50.
Antigua and Barbuda are gearing up to explore the benefits of adopting India Stack, aimed at revolutionizing the country’s Information Technology platform.

 51.
India Stack, a national identification and digital payments infrastructure, has provided formal identification credentials to all citizens and brought millions into the digital economy.

 52.
It consists of two major components: a unique identifier for each citizen and a digital payment infrastructure. Antigua and Barbuda, along with several other countries within Caricom, signed onto the agreement in 2023.

 53.
Both sides have agreed to cooperate in areas of digital transformation through capacity building, training programs, exchange of best practices, exchange of public officials and experts, and development of pilot or demo solutions.

 54.
Information Minister Melford Nicholas, who signed the agreement on behalf of the government, recently discussed with the Indian High Commissioner based in Guyana the possibility of providing further collaboration.

 90.
In 2018, Arica Hill started her journey with the Environmental Awareness Group (EAG) as the Executive Director working over the past few years to not only transform the organization, but also transforming the minds of Antiguans and Barbuda’s to think differently when it comes to protecting and preserving the environment.

 91.
She also helped to develop volunteer programmes that have increased the number of people who give their time on weekends and weeknights to conservation from a mere 10 to well over 100.

 92.
As of May 1, Hill will be leaving her post at EAG to join the organization’s longtime partner, Fauna & Flora, as the Caribbean Lead for their Caribbean programme.

 93.
Hill reflected on her journey on Thursday during an interview on Twin Island Media.

 94.
“There was this very strong feeling that advocacy for the environment had to only be done with us always fighting, always fighting over bulldozers and being a particular type of advocacy which I do believe is necessary but it’s not the only story.

 99.
She spoke of Redonda being designated as a Protected area which she admits took a very long time through a collaborative process.

 100.
“I feel very comforted by the fact that we have a very strong team. Really excellent coordinators who are beyond capable and who are not just kind of pushing forward with this discipline of hope. But also being strong as strategic managers and developers and scientist. So, I am very pleased with the past five and a half years and I am very excited as well for the next steps,” she continued.

 101.
As the Caribbean lead for the EAG’s longtime partner, Fauna & Flora Hill will be able to support the EAG from a different standpoint and other non-government organization.

 130.

 131.
The European Union has announced investigations into some of the biggest tech firms in the world with the likes of Meta, Apple, and Alphabet, which owns Google, coming under intense scrutiny.

 132.
They are being looked at for potential breaches of the Digital Markets Act (DMA) introduced in 2022, but only coming into force earlier in the month.

 133.
If found to be non-compliant, they could face fines of billions of euros, representing up to 10% of their annual turnover.

 134.
Just six companies have obligations under the DMA, but they are also the world’s largest tech firms: Alphabet, Apple, Meta, Amazon, Microsoft and Byte-Dance.

 135.
There are five cases which are all consumer-focused, and highly relatable to most people who use products from these companies. Collectively, this equates to literally billions of people worldwide.

 136.
An EU boss hinted that the full investigation will take around 12 months to complete.

 137.
Five potential acts of non compliance

 138.
Those EU bosses: Margrethe Vestager and Thierry Breton announcing the investigations, explained that there were five possible acts of non-compliance in total. These consisted of whether Apple and Alphabet are not allowing apps to freely communicate with users and make contracts with them and whether Apple is not giving users enough choice.

 139.
By that they are suggesting that the company’s web browser “choice screen” does not actually give people enough choice, pointing out that some apps, such as Apple Photos, cannot be deleted at all. They say Apple is obliged to allow users to easily uninstall apps on their devices and change default settings.

 140.
A fourth point centred around if Meta, the owner of Facebook, Whatsapp and Instagram, were unfairly asking people to pay a fee in their “pay or consent” subscription model, to avoid their data being used for adverts. The final query being if Google gives preference to its own goods and services in search results.

 141.
Not respecting obligations

 142.
Mr Breton said: “We’re talking about the protection of our citizens, so we can’t just sit around and wait.” He added that the Commission were not convinced that the solutions by Alphabet, Apple and Meta “respect their obligations for a fairer and more open digital space for European citizens and businesses.”

 143.
He warned that should their investigation conclude that there is lack of full compliance with the DMA, then gatekeepers could face heavy fines.

