  46. <p>CHARLESTON, S.C. — When he recently walked into the dental clinic at the Medical University of South Carolina donning a bright-blue pullover with “In Our DNA SC” embroidered prominently on the front, Lee Moultrie said, two Black women stopped him to ask questions.</p>
  47. <p>“It’s a walking billboard,” said Moultrie, a health care advocate who serves on the community advisory board for In Our DNA SC, a study underway at the university that aims to enroll 100,000 South Carolinians — including a representative percentage of Black people — in genetics research. The goal is to better understand how genes affect health risks such as cancer and heart disease.</p>
  48. <p>Moultrie, who is Black and has participated in the research project himself, used the opportunity at the dental clinic to encourage the women to sign up and contribute their DNA. He keeps brochures about the study in his car and at the barbershop he visits weekly for this reason. It’s one way he wants to help solve a problem that has plagued the field of genetics research for decades: The data is based mostly on DNA from white people.</p>
  49. <p>Project leaders in Charleston <a href="https://kffhealthnews.org/news/article/addressing-the-trust-factor-south-carolina-researchers-tackle-health-disparities-using-genetics/">told KFF Health News in 2022</a> that they hoped to enroll participants who reflect the demographic diversity of South Carolina, where just under 27% of residents identify as Black or African American. To date, though, they’ve failed to hit that mark. Only about 12% of the project’s participants who provided sociodemographic data identify as Black, while an additional 5% have identified as belonging to another racial minority group.</p>
  50. <p>“We’d like to be a lot more diverse,” acknowledged Daniel Judge, principal investigator for the study and a cardiovascular genetics specialist at the Medical University of South Carolina.</p>
  51. <p>Lack of diversity in genetics research has real health care implications. Since the completion more than 20 years ago of the Human Genome Project, which mapped most human genes for the first time, close to 90% of genomics studies have been conducted using DNA from participants of European descent, <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7614889/">research shows</a>. And while human beings of all races and ancestries are more than 99% genetically identical, even small differences in genes can spell big differences in health outcomes.</p>
  52. <p>“Precision medicine” is a term used to describe how genetics can improve the way diseases are diagnosed and treated by considering a person’s DNA, environment, and lifestyle. But if this emerging field of health care is based on research involving mostly white people, “it could lead to mistakes, unknowingly,” said Misa Graff, an associate professor in epidemiology at the University of North Carolina and a genetics researcher.</p>
  53. <p>In fact, that’s already happening. In 2016, for example, <a href="https://www.nih.gov/news-events/nih-research-matters/genetic-misdiagnoses-heart-condition-black-americans">research found</a> that some Black patients had been misdiagnosed with a potentially fatal heart condition because they’d tested positive for a genetic variant thought to be harmful. That variant is much more common among Black Americans than white Americans, the research found, and is considered likely harmless among Black people. Misclassifications can be avoided if “even modest numbers of people from diverse populations are included in sequence databases,” the authors wrote.</p>
  54. <p>The genetics research project in Charleston requires participants to complete an online consent form and submit a saliva sample, either in person at a designated lab or collection event or by mail. They are not paid to participate, but they do receive a report outlining their DNA results. Those who test positive for a genetic marker linked to cancer or high cholesterol are offered a virtual appointment with a genetics counselor free of charge.</p>
  55. <p>Some research projects require more time from their volunteers, which can skew the pool of participants, Graff said, because not everyone has the luxury of free time. “We need to be even more creative in how we obtain people to help contribute to studies,” she said.</p>
  56. <p>Moultrie said he recently asked project leaders to reach out to African American media outlets throughout the Palmetto State to explain how the genetics research project works and to encourage Black people to participate. He also suggested that when researchers talk to Black community leaders, such as church pastors, they ought to persuade those leaders to enroll in the study instead of simply passing the message along to their congregations.</p>

  103. </li></ul></aside>Other ongoing efforts are already improving diversity in genetics research. At the National Institutes of Health, a program called “All of Us” aims to analyze the DNA of more than 1 million people across the country to build a diverse health database. So far, that program has enrolled more than 790,000 participants. Of these, more than 560,000 have provided DNA samples and about 45% identify as being part of a racial or ethnic minority group.</p>
  104. <p>“Diversity is so important,” said Karriem Watson, chief engagement officer for the <a href="https://www.joinallofus.org/">All of Us research program</a>. “When you think about groups that carry the greatest burden of disease, we know that those groups are often from minoritized populations.”</p>
  105. <p>Diverse participation in All of Us hasn’t come about by accident. NIH researchers strategically partnered with community health centers, faith-based groups, and Black fraternities and sororities to recruit people who have been historically underrepresented in biomedical research.</p>
