  46. <p>The organizers of an encampment in support of Palestine at the University of Virginia knew that pitching tents could trigger action against their protest. University officials made that clear when they first gathered Tuesday afternoon.</p>

  50. <p>What they and the faculty members who were helping them communicate with police and administrators did not anticipate was the force with which that action would come. Instead of citations and facilities management taking down the tents, they were met with a multi-agency, coordinated police action with officers wearing riot gear and military-grade equipment.</p>

  54. <p>&#8220;I don&#8217;t see how this level of state police violence was justified when, in other universities like Berkley, Rutgers, Northwestern, they basically allowed the protesters to peacefully protest and there was no police-instigated violence,&#8221; said Walter Heinecke, a professor in the School of Education, who was liaising for the students during the protest. &#8220;Somewhere, they had to make a choice. And they made the wrong choice.&#8221;</p>

  58. <p>Gov. Glenn<a href="https://virginiamercury.com/2024/04/29/youngkin-says-no-encampments-on-virginia-campuses-supports-peaceful-protests/"> Youngkin said that the commonwealth will permit protests</a> as long as they do not intimidate Jewish students or become encampments. And UVA officials said they would allow this particular demonstration so long as the protesters didn&#8217;t attach signs to objects or trees, or put up tents.</p>

  62. <p>But Friday evening, the student protesters stopped following the rules. Neither Charlottesville Tomorrow nor Cavalier Daily were able to speak directly with any of the student protesters to learn why they decided to pitch tents.</p>

  66. <p>Throughout the five-day demonstration, the group declined to speak with media or police directly. But three UVA faculty who were liaising between the student protestors, administrators and police, told Charlottesville Tomorrow that the protesters pitched tents because they were unhappy with the university’s response to its demands — and simply because Friday evening it started to rain.</p>

  78. <p>Later that evening, UVA Police Chief Timothy Longo arrived. He told faculty members who were present at the encampment to correspond with administration and law enforcement that the students had to take the tents down, according to student journalists from the Cavalier Daily who observed the conversation. He also instructed students to stop using a megaphone.</p>

  82. <p>Longo issued several ultimatums Friday evening, which members of the encampment ignored. He told faculty liaisons on multiple occasions that if the protestors did not remove their own tents, the university&#8217;s facilities management team would do so, and that resistance to those efforts could lead to arrest. After more than an hour of correspondence with faculty liaisons and representatives from Student Affairs, Longo left for the evening.</p>

  86. <p>&#8220;Demonstrators refused to comply and continued violating University policies,&#8221; UVA said in a news release detailing the events leading up to the arrival of State Troopers. &#8220;However, given continued peaceful behavior and the presence of young children at the demonstration site, and due to heavy rain Friday night, officials allowed the tents to remain in place overnight.&#8221;</p>

  94. <p>Longo returned at about 8 a.m. and delivered the same ultimatum via megaphone to the encampment — if tents were not disassembled in 15 minutes, facilities management would come in and do so.&nbsp;</p>

  98. <p>Heinecke communicated with Longo as a faculty liaison multiple times Friday afternoon and evening. From the times tents went up at the encampment Friday until state police arrived Saturday, Heinecke said, Longo gave him no reason to think that things would escalate so drastically.</p>

  122. <p>&#8220;He [Longo] said repeatedly that if they took the tents down, they could stay, and then he took us through the steps if they didn&#8217;t take the tents down,&#8221; said Heinecke.</p>

  126. <p>None of those steps including bringing in state police in riot gear or calling out as large and as militarized police presence as ultimately appeared. Longo simply said that UVA Police would issue a warning. If the protestors remained, police would issue no a trespassing order and citations. Protestors who signed the citations would be allowed leave. Those who refused to sign would be subject to arrest.</p>

  130. <p>During this time, there was confusion among protesters and faculty members about whether pitching camp tents actually violated UVA policy. They found an environmental health and safety document posted to the university&#8217;s website that specifically exempted recreational tents from its list of prohibited structures. Sometime Saturday morning, that document was quietly edited to remove that line.</p>

  134. <p>&#8220;I saw him [Longo] by the Rotunda briefly and showed him the tent policy someone sent me that said small tents were ok,&#8221; Heinecke said. &#8220;He looked at it and didn&#8217;t respond to me, saying he thought there was some other policy. I showed him a picture of two tents over by the volleyball courts that were up that morning.&#8221;</p>