 144.
None of the firms are based in Europe, with five in the US, and the sixth – Byte-Dance, having its headquarters in Beijing.

 147.

 148.

Fresh concerns for Apple

 149.
This all comes just three weeks after the EU fined Apple 1.8 billion euros after the company was accused by the commission of “abusing its dominant position in the market” for the distribution of music streaming apps to iOS users through its app store.

 150.
An Apple spokesperson said the company will constructively engage with the investigation and that they are confident that their plan complies with the Digital Markets Act. They added that their team has established a variety of mechanisms to comply with the EU’s landmark legislation, as well as privacy and security protections for EU users.

 151.
“Throughout, we’ve demonstrated flexibility and responsiveness to the European Commission and developers, listening and incorporating their feedback”, was their confident response.

 152.
On the defensive

 153.
For their part, Meta remarked that their use of subscriptions as an alternative to advertising were a well established business model across many industries and insisted that they will continue to engage constructively with the Commission.

 154.
Google, which has made significant changes to its services, said it would “continue to defend its approach” in the coming months.

 155.
All change

 156.
The investigation is the latest in a series of restrictions being applied against tech giants, which are increasingly haggling with regulators over non-competitiveness concerns and the use of personal data, particularly in Europe.

 157.
Under the new rules of the DMU, companies are as a matter-of-course, foreseen to allow app developers to guide users to products outside their own platforms, and crucially do that for no extra charge. Also, those platforms who rank search results must treat all listings fairly and in a way that does not discriminate against services offered by third parties.

 187.
The most famous piece of wood to play a significant part in a blockbuster movie has been sold at auction for a staggering $718,750.

 188.
The debris that Kate Winslet’s character, Rose, used as a makeshift raft after the Titanic sunk in James Cameron monster hit film of 1997, was part of a sale by Heritage Auctions of props and costumes owned by restaurant and resort chain Planet Hollywood.

 189.
Other props featured in the auction included the whip from Indiana Jones, a spiderman suit, and the axe used by Jack Nicholson in The Shining.

 190.
The auction raised an enormous $15.68m thanks to a host of bidding wars, taking items well beyond their listed prices.

 191.
He had to die

 192.
Ever since the release of the movie, fans have argued that the panel was big enough to fit both Winslet and her love interest, Jack, played by Leonardo Di Caprio, on to it. In the film, Jack heroically allows Rose to lie on the frame as he hangs onto the side, shivering in the icy waters of the Atlantic.

 193.
As is often the case, film-goers get a little excited when they see a hole in a plot, but director James Cameron revealed Jack had to die according to the script: “It’s a movie about love, sacrifice and mortality, a bit like Romeo and Juliet. The love is measured by the sacrifice.”

 194.
It wouldn’t have supported two

 195.
He did though admit that the board should have been a tiny bit smaller. He said he receives many emails calling Rose “selfish” and Jack an “idiot” over the scene. Such was the clamour, Mr Cameron put the controversy over the pair’s final moments to rest in a thorough forensic analysis with a hypothermia expert.

 196.
He explained: “We took two stunt people who were the same body mass of Kate and Leo and we put sensors all over them and inside them and we put them in ice water and we tested to see whether they could have survived through a variety of methods and the answer was, there was no way they both could have survived; only one could live.”

 200.

Stars have different views

 201.
The iconic prop is often referred to as a door, but the ornate structure was in reality part of the door frame just above the first-class lounge entrance of the original Titanic.

 202.
In past interviews Winslet has acknowledged that there was plenty of room on the raft, although DiCaprio chose to remain tight-lipped, refusing to publicly take sides in the contentious debate.

 203.
Auctioneers reference debate

 204.
Whether it was wide enough for two people is irrelevant, only one was on it in the movie and that scene is why it was so sought after, although most people were surprised that its final price made it all the way up to $718,750 (£567,561).

 205.
In the listing by Heritage Auctions, they alluded to the controversy by actually attaching a note to the prop that said: “it has caused much debate from fans”. They also enclosed the full dimensions which were: 2.4 metres long (8 foot) by just over 1 metre wide (3.5 feet).

