45.
Recent online speculation suggested that Thailand might face an unprecedented extension of its hot season, with high temperatures persisting through September. Addressing these concerns, the TMD highlighted the typical duration of the Thai summer season, which usually spans from mid-February to mid-May, lasting approximately two and a half months.

 46.
During this period, the Earth’s orbit brings the country closer to the sun, and the sun’s rays strike the tropical zone at a perpendicular angle. This is especially true in April, when the sun is almost directly overhead at midday in Thailand, leading to maximum solar radiation exposure.

 47.
The hot season is characterised by unpredictable wind directions, often weak, combined with regular low-pressure areas caused by the heat, contributing to the sweltering conditions. Temperatures can occasionally exceed 40 degrees Celsius, creating a challenging environment for the population.

 48.
However, as the rainy season starts from mid-May to about mid-October, the southwest monsoon, laden with humidity, covers Thailand. This monsoon not only helps to disperse the heat but also results in increased rainfall, which generally lowers the temperature.

 49.
By September, which marks the latter part of the rainy season, widespread rainfall is common across the country, and the average temperature is not excessively high due to persistent rain and high humidity, as well as the strength of the monsoon, reported KhaoSod.

 50.
The TMD assures that the heat situation eases with the onset of the rainy season and that the hot conditions should not extend into September. Should any severe weather patterns impact the public, the department promises to issue immediate warnings and advises people to regularly follow weather forecasts.

 70.
The driver’s blood alcohol level was found to be a staggering 287 milligrams percent at the scene on Phaholyothin Road, in front of the Bang Khen bus depot, in the Anusawari sub-district of Bang Khen district.

 71.
At the time of the accident, Deputy Inspector Assada Jumniansee was actively managing the flow of traffic to ensure the safety and smooth progression of the event. The green and yellow taxi, with the Bangkok licence plate 1มค67, swerved and collided with him, causing severe injuries. The impact was so severe that he was thrown into the air before landing. Despite being rushed to the hospital, his injuries proved fatal.

 72.
The latest update on Deputy Inspector Assada’s condition was grim. His wife reported that he was in critical condition, suffering from extremely low blood pressure. The medical team at Bhumibol Adulyadej Hospital was unable to provide any further information due to the severity of his condition.

 73.
Tragically, subsequent reports confirmed that Deputy Inspector Assada had succumbed to his injuries and passed away following his admission to the hospital. 74.
He ensured that Deputy Inspector Assada’s family would receive full assistance with religious ceremony arrangements and be granted all the rights they were entitled to. This includes coordination regarding welfare rights and preparing the necessary orders related to the case to ensure the family receives complete entitlements in the future.

 94.
The incident took place yesterday between the ticketing floor and the street level, heading towards Kheha station on the BTS Skytrain’s Sukhumvit and Silom lines.

 95.
Surapong instructed the Department of Rail Transport’s Director-General, Pichet Kunathammarak, to coordinate with the Bangkok Mass Transit System Public Company Limited (BTSC), the operator of the BTS Skytrain, to promptly establish the cause of the failure. The incident, which occurred at approximately 5.20pm, involved one male and two female passengers who were unable to open the lift doors. The passengers were successfully rescued at 6.19pm.

 96.
CCTV footage confirmed that the passengers were stuck for an hour, after which they received initial medical attention. The lift was subsequently taken out of service for inspection and repair, which was carried out by Kone, the company responsible for the lift’s maintenance.

 97.
The lift had been regularly serviced and maintained according to schedule, and efforts were underway to determine any technical defects and further details.

 98.
The Department of Rail Transport (DRT) emphasised the need for stricter supervision of service providers, regular training for BTS station staff, and frequent emergency drills to ensure prompt action in such situations.

 99.
There was also an increase in the number of ready-to-respond staff at different points and a call for improved collaboration among related agencies for faster resolution of incidents. Additionally, BTSC was instructed to expedite compensation and remediation for the three affected passengers according to relevant regulations.

