and implement term limits and other measures.</p>
