354. <p><strong>Stromausfall in Spanien – Eine Analyse</strong></p>
355. <p>Solarenergie kommt als Gleichstrom aus den Solarpanels. Das
356. bedeutet, sie muss in Wechselstrom umgewandelt werden. Diese
357. Aufgabe übernimmt ein sogenannter <em>Inverter</em>.</p>
358. <p>Inverter müssen sich dabei auf das Stromnetz
359. <em>aufsynchronisieren</em>, das heißt, sie erzeugen exakt die
360. Frequenz, die das Netz vorgibt. Gibt es kein externes Netz, ist das
361. nicht möglich – die Inverter wechseln dann in den sogenannten
362. <em>Inselmodus</em> und erzeugen Strom nur für den lokalen
363. Gebrauch. Wenn meine PV-Anlage beispielsweise keinen Netzstrom hat,
364. kann sie das Haus nicht versorgen, aber Strom über zwei
365. Notstrom-Steckdosen bereitstellen.</p>
366. <p>Die Frequenz im Netz beträgt in der Regel 50 Hertz. Diese
367. schwankt jedoch – mal etwas mehr, mal weniger. Aus
368. physikalisch-technischen Gründen steigt die Frequenz, wenn zu viel
369. Strom das ist, also zu wenig Strom verbraucht wird, und sinkt, wenn
370. zu viel verbraucht wird.</p>
371. <p>Um das Netz zu schützen, verfügen Inverter über einen
372. Notabschalt-Mechanismus: Steigt die Frequenz über eine festgelegte
373. Grenze (meines Wissens bei 50,2 Hertz), wechseln sie ebenfalls in
374. den Inselmodus.</p>
375. <p>Der spanische Energiemix ist ungewöhnlich: viel Kernenergie und
376. viel erneuerbare Energie. Ein Großteil der erneuerbaren Energie
377. stammt wiederum aus der Solarenergie – logisch bei dem Klima.</p>
378. <p>Kernenergie hat zwei wesentliche Eigenschaften: Zum einen sind
379. Lastwechsel nur sehr langsam möglich, zum anderen produziert ein
380. Kernkraftwerk auch bei Teillast nahezu dieselben Kosten wie bei
381. Volllast. Das bedeutet, man möchte diese Kraftwerke möglichst
382. konstant mit voller Leistung betreiben.</p>
383. <p>Am Montag ergab sich nun eine besondere Situation: viel Sonne,
384. guter Wind. Schon ab 9 Uhr konnte der gesamte Energiebedarf
385. Spaniens durch Kern- und erneuerbare Energien gedeckt werden. Es
386. wurde sogar mehr Strom erzeugt als benötigt, sodass man begann, so
387. viel wie möglich zu exportieren. Alles, was sich einfach abschalten
388. ließ, wurde abgeschaltet – aber die Kernkraftwerke wollte man aus
389. den oben genannten Gründen nicht drosseln.</p>
390. <p>Dann geschahen zwei Dinge: Eine Leitung nach Frankreich fiel
391. aufgrund eines Feuers aus, und auf einer anderen Leitung kam es
392. wetterbedingt zu Resonanzen.</p>
393. <p>Bis hierhin ist das alles belegbar – nun folgt die
394. Spekulation:</p>
395. <p>Diese Instabilitäten führten dazu, dass der Strom nicht mehr
396. ausreichend abfloss. Die Frequenz im Netz stieg an – und
397. überschritt die kritische Grenze von 50,2 Hz. Viele Solaranlagen
398. schalteten deshalb in den Inselmodus. Zu diesem Zeitpunkt machten
399. sie fast 15 GW Leistung aus, knapp 60 % der Gesamtenergie – und
400. waren schlagartig weg.</p>
401. <p>Plötzlich fehlten zwei Drittel der Energie. Weder Windkraft noch
402. Kernenergie oder Speicher konnten das auffangen – im Gegenteil. Um
403. Schäden zu vermeiden, gingen auch die Kernkraftwerke in eine