 100.
Pichet reported that the BTS station at Bearing (E14) on the Sukhumvit Line alerted the authorities at 5.21pm about the trapped passengers. Kone technicians were immediately contacted to assist, and by 6.19pm, they had successfully rescued the passengers at street level. Following the incident, the lift was closed for investigation and repair before being reopened for normal service.

 101.
Pichet also mentioned that, in the wake of the incident, the Deputy Transport Minister expressed his regrets and assured that the DRT would conduct a thorough investigation. The incident has prompted the Bangkok Metropolitan Administration (BMA), as the project owner, and BTSC, as the BTS operator, to enhance staff training and emergency response drills, reported KhaoSod.

 102.
Lift malfunction

 103.
They are also coordinating with Kone to increase the number of preparedness points, enabling faster travel to stations if needed. BTSC is expected to follow through with compensation for the trapped passengers, and the BMA has been tasked with proposing preventive measures to avoid similar issues in the future.

The incident occurred early this morning, 15 nautical miles southwest of Koh Surin islands, off Phang Nga.

 122.
Upon receiving the distress signal at approximately 3.30am, the Thai Maritime Enforcement Command Centre Region 3 (Thai-MECC Region 3) initiated a rescue operation. The crew on board the ill-fated trawler consisted of two Thais and seven Myanmar nationals.

 123.
Another fishing trawler, Charn Udom Sombat 1, spotted the blazing vessel about half an hour later. The crews swiftly evacuated the nine crew members from the burning ship and took them ashore.

 124.
Post the rescue, the Royal Thai Navy’s air and coastal defence command dispatched a speed boat to retrieve the sailors from Charn Udom Sombat 1. The crew was transported to a fishing pier in Khura Buri district.

 125.
Unfortunately, five crew members sustained injuries during the fiery ordeal. Pairat Pala, a 54 year old Thai engine mechanic, suffered serious burn injuries, reported Bangkok Post.

 126.
The cause of the fire is yet to be confirmed. However, the skipper of the sunken vessel conjectured that engine parts that came into contact with fuel oil vapours during the refuelling process might have triggered the fire.

 127.
In related news, the Thai authorities successfully rescued 97 passengers and 11 crew members after a fire broke out on an overnight ferry travelling from the mainland in the southern province of Surat Thani to Koh Tao.

 128.
ThaiRath reported that the fire started in the engine room of the Koh Charoen 2 ferry at around 6.30 am on April 4, when the boat was about 4 to 6 kilometres away from Koh Tao.

 129.
The ferry was carrying goods and 108 people, including 97 Thai and foreign passengers, as well as 11 boat crew members. It departed from a pier in Surat Thani on April 3, around 11pm.

The young man’s reckless driving left a trail of destruction and alarmed local motorcycle taxi drivers who witnessed his erratic behaviour.

 149.
At the scene, police discovered a Toyota Altis bearing the license plate กท7117 from Rayong. The vehicle, driven by Matthew, was significantly damaged at the front after ploughing into several parked vehicles. Five motorcycles were also hit, toppling over in a domino effect. Fortunately, there were no reported injuries resulting from the incident.

 150.
Eyewitnesses, including motorcycle taxi drivers, described the harrowing moments leading up to the collisions. They reported seeing the car swerve unpredictably before crashing into the parked vehicles. Upon closer inspection of the car, law enforcement found a plastic bag containing a white powdery substance, believed to be ketamine, which they secured as evidence.

 151.
Matthew confessed to having consumed both alcohol and ketamine, which left him unable to recall the events leading up to the crashes. The episode, which happened near the Central Phuket intersection of Chaloem Phrakiat Rama 9 Road, was promptly shared on social media by onlookers who captured footage of the irate driver confronting the taxi driver.

 175.
The Phuket Transport Office was alerted to the incident, prompting them to liaise with Wichit police to take control of the situation. The superintendent of Wichit Police Station, Chatri Chukaew, commanded a team to delve into the matter. They managed to swiftly identify the white Toyota van’s driver through the vehicle’s licence plates and traced him to a residence in Thalang.

