  59. <p>As detailed in trial testimony, in January 2014, Charmaine Miesha Brown, a United States citizen, married&nbsp;<a>Andrews Oduro Brown</a>, a/k/a “Andrews Oduro,” a Ghanaian national who entered the United States in May 2013.&nbsp; In 2021, Oduro obtained legal permanent resident status in the United States through his marriage to Brown.&nbsp;</p>

  63. <p>According to trial testimony, including testimony from Brown, and court documents, from December 2014 through April 2021, Brown and Oduro conspired to obtain United States passports for Oduro’s children, who were non-United States citizens, through false statements and fraudulent identity documents.&nbsp;</p>

  67. <p>For example, the evidence established that on December 1, 2014, Brown submitted an application for a passport in the name of Brown’s child, Child C, who is a U.S. citizen, but bearing the photograph of Oduro’s child, Child A, who was born in Ghana and is not a U.S. citizen.&nbsp; After the application was approved, Child A traveled from Ghana to the United States using the fraudulently obtained U.S. passport.&nbsp; On March 16, 2015, Brown and Oduro applied for a passport in Child A’s own name and submitted a fraudulent Ghanaian birth certificate in support of the application, falsely stating that Brown was Child A’s birth mother.&nbsp; As detailed at trial, on March 17, 2020, Brown and Oduro applied for a passport in the name of Child B, Oduro’s non-U.S. citizen child, and again submitted a fraudulent Ghanaian birth certificate in support of the application, falsely stating that Brown was Child B’s birth mother.&nbsp; After the application was approved, Child B used the fraudulently obtained U.S. passport to travel into the U.S.</p>

  71. <p>Further, the evidence proved that from August 2016 through April 2021, Brown and Oduro conspired to receive payments from the state of Maryland’s Child Care Scholarship Program to which they were not entitled.&nbsp; The Child Care Scholarship Program, formerly known as the Child Care Subsidy Program, provides reimbursement for childcare and direct payments to providers of childcare to low-income families.&nbsp; Brown falsely reported to the state of Maryland that a friend, Individual 1, was watching her children.&nbsp; Brown also falsely represented that Oduro was an “absent parent,” when in fact Oduro lived in the same home.&nbsp; In addition, the trial evidence established that Individual 1 visited the United States in 2011 to 2012 before returning to Ghana and could not have provided the childcare services.&nbsp; Instead, Oduro posed as Individual 1 and obtained payments from the state of Maryland between 2016 and 2021 to provide childcare to his and Brown’s own children .&nbsp;</p>

  75. <p>Finally, according to trial testimony and court documents, on March 5, 2018, Brown and Oduro defrauded creditors and the bankruptcy trustee, by filing a fraudulent Chapter 7 bankruptcy petition in the United States Bankruptcy Court for the District of Maryland, using the name and partial social security number of Individual 1, seeking the discharge of thousands of dollars in debts and tax obligations to the state of Maryland that Oduro incurred using the name and PII of Individual 1.  Court records show that Brown filled out the petition documents.  On June 21, 2018, Oduro appeared at the discharge hearing in the bankruptcy court and identified himself as Individual 1, presenting a Pennsylvania identification that Brown and Oduro had fraudulently obtained in the name of Individual 1.  According to court documents and evidence presented at trial, as a result of the fraudulent bankruptcy petition in the name of Individual 1, Oduro and Brown caused the entry of an order discharging debt that Oduro incurred in the name of Individual 1.</p>

  79. <p><a>Brown faces a maximum sentence of five years in federal prison for conspiracy to commit passport fraud; a maximum of 20 years in federal prison for conspiracy to commit wire fraud; a maximum of five years in prison for bankruptcy fraud; and a maximum of five years in prison for a false statement in a federal bankruptcy proceeding.&nbsp;&nbsp;</a>U.S. District Judge Theodore D. Chuang has scheduled sentencing for Brown on July 23, 2024.</p>

Main Chesapeake Bay surface temperatures are holding in the high 50s. River temperatures have also risen to the upper 50s and low 60s, although&nbsp;<a href="https://www.weather.gov/marfc/WaterTemperatures" target="_blank" rel="noreferrer noopener">smaller streams and downwind areas will warm faster</a>&nbsp;on a sunny day and can hold temperatures even warmer. Such low salinity areas will be prime areas to look for hickory and American shad as they move upriver to spawn. Keep an eye out for large gamefish ambushing the shad as they move upriver.&nbsp;</p>

  133. <p>Expect above average flows for the Potomac and Susquehanna rivers but&nbsp;<a href="https://waterwatch.usgs.gov/?m=real&amp;r=md" target="_blank" rel="noreferrer noopener">average flows for most of the other Maryland rivers and streams.</a>&nbsp;Expect poor but improving water clarity for the Maryland portion of the Bay down to the Bay Bridge as well as the Potomac River down to the 301 Bridge. Anglers are urged to bring a variety of colors in their shad dart inventory as well as small gold and silver spoons. Sun conditions and water clarity can have a large effect on color preferences that will attract the attention of hickory and American shad.</p>