404. Notabschaltung. Das ist besonders problematisch – dazu später mehr.
405. Innerhalb von Sekunden brach das gesamte Netz zusammen. Die
406. Solaranlagen waren bereit, konnten sich aber auf kein Netz mehr
407. synchronisieren.</p>
408. <p>Alles war dunkel. Auch Portugal und Südfrankreich wurden vom
409. Netz genommen, da sie bis dahin vom spanischen Export profitiert
410. hatten. Das europäische Stromnetz reagierte und warf Spanien aus
411. dem Verbund. In Südfrankreich konnte das Netz dank eigener
412. Reservekapazitäten und Hilfe anderer Länder schnell
413. wiederhergestellt werden. In meiner Heimautomatisierung konnte ich
414. beobachten, wie die Frequenz dort kurz abfiel, bevor die eigene
415. Leistung hochgeregelt wurde.</p>
416. <p>Portugal traf es härter: Das Land verfügt nicht über die
417. Reserven Frankreichs und ist zudem deutlich kleiner. Von außen
418. konnte niemand helfen – Spanien ist der einzige Nachbar.</p>
419. <p><strong>Neustart des Netzes – warum das so schwierig
420. ist</strong></p>
421. <p>Ein solches Netz wieder hochzufahren ist kompliziert – aus zwei
422. Gründen:</p>
423. <ul>
424. <li>Erzeugung und Verbrauch müssen stets im Gleichgewicht bleiben.
425. Andernfalls droht erneut ein Zusammenbruch.</li>
426. <li>Kernkraftwerke lassen sich nicht sofort wieder hochfahren. Nach
427. einer Abschaltung leiden sie unter anderem an einer sogenannten
428. <em>Xenonvergiftung</em> (eines der Probleme beim Reaktorunfall von
429. Tschernobyl), die erst abgebaut werden muss. Deshalb sind sie auch
430. zwei Tage später noch offline.</li>
431. </ul>
432. <p>Die Lösung besteht darin, das große Netz in viele kleine
433. Abschnitte zu unterteilen. Für jedes Teilnetz wird zuerst Kapazität
434. aufgebaut, dann wird es ans Netz genommen – und so weiter. Das
435. dauert Stunden. In der Zwischenzeit zieht die Sonne weiter, und
436. selbst wenn die Solaranlagen wieder ans Netz angeschlossen werden,
437. liefern sie längst nicht mehr so viel wie zuvor – und ab etwa 20
438. Uhr gar keinen Strom mehr.</p>
439. <p>Spanien brauchte also Hilfe aus dem Ausland. Man verband das
440. Land schrittweise wieder mit dem europäischen Netz – zunächst nur
441. mit kleinen Teilregionen. Ohne diese Hilfe wäre Spanien vermutlich
442. noch immer ohne Strom. Der Strom kam daher zuerst in grenznahen
443. Regionen wie Barcelona zurück, während Portugal am längsten unter
444. dem Ausfall litt.</p>
445. <p><strong>Anmerkungen</strong></p>
446. <ul>
447. <li>Für die Größe des Incidents war die Behebung insgesamt
448. schneller als ich erwartet hatte. In San Sebastian war nach 2h
449. wieder Strom (zum Vergleich: Es gab in Wismar und Umgebung letztes
450. Jahr 45min Stromausfall, weil <em>ein</em> Umspannwerk gewackelt
451. hatte) und nach 23h in Portugal. Ich hatte mit 1-2 Tagem
452. gerechnet.</li>
453. <li>Es war der größte Stromausfall in Europa seit 40 Jahren. Wenn
454. die Annahme stimmt, dass er durch Klima-Ereignisse mit ausgelöst
455. wurde, ist eine Modernisierung des gesamten Stromnetzes für
456. besseren Umgang mit Schwankungen unumgänglich. Dazu gehört auch die
457. geforderte Einführung von Stromzonen in Deutschland.</li>