  138. <p>Neither Longo nor the <a href="https://fusion.vsp.virginia.gov/">Virginia State Fusion Center</a>, which was part of the team of police coordinating a response to the protest, responded to requests for comment. The Fusion Center is a joint effort between local, state and federal agencies tasked with responding to criminal or terrorist activity, according to its website.</p>

  142. <p>Several UVA Police arrived at the scene around 11:30 a.m. and formed a perimeter around the encampment. Another ultimatum was delivered by an officer, by which point a crowd of onlookers, supporters and a group holding a flag of Israel and largely supporting the police action began to form.</p>

  146. <p>The tipping point came shortly before noon when UVA Police officers tried to get to a tent to&nbsp; disassemble it. Around 10 protesters locked arms and attempted to block the officers from reaching the tents, according to reporters from the Cavalier Daily who were at the scene. At some point during the altercation, police said one of the protesters attempted to assault an officer. The incident was <a href="https://twitter.com/cavalierdaily/status/1786798947400405259?s=46">caught on video by a Cavalier Daily reporter</a>, though it is impossible to see exactly what happened from the angle it was recorded. But the protester was detained — and a standoff between protestors and police ensued.</p>

  150. <p>&#8220;It seemed like there was a brief presence of local police — I guess Charlottesville and Albemarle police — and they started creating a perimeter around the encampment area,&#8221; said Heinecke, the faculty liaison. &#8220;A university police officer read a statement off of his phone to the protestors that they were trespassing and they had to leave. I never saw them issue any paper citation or a no trespassing order.&#8221;</p>

  154. <p>And then, a process with multiple police agencies creating perimeters began. Corinne Geller, Virginia State Police&#8217;s public relations director, <a href="https://www.vpm.org/news/2024-05-05/university-of-virginia-gaza-protest-state-police-arrests-grounds">told VPM that UVA Police requested their presence</a>.</p>

  158. <p>University alerts went out just after noon, via text message and on the classroom alert systems where many students were taking final exams: &#8220;UVA Emergency Alert: police activity in the area of the Rotunda/Chapel. Avoid the area.&#8221;</p>

  162. <p>On social media, students and groups began asking more people to come support the encampment, while the group that supported clearing the encampment also grew.</p>

  166. <p>By that time, the faculty members who were there to keep the peace between protesters and police were scrambling to find out what had gone wrong, said Laura Goldblatt, a professor of English who is part of the group Faculty for Justice in Palestine.</p>

  170. <p>Neither President Jim Ryan nor Provost Ian Baucom were around, Goldblatt said. But Brie Gertler, vice provost for academic affairs and Christa Davis Acampora, dean of the college of arts and science, were.</p>

  174. <p>&#8220;Both were unable to get in touch with the president or provost and did not know who had called in the [state] police,&#8221; Goldblatt told Charlottesville Tomorrow Saturday afternoon. &#8220;Both were horrified by what was happening. Acampora was calling frantically to have University Ave. shut down as police pushed people into oncoming traffic, and get medical aid to injured students.&#8221;</p>

The neutral and even-handed enforcement of these rules is the only way to ensure that all members of this community have an equal opportunity to participate in the life of the University. A separate protest organized by UVA Apartheid Divest Coalition, brough more than a hundred students and Charlottesville community members&nbsp; on and around the UVA Lawn on Wednesday to protest U.S. involvement in the ongoing conflict between Israeli military forces and Hamas militants in Gaza. These students joined others nationwide in calling for their schools to divest from companies affiliated with Israeli military forces or the state of Israel in an attempt to pressure the U.S. and Israeli governments into reducing military action in Gaza. At times demonstrators chanted and held signs, but there were also quieter periods during which most protesters sought shade under the trees dotting UVA’s grounds. An event featuring a jazz ensemble was concurrently taking place on the other end of the Lawn, and occasionally it was possible to hear the music from where the protesters were gathered beneath the UVA Rotunda. In the early afternoon a group of about 20 students gathered to face in the direction of Mecca and pray; other protesters formed a circle around the praying students.</p>

