Can you love what you do so much? The answer is yes, and the best example on this occasion is Melissa Alvarado, a sports journalist from Heredia, Costa Rica.<gwmw style="display:none;"></gwmw>
Committed and passionate about what she does, even more so when it comes to work and sports. She has a particular history, which goes from a basketball to the microphones of national media.
Melissa has always lived in the province where she was born: Heredia, where she has the most special memories of her childhood, her games, friends, and everything in general.

About the teachings of her parents, the <a href="https://thecostaricanews.com/luis-carlos-mongeis-an-example-of-a-costa-rican-citizen-journalist-and-professional-wrestler/" target="_blank" rel="noreferrer noopener">Costa Rican journalist </a>emphasized that being a fighter and persisting in times of strong tests in life; being determined in what she wants and working hard to get it, are the lessons that she values, maintains, and is grateful that they have been instilled in her.<gwmw style="display:none;"></gwmw>

Alvarado said she feels proud to belong to Costa Rica, “where I consider that we are respectful, cheerful and above all, always willing to help others.<gwmw style="display:none;"></gwmw>
<h2 class="wp-block-heading" id="h-journalism-in-her-life-studies-and-a-rewarding-experience">Journalism in her life: Studies and a rewarding experience<gwmw style="display:none;"></gwmw></h2>
Since Melissa was in high school, she loved sports, especially basketball she practiced the discipline at the collegiate level and wanted to become a professional <a href="https://thecostaricanews.com/tico-basketball-player-osvaldo-pandolfo-will-compete-in-his-15th-world-cup-in-the-70-year-old-category/">basketball player</a>, but her mother told her that she could not dedicate herself to that, that she had to study and graduate, which is why she chose journalism to lean in the sports field and always be close to sports.<gwmw style="display:none;"></gwmw>
After graduating from journalism, Melissa did her internship at Radio Columbia where she managed to stay and it became her first formal job. “I was there for 5 years where I gained a lot of experience, including two world championships (major and minor)<gwmw style="display:none;"></gwmw>
Subsequently, She worked at Elca nal 9, in the national news area, until it closed. Then She started working at<a href="https://www.instagram.com/canalextratv/?hl=es" target="_blank" rel="noreferrer noopener"> ExtraTv</a> where She did sports on TV for the first time. “I also had the chance to expand my knowledge by covering sports in live broadcasts of basketball, Futsala, and Pan American games” She added.
In ExtraTv She spent two years until arriving at the national channel Teletica, where She has already 6 years -beautiful- working and where in his opinion, She has the opportunity to be in transmissions as host of world minor and women’s major. “I also had the great blessing of covering the men’s <a href="https://thecostaricanews.com/do-you-want-to-go-to-qatar-if-you-are-an-artist-pay-attention-to-this/" target="_blank" rel="noreferrer noopener">World Cup in Qatar.</a><gwmw style="display: none; background-color: transparent;"></gwmw>

On Thursdays, she does a women’s soccer program on FUTV called “Acercándonos”, “They told me they wanted to have a women’s soccer program and they allowed me to direct it and in a way produce it and it has been a great experience”, she said.<gwmw style="display:none;"></gwmw>

“Acercándonos”, is an exclusive space for women of all categories. “I like to show human stories, beyond being soccer players, they all have a very nice story to tell; the participation of women in soccer is visualized”.
The FUTV channel is 4 years old, the same time Melissa has been working with them.
“It’s so nice when parents, players, or even family members write to me to tell me that they don’t miss my program or that I can report on any women’s soccer event. It’s incredible what a space like this can do,” she added.<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw>

<h2 class="wp-block-heading" id="h-her-weakness-for-soccer-games">Her weakness for soccer games<gwmw style="display:none;"></gwmw></h2>
The Costa Rican journalist said that she loves sports and that she can watch soccer games all day long. “It’s something that comes with me because I remember when I was little, I used to watch games and my dad would fall asleep next to me because he never liked soccer”.

For Melissa, the most important thing that is required to practice journalism today is the passion for the career. In the case of sports journalism, it can be very tiring between the schedules in which you work. -But if you enjoy what you do, you don’t feel those hours.
“The most important thing to study this is to be clear that free time is scarce, but if you are passionate about what you do, everything is worth it”.
<h2 class="wp-block-heading" id="h-can-you-tell-us-an-anecdote-about-your-work-in-the-sports-area-that-has-taught-you-something">Can you tell us an anecdote about your work in the sports area that has taught you something?</h2>
Alvarado commented that when she started working at Radio Columbia, she used to get so nervous when it was time to go on the air that she would write down everything she had to say. Once a colleague jokingly took the page from her before the program, “I felt like I was dying, they scolded him, but I understood that I could not go on like that. Then I decided to fill myself with confidence and speak naturally into the microphone”.
She thanks God for the many experiences she has been able to learn from. The most recent was the coverage of Qatar. “It was a very exhausting experience in terms of work, but every effort and every hour was worth it. There were very few hours of sleep because of the time difference, and that’s where you also say, beyond all this, I love my profession. I remember that it was very hard for me to stay awake during the programs or live shows.