 176.
The perpetrator, 57 year old Thanongsak Maenman, from Village No. 1, Thepkrasattri Subdistrict, Thalang, was taken into custody. Police conducted blood and urine tests at Wichit police station to determine the presence of alcohol or drugs in his system. Both tests confirmed negative results.

 177.
In his account to the police, Thanongsak alleged that the taxi driver was moving at an exceedingly slow pace in the right-hand lane, which incited his anger. He honked his horn and pulled up alongside the taxi as traffic began to decelerate.

 178.
Subsequently, he exited his vehicle, approached the driver’s side of the taxi, and a heated argument broke out. Thanongsak then unveiled a fruit peeler-style knife, threatening the driver, who managed to escape, reported The Phuket News.

 179.
The taxi driver filed an official complaint with Wichit Police, leading to charges against Thanongsak. He is facing charges for carrying a weapon (knife) openly or without reasonable cause into a city, village, or public place and causing fear or fright by threatening behaviour. The police have confirmed that legal action and formal charges will be instituted accordingly.

 198.
The proposal is Thailand’s attempt to engage with Myanmar’s military junta to resolve the situation while simultaneously advocating for humanitarian aid and peace.

 199.
Thailand put forth this proposal in the middle of the week, suggesting these mechanisms as a means of engagement with the military leadership in Myanmar. This proposal has been presented to Laos, which currently holds the chair position in ASEAN for this year.

 200.
The ASEAN Troika refers to a community body that comprises foreign ministers of the previous, current, and next ASEAN chair countries, which are Indonesia, Laos, and Malaysia, respectively. The plus in the proposal signifies the inclusion of other interested ASEAN members who are keen on facilitating peace or are alarmed by the ongoing crisis.

 201.
However, Nikorndej stated that the other ASEAN members have not yet explored the Asean Troika plus. A timeline for the ASEAN Troika meeting has not been established, as discussions among stakeholders have yet to occur. Laos, in its capacity as the ASEAN chair, will need to initiate discussions with the involved ASEAN members.

 202.
Nikorndej expressed Thailand’s desire for ASEAN to adopt a more proactive role in addressing the situation in Myanmar, highlighting the ASEAN Troika as an apt platform for this.

 203.
“We are ready to talk if they ask us to do so.”

 204.
He also noted that the situation had shown signs of peace over the past two days. Thailand, being a neighbouring country to Myanmar, is prepared to consult with Myanmar and other international organisations to collaborate further and alleviate the crisis.

 205.
Reuters reported that on April 11, resistance fighters and ethnic minority rebels in Myanmar had seized the critical trading town of Myawaddy, which borders Thailand. This move proved to be a significant challenge to the well-equipped military, which is struggling to maintain governance and uphold its credibility on the battlefield, reported Bangkok Post.

 206.
Following a government counteroffensive, the rebels withdrew. On April 20, 3,000 people fled across the border, all of whom have since returned, according to the Thai government.

 226.
The 2017 charter, considered by some as a leftover from the 2014 coup, has yet to see any amendments.

 227.
The initial months of the Pheu Thai government were dedicated to exploring the potential design of a referendum for charter modification under the supervision of Commerce Minister Phumtham Wechayachai. Two sub-committees were established to evaluate public sentiment on the matter and devise guidelines for a referendum.

 228.
Phumtham’s panel concluded that holding a trio of referenda would provide a more secure legal footing. However, this decision was not presented to the Cabinet for consideration until last week, following Pheu Thai list-MP Chusak Sirinil’s submission of a bill to Parliament in January to alter the constitutional clause governing amendments.

 229.
Despite resistance from some quarters, who saw it as a ploy to pave the way for a new charter requiring a preliminary referendum, the ruling party maintained that MPs have complete authority to amend the charter.

 230.
Consequently, the bill failed to make it onto the parliamentary agenda, prompting a vote in the House to seek a ruling from the Constitutional Court on the dispute and the number of charter amendment referenda required.

 231.
In mid-April, the court dismissed the petition, ruling that it had already addressed the issue and that it fell outside the parliament’s jurisdiction. The court had previously ruled that a charter rewrite could not commence without a preceding referendum.