  106. <p>In South Carolina, for example, the NIH works with Cooperative Health, a network of federally qualified health centers near the state capital that serve many patients who are uninsured and Black, to recruit patients for All of Us. Eric Schlueter, chief medical officer of Cooperative Health, said the partnership works because their patients trust them.</p>
  107. <p>“We have a strong history of being integrated into the community. Many of our employees grew up and still live in the same communities that we serve,” Schlueter said. “That is what is part of our secret sauce.”</p>
  108. <p>So far, Cooperative Health has enrolled almost 3,000 people in the research program, about 70% of whom are Black.</p>
  109. <p>“Our patients are just like other patients,” Schlueter said. “They want to be able to provide an opportunity for their children and their children’s children to have better health, and they realize this is an opportunity to do that.”</p>
  110. <p>Theoretically, researchers at the NIH and the Medical University of South Carolina may be trying to recruit some of the same people for their separate genetics studies, although nothing would prevent a patient from participating in both efforts.</p>
  111. <p>The researchers in Charleston acknowledge they still have work to do. To date, In Our DNA SC has recruited about half of the 100,000 people it hopes for, and of those, about three-quarters have submitted DNA samples.</p>
  112. <p>Caitlin Allen, a program investigator and a public health researcher at the medical university, acknowledged that some of the program’s tactics haven’t succeeded in recruiting many Black participants.</p>
  113. <p>For example, some patients scheduled to see providers at the Medical University of South Carolina receive an electronic message through their patient portal before an appointment, which includes information about participating in the research project. But studies show that racial and ethnic minorities are less likely to engage with their electronic health records than white patients, Allen said.</p>
  114. <p>“We see low uptake” with that strategy, she said, because many of the people researchers are trying to engage likely aren’t receiving the message.</p>
  115. <p>The study involves four research coordinators trained to take DNA samples, but there’s a limit to how many people they can talk to face-to-face. “We’re not necessarily able to go into every single room,” Allen said.</p>
  116. <p>That said, in-person community events seem to work well for enrolling diverse participants. In March, In Our DNA SC research coordinators collected more than 30 DNA samples at a bicentennial event in Orangeburg, South Carolina, where more than 60% of residents identify as Black. Between the first and second year of the research project, Allen said, In Our DNA SC doubled the number of these community events that research coordinators attended.</p>
  117. <p>“I would love to see it ramp up even more,” she said.</p>

  138. <content:encoded><![CDATA[<p><span style="font-weight: 400">Hello, dear readers. I am back after taking a brief sabbatical from my column, a first in 22 years. <a href="https://www.dailynews.com/2024/03/24/people-are-living-longer-heres-how-to-stay-current-on-the-topic-of-aging/">Several weeks ago</a>, my column featured five areas that highlighted the subject of aging as reflected in digital and print media, podcasts, webinars, research reports and more.  </span></p>
  139. <p><span style="font-weight: 400">Here are five more areas that indicate the pervasiveness and relevance of the subject. It’s a bird’s eye overview from just one person’s perspective and is not based on formal analytics. </span></p>
  140. <p><b>Public policy: </b><span style="font-weight: 400">One</span> <span style="font-weight: 400">example is the Congressional bill entitled Protecting Older Workers Against Age Discrimination Act (POWADA) of 2023. With bipartisan support, this bill is in response to a </span><a href="https://generations.asaging.org/we-need-stronger-protection-against-age-bias"><span style="font-weight: 400">2009 Supreme Court ruling</span></a> <span style="font-weight: 400">that made it more difficult to prove claims of illegal biases under the Age Discrimination in Employment Act. </span><span style="font-weight: 400">Since 2009, </span><span style="font-weight: 400">older workers must prove that age is the deciding factor in the employment decision, rather than just one of the factors. This is a higher burden of proof than needed for other types of job discrimination claims. </span><span style="font-weight: 400">“</span><span style="font-weight: 400">This bill <a href="https://blog.aarp.org/powada-age-discrimination-legislation">helps level the playing field for older workers</a> and restores their ability to fight back against age discrimination in the workplace,” wrote Bill Sweeney, AARP senior vice president for government affairs.</span></p>
  141. <p><b>Older consumers: </b><span style="font-weight: 400">In 2022,</span> t<span style="font-weight: 400">he 65-and-older demographic accounted for 22 percent of spending in the U.S. economy. This is the highest market share since records began in 1972. This increase has been <a href="https://www.wsj.com/economy/consumers/us-economy-seniors-spending-money-d9f529c5">attributed to older consumers’ health, wealth and perhaps the psychological impact of the pandemic</a>.</span> <span style="font-weight: 400">At</span> <span style="font-weight: 400">the same time, this demographic is considered an underserved market. According to the Boston Consulting Group, mature consumers often are ignored by brand marketing because they are seen as sensitive and reliant on brick-and-mortar stores for their purchases. “Nothing could be further from the truth. Marketers fail to recognize their role as trendsetters” … <a href="https://www.wsj.com/economy/consumers/us-economy-seniors-spending-money-d9f529c5">notes the consulting group</a>. </span><span style="font-weight: 400">Furthermore, older adults agree and <a href="https://www.forbes.com/sites/charlesrtaylor/2023/05/01/what-products-and-services-do-older-adults-want-insights-on-an-underserved-market/?sh=b3569641d3af">feel they are being ignored</a> because of age stereotypes, according to research by </span><a href="https://www.ageofmajority.com/?gclid=CjwKCAjwxr2iBhBJEiwAdXECw8BiQZY-2oD39ZAliL7P_7QqBU4vTC9WGAFHShfKwbji2oQH4Mm4gRoCE7gQAvD_BwE#team"><span style="font-weight: 400">Age of Majority</span></a><span style="font-weight: 400">. </span></p>