When those violent rallies happened in 2017, also known as the &#8220;summer of hate,&#8221; he felt the support and solidarity of the Charlottesville community.   638. <p>Miyares’ concern was echoed by James Bacon, executive director of a UVA alumni organization, the Jefferson Council, in a <a href="https://thejeffersoncouncil.com/miyares-calls-for-moral-clarity-regarding-pro-hamas-demonstrators/">November 2023 blog post</a>. In April 2024, the Jefferson Council published an anonymous letter that alleged antisemitism on campus, including physical violence and verbal assaults. The only people named in the letter for creating a hostile environment were a student who was involved in organizing a series of Israeli and Palestinian films and the two professors who moderated the post-film discussions. Both professors named in the letter are Jewish. One of the professors <a href="https://dailyprogress.com/news/local/education/uva-students-faculty-named-in-blacklist-accused-of-antisemitism-without-evidence/article_7ec6ba28-01d6-11ef-a0c3-b795f4c706ae.html#tracking-source=mp-homepage">told the Daily Progress</a> that the film series was meant to show balanced perspectives on the conflict.&nbsp;</p>

  712. <p>Between 1762 and 1865, auctioneers sold enslaved men, women, and children at various locations in Court Square: outside taverns, at the Jefferson Hotel, at the &#8220;Number Nothing&#8221; building, in front of the Albemarle Co. Courthouse (where sales were then recorded), and, according to tradition, from a tree stump. Auctioned at Eagle Hotel in Jan. 1829 were 33 enslaved individuals from the Monticello estate of Thomas Jefferson. Enslaved Charlottesville residents Fountain Hughes and Maria Perkins recalled Court Day sales as dreaded occasions that separated Black families. Such sales were commonplace in Virginia, which was the main source of laborers sent to the Deep South via the domestic slave trade.</p>

  719. <p>The city is planning on an early fall installation and unveiling, said Jeff Werner, historic preservation and design planner for the city. Werner worked with the city&#8217;s Historic Resources Committee on the application to the state. It will take Sewah Studios, a foundry located in Marietta, Ohio, a few months to create the marker.</p>

  723. <p>The marker will be placed at the south end of Court Square Park, above the low brick wall that runs along East Jefferson Street, near the lawn in front of the Albemarle County Courthouse.&nbsp;</p>

  727. <p>&#8220;It&#8217;s an appropriate location because enslaved people were sold throughout Court Square, including near the buildings at McKee Block, which is now Court Square Park,&#8221; Werner said. McKee Block is also known as McKee&#8217;s Row and McKee Row.</p>

  731. <p>The new marker won&#8217;t be far from another, <a href="https://www.cvilletomorrow.org/historical-marker-unveiled-for-lynching-victim-john-henry-james/">installed in 2019</a>, that teaches about <a href="https://www.cvilletomorrow.org/lynching-victim-john-henry-james-receives-one-little-drop-of-justice-125-years-after-his-death/">the lynching of John Henry James</a> by an angry white mob.&nbsp;</p>

  735. <p>Placing the new marker will mark a significant step in the city’s efforts to recognize this chapter of its history, but it won’t be the first. For decades, community members — some with direct ancestral ties to those bought and sold in Court Square — have been commemorating this history. At times, they&#8217;ve had help from the city, while other times they’ve organized independently with flowers, plaques and <a href="https://www.cvilletomorrow.org/photo-essay-slave-auction-block-vigil/">community gatherings</a>.</p>

Aliyah Cotton, People and Culture Officer, and Ashley Harper, Product and Technology Officer, will give our nonprofit news organization the capacity to grow and innovate.</p>

Cotton also helps our volunteer board do its best work, and is a crucial team member in our partnerships in Charlottesville Inclusive Media.</p>

  842. <p>On Saturday, April 13, he’d wake up on a sleeping pad on the Trinity Presbyterian rec room floor. He’d pack his bag, head out the door and into a van that brought him from the church on Fontaine Avenue to the Downtown Charlottesville area.</p>

  846. <p>Between working shifts at a local diner and welding classes at Piedmont Virginia Community College, he’d need to find a place to hang up his rope hammock and get some shuteye.</p>

  850. <p>&#8220;Gotta find somewhere safe to set it up,&#8221; he said. When it rains, he’ll pop a tarp over the hammock to stay dry.</p>

  854. <p>Robert, who did not want his last name published because he doesn’t want his homelessness to interfere with possible job or housing prospects, is one of dozens of people who is without a place to sleep now that the People And Congregations Engaged in Ministry (PACEM) roaming overnight congregate shelter is closed until the fall.</p>

  858. <p>PACEM’s shelter is seasonal so this happens every year. It opens each fall, when the weather gets cold, and closes every spring when it warms up. But that doesn’t make it any easier for shelter guests, who are left with few options for safe overnight shelter all summer.</p>