 206.
Here’s a fortune!

 207.
The other big movers at the auction were the whip from Indiana Jones and the Temple of Doom, which sold for $525,000. The Spiderman suit worn by Toby Maguire made $125,000, and the axe used by Jack Nicholson in The Shining to hack through a bathroom door while announcing “Here’s Johnny!” managed the same figure.

 208.
Buyer certainly not cowardly

 209.
The stories and adventures seen on screen allow movie-goers to immerse themselves within them and there are always certain props that define those films. Hence why when these pieces come up for auction, there is an almighty scramble to own them.

 210.
Dorothy’s ruby slippers from the Wizard of Oz made an eye-watering $660,000. However, that sum was made to look like peanuts when compared to the astonishing $3,070,000 that was paid for another prop from that movie – the highly detailed cowardly lion costume.

 211.
Not really a “fair” price

 212.
Sam’s piano from the film: Casablanca, fetched a remarkable $3,400,000 when it sold, but that was bettered by Audry Hepburn’s dress in My Fair Lady, which was bought in 2011 for $3.7 million. Still on the subject of dresses, Marilyn Monroe’s white “subway” dress is one of the most iconic and memorable movie costumes of all time, a fact endorsed at auction, also in 2011, when it changed hands for $4.6 million.

 213.
Shaken and very stirred at auction

 214.
Naturally anything James Bond related attracts huge interest, but non more so than the iconic Aston Martin DB5 he drove in the early films and that was reflected in the price of $4.6 million it made at auction in 2010.

 215.
No science in the record price

 216.
Taking all those incredible props into account, it is possibly a little surprising that the most expensive prop ever sold at auction was when Robby the Robot from the science fiction films: Forbidden Planet and The Invisible Boy and subsequently used in a number of television shows, was sold for a whopping $5.3 million, back in 2013.

 217.
It seems that some people have simply got so much money, they don’t know what to do with it!

 245.

by Mick the Ram

 246.

 247.
As more details emerge from the shocking Baltimore bridge incident, it is understood that the ship suffered loss of propulsion and essentially lost use of its engines.

 248.
Despite frantic efforts by the local pilot on board, he soon realised the enormous container vessel was out of control and issued a mayday call informing authorities that a collision was inevitable and imminent. This prompted the closing of the bridge to traffic, which undoubtedly saved many lives.

 249.
Sadly they never got chance to alert the 8 construction workers who were on the Francis Scott Key Bridge at the time and on impact they fell into the Patapsco River. Two were rescued, one being quite badly injured, but the other six are still missing and tragically are now presumed dead.

 250.
One of those workers was named today as Miguel Luna, who is from El Salvador. He, along with his colleagues, worked for Brawner Builders and they were filling potholes on the road bridge at the time of the collapse. The nationalities of the other five men are believed to be from Guatemala, Honduras, Mexico and another from El Salvador.

 251.
A marine specialist, said that the bodies may either be trapped under bridge wreckage in murky water at the bottom of the river, or a high current may have carried them up or down stream.

 252.
The Singapore-registered Dali was inspected twice last year at foreign ports and was certified fit for service. Early on Wednesday (27th) morning the data recorder was recovered and has been taken away for analysis.

 253.
Companies are already diverting business to other east coast ports, after officials confirmed that maritime traffic through Baltimore will be suspended until further notice, raising fears of significant disruption to global supply chains.

 254.
Last year alone saw more than 47 million tonnes of foreign cargo pass through and on top of that, the port supports around 15,000 jobs directly and nearly 140,000 indirectly, according to state estimates.

 255.
“Stop all traffic”

 256.
Audio of the first responder call when police decided to block traffic from entering the bridge shortly before its collapse, has been released. In it an officer shouts over the police radio: “Hold all traffic on the Key Bridge; there’s a ship approaching that’s just lost their steering, so until they get that under control, we’ve got to stop all traffic.”

 257.
That was in immediate response to the mayday call from the Dali crew. Another identifies that there are construction workers actually positioned on the bridge and insists that the foreman be notified and to allow the workers to be escorted off the bridge.

 258.
Unfortunately, within seconds and before anybody has had opportunity to take action, a panicked call comes through stating in a clearly alarmed voice: “The whole bridge just fell down.”

 262.

“Wonderful family men”

 263.
Brawner Builders are a local contractor that carries out maintenance work on bridges in Maryland state. The company’s executive vice-president, Jeffrey Pritzker, speaking of the six missing workers said: “They were wonderful family people; it’s a very, very bad day.”