 232.
Nikorn Chamnong, the head of the sub-panel gathering opinions on the matter, said that the objective of the charter amendment is to democratise the charter without revising Chapters 1 and 2. However, opinions on the number of referenda needed vary, hence the establishment of two sub-panels to ensure a comprehensive representation of perspectives.

 233.
Charter rewrite

 234.
Nikorn, a Chartthaipattana Party list MP, stated that the decision on the referendum has returned to the government following the court’s dismissal of the petition. Once the Cabinet endorses the Phumtham panel’s recommendations, the issue will be forwarded to the Election Commission which is required to act within 90 days.

 235.
Despite potential obstacles, Nikorn voiced his confidence that the entire charter rewrite process can be finished before the term of the current House expires in three years. He anticipates the first referendum will take place this year or next, with the charter drafting assembly likely to be established before 2026, reported Bangkok Post.

 236.
Despite the government’s efforts, Nutthawut Buaprathum, a list-MP of the main opposition Move Forward Party (MFP), claimed that the charter rewrite was included on the policy platforms of multiple parties in both the government and opposition camps.

 237.
He expressed doubt about the government’s political will to push the process forward, calling for the release of the committee’s reports and coordination with parliament to position the amendment bills on the agenda.

 258.
This plot, found in the Bung Kum district, was previously recognised as Klong Lam Bung Kum. Its initial purpose was to act as a floodwater-retention basin, absorbing surplus rainfall and averting flooding in the eastern part of Bangkok.

 259.
Over time, this area, which boasts a rich ecological system due to its native plant species and association with surrounding communities, evolved into a public park. It has become a popular spot for locals seeking exercise, relaxation, and leisure activities.

 260.
Given its wetland attributes and its relative proximity to two additional public parks, Seri Thai Park and Navaminphirom Park, the BMA has resolved to enhance the site into a district park, operating under the Bangkok Wetland Forest (BWF) concept.

 261.
The development plan for the new park, put forth by the BMA, includes a 3,060-metre-long asphalt-covered walkway and a 420-metre waterside walkway, complete with a protective barrier. The BMA has also made significant landscape improvements, installed extra lighting fixtures, added wastewater treatment tanks, and set up barriers to prohibit vehicles from accessing the walkway, reported Bangkok Post.

 262.
In a recent site visit by Deputy Bangkok Governor Jakkapan Phiewngam, along with other high-ranking BMA officials, the BMA requested the district office to inform the public that vehicle access within the park is restricted to ensure the safety of visitors. The district office has also been urged to prevent activities such as drinking and starting bonfires within the park, to protect both visitors and the environment.

The man, whose identity remains unknown, parked his bike outside the Kasikorn Bank on Phang Nga Road, an illegal parking area, around noon on April 26. This led to traffic police putting a wheel lock and chain on his vehicle.

 283.
An eyewitness who observed and photographed the incident explained in a social media post that the man initially attempted to shake the lock off his bike. When this proved unsuccessful, he left the scene, only to return approximately five minutes later. The onlooker suspected that the man had gone to the police station to pay the fine and have his bike released.

 284.
Yet, much to their surprise, the man returned wielding a pair of bolt cutters. He proceeded to use these to sever the chain and remove the wheel lock. In addition, he appeared to signal to the witness to remain silent, making a hush sign with his index finger against his lips, before departing on his now free motorbike.

 285.
The eyewitness’s social media post documenting the incident has since stirred considerable controversy. Many social media users have expressed their anger at the man’s actions. Several commenters have questioned why the man didn’t simply pay the fine, which they suggested would have been cheaper than buying a pair of bolt cutters, reported The Phuket News.

 286.
As of now, there is no information regarding the man’s identity, nationality, age, or the reasoning behind his actions. However, Police Colonel Prathueng Phonmana, Chief of Phuket Town Police Station, has confirmed an investigation is underway. The team will review CCTV footage and work closely with the traffic police to identify the man and expedite his prosecution.