  142. <p><b>Employment: </b><span style="font-weight: 400">In 2023,</span> <span style="font-weight: 400">roughly</span> <span style="font-weight: 400">11 million older adults were working, which is </span><span style="font-weight: 400">nearly quadruple in size since the mid-1980s <a href="https://www.pewresearch.org/social-trends/2023/12/14/the-growth-of-the-older-workforce/">according to a Pew study</a></span><span style="font-weight: 400">. </span><span style="font-weight: 400">The fastest-growing age group are workers age </span><span style="font-weight: 400">75 and older. </span><span style="font-weight: 400">Add to that changes in the Social Security System which raised the age at which workers can receive their full retirement benefits from age 65 to 67.</span> <span style="font-weight: 400">Although illegal, age discrimination continues in the workplace. AARP reports that <a href="https://www.aarp.org/pri/topics/work-finances-retirement/employers-workforce/older-workers-new-skills-covid-19-pandemic.html">78 percent </a></span><span style="font-weight: 400">of older workers say they have seen or experienced age discrimination in the work environment. That’s the highest level since AARP began tracking this issue in 2003.</span></p>
  143. <p><b>Dementia: </b><span style="font-weight: 400">Alzheimer’s Disease is <a href="https://www.alz.org/media/Documents/alzheimers-facts-and-figures-infographic.pdf">the most common form of dementia</a> among older adults affecting nearly 7 million. </span><span style="font-weight: 400">It has no agreed-upon cause or cure and is among the most feared of <a href="https://www.gbhi.org/projects/examining-association-between-fear-dementia-lifestyle-risk-factors">age-related conditions</a>. </span><span style="font-weight: 400">Just over 10 percent of those age 65 and older have Alzheimer’s Disease and almost two-thirds are women. According to the <a href="https://www.gbhi.org/projects/examining-association-between-fear-dementia-lifestyle-risk-factors">Alzheimer’s Association</a>, “By </span><span style="font-weight: 400">2050, the number is projected to grow to 12.7 million, barring the development of medical breakthroughs to prevent or cure the disease.”</span> <span style="font-weight: 400">It’s the <a href="https://www.gbhi.org/projects/examining-association-between-fear-dementia-lifestyle-risk-factors">seventh leading cause of death</a>. </span></p>
  144. <p><b>Intergenerational relationships: “</b><span style="font-weight: 400">What we’re missing out on when we don’t have <a href="https://www.latimes.com/california/newsletter/2023-04-11/what-were-missing-out-on-when-we-dont-have-intergenerational-relationships-personally-and-collectively-group-therapy">intergenerational relationships</a>, personally and collectively” is a headline from the Los Angeles Times (April 11. 2023). </span><span style="font-weight: 400">It has been acknowledged that age segregation is a century-long trend in retirement communities, nursing homes and classrooms with same-age children. Marc Freedman, co-executive director of CoGenerate, an organization creating a more age-integrated culture, is quoted as saying that such a culture is “vital to solving major social problems.” For that to happen, he notes we need proximity and purpose – to see each other repeatedly and regularly with some common interests and goals. </span><span style="font-weight: 400">Closer intergenerational relationships is one way to prevent and eradicate ageism. </span></p>
  145. <p><span style="font-weight: 400">Getting older presents challenges and extraordinary opportunities. We are slowly witnessing strategies to match lifespan with health span; for products, services and living conditions to enhance independence, security and dignity and for public policies to guarantee older adults the same rights as any other age group. We are seeing research studies focusing on the prevention and hopefully a cure of Alzheimer’s Disease and programs to enhance intergenerational connections. </span></p>
  146. <p><span style="font-weight: 400">We all are stakeholders. So let us all embrace aging by staying well, keeping informed, and staying connected to loved ones and our communities. And of course, give back in some way. Know every act of kindness counts.</span></p>

  167. <p>On the back end, credit card issuers can take certain liberties that impact your cards&#8217; features. If you dig into the fine print, you&#8217;ll find that card issuers generally mention they can make certain account decisions at their discretion. There are also unwritten liberties issuers can take, potentially in your favor. For instance, an issuer may be cooperative when you request lower interest rates, a higher credit limit or a switch to a different card entirely.</p>

  171. <p>You may become accustomed to certain perks, rewards, fees or even interest rates over time, but those features can change — some more quickly than others. You’ll often find language supporting this in a card’s <a href="https://www.nerdwallet.com/article/credit-cards/how-to-read-the-fine-print-of-credit-card-offers?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">terms and conditions</a>.</p>
  172. <p>For significant changes — like increases to interest rates, fees and the minimum amount due — the card issuer generally must give notice 45 days in advance, according to the Consumer Financial Protection Bureau’s website. But benefits or rewards aren’t considered &#8220;significant,&#8221; so changes to those can come at any time. (Many issuers will still send an email or written notification as a courtesy to cardholders.)</p>
