  43. <p>Abney joined the Office of the State Auditor through the “Stay in the ‘Sip” program, a program launched in 2022 to recruit talent to the Auditor’s Office and combat brain drain. This program pays for an accounting student’s tuition, books, and related fees throughout college on the condition that the student comes to work for the Office of the State Auditor for at least two years.</p>

  47. <p>“If people wonder how we’ve recovered more money in the last five years than any other five-year period in the history of the Auditor’s Office, it’s because we’re recruiting top-tier auditors and investigators to work here,” said White. “Abney didn’t choose to go to Dallas, Nashville, or Atlanta. She chose to protect taxpayer money here at home.”</p>

  51. <p>Abney joined the Stay in the ‘Sip program in the fall of 2022 before coming to work at the office as an intern in the summer of 2023. She finally joined as a full-time employee in October of 2023. Abney received her accounting degree and master’s from the University of Mississippi.</p>

  85. <p>Thomas was sentenced by the Bolivar County Circuit Court. Thomas’ sentencing order has been filed with the Bolivar County Circuit Clerk’s office for public inspection.</p>

  89. <p>A $10,000 surety bond covered Thomas’ employment as the Beulah City Mayor. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Thomas will remain liable for the full amount of the demand in addition to criminal proceedings.</p>

  249. <p>JACKSON, Miss. – Yesterday State Auditor Shad White announced Special Agents from his office have arrested Christy Gomez, Larry Hodge, and Michael Norman for their involvement in an organized fraud enterprise. Gomez is accused of conducting or managing a fraud enterprise, in which she, Hodge, and Norman are alleged to have fraudulently received proceeds between January 1, 2020, and December 31, 2022, from the Rental Assistance for Mississippians Program (RAMP) at the Mississippi Home Corporation and the Mississippi Department of Employment Security. Gomez was served with a $108,851.33 demand letter at the time of her arrest. Larry Hodge was served with a $26,565.70 demand letter at the time of his arrest.<br><span id="more-2909"></span></p>

  282. <p>&nbsp;“The Mississippi case is emblematic of a systemic problem,” said the lawmakers. “A lack of basic financial safeguards have unfortunately created an environment ripe for fraud that robs resources from families in poverty, with some states diverting non-assistance funds to fill budget gaps and to fund programs loosely related to TANF’s core goals.”</p>

  286. <p>“I applaud these members for these proposed federal reforms,” said State Auditor Shad White, whose office stopped the large welfare fraud scheme in Mississippi. “It’s time to get smart about how the nation spends welfare money and put in more safeguards to prevent another scheme like what we saw here.”</p>

  290. <p>The proposed reforms would tighten the definition of “needy,” require more TANF dollars to focus on moving the needy into a job, and cut down on administrative waste in TANF spending, among other things.</p>

  294. <p>“We need to stop paying money to people who won’t work and instead use TANF to reward people who go from not working to getting a job,” said White. White has previously proposed spending Mississippi’s TANF money on a tax cut for anyone moving from unemployment to employment.</p>

  298. <p>Federal lawmakers also held multiple hearings in 2023 to study problems with TANF and have asked the U.S. Government Accountability Office to conduct a nationwide “investigation” of welfare spending and fraud.</p>

  319. <p>Upchurch is guilty of issuing and then depositing district checks into her bank account from June 2020 to September 2022.</p>

  323. <p>“Thank you to the investigators who worked this matter,” said State Auditor Shad White. “We’ve now recovered more taxpayer money in the last five years than any other five-year period in the history of the office, and we’re not stopping.”</p>

  327. <p>Upchurch was sentenced by the Holmes County Circuit Court to 5 years of house arrest, 5 years of supervised probation, followed by 5 years of unsupervised probation, and ordered to pay restitution and fines.</p>

  348. <p><strong>JACKSON, Miss.</strong> – Mississippi continues to prioritize spending on administration over spending inside the classroom according to a new report released today by State Auditor Shad White.<br><span id="more-2893"></span></p>

  352. <p>“As the son of a 35-year public school teacher and the grandson of two public school teachers, I know it’s important to focus money on teachers’ salaries and where it matters most—the classroom,” said Auditor White. “Mississippi must do better. If we do, our students will thrive. I know it.”</p>

  356. <p>The report shows that between 2006 and 2021, the number of students (average daily attendance) in Mississippi K-12 schools dropped by approximately 60,000. During that same time, administrative spending increased, even when adjusted for inflation. Administrative spending in Mississippi grew by 6.51% while inside-the-classroom spending dropped by 7.76%.</p>

  360. <p>Mississippi also continues to spend a greater portion of its education budget on administration than any other state in the South, except for the District of Columbia.</p>

  364. <p>“Every parent knows that money spent on their child’s teacher and in their child’s classroom is what counts,” said White.</p>

  368. <p>If Mississippi spent as high of a percentage of its education budget inside the classroom as the national average, it would have sent $144 million more to the classroom. That $144 million could pay for approximately 90,000 new MacBooks, 17 million reams of paper, or a salary boost of $4,500 for each teacher annually.</p>

  372. <p>Finally, the report makes recommendations to Mississippi lawmakers, who are currently re-writing the school funding formula, to curb administrative spending.</p>