 264.
Two of the other missing men were confirmed as being Guatemalan nationals by their Ministry of Foreign Affairs.

 265.
Taking break in truck

 266.
One man who was working in a gang on the bridge just a month ago, knew several of the missing men. Jesus Campos said he was told that the crew were on a break when the bridge collapsed, and some were actually sitting in their trucks. “Imagine knowing that it is falling; you would not know what to do.”

 267.
Miguel Luna was identified by the non-profit organisation Casa’s executive director Gustavo Torres, which provides services to the immigrant community in Baltimore. “He is a husband, a father of three, and has called Maryland his home for over 19 years.”

 268.
Passed inspections

 269.
The ship passed its first of two inspections in 2023 in June at a port in Chile, when a faulty gauge which monitors fuel pressure was detected and fixed, before the ship left the port. Three months later the West Coast Guard inspected the vessel in New York, and it was found to have “no deficiencies” and certificates covering the structural integrity of the vessel and functionality of the ship’s equipment were valid at the time of the incident.

 270.
Engine failure

 271.
Video footage showed the lights flickering on the ship just before impact, less than an hour into its 27-day journey from Baltimore to Sri Lanka. It appeared to be moving rapidly and had no chance of diverting once it lost control of the steering.

 272.
Even though an emergency generator is believed to have kicked in, the container ship never regained the use of its engines.

 273.
President promises rebuild

 274.
US Secretary of Transportation Pete Buttigieg said at a briefing there was “no question that this will be a major and protracted impact to supply chains” and that it was “too soon to offer estimates on what it will take to clear the channel and reopen the port.”

 275.
President Biden told reporters that the US government would “move heaven and earth to reopen the port and rebuild the bridge as soon as it is humanly possible.”

 304.

 305.
The UN Security Council resolution was passed on Monday 25 March, which demanded an “immediate” ceasefire, as well as the release of all hostages.

 306.
This angered the Israelis, as it only got through because the US abstained allowing the motion to pass.

 307.
Prime Minister Benjamin Netanyahu responded by immediately cancelling a planned meeting in Washington, condemned the US decision not to use its veto, saying it had harmed the war effort and attempts to free the hostages taken by Hamas on 7 October last year.

 308.
Hours after the vote, Hamas said it had told mediators it was sticking to its original demands for a comprehensive ceasefire, which include the withdrawal of Israeli troops from Gaza and a return of displaced Palestinians, which Israel described as completely unrealistic.

 309.
Despite the resolution being passed, the fighting is still continuing in the Gaza Strip as the Israelis maintain their military campaign in the territory.

 310.
No veto allows vote through

 311.
The resolution was proposed by ten elected members of the UN Security Council, which were: Algeria, Sierra Leone, Mozambique, Republic of Korea, Japan, Slovenia, Guyana, Ecuador, Malta, and Switzerland.

 312.
The ceasefire they called for and indeed had been calling for repeatedly since the war began in October, became possible after the US refrained from vetoing the measure, which was a change from its previous position, undoubtedly representing an increasing divide between the Americans and previously strong ally Israel, over the offensive in Gaza.

 313.
No shift in policy

 314.
White House spokesperson John Kirby insisted that the US abstention did not signal a shift in policy, but he said the final UN resolution did not have language the US deemed essential – hence the abstention.

 315.
He maintained that talks would continue with the Israelis, even if on this occasion they had decided not to send a delegate to Washington, which he admitted had left the US a little “perplexed”.

 316.
He explained: “It’s a non-binding resolution, so there is no impact at all on Israel and its ability to go after Hamas,” and he reiterated that their position and policy on the conflict remains unchanged.

 317.
Patience wearing thin

 318.
Nevertheless, it has been getting increasingly obvious that President Joe Biden and his senior officials have been losing patience with the direction Israel were taking the fight in Gaza.

 319.
Their language has become more and more forceful in their disapproval of the Israeli approach, and now it would seem that the decision has been made concluding that strong words were not getting the message across, resulting in the action taken.

 320.
Secretary General in “unforgivable” quote

 321.
UN Secretary General Antonio Guterres was adamant that the resolution “must be implemented” to secure a ceasefire and the “immediate and unconditional release of all hostages”, adding that “failure would be unforgivable,” but in making those statements he appears detached from the mood of the Israelis.

