Macau today, meeting its Chief Executive Fernando Chui and signing a bilateral legal agreement.</p><p> </p><p>Mr Cheung and Mr Chui discussed the latest developments and co-operation between Hong Kong and Macau in economic and trade, cross-boundary infrastructure and youth matters.</p><p> </p><p>Mr Cheung said the forthcoming opening of the Hong Kong-Zhuhai-Macao Bridge and the Guangdong-Hong Kong-Macao Bay Area development will greatly boost bilateral co-operation and development opportunities.</p><p> </p><p>Mr Cheung signed the Arrangement for Mutual Service of Judicial Documents between the Hong Kong Special Administrative Region &amp; the Macao Special Administrative Region with Macau's Secretary for Administration &amp; Justice Sonia Chan.</p><p> </p><p>The pact will set up an official channel for Hong Kong to request Macau's service of judicial documents in civil and commercial cases, and enhance the existing mechanism for handling requests for service of judicial documents made by the two places.</p><p> </p><p>Mr Cheung also visited the Macao Young Entrepreneur Incubation Centre to see how it helps local young people set up their own was warmly welcomed to Saudi Arabia and met King Salman bin Abdulaziz Al Saud and several officials.</p><p> </p><p>She said she attaches great importance to Hong Kong's external affairs, and decision is reasonable.</p><p> </p><p>Mr Leung decided all proposals from different camps will be combined into a single debate to finalise rule changes before Christmas.</p><p> </p><p>Mrs Lam said she appreciates that he took a well-balanced approach to accept amendments by the pro-democracy camp, while formulating the arrangement based on Basic Law Article 75.</p><p> </p><p>"We hope that things in the Legislative Council will be brought back to normal as soon as possible," she said.</p><p> </p><p>Mrs Lam urged legislators to respect Mr Leung's decision.</p><p> </p><p>When asked about the timing of the upcoming March 11 LegCo by-election, Mrs Lam said the Electoral Affairs Commission's decision has already been Hongkong Post today to learn more about the department's operations.</p><p> </p><p>He met Postmaster General Gordon Leung and directorate staff.</p><p> </p><p>Mr Law was briefed on how the department enhances its operational efficiency and customer convenience through information technology and innovation initiatives.</p><p> </p><p>He toured the iPostal Station at the Central Mail Centre in Kowloon Bay to learn about the self-serviced locker suite, which gives customers greater flexibility in collecting mail.</p><p> </p><p>Mr Law then visited the Retail Business Division's Bulk Mail Acceptance Counter and the Indoor Section of the Mail Processing Division.</p><p> </p><p>He said he was pleased to see new automated procedures have expedited mail processing.</p><p> </p><p>Wrapping up his visit, Mr Law met staff representatives and encouraged them to continue providing the community with efficient postal study public feedback on whether to use fringe areas of country parks as a land supply option.</p><p> </p><p>The task force discussed the issue at its fifth meeting today.</p><p> </p><p>Chairman Stanley Wong said the task force noted country parks are invaluable assets of Hong Kong and any development must be done with caution.</p><p> </p><p>"We had about 13 million visitors frequenting the various country parks, the 24 different country parks in Hong Kong, conducting a variety of different activities</p><p> </p><p>"Other than the statutory process that we have to overcome in terms of environmental impact assessment, in terms of going through the Country &amp; Marine Parks Board as well as going through the land use amendments at the Town Planning Board, we do believe that there is a certain threshold that we must uphold before we can proceed to consider utilising the fringe of the country parks.</p><p> </p><p>"And this will include considering whether there are better alternatives in terms of using that particular piece of country park and at the same time is there any mitigation or compensation that we can do in terms of the impact on the ecology.</p><p> </p><p>"So with these in mind, we will leave it to the public engagement and see how the community will perhaps support, or otherwise, conducting further studies if we are going to Kong-wah opened the Tsing Yi Southwest Leisure Building today.</p><p> </p><p>Speaking at the opening ceremony, Mr Lau said the building's completion shows the Government's efforts to provide leisure and sports facilities in the community and to encourage the public to exercise regularly and have a healthy lifestyle.</p><p> </p><p>Located on Chung Mei Road, the building has a sports centre, a swimming pool, and ample indoor and outdoor open spaces for public relaxation.</p><p> </p><p>The sports centre features a 15-metre-high climbing wall - the first outdoor climbing wall in Kwai Tsing District.