  173. <p>Variable interest rates change at a quicker pace than other features, as has been the case since the Federal Reserve began hiking interest rates to battle inflation.</p>
  174. <p>“Folks didn’t realize that the rise in the federal interest rate applies to their credit card also,” says Martin Lynch, director of education at Cambridge Credit Counseling, a nonprofit credit counseling agency. “Variable rate cards incorporate those hikes usually within a month or two, so you did see some people experiencing some sticker shock when the minimum payments went up.”</p>
  175. <h4>2. Issuers can close an account or cut your credit limit at any time</h4>
  176. <p>Even if you’re managing a credit card responsibly, an issuer can still legally <a href="https://www.nerdwallet.com/article/credit-cards/account-closed-by-credit-card-issuer?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">close your account</a> if it wants to, according to the CFPB website.</p>
  177. <p>Credit card issuers can also increase or <a href="https://www.nerdwallet.com/article/credit-cards/credit-card-company-lowered-credit-limit?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">decrease your credit limit</a> at any time.</p>
  178. <p>The issuer must provide an “adverse action notice” when it makes these kinds of unfavorable decisions, the website notes. But they can still catch you off guard.</p>
  179. <h4>3. Your creditor may be willing to bend on interest rates</h4>
  180. <p>For longtime customers with solid track records, an issuer might be willing to negotiate a lower interest rate. Alternately, a <a href="https://www.nerdwallet.com/article/credit-cards/what-is-a-credit-card-hardship-program?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">hardship plan</a> (if available) can temporarily lower interest rates if the hardship is because of qualifying circumstances beyond your control.</p>
  181. <p>If you&#8217;re having trouble juggling debt, credit card issuers may also be willing to work with you through a nonprofit credit counseling agency’s <a href="https://www.nerdwallet.com/article/finance/compare-debt-management-plans?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">debt management plan</a>, which can consolidate those debts into one fixed monthly payment if you qualify.</p>
  182. <p>“Our average interest rate right now is about 8%, among all creditors,” Lynch says. “Some are higher, some are lower.”</p>
  183. <p>For comparison, the average rate for credit cards that assessed interest in the last quarter of 2023 was 22.75%, according to Fed data.</p>
  184. <h4>4. You might not qualify for a sign-up bonus</h4>
  185. <p>Many credit cards offer an upfront pile of cash back, points or miles as an incentive for new cardholders who can meet a specific spending requirement. But if you’ve recently applied for a credit card with the same issuer — even if it’s been more than a year — you <a href="https://www.nerdwallet.com/article/travel/chase-5-24-rule-explained?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">might not qualify for the advertised bonus</a>.</p>
  186. <p>As you’re applying for a credit card, it’s important to read the terms carefully to understand whether you&#8217;re eligible for such a welcome offer.</p>
  187. <h4>5. You can lose a 0% APR</h4>
  188. <p>If you have good or excellent credit (credit scores of 690 or higher), you might qualify for a credit card with a <a href="https://www.nerdwallet.com/article/credit-cards/facts-about-zero-percent-apr-credit-cards?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">0% introductory APR</a> on purchases, balance transfers or both. But that promotional window may not be guaranteed.</p>

  190. <p>To avoid missing payments, set a reminder or establish an automatic payment schedule.</p>
  191. <h4>6. You might be able to upgrade or downgrade your credit card</h4>
  192. <p>If a credit card is no longer as valuable to you as it once was, contact the issuer to see whether it’s possible to <a href="https://www.nerdwallet.com/article/credit-cards/how-to-upgrade-downgrade-your-credit-card?utm_campaign=ct_prod&amp;utm_content=1550094&amp;utm_medium=rss&amp;utm_source=syndication&amp;utm_term=medianews-group" target="_self" rel="nofollow noopener">upgrade or downgrade your credit card</a> to a different option. This is also known as a &#8220;product change,&#8221; and it may allow you to retain your account number and account history while switching to a card that better suits your needs now.</p>

  194. <h4>7. The value of your rewards may vary</h4>

  235. <p>The second period of Game 1 was quite possibly the best Adirondack played all year with non-stop, hard-hitting, end-to-end action that saw it grab 4-3 lead.</p>
  236. <p>But it almost seemed like someone let the air out of their tires when the final frame began as the Admirals exploded for four unanswered tallies en route to a lopsided, 7-4, victory.</p>
  237. <p>The Thunder had just finished playing five hard-fought grueling battles against Maine in six days, and only had one day off before taking on Norfolk, which had the benefit of several days rest.</p>
  238. <p>Thunder goaltender Isaac Poulter entered Game 1 with a minuscule 1.02 playoff goals against average, but was chased from the contest midway through the third stanza, after allowing six markers.</p>
  239. <p>Adirondack did its best to rebound in Game 2, knotting the score at two goals apiece, before Norfolk once again proved too strong in the late going and skated off with a 5-2 win.</p>
  240. <p>Game 3 is an absolute must-win situation for the Thunder who come into the contest rested and ready to prove why they captured this year&#8217;s North Division and Eastern Conference regular-season titles.</p>
  241. <p>&#8220;Knowing our group and the way they&#8217;ve gone about their business this year, they&#8217;re pretty resilient,&#8221; Coach Pete MacArthur said. &#8220;We&#8217;re going to give ourselves a chance to get back in it.&#8221;</p>