 322.
“Retreat” claim

 323.
That fact was substantiated when Mr Netanyahu called the US decision a “clear retreat” and accused them of having “abandoned” its previous policy. Israel strongly objected that the resolution did not make the call for a ceasefire which was conditional on the release of the hostages, as the US and they had both argued it should have.

 324.
In their opinion it was effectively playing into the hands of Hamas, who were banking on international pressure being applied to try and force Israel to accept a ceasefire that suited their group and would harm the Israeli war effort and their continuing effort to release their people being held hostage.

 325.
Delusional demands

 326.
Reports have suggested that a deal being worked on at the time of the vote, proposed that just 40 Israeli hostages would be released in exchange for a huge 800 Palestinian prisoners.

 327.
In response to such numbers, Israel accused Hamas of proposing “delusional” demands and said they had rejected any compromises, meaning that their own stance remains unchanged, which is to continue to act to achieve all their goals of the war. These being: “the release of all the hostages, destroying Hamas’ military and governing capabilities and ensuring that Gaza will never again be a threat to Israel.”

 328.
UK airdrop aid

 329.
On a positive note, the UK has airdropped food supplies into Gaza for the first time. The Royal Air Force took off from a base in Amman and parachuted more than 10 tonnes of aid, including water, rice, cooking oil, flour, tinned goods and baby formula to Gaza civilians, along its northern coastline, as part of a Jordanian-led international aid mission.

 330.
Defence Secretary, Grant Shapps authorised the drop and confirmed that the UK had tripled its aid budget to Gaza, but wanted to go further to “reduce the human suffering”.

 403.
According to the laws of Antigua and Barbuda, a person should not have more than four weed plants in their possession at a time but Darroux was reportedly found with a total of 41 plants at his home.

 404.
The plants weighed 40 pounds and were valued at $80,000.

 405.
When Darroux appeared in court earlier this week, he was placed on a $100,000 bond and was told to pay $10,000 in cash to the state.

 406.
He also had to surrender his Dominican passport and report to a police station closest to him three days a week.

 407.
Once he secured and maintains his bail conditions, he is free until the conclusion of his case.

 440.

The Development Control Authority (DCA) has issued a directive to the United Progressive Party to take down all political billboards across the country.

 441.
This comes after reports that a person dubbed the ‘billboard bandit’ has been using the UPP’s billboards to bring attention to the ongoing case of Jack Strolls’ money, which he has been fighting to retrieve from the Global of Commerce.

 442.
In a letter dated March 25 and addressed to UPP General Secretary Sean Nicholas, the DCA stated that permission was granted to the party on December 15, 2022, for the temporary installation of billboards for the 2023 general elections.

 443.
The DCA said, however, that according to the agreement, all political materials were supposed to be removed within 14 days following the elections.

 444.
According to DCA notice, the UPP’s political materials continue to be displayed beyond the political timeframe

 445.
The DCA further stated that the “oversight not only contravenes the condition of the agreement but also impacts regulatory compliance as stipulated by the Physical Planning Act,”

 446.
The DCA then instructed that the UPP remove all its billboards around the island and failure to comply would leave the DCA with no choice but to proceed with demolition

 447.
There have been reports a billboard belonging to UPP Senator Jonathan Joseph was demolished by the DCA earlier today

 481.
Sergeant Karim Warner has entered a plea of not guilty to charges against him in relation to an incident where is said to have shot up a car with two civilians inside.

 482.
Warner pleaded not guilty before Magistrate Ngaio Emanuel for allegedly firing 12 rounds in a public place as well as assault of the two occupants of the vehicle in question.

 483.
He will now stand trial on May 29.

 484.
According to reports, Warner faced difficulties in repossessing a vehicle he had leased to an individual.

 485.
He allegedly used GPS tracking to locate the vehicle in Willikies, where he confronted the occupants—a man who rented the car and a female companion—who refused to return it.

 486.
Tensions reportedly escalated, leading Warner to discharge his weapon and fire 12 shots at the departing vehicle, striking it multiple times.

 487.
Despite initial attempts to keep the incident quiet, Warner was eventually arrested, charged, and later released on station bail.