Most of the blue catfish being caught are large and they tend to be spread out along channel edges. Locations near the Bay Bridge, Hacketts Point, the Brick House Bar area, down to Tilghman Island and the mouth of the Choptank River. Most of the blue catfish being caught are large, usually from 15 pounds up to 30 pounds or more. The Choptank River has recently been a good place to fish with grass shrimp on a bottom rig for white perch. The hickory shad spawning runs in the Potomac in the District of Columbia waters is peaking this week and American shad will linger a bit longer. Colorful shad darts and small gold and silver spoons are popular lures for those using spinning gear and fly-fishing tackle.&nbsp;</p>

It should be noted that the Wicomico and Pocomoke rivers are also holding expanding populations of blue catfish.</p>

Others are out in their boats and even kayaks in the more protected waters and enjoying good fishing. Most anglers are using cut bait with circle hooks with or without a small inline float and a fish finder sliding sinker rig. Using a bait caster type spinning reel or putting a conventional reel on free spool and the clicker helps a circle hook do its job. Cut gizzard shad, menhaden, or white perch are popular baits as are chicken liver and scented chicken breast.&nbsp;</p>

Several ponds and creeks in Montgomery and Baltimore counties were stocked recently. There is no forecast of rain for the next week so hopefully water flows and water quality will improve. Fisheries biologist Josh Henesy sent us a report from the upper Potomac late last week: “Water levels are high, but color is fishable and ideal for smallmouth – which should be the most sought-after fish right&nbsp;now.&nbsp; The bass seem to be moving into spawning areas but based on our collections, are still several weeks away from spawning.&nbsp;Water temps are in the upper 50s to 60 degrees, and with this level, color, and time of year, spinnerbaits would be my number one choice!”</p>

  230. <p>Fishing for largemouth bass is very good this week in both tidal and nontidal waters. Largemouth bass are in a pre-spawn mode of activity. In the southern, central, and eastern regions, male largemouth bass are preparing spawning beds and females are holding in slightly deeper waters and feeding aggressively. Casting spinnerbaits and plastic worms are two excellent lures to use. Emerging grass beds and sunken wood are two excellent places to target.&nbsp;</p>

  234. <p>Northern snakeheads are becoming active and especially the larger ones. They can be found near any kind of structure or emerging grass beds, fallen branches and brush submerged in the water along shorelines are excellent places to target. Casting white paddletails, chatterbaits with large creature soft plastics as trailers and frogs are very popular lures. Dead sticking a large minnow under a bobber is always a great tactic while casting lures, just be sure to keep an eye on that bobber. On sunny afternoons sun exposed waters are a good location to look for northern snakeheads looking for a little warmth.&nbsp;</p>

  238. <p>The middle to upper sections of the tributary rivers in the upper bay are providing some exciting northern snakehead opportunities. The middle and Bush rivers are particularly good. The tributaries to the Potomac, the lower Dorchester County backwaters and tidal waters throughout the Chesapeake all have a number of northern snakeheads present.</p>

  242. <p>Chain pickerel are providing plenty of fun and exciting fishing and can be found in the upper sections of most all tidal rivers, and nontidal ponds and reservoirs. The thick grass beds of the summer months are forming but there is still plenty of open water to find chain pickerel lurking near sunken wood and similar structures. Spinners, spoons, paddletails and jerkbaits are all good lures to use but consider removing the treble hooks and replacing them with single inline hooks. Chain pickerel have a habit of engulfing baits and often get hooked in the gills which is usually fatal.</p>

  251. <p>Black drum are starting to show up in the surf and surf casters are soaking baits of sand fleas and clams, hoping to tie into one. These are usually black drum in the 15-pound to 40-pound size range and generally make for good eating. A few striped bass are being caught in the surf, but it will be another week or two before the Chesapeake Bay spawners pass by on their trip to New England waters. In the meantime, clearnose skates and dogfish are keeping anglers busy.</p>

  256. <p>Fishing for tautog along the Ocean City Inlet jetties and the Route 50 Bridge and bulkheads has been very good this week. Anglers are catching plenty of tautog measuring over the 16-inch minimum. The daily limit is four fish and catching 3 or 4 legal-sized tautog is not uncommon. Sand fleas and pieces of crab are the most popular baits.</p>