“I love social networks, I stay informed on X (formerly Twitter) I love the immediacy. I like the way the news is released on Instagram as well” she answered.

Of all sports, she likes futsal and basketball. Now she is very interested in athletics since she decided to practice it.

She trains 3-4 times a week. She runs with a friend. As for eating, in her opinion, the hardest thing she has had to stop eating is bananas and ice cream.
“I used to eat 6 bananas a day and ice cream every day. Now I do it but with healthier measures” she added with a laugh.

Virtues and defects according to her criteria: “The greatest virtue is that I am a hard worker. When I like what I do, I dedicate time and love to it, for example to my work, I am a very faithful and responsible person. <gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw>
My flaw is that sometimes I am not very patient, I want everything now. I’m also a perfectionist and it’s hard for me to understand that sometimes things don’t turn out the way we want them to,” she confessed.<gwmw style="display:none;"></gwmw>
What do you enjoy doing in your free time? In her free time, the first thing she does is sleep, trying to make up for the hours of sleep she doesn’t get on a regular schedule. She likes running and has been practicing for the last 9 months she would love to run a marathon.
What do you still have to do or achieve? You would like to cover the Olympics, “why not, I would like to work outside the country”.<gwmw style="display:none;"></gwmw>
Any projects you have for this year or in the future? “I would like to finish studying licenses to direct, I left them on standby. And in the long term, one of my dreams is to write a book”.<gwmw style="display:none;"></gwmw>
Melissa admires Lionel Messi very much, he is her favorite player. “I have always had an important affinity with everything related to Argentina because I also followed and read a lot about Maradona’s career”.
We had an incredible conversation with Melisa Alvarado, besides being a passionate and dedicated woman in sports journalism, active through her social networks, she is charismatic and feisty.
Finally, she shared a message for her viewers, followers, and readers around the world: “Fight and work hard until you achieve what you want or what you dream of. 
Be capable of anything, when you put your heart into it. For me, it is vital to leave everything in God’s hands. I am a faithful believer that everything positive that has happened in my life is thanks to him and everything negative that I have suffered, he has sent it as a learning experience”.

Costa Rica has a new urban planning methodology to try to combat the risks brought by <a href="https://thecostaricanews.com/the-danger-of-climate-change-denial/" target="_blank" rel="noreferrer noopener">Climate Change</a>, a threat from which no type of region is safe. Borders, coasts and the capital itself are included in the plan’s red list.The process was carried out by the National Institute of Housing and Urban Planning (INVU), which launched the project to feed the regulatory plans.
To generate more specific policies according to each location, the project used a “Sub-national vulnerability index at the cantonal level.” This determined the risks and, according to their accumulation, the “hot spots” were mapped.
By comparing 13 layers, climatic extremes such as<a href="https://en.wikipedia.org/wiki/Flood" target="_blank" rel="noreferrer noopener"> flood risk</a> and vegetation cover were analyzed.Also access to infrastructure (road density) and health services(distance to hospitals), as well as various socioeconomic factors (level of wealth, employment rates, remittances, literacy rate) and demographic characteristics (infant mortality). All this data is crossed with information on disaster damage in almost a quarter of a century.
<h2 class="wp-block-heading" id="h-urban-cantons-also-at-risk">Urban cantons also at risk</h2>
“We found the greatest climate vulnerability not only in the rural and agricultural border cantons (Los Chiles, Matina, Talamanca, Buenos Aires), but also in some central urban cantons (Tibás, San José),” they summarized.According to the indicators obtained, experts maintain that this is how the allocation of resources, evaluation and decision-making should occur.
“Projects and interventions in these cantons in critical areas can reduce sensitivity by strengthening hydrological infrastructure and economic development; Adaptive capacity can be improved by addressing barriers to the transfer of remittances and by public health programs,” the institution closed.
The mapping project is titled “Climate change vulnerability hotspots in Costa Rica: constructing a sub-national index”, shared in the same INVU document (Journal of Environmental Studies and Sciences (2023))
<h2 class="wp-block-heading" id="h-what-to-take-into-account-in-the-face-of-the-climate-threat">What to take into account in the face of the climate threat?</h2>
The new guide proposes analysis work adding disaster risks and climate action.With its incorporation into the regulatory plans, it is also sought to have medium and long-term projection.