</p><p> </p><p>The centre also has a multipurpose arena for ball sports, activity rooms, dance rooms and a children's play room which is the biggest of its kind in Hong Shatin to Central Link project is $87.3 billion, exceeding the original entrustment cost assigned for the MTR Corporation by $16.5 billion.</p><p> </p><p>The Government signed the entrustment agreement with the MTRC for the main works of project for $70.8 billion in 2012.</p><p> </p><p>The Transport &amp; Housing Bureau said the rail operator submitted its latest cost estimate for the project today, citing a number of reasons for the cost increase.</p><p> </p><p>The major reasons include modification works, additional works and claims for associated delays arising from the archaeological findings and preservation works at Sung Wong Toi Station, the additional cost arising from the delay in site handover in Wan Chai, and the works at Exhibition Centre Station for providing flexibility for the topside development.</p><p> </p><p>The Highways Department will ask the railway company to provide detailed information and in collaboration with its monitoring and verification consultant will critically scrutinise the estimate.</p><p> </p><p>The bureau said the Government will apply for additional funding from the Legislative Council in a timely manner upon completion of the examination and confirmation of the latest cost estimate, so the rest of the works can be completed as planned.</p><p> </p><p>With 79% of the overall works for the link completed by the end of October, the Tai Wai to Hung Hom Section and the Hung Hom to Admiralty Section of the link are expected to open in mid-2019 and in 2021, the bureau was launched today to offer round-the-clock services.</p><p> </p><p>Located outside the Island East Sports Centre in Sai Wan Ho, the station has 300 English and Chinese books which can be borrowed.</p><p> </p><p>Its stock is replenished every day.</p><p> </p><p>Readers can use their library or Hong Kong identity cards to borrow and return books, pick up reserved materials and pay library fees with Octopus at the station.</p><p> </p><p>It has a barrier-free design to create a comfortable reading environment for the public.</p><p> </p><p>Environmentally friendly construction materials including bamboo have been used to bring more natural light into the station, reduce energy consumption and enable natural ventilation.</p><p> </p><p>The Leisure &amp; Cultural Services Department said the station has been rolled out on a trial basis to promote reading in the community.</p><p> </p><p>It will launch two more self-service libraries at the Cultural Centre in Tsim Sha international financial and business centre, is home to more than 8,200 offices set up by overseas and Mainland China companies, with 45% of them serving as regional headquarters or offices.</p><p> </p><p>As Hong Kong entered into a free trade agreement with the Association of Southeast Asian Nations last month and has signed the Mainland &amp; Hong Kong Closer Economic Partnership Agreement, Mrs Lam said the city, with its robust regime and quality professional services, is the best platform for overseas enterprises to access Mainland and Asian including antimicrobial resistance, avian influenza and mosquito-borne diseases.</p><p> </p><p>Addressing the meeting, Acting Secretary for Food &amp; Health Dr Chui Tak-yi said the Hong Kong Special Administrative Region Government launched the Hong Kong Strategy &amp; Action Plan on Antimicrobial Resistance in July to outline ways to contain antimicrobial resistance in Hong Kong.</p><p> </p><p>On the prevention and control of avian influenza, he said Hong Kong has established a stringent surveillance and control mechanism to reduce the risk of outbreaks.</p><p> </p><p>The HKSAR Government will adopt further biosecurity improvement measures to enhance the immunity of local poultry, and will maintain close contact with Mainland and Macau designated garbage bags will enable the municipal solid waste charging regime to achieve the polluter-pays principle to a greater extent.</p><p> </p><p>Secretary for the Environment KS Wong made the statement at a seminar today saying 80% of municipal solid waste will be subject to the charging mode of the pre-paid garbage bags under the new arrangements that extend the use of these bags as a charging tool for residential, commercial and industrial buildings.</p><p> </p><p>Municipal solid waste from these buildings will be collected by private firms using refuse collection vehicles with rear compactors.</p><p> </p><p>Charging currently only covers waste producers using the Food &amp; Environmental Hygiene Department's waste collection service.</p><p> </p><p>"Expanding the scope of application of designated garbage bags would enable the charging regime to achieve the polluter-pays principle to a greater extent," Mr Wong said.</p><p> </p><p>"I am pleased to note the commercial and industrial sectors and the community as a whole have responded positively to the modified arrangements.</p><p> </p><p>"We hope the Legislative Council can pass the relevant bill next year.
