  44.      <description>&lt;p&gt;&lt;strong&gt;Dan Scorer&lt;/strong&gt; of Mencap responds to a report on a survey in which NHS staff said they don’t have enough time for patients&lt;/p&gt;&lt;p&gt;It’s deeply concerning to hear that frontline NHS staff are feeling “moral distress” from having too little time to spend with their patients (&lt;a href="https://www.theguardian.com/society/2023/jul/24/most-nhs-staff-say-they-dont-have-enough-time-to-spend-with-patients" title=""&gt;Most NHS staff say they don’t have enough time to spend with patients, 24 July&lt;/a&gt;). It creates a worrying picture for people with a learning disability, who often need extra time for appointments and already struggle to access basic healthcare.&lt;/p&gt;&lt;p&gt;Our helpline regularly receives calls from families seriously worried about quality of care and feeling they need to be there to advocate for their loved one. We hear stories of people being left in incontinence pads rather than being supported to go to the toilet, or having medication and care plans changed without clear explanation. Although the fact that similar abuses have occurred in NHS systems in the past suggests other factors are at play.&lt;/p&gt;&lt;p&gt;The &lt;a href="https://exhibits.stanford.edu/spe/about/philip-g-zimbardo" title=""&gt;Zimbardo prison experiment&lt;/a&gt; at Stanford University in the early 1970s showed how quickly people can fall into controlling or submissive roles if they do not have positive management and role models available, and if nobody dares blow the whistle.   88.      <description>&lt;p&gt;Across the UK, revelations of institutional abuse keep mounting up, yet people are still being denied basic respect&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;Imagine a chain of scandals focused on a huge number of very vulnerable and fragile people. Picture a horrific mixture of mistreatment and neglect that is institutional, subjecting hundreds of people to completely the wrong “care”, and ensuring that many of them are effectively locked up, often for years. Then add an element that is even more horrific: seemingly endless acts of violence and torture.&lt;/p&gt;&lt;p&gt;Now think about the prospect of such stories piling up: by rights, you would expect some kind of tipping point. But in this case, the sheer number of scandals seems to somehow normalise them, so that even some of the most awful remain overlooked, even among people who think of themselves as progressive and socially concerned. The UK justice system is stuck in the dark ages, 28 March&lt;/a&gt;). That Grey should have been held solely responsible for the death of a cyclist using the pavement is a travesty of justice. Grey was visually and cognitively impaired and, as a consequence, only dimly perceived a threat and overreacted to a fear for her own safety. That the judge failed to understand those mitigating circumstances is regrettable.&lt;/p&gt;&lt;p&gt;The local authority was unable to ascertain whether the walkway was a shared facility for pedestrians and cyclists. But even if it had been a shared-use path, there is a duty on both parties to use it safely. When the Department for Transport first proposed the introduction of shared-use paths, blind and visually impaired people made strenuous objections. The first involved signage: a visually impaired or blind person would not be able to see this.   156.      <description>&lt;p&gt;In 1967, my mother, Jill Norris, who has died aged 96, set up Enfield Toy Library, in north London – the first of its kind in the UK – to provide local children with learning disabilities access to a wide range of educational toys. At the time she had three children under the age of five, two of whom had disabilities. In 1972 the growing network that she had founded was registered as a national charity, the Toy Libraries Association.&lt;/p&gt;&lt;p&gt;Jill was born in London, the youngest of four children of Doris (nee Siepmann) and Percival Waterfield, a senior civil servant. Instead, I look at it as a very &lt;a href="https://www.theguardian.com/society/2022/oct/15/autistic-scholar-temple-grandin-the-education-system-is-screening-out-visual-thinkers"&gt;positive thing&lt;/a&gt;. From a young age, it has helped me direct a laser-like focus on achieving my goals. My obsessive mindset and lack of real motivation to socialise accelerated my career in a way that would not have been possible if I had other interests. Achieving my ambitions would have been so much harder if I had not been autistic.&lt;/p&gt;&lt;p&gt;But there is an increasing tendency to use language that demonises this neurological difference. It joins a swelling movement of similar collectives rewriting the stage rulebook&lt;/p&gt;&lt;p&gt;In late 2015, the performer Emma Selwyn was working in a call centre. It was, she says, a “steady job”, if not a particularly fulfilling one. In fact, she had thoughts of quitting, tempted by the prospect of a diploma for learning disabled and autistic artists. In the end, the decision was taken out of her hands: she was let go while still on her probation, so signed up for the diploma.&lt;/p&gt;&lt;p&gt;It was a series of events she looks back on as a “blessing in disguise”. “In my mind, it was like, ‘What else is there? Understanding the disjunction between innocuous intent and offensive perceptions of the term “mentally retarded” demands a look through history.&lt;/p&gt;&lt;p&gt;Denotationally, the term refers to the empirical fact that, in such individuals, cognitive development has proceeded to less than a typical degree or at less than a typical pace. This denotational truth implies no devaluation of the individuals so labelled (a population that includes family members of mine). In fact, “mentally retarded” at its inception was promoted as a beneficent replacement for its predecessors – “feeble-minded”, “idiot”, “imbecile” and “moron” – each of which in turn had begun as no pejorative but later came to reflect offensive popular prejudices. The recently published 2021 &lt;a href="https://www.kcl.ac.uk/news/2021-leder-report-into-the-avoidable-deaths-of-people-with-learning-disabilities" title=""&gt;learning disabilities mortality&lt;/a&gt; report finds 49% of deaths were rated as “avoidable” for people with a learning disability. This compares with 22% for the general population.&lt;/p&gt;&lt;p&gt;Our beloved daughter Juliet, born with Cornelia de Lange syndrome, died suddenly in 2020, aged 25, and she is one of those statistics. She died because of misdiagnoses and systemic failings in our local A&amp;amp;E department. A coroner’s inquest concluded that neglect contributed to her death and he issued a prevention of future deaths notice. Our MP, Sam Tarry, wrote an excellent letter to the Department for Health and Social Care asking it to address this and other serious concerns. The eventual reply ignored the mortality rate, concentrating on the England rare diseases action plan. When he secured a job planting trees for a conservation project, he was so happy he burst into tears.&lt;/p&gt;&lt;p&gt;Liam got his job thanks to an unusual training and employment scheme set up by an award-winning special educational needs and disabilities (Send) school, Market Field in Elmstead, Essex. The scheme seeks to address the woeful employment prospects for the school’s graduates.