  862. <p>And while homelessness has been at the forefront of many conversations throughout the city since a tent encampment came and went at Market Street Park, nothing has really changed for the folks who experience it — except that more people need more help.</p>

  874. <p>PACEM opened its shelter on Oct. 21, 2023, a week earlier than planned, in order to help shelter the dozens of people who had been camping in Market Street Park since mid-September.</p>

  878. <p>Many of the folks who came to the park <a href="https://www.cvilletomorrow.org/newsletter/who-are-the-people-camped-at-market-street-park-what-is-the-citys-plan/">told Charlottesville Tomorrow</a> that they had previously been sleeping in mostly hidden places all over the city and Albemarle County — in sheds, under porches and bridges, in the woods, next to rivers. Some left what they said were bad housing situations, for the park.</p>

  882. <p>Charlottesville City Manager Sam <a href="https://www.cvilletomorrow.org/charlottesville-announces-it-will-bring-back-a-curfew-to-market-street-park/">Sanders reinstated the park’s curfew on Oct. 21</a>. The city said that it cleared the campers from the park without incident, and that some of those folks went to PACEM’s seasonal shelter.</p>

  886. <p>PACEM’s shelter is a roaming, overnight, congregate shelter. The shelter location moves every week or two, and guests can stay overnight and enjoy a hot meal. It’s a low-barrier shelter, which means people who are not eligible for other shelters either because of criminal histories or substance use, can stay there.</p>

  890. <p>This past shelter season was PACEM’s 20th year, and it was an unprecedented one. Before the COVID-19 pandemic, PACEM had space for 70 people total — usually 50 men and 20 women. But it reduced that capacity to about 50 (35 men, 15 women) in 2020 to try to minimize the risk of guests spreading and catching the virus. In the congregate shelter model, everyone stays on a cot or a sleeping pad in one room.</p>

  894. <p>“It was a lot better to not try to pack people in. It improved the ability for folks to come in, feel comfortable, and go to sleep,” said PACEM’s interim executive director Liz Yohn.</p>

  898. <p>And yet, PACEM served more guests than ever this season.</p>

  902. <p>Previously the record was 250 people served in a single winter shelter season. This year, PACEM served 252 by February, with six weeks still to go. Yohn estimates they served more than 260 by the time the season ended.</p>

  906. <p>More guests than ever, despite a reduced capacity. How did that work?</p>

  910. <p>“It was really hard,” said Yohn.</p>

  914. <p>Many nights, PACEM was asking its host church if they felt comfortable with more people staying there. If the host said yes, then PACEM staff would usually run to its storage unit to pick up extra sleeping pads and blankets. If more people couldn’t fit, PACEM staff had to figure out, on the spot, how to get folks places to stay for the night.</p>

  918. <p>Staff asked for guests to go to the Salvation Army’s warm room, which can fit an additional eight men and eight women. If no one volunteered, staff would choose (carefully) who would go. They also asked people if they had a friend or family member they could stay with overnight, so that they could squeeze one more person into the shelter. PACEM was also able to shelter some guests into hotel rooms with the last dregs of pandemic relief funding from the Blue Ridge Area Coalition for the Homeless.</p>

  922. <p>Sometimes, guests volunteered to go to the warm room before being asked, or willingly gave up their cot for someone they thought needed it more.&nbsp;</p>

  926. <p>“Our guests were absolutely amazing,” said Yohn. “They really saw what we were trying to do.”</p>

  930. <p>This year, the men and women’s shelters were at separate sites, and the men’s shelter was regularly over capacity, said Yohn. From December to February, the men’s shelter was at least 20% over capacity most nights.</p>

  934. <p>Additionally, PACEM hasn’t seen the dip in attendance that it usually sees by this time in the season.</p>

  938. <p>Yohn isn’t sure why that is.</p>

  942. <p>“That’s another question for us: What’s going on? Is it that our folks are either not able to, or not motivated to, find their long-term solution? What are we missing, that we’re not seeing more folks leave on their own?” she asked.</p>

  946. <p>She has a few ideas, based on what she’s seen: Inflation, skyrocketing housing costs, more people competing for the same few housing vouchers and subsidies. Figuring out whether there’s something more PACEM, or another community organization, could do, is work for the summer, said Yohn.</p>

  950. <p>Still, Yohn estimates that PACEM helped more than 20 people move into permanent housing this season.</p>