  242. <p>Game 1 was a like a track meet. The Thunder, on tired legs, would have done well in a 100-meter race, but simply gave out over the long haul of a full 60 minutes.</p>
  243. <p>&#8220;They (Norfolk) try to get their D up on the rush, too,&#8221; MacArthur said. &#8220;We want to get away from that. We want to play a half-court game, more time in the O-zone and be simpler with the puck. Our effort&#8217;s always great. We just need to be smarter with the puck.&#8221;</p>
  244. <p>As he has all year, MacArthur wants players to focus strictly on whatever is right in front of them and trust the outcome will be positive.</p>
  245. <p>&#8220;Shift by shift, just try to win your shift, whatever it calls for,&#8221; he said. &#8220;If you have a chance to get into a guy, get into him. If you get a chance to create a puck battle, create it. We know what it&#8217;s going to be like. We have to win one-on-one battles every single chance we get.&#8221;</p>

  265. <p>Shelly Amato and Rich Ferguson, two influential community members with significant Board of Directors’ experience and impressive professional careers, will be skillful additions to AIM’s team, as the organization continues its success and growth, providing innovative services for people with developmental and intellectual disabilities, the release said.</p>
  266. <p>Amato, CPA, MBA and LNHA, has served the Wesley Community for the past 21 years, first as their Chief Financial Officer, and over the past seven years, as their Chief Strategy Officer.</p>
  267. <p>According to the release, Amato assists in the oversight of over 700 residents, 600 staff members, 10 subsidiaries, two Boards of Directors and an annual budget $45 million, in the highly complex and regulated non-profit, healthcare and housing industries. Before coming to Wesley, Amato worked at KPMG, LLP as a Manager of Senior Care Services.</p>
  268. <p>In addition to her work at Wesley, the release said Amato is a 2007 graduate of Leadership Saratoga, and has served on several local boards and professional associations, including the Saratoga County Chamber of Commerce Board of Directors, the Leadership Saratoga Alumni Board, Artsfest and Leading Age New York.</p>
  269. <p>Amato also serves as Co-Chair of the Wesley Capital Campaign Steering Committee. Amato is a graduate of the Leading Age Leadership Educator Program, the 2015 Albany Business Journal CFO of the Year Award and the 2016 Woman of Influence Award from Saratoga Today Magazine.</p>
  270. <p>Amato, her husband, Keith, and son, Ben (14), reside in Mechanicville, the release said. Amato and her family enjoy recreational golf, bike riding, skiing, walks with the family puppy, Ollie, and working with Our Best Friends Rescue organization.</p>
  271. <p>Richard Ferguson is a retired banker, adjunct professor and community volunteer who lives with his wife Mary at their “9 Acres” Gentle Person’s Farm in Malta, the release said. Educated with a BS in Finance from Siena College (1982) and an MBA from the Barney School of Business, at the University of Hartford (1985), he has lived and worked in Saratoga County since 1987.</p>
  272. <p>He also received a Graduate Degree in Banking from the Stonier School of Banking at the University of Delaware in 1991.</p>
  273. <p>Prior to his retirement in 2019, after a long and successful career, Ferguson worked for more than three decades in Community Banking, Corporate Lending and Community Development, first at Adirondack Trust Company, and later, at Saratoga National Bank, the release said. Ferguson now currently instructs courses in banking, finance and economics for SUNY Adirondack and SUNY Empire State University.</p>
  274. <p>In association with SUNY Adirondack, he also teaches for the Early College Career Academy, a joint venture with the Washington, Saratoga, Warren, Hamilton &amp; Essex BOCES and the Second Chance Program NYS Corrections and Community Supervision at the Washington Correctional Facility, the release said. He has also held Adjunct positions for Siena College and the University of Plattsburgh.</p>
  275. <p>Ferguson&#8217;s commitment to giving back began when he was at the ATC; his initial stint included serving on the Board of Directors of the Saratoga County Chapter of the American Red Cross, the release said. He is a 1991 graduate of Leadership Saratoga and has continuously served on dozens of boards, including CAPTAIN Community Services, SUNY Adirondack Foundation, City of Saratoga Springs Community Development Block Grant Citizen’s Advisory Committee and Saratoga Affordable Housing Group.</p>
  276. <p>He is currently working on the formation and government approvals for the Little Club 1896 Foundation, the entity charged with the historic and architectural preservation of the clubhouse for the Saratoga Golf &amp; Polo Club, the release said.   298. <p>“Nearly 70 percent of the bucks harvested by hunters during the 2023-24 deer hunting seasons were two years or older,” Mahar said. “This demonstrates the continued effectiveness of DEC’s Let Young Bucks Go and Watch Them Grow campaign, and the willingness of hunters to voluntarily pass up opportunities at young bucks to improve their future opportunities to harvest older bucks.”</p>
  299. <p>The 2023-24 estimated deer harvest included an estimated 112,224 antlered bucks, or adult males and an estimated 97,557 antlerless deer, defined as adult females and fawns of either sex. Statewide, this represents a 3.6 percent decrease in antlered buck harvest and a 15.6 percent decrease in antlerless deer harvest from last season.</p>
  300. <p>The decrease in antlerless deer harvest, which is approximately 15 percent lower than the five-year average, is concerning because DEC manages deer populations through actions that encourage harvest of antlerless deer.</p>
  301. <p>Harvesting antlerless deer helps ensure deer populations remain in balance with available habitat. It does not exceed levels of public acceptance that can lead to increased crop damage, deer-vehicle collisions and other potentially negative deer-related impacts. Harvesting antlerless deer also helps ensure deer are able meet their nutritional demands for antler development, fawn recruitment, and body growth.</p>