<ul>
<li>Threats specific to the canton</li>
<li>Most exposed areas</li>
<li>Adaptive capacity</li>
<li>Environmental services at the service of the town</li>
<li>List of risk actions</li>
</ul>
<h2 class="wp-block-heading" id="h-hitting-harder">Hitting harder</h2>
“The effects of Climate Change are hitting harder and harder within the national territoryand we must act, therefore, this guide guides Local Governments to mitigate these effects and tobuild resilient cantons in the face of these changes,” indicated the president of INVU, Ángela Mata.
They added that the work included additional entities such as the Ministries of Housing and Environment, the National Emergency Commission, the Meteorological Institute and the Federated College of Engineers and Architects. Assistance was also received from the French Development Agency (AFD).
Finally, it was noted that the policy is framed in the commitments with the International Monetary Fund (IMF) through the “Resilience and Sustainability Service.” In this, a series of measures were defined to guarantee the gradual transfer of resources.<gwmw style="display:none;"></gwmw>

The federal government says Canada is at risk of another devastating wildfire season, following an unusually warm winter, widespread drought conditions and a forecast of above-normal temperatures in the coming months.
Officials said during a technical briefing past Wednesday that drier, warmer weather is expected this spring and summer, putting much of the country at greater<a href="https://thecostaricanews.com/coastsborders-and-capital-enter-the-red-list-of-climate-risk-in-costa-rica/" target="_blank" rel="noreferrer noopener"> risk of wildfires</a>.
Much of the country, including southern Quebec, eastern Ontario and western Canada, faces an early and higher-than-usual fire risk in April. The risks will extend into May and throughout the summer, although officials stressed that much depends on the level of precipitation during this period.
It is impossible to predict the summer ahead, but what is clear is that wildfires will pose a significant challenge for Canada in the future as the <a href="https://en.wikipedia.org/wiki/Effects_of_climate_change" target="_blank" rel="noreferrer noopener">impacts of climate change</a> continue to intensify. And the costs for Canadians are rising every year, said HarjitSajjan, federal Emergency Preparedness Minister.
<h2 class="wp-block-heading" id="h-drought-conditions-lower-than-usual-snow-accumulation">Drought conditions, lower than usual snow accumulation</h2>
Last year, Canada experienced its worst wildfire season in history by a number of metrics, including total area burned. Then the winter months didn’t bring much relief.
There are currently more than 70 active fires in Canada, primarily in northern British Columbia, northern Alberta and the Northwest Territories, officials said.Many of those fires are remnant fires that have been burning since last year, including during the winter months.Dry conditions and unusually low levels of snow accumulation across much of the country have made forests more susceptible to new wildfires, officials said.

According to government drought monitoring data, most of Manitoba will experience drought conditions.A map of the current drought situation from Agriculture Canada shows that much of the country is facing abnormally dry conditions.
The worst exceptional and extreme drought conditions are reported in parts of southern Alberta, central and northern British Columbia, and the southern Northwest Territories.
Canada also experienced its warmest winter on record: The three months from December to February were 5.2 degrees Celsius warmer than normal since Canada began keeping weather records in 1948, according to David Phillips, a climatologist at the Ministry of the Environment and Climate Change Canada.
<h2 class="wp-block-heading" id="h-resources-under-pressure">Resources under pressure</h2>
Last year’s wildfires put a strain on resources. Canada brought about 5,500 foreign firefighters to the country to help fight the fires.Federal Natural Resources Minister Jonathan Wilkinson said he is in talks with other countries to better share resources to fight bushfires.
The federal government also announced it plans to double the tax credit available to volunteer firefighters and search and rescue volunteers in the upcoming budget.Ottawa said the move is aimed at rural communities, where firefighters are often volunteers and face increasingly frequent wildfires due to climate change caused by environmental pollution.The tax credit will increase from $3,000 to $6,000 for 2024 and subsequent tax years, allowing volunteer firefighters to save up to $900 per year.<gwmw style="display:none;"></gwmw>