  960. <p>On top of serving more clients than ever, the organization ran up against a few other unforeseen challenges.</p>

  964. <p>One is that Phaedrus Acgtblu, a private landlord who frequently worked with PACEM to get guests off the streets and into housing, <a href="https://dailyprogress.com/news/local/crime-courts/charlottesville-real-estate-investor-phaedrus-acgtblu-dead-in-apparent-homicide/article_06e7cea2-961f-11ee-bb91-5f133afcf2e8.html">died in an apparent homicide</a> in December. Acgtblu, who was also known as Kent Schwager, gave many PACEM guests a chance when other landlords did not, said Yohn. Yohn doesn’t know what will happen to Acgtblu’s properties, or his tenants, going forward.&nbsp;</p>

  968. <p>Another challenge was the dissolution of pandemic assistance programs, like expanded Medicaid — more than 150,000 Virginians have already lost medical coverage, according to <a href="https://virginiamercury.com/2023/10/17/halfway-through-unwinding-15-of-virginia-medicaid-enrollees-have-lost-coverage/">this October report in the Virginia Mercury</a>. That’s particularly concerning because anecdotally, the people PACEM served this season were generally older and had more acute physical and mental health needs than in past seasons, said Yohn.</p>

  972. <p>Additionally, PACEM saw more people from out of town.</p>

  976. <p>One of those people, Austin, who did not want his last name to be published because of the stigmas associated with homelessness, just moved from PACEM’s shelter into the Salvation Army. He moved to town a couple months ago with a friend, but when that friendship dissolved, he was left without a place to live here and he couldn’t go back to New York, where he lived previously — he wouldn’t say why. He’s applying for food stamps so that he can eat while looking for jobs.</p>

  980. <p>“My first check is going straight to an apartment,” he said. “I don’t care if it’s just me and my duffel bag. I just need something to get me going.”</p>

  984. <p>“I know [it’s] a complicated thing to observe,” said Yohn about people coming in from out of town. “We do our best to serve those folks. But we also have very valid questions about how to be good stewards of our local resources. So, how do we address that?”</p>

  988. <p>She’s not entirely sure, but she knows it’s a question that PACEM can’t answer alone.</p>

  1012. <p>In January, <a href="https://www.cvilletomorrow.org/city-council-will-vote-monday-on-purchasing-land-in-belmont-for-possible-homeless-shelter-affordable-housing-development/">Sanders asked City Council to purchase two properties on the corner of Avon St. and Levy Ave</a>., that could maybe be used in the future for a shelter or for supportive housing — if a study showed that’s what the community needed.</p>

  1028. <p>The city hasn’t made any concrete moves yet, as staff are still having internal conversations, as well as talks with homeless services providers such as the Blue Ridge Area Coalition for the Homeless and the Salvation Army, about possibilities, Sanders said.   1061. <p>There’s the Salvation Army, a fixed site, year-round shelter on Ridge Street. But that’s not an option for all of PACEM’s guests because it does not take people who are using drugs or alcohol.</p>

  1065. <p>There’s the <a href="https://www.shelterforhelpinemergency.org/">Shelter for Help in Emergency (SHE) Shelter</a>, which is specifically for local folks experiencing domestic violence. There are almost no resources for families with children, said Yohn. That’s not a group PACEM really serves, in large part because it does serve sex offenders and people convicted of violent felonies. Sometimes local agencies like Families in Crisis and the city’s Department of Human Services can help out with ad hoc, temporary housing placements.</p>

  1069. <p>On the hottest summer days, people can go stay in the cooling centers hosted by the city and the county. Hot days can be dangerous, just like cold days — especially for people struggling with substance abuse, said Yohn.</p>

  1073. <p>And then there’s The Haven, which offers daytime shelter services like meals, showers, laundry, case management, and an address where people can receive mail. The Haven is open year-round.</p>

  1077. <p>Even without the seasonal shelter, PACEM said their case managers will keep working with people who are in the complicated process of getting disability benefits or finding an apartment.</p>

  1081. <p>And thank goodness, said Robert, who would much rather sleep under a roof than a tarp. He’s hoping to get some assistance with housing very soon.</p>

If the AEA wins at least 33% of the employee votes, then the union can proceed with negotiations as the bargaining agent for ACPS workers.&nbsp;</p>

Police found a loaded gun next to a sleeping New Pathways student and arrested the student right after, according to the release. Staff and students were able to exit the room right after police arrived, Korman said.</p>