  302. <p>DEC is evaluating various regulatory and non-regulatory alternatives to increase harvest of antlerless deer during future hunting seasons and encourages all deer hunters in the WMUs to harvest at least one antlerless deer during the upcoming 2024-25 deer hunting season.</p>
  303. <p>Throughout the 2023-24 deer hunting seasons, DEC staff and cooperating taxidermists collected biological samples from 2,713 deer for chronic wasting disease surveillance. No samples tested positive, and New York State remains CWD-free. DEC reminds hunters to remain vigilant to prevent the introduction of CWD into New York. Additionally, no outbreaks of epizootic hemorrhagic disease were documented in New York’s deer herd in 2023.</p>
  304. <p>Notable numbers include:</p>
  305. <p>&#8211; 67.9 percent – portion of the adult buck harvest that was two-and-a-half years or older statewide, up from 45 percent a decade ago, and 30 percent in the 1990s.</p>

  328. <p>TikTok and its Chinese parent company ByteDance are suing the U.S. over a law that would ban the popular video-sharing app unless it&#8217;s sold to another company, arguing that it vaguely paints it as a threat to national security to get around the First Amendment.</p>
  329. <p>The widely expected lawsuit filed on Tuesday may be setting up what will likely be a <a href="https://apnews.com/article/tiktok-ban-bytedance-lawsuit-biden-386e6d81e2eef61a756bcdea96cd0aef">protracted legal fight</a> over TikTok&#8217;s future in the United States &#8212; and could end up before the Supreme Court. If TikTok loses, it says it will be forced to shut down next year. </p>
  330. <p>The popular social video company says that the law, which President Joe Biden <a href="https://apnews.com/article/joe-biden-mike-johnson-ukraine-israel-b72aed9b195818735d24363f2bc34ea4">signed</a> as part of a larger $95 billion foreign aid package, is so &#8220;obviously unconstitutional&#8221; that the sponsors of the measure are trying to portray it not as a ban, but as a regulation of TikTok&#8217;s ownership. It&#8217;s the first time the U.S. government has singled out a social media company with a potential ban, which free speech advocates note is more common in repressive regimes such as Iran or China. </p>
  331. <p>&#8220;Congress has taken the unprecedented step of expressly singling out and banning TikTok: a vibrant online forum for protected speech and expression used by 170 million Americans to create, share, and view videos over the Internet,&#8221; ByteDance said in its suit, filed in a federal appeals court in Washington D.C. &#8220;For the first time in history, Congress has enacted a law that subjects a single, named speech platform to a permanent, nationwide ban, and bars every American from participating in a unique online community with more than 1 billion people worldwide.&#8221;</p>
  332. <p>The law requires TikTok&#8217;s parent, ByteDance, to sell the platform within nine months. If a sale is already in progress, the company will get another three months to complete the deal. ByteDance has said it &#8220;doesn&#8217;t have any plan to sell TikTok.&#8221; But even if it wanted to divest, the company would have <a href="https://apnews.com/article/tiktok-ban-china-lawsuit-biden-42840d6596dbb6671442db94fe95cddd">to get a blessing from Beijing</a>. According to the lawsuit, the Chinese government has &#8220;made clear&#8221; that it would not permit ByteDance to divest the recommendation engine that is &#8220;key to the success of TikTok in the United States.&#8221; </p>
  333. <p>TikTok and ByteDance argued in the lawsuit that it isn&#8217;t being given a choice.</p>
  334. <p>&#8220;The &#8216;qualified divestiture&#8217; demanded by the Act to allow TikTok to continue operating in the United States is simply not possible: not commercially, not technologically, not legally,&#8221; they said.</p>
  335. <p>&#8220;There is no question: the Act will force a shutdown of TikTok by January 19, 2025,&#8221; the lawsuit says. </p>
  336. <p>The lawsuit argues that it would be impossible for ByteDance to divest its U.S. TikTok platform as a separate entity from the rest of TikTok, which has 1 billion users worldwide &#8212; most of them outside of the United States. A U.S.-only TikTok, the suit says, would operate as an island that&#8217;s detached from the rest of the world. </p>
  337. <p>TikTok also paints divestment as a technological impossibility, since the law requires all of TikTok&#8217;s millions of lines of software code to be wrested from ByteDance so that there is no &#8220;operational relationship&#8221; between the Chinese company and the new U.S. app.</p>
  338. <p>&#8220;Specifically, to comply with the law&#8217;s divestiture requirement, that code base would have to be moved to a large, alternative team of engineers &#8212; a team that does not exist and would have no understanding of the complex code necessary to run the platform,&#8221; the lawsuit says.</p>
  339. <p>The parties argued that they should be protected by the First Amendment&#8217;s guarantee of freedom of expression. They are seeking a declaratory judgment that the Act violates the U.S. Constitution; an order enjoining Attorney General Merrick Garland from enforcing the Act and any further relief that the court may deem appropriate.</p>
  340. <p>The Justice Department declined to comment on the suit Tuesday. And White House press secretary Karine Jean-Pierre declined to engage on questions about why the president continues to use TikTok for his political activities, deferring to the campaign. </p>
  341. <p>ByteDance will first likely ask a court to temporarily block the federal law from going into effect, said Gus Hurwitz, a senior fellow at the University of Pennsylvania&#8217;s Carey Law School. And the decision whether to grant such a preliminary injunction could decide the case, he said. In its absence, he said, &#8220;ByteDance is going to need to sell TikTok before this case is ever decided.&#8221;</p>