  260. <p>Striped bass are entertaining anglers casting soft plastic jigs and paddletails in the inlet, the Route 50 and 90 bridges. Most come up a little shy of the 28-inch minimum but offer plenty of fun catch and release action and now and then a legal-sized striped bass is caught. There are even a few large bluefish to be found inside the Ocean City Inlet and despite cold water and churned up bay waters a few flounder have been caught in the Thorofare Channel. Tautog continue to be the main attraction at the offshore wreck and reef sites this week. Anglers are catching a mix of medium to large tautog on pieces of crab.</p>

  306. <p>In the days leading up to the regatta, Boucher — named All-American when sailing for St. Mary&#8217;s College of Maryland — received a surprise visit from St. Mary’s College President Tuajuanda C. Jordan.</p>

  310. <p>“It was great to have President Jordan come down to see this side of sailing,” Boucher said of the difference in collegiate sailing that Jordan would see on the St. Mary’s River and sailing a regatta for the Olympic trials on the Atlantic Ocean.</p>

  314. <p>The second place capture was not enough to propel Boucher to the Olympics but he remained positive about the experience and was pleased with all the SMCM support he’s had along the way.</p>

  318. <p>Supporting Boucher and helping him train was St. Mary’s College’s Director of Sailing and Varsity Sailing Coach Bill Ward, who coached Boucher his entire SMCM career. Boucher said he was glad to have Ward with him as Ward has experience with coaching at this higher level of competition and was a strong asset for him.</p>

  322. <p>In addition to winning the national men’s singlehanded championships twice (2019 and 2021), Boucher was recognized for his affable personality and competitive spirit with both the Inter-Collegiate Sailing Association (ICSA) Robert H. Hobbs Sportsmanship Award and the Middle Atlantic Intercollegiate Sailing Association Sportsperson of the Year Award in 2023. He picked up MAISA Open Sailor of the Year honors as a senior as well, making him the first-ever sailor in the history of college sailing to garner both MAISA awards in the same year.</p>

  363. <p>Lorenzini, who was appointed to her position two years ago by then-Governor Larry Hogan, spoke of her commitment to the safety of the community and its children.</p>

  367. <p>Armitage spoke of her experience as a litigator and business owner of 30 years, a fact that she believes makes her more qualified for the job of circuit court judge.</p>

  375. <p>“My judicial philosophy is characterized by five principles,” said Lorenzini. “Always come prepared and ready to listen to people on the bench, afford all parties fairness and due process of law, listen to everyone and don’t jump to any conclusions, maintain an open mind throughout the proceedings, and have no personal agenda.”</p>

  379. <p>“I believe in being fair and impartial,” Armitage replied. “If you’ve ever had me represent you, you know that I am always fair and I apply the facts to the law. That’s what’s important. Impartiality is very important.”</p>

  383. <p>Another noteworthy highlight included when the candidates were asked “How would you address the problem with hate crime and violence among our youth?”</p>

  387. <p>According to Lorenzini, “I listen to the parties and I make a decision based on those parts of sentencing that I need to consider as a judge; they include punishment, they include deterrents, they include rehabilitation and I take each case and I make a decision on each particular case that comes before me.”</p>

  391. <p>“Hate crimes are very serious crimes and we have no recourse for our youth except for the juvenile delinquency court,” said Armitage. “Some of these crimes are perpetrated throughout their family, and I think that if we could grab the youths now and rehabilitate them before they end up in our adult court, that’s what we need to do.”</p>

  625. <p><strong>WALDORF, Md. </strong>&#8211; The Office of the State Fire Marshal is investigating a structure fire on Briarwood Drive in Waldorf. A passer-by, who noticed the fire on the back side of the home, discovered the incident.</p>

  633. <p>The incident took place on April 23, 2024, at 5:48 p.m. The fire involved a split foyer home, causing an estimated loss of $50,000 in structure damage and $2,000 in contents.</p>

  637. <p>The Waldorf Volunteer Fire Department was the primary responding unit. A total of 40 firefighters responded to the alarm and were able to control the fire within 15 minutes.</p>

  645. <p>Following the incident, the family has been displaced and is currently receiving assistance from the American Red Cross.</p>

The driver of the vehicle, identified as Andrew Thayer Peters, 33 of Woodbridge, VA, was arrested and transported to the St. Mary’s County Detention Center where he was charged with Possession of CDS: Not Cannabis x2 and Possession of CDS: Paraphernalia x2.</p>

  703. <p>On 4/22/2024, TFC Black was in the area of Great Mills Road and South Essex Drive, Lexington Park, MD attempting to locate a suspect, identified as Deodis Lee Clyburn Jr, 29 of Great Mills, MD, who was involved in a disturbance in the area. While searching for Clyburn, it was confirmed that he had an active warrant through the Maryland State Police Leonardtown Barrack. TFC Black located the suspect, and a foot pursuit ensued. Clyburn was apprehended and arrested with assistance from a Deputy from the St. Mary’s County Sheriff’s Office. Suspected Cocaine and associated paraphernalia were located.