The Institute on Alcoholism and Drug Dependence (IAFA) reiterated before the deputies of the Social Affairs Commission of the Legislative Assembly its opposition to the possibility of <a href="https://thecostaricanews.com/why-doping-in-sports-continues/" target="_blank" rel="noreferrer noopener">alcoholic beverages sponsoring sports or athletes</a> in Costa Rica.This discussion has been taking place in Congress in recent years without becoming a reality.
The legislative body is currently discussing file 23,565, called “Law for the creation of the national fund for the financing and promotion of sports, recreation and physical activity in Costa Rica.”The proposal is from the National Liberation deputy, Rosaura Méndez.
<h2 class="wp-block-heading" id="h-wrong-mix">Wrong mix</h2>
“We are looking for something that is positive for people, which is doing sports, but we are mixing two things, such as alcohol, which could be harmful,” said Osvaldo Aguirre, director of IAFA.
Aguirre considers that the route is to raise taxes on beverages and give the increase to sports.Representative Méndez acknowledged that it could be contradictory, but it is something that is seen in first world countries and in competitions that are broadcast in Costa Rica, such as the Champions League, World Cups and others.
“My proposal may sometimes be contradictory for me, but it is a medium that I have made visible in other countries and spaces and that if properly regulated could support the sport adequately,” said the politician.
<h2 class="wp-block-heading" id="h-the-christian-socialist-melina-ajoy-shares-mendez-s-criteria">The Christian socialist Melina Ajoy shares Méndez’s criteria.</h2>
“Sometimes I feel that it is contradictory because we see “muppies”, advertising for alcoholic beverages and there is a hotbed of young people waiting for an opportunity to be sponsored,” she indicated.
<h2 class="wp-block-heading" id="h-the-project">The project</h2>
The proposal, which was introduced in February of the year to the legislative current, details the formation of the fund that will be administered by the Costa Rican Institute of Sports and Recreation (Icoder) and that will be financed from the advertising of brands with alcoholic content.
Although said fund is created through the sponsorship of drinks with alcoholic content, it is proposed that said fund respond to a use for the benefit of the younger population and children,” the text said.
“This sponsorship may be used in the brands or names of beverages with alcoholic content, in advertising related to sporting activities and events, sporting articles and implements of any nature, where propaganda, publicity and sponsorship of brands, badges, emblems or names of drinks with alcoholic content, without distinction of the medium used,” it adds.
They may sponsor any sporting, recreational and even cultural activity.Of course, there will be a prohibition and that is to use the brands or names of alcoholic beverages in sports activities aimed for minors.
<h2 class="wp-block-heading" id="h-one-step-in-plenary">One step in Plenary</h2>
In February of the previous year, the Legal Affairs Commission of the Legislative Assembly ruled on the draft Law for the Promotion and Strengthening of National Sports, which seeks to allow the sponsorship of alcoholic beverages in sports.
Presented by the PUSC deputy, Daniela Rojas, the objective of this proposal is to support athletes of the different disciplines in the country, not focused on institutions or teams.
“It is a simpler project to try to achieve support for athletes. It is not for institutions, not because they do not deserve or need it, but this project seeks sponsorship for athletes,” said Rojas.
The initiative is processed under file 23,216 and after being ruled it went to the Plenary. Currently and after more than a year, motions are being processed via article 137.

A new audiovisual project will be recorded in Costa Rica and the production cost is estimated at $10 million. This is an adventure reality show that will take place in Guanacaste. For now there are no more details about the program.This was announced on the afternoon of Wednesday, April 4th, by the Foreign Trade Promoter (Procomer) and the Film Commission.
This is the first project to arrive in Costa Rica thanks to the benefits provided by the Film Investment Attraction Law, in force since November 2021.This law provides benefits such as exemptions from all temporary import taxes on equipment.The Minister of Foreign Trade, Manuel Tovar, pointed out that this production will generate direct work and economic chains in the province.

“This new project that comes to the country is the fruit of the work that we have been doing in these areas and that, without a doubt, will bring many opportunities outside the Greater Metropolitan Area, in this case for <a href="https://thecostaricanews.com/international-arts-festival-2024-announces-venues-and-dates-in-the-provinces-of-guanacaste-and-san-jose/">Guanacaste</a> and its surroundings,” said the general manager by Procomer, Laura López.<gwmw style="display:none;"></gwmw>

Comex reported this Wednesday that the film industry generates more than $40 billion annually in the world. Cosa Rica’s efforts are aimed at capturing more and more of that amount.That is why since 2021, when the law came into force, Film Friendly Zones began to be created, which translates as attractive zones for the film industry.
According to Comex, it can be defined as “an economic, geographic or social area that promotes and helps the sector through a collaborative relationship between different sectors that manage to attract audiovisual investment.”
Data from Procomer indicates that from 2018 to 2022, productions worth more than $27 million have been received, including films, documentaries, series, reality shows, commercials and others.