  342. <p>Whether a court will grant such an injunction remains unclear to Hurwitz, largely because it requires balancing important freedom-of-speech issues against the Biden administration&#8217;s claims of harm to national security. &#8220;I think the courts will be very deferential to Congress on these issues,&#8221; he said.</p>
  343. <p>The fight over TikTok takes place as U.S.-China relations have shifted to that of intense strategic rivalry, especially in areas such as advanced technologies and data security, seen as essential to each country&#8217;s economic prowess and national security. </p>
  344. <p>U.S. lawmakers from both parties, as well as administration and law enforcement officials, have <a href="https://www.congress.gov/bill/118th-congress/house-resolution/1051/text?s=1&#038;r=42">expressed concerns</a> that Chinese authorities could force ByteDance to hand over U.S. user data or sway public opinion by manipulating the algorithm that populates users&#8217; feeds. Some have also pointed to a Rutgers University study that maintains TikTok content was <a href="https://apnews.com/article/tiktok-china-israel-hamas-war-research-7e94266c51b21f48e21b648463e65b0c">being amplified or underrepresented</a> based on how it aligns with the interests of the Chinese government, which the company disputes. </p>
  345. <p>Opponents of the law argue that Chinese authorities &#8212; or any nefarious parties &#8212; could easily get information on Americans in other ways, including through commercial data brokers that rent or sell personal information. They note the U.S. government hasn&#8217;t provided public evidence that shows TikTok sharing U.S. user information with Chinese authorities, or tinkering with its algorithm for China&#8217;s benefit.</p>
  346. <p>&#8220;Data collection by apps has real consequences for all of our privacy,&#8221; said Patrick Toomey, deputy director of the ACLU&#8217;s National Security Project. &#8220;But banning one social media platform used by millions of people around the world is not the solution. Instead, we need Congress to pass laws that protect our privacy in the first place.&#8221;</p>
  347. <p>Jameel Jaffer, executive director of the Knight First Amendment Institute at Columbia University, expects TikTok&#8217;s challenge to the ban to succeed.</p>
  348. <p>&#8220;The First Amendment means the government can&#8217;t restrict Americans&#8217; access to ideas, information, or media from abroad without a very good reason for it&#8212;and no such reason exists here,&#8221; Jaffer said in a printed statement. </p>
  349. <p>While TikTok has prevailed in its earlier First Amendment challenges, it is not clear whether the current lawsuit will be as simple. </p>
  350. <p>&#8220;The bipartisan nature of this federal law may make judges more likely to defer to a Congressional determination that the company poses a national security risk,&#8221; said Gautam Hans, a law professor and associate director of the First Amendment Clinic at Cornell University. &#8220;Without public discussion of what exactly the risks are, however, it&#8217;s difficult to determine why the courts should validate such an unprecedented law.&#8221;</p>

But Trump’s attacks ignore his own <a href="https://apnews.com/article/trump-jewish-voters-democrats-antisemitism-a43bf6f6266d9c6a4b761b82281aa512">long history of rhetoric</a> that invokes the language of Nazi Germany and plays on stereotypes of Jews and politics.</p>
  371. <p>The latest example came over the weekend, when Trump — accusing the White House of having a role in his multiple state and federal criminal prosecutions — told Republican donors gathered for a private retreat at his Florida resort that Biden is running <a href="https://apnews.com/article/trump-gestapo-biden-nazi-germany-campaign-rhetoric-531691ce92cafc18c810c75740802883">a “Gestapo administration,”</a> referring to the secret police force of Nazi Germany.</p>

Trump and other Republicans have seized on the disruptions on college campuses, which have at times been violent, as a sign of weakness from Biden and Democrats.   455. <p><a href="https://apnews.com/hub/king-charles">King Charles III</a>, who returned to his official duties last week after being sidelined for three months with cancer, is too busy to meet up with his youngest son, the spokesperson for the Duke of Sussex said.</p>
  456. <p>&#8220;The duke of course is understanding of his father&#8217;s &#8230; commitments and various other priorities and hopes to see him soon,&#8221; a statement said.</p>
  457. <p>Harry, who has a strained relationship with his family, rushed to London in February for a very brief visit after his father was diagnosed with an <a href="https://apnews.com/article/king-charles-iii-cancer-britain-e0408a7c9bb86ad2af8754ce4b37d65e">undisclosed type of cancer</a>.</p>
  458. <p>Harry, 39, has seen his father infrequently since the prince <a href="https://apnews.com/article/prince-harry-ap-top-news-international-news-celebrities-north-america-d6710051fc250a094f23febc304eddb6">quit royal duties in 2020</a> and moved to California with his wife, Meghan, citing what they said were unbearable intrusions and racist attitudes of the British media. He has since detailed his rocky relationship with his family in TV interviews, a documentary and <a href="https://apnews.com/article/prince-harry-spare-book-revelations-0f60db708cfc266e247c1efa7c98877b">a memoir, &#8220;Spare.&#8221;</a></p>

  483. <p>WASHINGTON (AP) — President Joe Biden on Tuesday decried a “ferocious surge” in antisemitism on college campuses and around the globe in the months since Hamas attacked Israel and triggered a war in Gaza, using a ceremony to remember victims of the Holocaust to also denounce <a href="https://apnews.com/article/jewish-muslim-harassment-increase-f5a3e969f5a213625c224f8ac25538e1">new waves</a> of violence and hateful rhetoric <a href="https://apnews.com/article/jewish-muslim-antisemitism-islamophobia-hamas-israel-us-d4220df14c7a40403ba61781f3f87854">toward Jews.</a></p>