It was also announced that next August a film shot 100% in national territory will premiere on the international Hallmark channel, specifically in the town of Punta Leona, in the Central Pacific of the country.
The international film crew spent 15 days in the area last March.Americans were there – with the support of 20 Costa Ricans – for this film that will be a romantic comedy, commented Sergio Miranda, producer and owner of Costa Rica Production Services.
The producer explained that the choice of the location for filming was made due to the ease of<a href="https://thecostaricanews.com/costa-rica-opens-border-to-international-tourism-after-meeting-with-businessmen-from-the-western-region-of-panama/" target="_blank" rel="noreferrer noopener"> logistical issues</a> such as the variety of locations and proximity to the capital. The Costa Rican Social Security Fund (CCSS) confirmed that starting in the first quarter of 2024, women will be able to undergo the HPV test.It is a high-performance test that detects the human papillomavirus that causes cancer in cells, with an effectiveness rate of 98%.
Every year in Costa Rica, 133 people die from this disease. Most of the victims of this disease are women between 30 and 59 years old. This is the fourth type of cancer with the highest incidence.
In the world, cases are around 700,000 and, of them, more than 600,000 are women, but it is a virus that also affects men and can cause multiple <a href="https://thecostaricanews.com/ants-can-detect-cancer-cells-according-to-research/">types of cancer.</a><gwmw style="display:none;"></gwmw>
Since November 15, 2023, the Ministry of Health updated the “National Standard for the Prevention and Management of <a href="https://thecostaricanews.com/breast-and-prostate-cancer-the-most-common-in-costa-rica-according-to-new-study/">Cervical Cancer</a>”, which had not been updated since 2006.Currently, women in the country undergo cytology or Pap smears, which are positive, but only manage to detect 40% of cases.
“It has been identified that it is a disease that affects more in coastal areas. For this reason, the first area to offer it will be the Central Pacific region. “We are working on purchasing them so that they can be carried out in May,” explained Alejandro Calderón, researcher at the CCSS.

Pap smear screening will only be done in the following cases:
Women over 20 years old
Sexually active

People who are not sexually active
Who have a total hysterectomy for benign causes
People 65 years or older, with two negative results in routine HPV screening and more than 25 years without a high-grade lesion
Thus, women between 20 and 29 years old, with the capacity to produce a normal immune response, will have a normal Pap smear every two years.
At age 30 or older, with the ability to produce a normal immune response, HPV testing is every five years.
While in the case of immunocompromised women – a person’s natural immune defenses against infections are weakened – the application will be:
20 to 24 years: normal pap smear every two years
25 or older: HPV test every three years
According to research, vaccination, screening and treatment can reduce mortality by 80%. Also, experts point out that if actions are not taken, deaths will increase by 29% by 2030.
Vaccine
According to experts, the vaccine administered in health centers protects against four strains of the papillomavirus. Two are against cancer and two against the formation of warts.In Costa Rica, at the public level, the vaccine is applied to girls 10 years old, while at the private level it can be found for women up to 45 years old.

In addition, the World Health Organization (WHO) set a goal of 90% coverage in girls before turning 15 by 2030.
Likewise, HPV experts emphasize that this is a preventive vaccine and not a curative one. A woman who has been vaccinated should not stop undergoing screening.
“We have identified that types 16 and 18 are responsible for 70% of cases of cervical cancer and 90% of cancer in other areas,” mentioned Carolina Porras, the Costa Rican Agency for Biomedical Research (ACIB). FUNIN).
<h2 class="wp-block-heading" id="h-studies">Studies<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw></h2>
“Our studies in Costa Rica have generated important evidence for decision-making by the World Health Organization (WHO),” Porras highlighted.Currently, the WHO recommends that people aged 20 years or younger receive one or two doses, depending on the vaccination programs of each country. 32 countries around the world have already decided to apply only one dose.
According to Porras, the decision was made after a 2004 study of more than 7,000 women in Guanacaste, where they were given three doses over a period of four years. When they finished, some put on one, others two, and another group all three, which allowed them to verify that there was no difference.
“The women who applied only one, at the end of the study, none had an infection with types 16 and 18,” s<a></a>he highlighted.“To now give the definitive recommendation that a single dose is effective,” added the expert.
Now, we are waiting for two studies on girls aged 12 and 16, which began in 2018 with 20,000 girls from different parts of the country and half were given one and the other two. The price at which participants in the Foreign Currency market (Monex) quote the dollar has gradually approached the ¢500 barrier.Yesterday, at the close of the trading period for this currency, the simple average of the price reached ¢503.92, while the weighted average (which takes into account the size of each transaction) remained slightly higher, at ¢504.09.
This is the lowest level for both averages since mid-January 2014, while the ¢500 limit has not been touched since December 2013.The Monex platform only allows transactions over $1,000, which is why it often functions as a wholesale market.Although the average total price is higher, in said market foreign currency purchase and sale transactions have already been closed at ¢500.
The trading platform will open again on a date when the Central Bank of Costa Rica makes a downward adjustment to the Monetary Policy Rate (MPR), which could influence both the level of interest rates, as in the exchange market.In banks, the purchase of the dollar begins at ¢490 and the sale at ¢507.
Request from the tourism sector
The second Monetary Policy Meeting of the Year has been carried on. In these meetings, the Central Bank authorities review the country’s economic performance and based on their analysis, they issue guidelines on variables such as interest rates.
On the occasion of this meeting, the National Chamber of Tourism (Canatur) explained, through a letter addressed to the Bank’s board, indicatesthe urgent need for companies in this sector to recover a more balanced exchange rate, especially with the arrival of the low tourist season in April.
“As is public knowledge, tourism companies, mostly micro, small and medium-sized businesses, as well as the numerous collaborators who work in them, which directly exceed 200,000 people, are facing an economic crisis as a result of the severe depreciation of the dollar against the colon and the situation is going to worsen with the low season,” said Martí Jiménez, president of the group.
“The call from the thousands of voices within the sector is not to ask to prioritize the needs of tourism over other sectors, but rather to find a point of balance that avoids the collapse of one of the most dynamic activities of our economy and one of the most equitable in our country,” he added.
In the opinion of the Canatur spokesperson, the reduction of the Monetary Policy Rate could be, at least, one of the actions that would not only benefit tourism companies and their employees, but would also contribute to preserving the economic stability of local communities, as well as, to strengthen the sector as a whole.
“We urge the authorities to consider this call with the greatest urgency possible, recognizing the strategic importance that tourism has for the economy and well-being of our country,” Jiménez commented.The low tourism season begins at the end of Holy Week.
Forms in danger
If companies’ income decreases, they are forced to lower their operating costs to maintain positive profit margins. The payroll is one of the largest costs in companies, so in extreme situations it is usually cut, that is, personnel are fired. In other cases the decision is not to grow, that is, not to generate more jobs.
The Costa Rican productive sector has warned since the end of 2022 about the effects that the exchange rate is having on its income and how this could translate into less investment and less employment.
The analyst from the College of Economic Sciences of Costa Rica, Luis Vargas Montoya, explained in recent days that this behavior of the exchange rate is reducing the margins of companies, which will have to take measures to sustain their margins.
“One of the main costs that companies assume is without a doubt the payroll. That is where hiring can be put at risk because if companies reach a point where there is no other way to cut, the only thing that will allowing it to continue operating is cutting payroll,” Vargas commented.<a></a>
Currency abundance
Throughout 2023 and so far in 2024, the Central Bank has alleged that a foreign currency surplus is driving the appreciation of the colón.The abundance of dollars would respond, among other things, to the recovery of the tourism industry, as well as a good performance of exports and direct investment.However, the fall in the price of the dollar mainly hits companies and citizens who receive their income in that currency.
Given this scenario, the ministers of Foreign Trade, Tourism and Agriculture have conveyed their concerns to the Central Bank authorities about the consequences of maintaining such a low exchange rate.To date, the Central Bank has maintained the position that the current level of the currency price corresponds to market forces and therefore does not intervene.