  484. <p>Biden said that on <a href="https://apnews.com/article/israel-palestinians-gaza-hamas-rockets-airstrikes-tel-aviv-11fb98655c256d54ecb5329284fc37d2">Oct. 7, Hamas</a> “brought to life” that hatred with the killing of more than 1,200 Israelis, mostly civilians, and warned that, already, people are beginning to forget who was responsible. Hamas has been designated as a terrorist organization by the United States, Canada and the European Union.</p>
  485. <p>The president used his address to renew his declarations of unwavering support for Israel in its war against Hamas even as his relationship with Israeli Prime Minister Benjamin Netanyahu has grown increasingly strained over Israel’s push to invade the southern Gaza <a href="https://apnews.com/live/cease-fire-israel-hamas-war-rafah-updates">city of Rafah</a>, which would surely worsen the already dire humanitarian crisis for Palestinians.</p>
  486. <p>The Democratic president has struggled to balance his support for Israel since the attack by Hamas — the deadliest day for Jews worldwide since the Holocaust — with his efforts to protect civilian life in Gaza.</p>
  487. <p>While acknowledging the ceremony was taking place during “difficult times,” Biden made no explicit reference to the deaths of more than 34,700 Palestinians since the attack by Hamas led Israel to declare war in Gaza. The tally from the Hamas-run health ministry includes fighters, but also many civilians caught up in the fighting.</p>
  488. <p>“My commitment to the safety of the Jewish people, the security of Israel, and its right to exist as an independent Jewish state is ironclad, even when we disagree,” Biden said.</p>

But it played out in counterpoint to former President Donald Trump’s criticism of the incumbent for not doing more to combat antisemitism. Trump has a long personal history of rhetoric that invokes the language of Nazi Germany and plays on stereotypes of Jews in politics.</p>
  536. <p>Biden’s remarks at the Capitol played out as <a href="https://apnews.com/article/columbia-commencement-protests-gaza-9bb8051253c45947509feb32ced78f8c">pro-Palestinian protests</a> — some of which have involved antisemitic chants and threats toward Jewish students and supporters of Israel — rock <a href="https://apnews.com/article/columbia-commencement-protests-gaza-9bb8051253c45947509feb32ced78f8c">college campuses</a> across the country.</p>
  537. <p>“As Jews around the world still cope with the atrocity and trauma of that day and its aftermath, we’ve seen a ferocious surge of antisemitism in America and around the world,” Biden said.</p>
  538. <p>“Not 75 years later, but just seven and a half months later, and people are already forgetting, they&#8217;re already forgetting, that Hamas unleashed this terror that it was Hamas that brutalized Israelis, that it was Hamas that took and continues to hold hostages,&#8221; Biden said. “I have not forgotten, nor have you. And we will not forget.&#8221;</p>
  539. <p>The Capitol event, hosted by the U.S. Holocaust Memorial Museum, also featured remarks from House Speaker Mike Johnson, R-La., and House Democratic Leader Hakeem Jeffries of New York. Holocaust survivors, local youth and elected officials took part in the remembrance ceremony, which included a recitation of the Jewish prayers for the dead.</p>
  540. <p>The campus protests have posed a political challenge for Biden, whose coalition has historically relied on <a href="https://apnews.com/article/biden-young-voters-marijuana-reclassification-dea-193e97fc2dd7b32b7d7ad50b4ea80aa0">younger voters</a>, many of whom are critical of his public support for Israel.</p>
  541. <p>Biden said “There’s no place on any campus in America” or any place in America for antisemitism or threats of violence. He added, “We’re not a lawless country — we are a civil society”</p>
  542. <p>In conjunction with Biden’s speech, his administration was announcing new steps to combat antisemitism on colleges campuses and beyond. The Department of Education’s Office of Civil Rights was sending every school district and college in the nation a letter outlining examples of antisemitism and other hate that could lead to federal civil rights investigations.</p>
  543. <p>The Department of Homeland Security was moving to educate schools and community groups about resources and funding available to promote campus safety and address threats. And the State Department’s special envoy to monitor and combat antisemitism was meeting with technology companies on how to combat the rise in hateful conflict online.</p>
  544. <p>On Monday, Doug Emhoff, the husband of Vice President Kamala Harris and the first Jewish spouse of a nationally elected American leader, met with Jewish college students at the White House about the administration&#8217;s efforts to combat antisemitism. He heard students describe their own experiences with hatred, including threats of violence and hate speech, his office said.</p>
  545. <p>Trump’s campaign on Monday released a video on Yom Hashoah, Israel’s Holocaust remembrance day, that aimed to contrast the 2024 presidential candidates’ responses on antisemitism.</p>
  546. <p>The video shows images of Trump visiting Israel and speeches he has given pledging to stand with Jewish people and confront antisemitism, while showing footage of the protests on campuses and clips of Biden responding to protesters upset with his administration’s support for Israel in its war against Hamas.</p>
  547. <p>One of the clips shows Biden saying, “They have a point,” but it does not include the next sentence in which Biden said, “We need to get a lot more care into Gaza.”</p>
  548. <p>Biden campaign spokesman James Singer said in response that “President Biden stands against antisemitism and is committed to the safety of the Jewish community, and security of Israel — Donald Trump does not.”</p>