 “We had a good marriage for a long time that, for reasons that are not on the table, we stopped taking care of it (…) It was not given the affection that should have been given to a relationship between the two most important economies in this geographic basin”.<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw>
The speaker is the Secretary of Development and Commerce of Puerto Rico, Manuel Cidre, and instead of romantic terms, he refers to the economic and commercial ties between the island and Costa Rica, where both countries have concentrated efforts in recent months.
In May 2023, the Minister of Foreign Trade, Manuel Tovar, visited San Juan. Now it is Cidre who answers the trip and does so with a mission of more than 20 businessmen to enhance investment and exchange opportunities.
“It is no longer a commercial mission that I take and bring. It is already a commercial mission to identify opportunities and synergies, so that we can maximize our strengths and reduce our weaknesses,” he said.
In an interview, the leader detailed the options they see for commercial exchange, what draws their attention to Costa Rica and the intentions to have more rapprochements with other countries to face, together, external economic turbulence.
<h2 class="wp-block-heading" id="h-small-but-big">Small but big<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw></h2>
Beyond the confusion between foreigners due to the name of the two states, Costa Rica and Puerto Rico have more similar factors. This is seen, above all, in the economic sphere and, particularly, in the foreign direct investment model. Both seek to position themselves as a <a href="https://thecostaricanews.com/costa-rica-is-the-1-destination-for-those-looking-to-celebrate-their-graduation-reveals-travel-leisure/">destination</a> for added value.
“The least we want to differentiate ourselves is through low salaries. We want to differentiate ourselves by efficiency, by quality, by education and that is a search that cannot stop,” he points out.<gwmw style="display:none;"></gwmw>
This is also part of the competition to attract investments, where companies, mostly associated with the medical area, have strengthened their presence. Trade authorities call for an analysis of the factors by which they choose these manufacturing, technological and administrative industries.
<h2 class="wp-block-heading" id="h-joining-more">Joining more<gwmw style="display:none;"></gwmw></h2>
Another point emphasized by Cidre is that, since they are smaller countries, they are exposed to the vicissitudes that come from other latitudes.”That is why it is important to create this region. Because there are circunstances that we do not control,” he says.”There are no longer individual formulas, there are collective formulas,” he points out.
Along these lines, it proposes rapprochement, not only of Puerto Rico and Costa Rica, but also of nations such as Panama and the Dominican Republic, with similar economic scenarios.
One of the proposals being tested would be a more active incorporation into the Alliance for Development in Democracy (ADD).”Minister Tovar and I are seeing how the representativeness of the United States in that group is Puerto Rico. It is important, it is the language, we know each other better than anyone. Without a doubt we have to demonstrate a genuine interest in working together,” he noted.
Cidre heads the Puerto Rico Department of Development and Commerce. The portfolio was created in 2018 and brings together all economic activity in a single agency, covering 10 programs ranging from permits, incentives, human talent and tourism.
<h2 class="wp-block-heading" id="h-the-chances-of-costa-rica">The chances of Costa Rica<gwmw style="display:none;"></gwmw></h2>
Despite the similarities between both economies, the Puerto Rican leader points to several opportunities that Costa Rican production could have in its market.The main niche is in the agricultural part, since the island imports 88% of its consumption. With this, the sale of Costa Rican products could occur, but also collaboration between companies.<gwmw style="display:none;"></gwmw>
“If I manage to bring Costa Rican agricultural inputs to Puerto Rico and I become a partner with a Costa Rican and we establish a plant in Puerto Rico, together, I can manufacture a finished product and do three things: I insert it into the Puerto Rican consumption chain that It is big, I substitute imports, I insert it into the consumption chain of the United States, I create jobs, I occupy buildings that I have available,” he explained.
Another factor is the status of Puerto Rico within the United States, which opens the doors to enter the North American market.In contrast, this makes the island look for partners to approach other markets, which would help the country serve as a hub.
“Because we are not sovereign, we cannot make agreements and treaties with any country, so any effort we are going to make, to mention one with Caricom, I have to find an ally to help me. The same thing I say with Peru, Uruguay, and jurisdictions in Central and South America where you have a presence” concluded the official.
<h2 class="wp-block-heading" id="h-the-lessons-that-the-country-gives">The lessons that the country gives<gwmw style="display:none;"></gwmw></h2>
Closing with the axis of differentiating factors, Cidre highlighted the country brand that Costa Rica continues to promote in environmental matters, which has helped it the most to position itself.
“Our letter of introduction has to be “we are a territory of the United States,” he ironized, highlighting that he would like to have a format like the one the country has already positioned.<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw>
“I would also love to have a letter of introduction from us. That says “Puerto Rico, the island of charm, where everyone knows each other, where we ensure the quality of life, for being the capital of knowledge, with a country of opportunities, that safeguards and cares for its children and elderly, and that “I don’t have it,” he argued.<gwmw style="display:none;"></gwmw>

Costa Rica is ranked 12th in the world in the ranking of the happiest countries in the world, only surpassed by European nations, according to a report sponsored by the UN. In America it ranks first followed by Canada at number 15, the United States at number 23, Mexico at number 25 and Uruguay at number 26.<gwmw style="display:none;"></gwmw>
In 2009, Costa Rica held the title of the happiest country in the world, followed by the Dominican Republic, according to a report on <a href="https://thecostaricanews.com/pura-vida-revealed-the-secrets-behind-costa-ricas-happy-lifestyle/">happiness and life satisfaction</a> from a British entity, which considered 143 countries that make up 99% of the world’s population. On that occasion, 85% of those consulted stated that they were “satisfactorily happy in this country,” the most prosperous and politically stable in Central America.<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw>
<h2 class="wp-block-heading" id="h-finland-again">Finland again<gwmw style="display:none;"></gwmw></h2>
This year, Finland consolidated its place as the happiest country in the world for the seventh consecutive time. The Nordic countries lead the first places, as Denmark, Iceland and Sweden follow after Finland. The last place on the list of 143 countries is occupied by Afghanistan, affected by a humanitarian catastrophe after the return to power of the Taliban in 2020.<gwmw style="display:none;"></gwmw>
For the first time in more than 10 years, the United States and Germany do not appear in the top 20 happiest countries, occupying positions 23 and 24. None of the world’s most populous countries appear in the top 20 countries.
“In the top ten, only the Netherlands and Australia have more than 15 million inhabitants. Among the top 20, only Canada and the United Kingdom have more than 30 million inhabitants,” according to the report. The sharpest declines in the happiness index since the period 2006-10 are those of Afghanistan, Lebanon and Jordan, when Serbia, Bulgaria and Latvia register strong advances.<gwmw style="display:none;"></gwmw>

The World Happiness Report is a measure of happiness published by the United Nations Sustainable Development Solutions Network every year since 2012. It is based on people’s assessment of their happiness and economic and<a href="https://thecostaricanews.com/the-protection-of-personal-data-in-costa-rica-an-essential-issue/"> social data</a>. The report takes into account six key factors: social support, income, health, freedom, generosity and the absence of corruption.<gwmw style="display:none;"></gwmw>
Closeness to nature and a good balance between work and private life are the key to Finnish satisfaction, said Jennifer De Paola, a researcher specialized in this topic at the University of Helsinki.
Finns perhaps have a “more accessible understanding of what a successful life is,” compared for example to the United States, where success is more related to financial gains, s<a></a>he added.
Trust in institutions, little corruption and free access to <a href="https://thecostaricanews.com/health-care-tips-visiting-osa-peninsula/">health care</a> and education are also paramount. “Finnish society is permeated by a feeling of trust, freedom and a high level of autonomy,” De Paola said.<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw>
The annual report also revealed a stronger feeling of happiness among new generations than among older ones in most, but not all, regions.The rate has fallen dramatically since 2006-10 for those under 30 in North America, Australia and New Zealand and is now lower than for older people in those regions. However it progressed in all age classes in Eastern Europe in the same period. The difference increased between generations throughout the world, except in Europe, which is considered “worrying” by the authors of the report.

The melting of ice in Greenland and Antarctica modifies the speed of the Earth’s rotation faster than expected and that will alter the calculation of universal time on which computer networks adjust, says a study published recently.
Since 1967, <a href="https://en.wikipedia.org/wiki/Coordinated_Universal_Time">Universal Coordinated Time </a>(UCT) has been established with ultra-sensitive atomic clocks that keep time around the world and ensure the accuracy of digital and communication infrastructures such as<a href="https://thecostaricanews.com/comnet-and-ses-launch-satellite-technology-to-improve-connectivity-in-the-central-american-region/" target="_blank" rel="noreferrer noopener"> satellite</a> navigation.
For historical reasons, synchrony was maintained between the UCT and astronomical time, calculated from the Earth’s rotation speed, which is not constant. Starting in 1972, it was decided to compensate for the irregularities by adding leap seconds to atomic time, so that it coincides with astronomical time.
These leap seconds are added every time the lag between both measurements approaches 0.9 seconds. The last time this adjustment was made was in 2016, Duncan Agnew, author of one of the studies on the subject, published by the journal Nature, explained.
But changing the speed of the Earth’s rotation poses an inverse problem, since it will cause astronomical time to advance ahead of atomic time. And that would force, within a few years, to introduce a negative leap second.
<h2 class="wp-block-heading" id="h-a-real-worry">A real worry</h2>
Such a novelty worries metrology specialists, who measure time, since the introduction of a negative leap second would pose “unprecedented” problems in “an increasingly connected world,” says PatriziaTavella, from the International Bureau of Weights and Measures.(BIPM), in a commentary attached to the study.
The uncertainty comes from the fact that computer programs that integrate leap seconds “assume that leap seconds are always positive,” adds Duncan Agnew of the Institute of Geophysics at the University of California, San Diego.
<h2 class="wp-block-heading" id="h-the-earth-slows-down">The Earth slows down</h2>
Partly because of this new situation, metrologists around the world agreed to stop introducing leap seconds until 2035.And starting that year, it is planned to let the difference between atomic time and the Earth’s rotation reach one minute.
But according to Nature, that program could be compromised by global warming, due to the acceleration of melting in Greenland and Antarctica, which Agnew measured with satellite observations.
Since the 1990s, the melting of ice has slowed down the rotation of the Earth, just as the tides caused by the gravitational force that the Moon and the Sun exert on our planet do, counterbalancing the natural acceleration.“When the ice melts, water spreads throughout the ocean (…), which modifies the distribution of fluids on the surface and inside the Earth,” details the scientist.
All this in itself is not new, because the slowing effect caused by melting was suggested at the end of the 19th century and has been measured since the 1950s, says Duncan Agnew.“But the novelty of my work is to show the extent of the impact of melting on the Earth’s rotation. A change never seen before,” he highlights.
The slowdown is such that it could delay an eventual transition to the negative second until 2029, according to forecasts. Without the impacts of global warming, this would probably occur as early as 2026.
This postponement gives a break to metrologists, who will have “more time to decide if 2035 is the best date to eliminate the leap second or if it should be abandoned earlier,” comments PatriziaTavella, from the BIPM.<gwmw style="display:none;"></gwmw>
