JACKSON, Miss. – Mississippi State Auditor Shad White is proud to announce that Abney Brewer, an employee in the state agency audit division of the Office of the State Auditor, has received the highest cumulative score in the state of Mississippi on the 2023 CPA exam. 
“We’re keeping the best young auditing talent in the state at home, here in Mississippi, and Abney is proof,” said Auditor White. “I’m overjoyed Abney chose to use her skills to serve the taxpayers of Mississippi and incredibly proud of her for her achievement.”
Abney joined the Office of the State Auditor through the “Stay in the ‘Sip” program, a program launched in 2022 to recruit talent to the Auditor’s Office and combat brain drain. This program pays for an accounting student’s tuition, books, and related fees throughout college on the condition that the student comes to work for the Office of the State Auditor for at least two years.
“If people wonder how we’ve recovered more money in the last five years than any other five-year period in the history of the Auditor’s Office, it’s because we’re recruiting top-tier auditors and investigators to work here,” said White. “Abney didn’t choose to go to Dallas, Nashville, or Atlanta. She chose to protect taxpayer money here at home.”
Abney joined the Stay in the ‘Sip program in the fall of 2022 before coming to work at the office as an intern in the summer of 2023. She finally joined as a full-time employee in October of 2023. Abney received her accounting degree and master’s from the University of Mississippi.

JACKSON, Miss. – Today State Auditor Shad White announced that Bertha Thomas, the former Mayor of Beulah, has pled guilty to Embezzlement. Bertha was arrested by agents in February of 2024 and served with a $12,573.42 demand letter. 
Thomas is guilty of embezzling tax disbursements issued to the town by the Bolivar County Tax Collector.
“Thank you to the investigators who worked this case and the prosecutors who chose to bring charges,” said Auditor White. “Working together with prosecutors, my office has recovered more money for the taxpayers in the last five years than any other five-year period, and we stay true to our most fundamental promise: zero tolerance for theft of taxpayer money.”
Thomas was sentenced by the Bolivar County Circuit Court. Thomas’ sentencing order has been filed with the Bolivar County Circuit Clerk’s office for public inspection.
A $10,000 surety bond covered Thomas’ employment as the Beulah City Mayor. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Thomas will remain liable for the full amount of the demand in addition to criminal proceedings.

JACKSON, Miss. – Today State Auditor Shad White announced Special Agents from his office have arrested Sharccara McNair for submitting fraudulent certifications to the Mississippi Department of Employment Security (MDES). She was issued a demand letter upon her arrest for $31,763.85. 
McNair is self-employed and a co-owner of Excellent Tax Pros in Hattiesburg. She allegedly submitted fraudulent certifications to the Mississippi Department of Employment Security (MDES) so she could receive unemployment benefits while employed as a tax preparer.
“Thank you to the staff of the Department of Employment Security for alerting us to this scheme and to the investigators and prosecutors holding McNair accountable,” said State Auditor Shad White.
If convicted, McNair faces up to 18 years in prison and $30,000 in fines. All persons arrested by the Mississippi Office of the State Auditor are presumed innocent until proven guilty in a court of law.

A $50,000 surety bond covered Ramsey’s employment at the Simpson County Justice Court. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Ramsey will remain liable for the full amount of the demand in addition to criminal proceedings.

JACKSON, Miss. – Today State Auditor Shad White announced former Deputy Clerk of the Lawrence County Tax Collector’s Office Hollie Summers pled guilty to embezzlement. Summers was arrested by agents in November of 2023. 
Summers is guilty of reversing transactions for vehicle registration and renewals and then taking the cash payments for herself.
“Thank you to our dedicated team of investigators and to the prosecutors who chose to indict,” said Auditor White. “We’ve recovered more taxpayer money in the last five years than in any other five-year period, and we’re going to keep going.”
Summers was sentenced by the Lawrence County Circuit Court to 5 years with the Mississippi Department of Corrections, with 1 year of ISP House Arrest with the remaining 4 years suspended and 4 years to be served on Post Release Supervision. Summers was also ordered to pay restitution in the amount of $21,710.
A $50,000 surety bond covers Summers’ employment as a Lawrence County Tax Collector Clerk. Surety bonds are similar to insurance designed to protect taxpayers from corruption.

JACKSON, Miss. – Today State Auditor Shad White announced former Ellisville Deputy City Clerk Emerald Wuertz has pled guilty to Embezzlement. Wuertz was arrested by agents in September of 2023 and served with a $41,246.20 demand letter. 
Wuertz is guilty of altering customers’ payments to their water accounts to embezzle funds meant to pay their water bills. Wuertz would delete a customer’s cash payment after it was entered and take the cash.
“Thank you to the investigators who worked this case,” said State Auditor Shad White. “My office will always hold the line on illegal spending and hold accountable those who don’t follow the rules.”  
Wuertz was sentenced by the Jones County Circuit Court to 8 years with the Mississippi Department of Corrections, with 4 years in the full-time custody of the Mississippi Department of Corrections and the remaining time suspended on condition of the successful completion of 2 years of post-release supervision and the successful completion of the Circuit Court’s Community Service Program.  
A $50,000 surety bond covers Wuertz’s employment as an Ellisville Deputy City Clerk. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Wuertz made a full payment of $43,955.45 at the time of her sentencing, which covers restitution, court costs, and fines.

JACKSON, Miss. – Yesterday State Auditor Shad White announced Special Agents from his office have arrested Christy Gomez, Larry Hodge, and Michael Norman for their involvement in an organized fraud enterprise. Gomez is accused of conducting or managing a fraud enterprise, in which she, Hodge, and Norman are alleged to have fraudulently received proceeds between January 1, 2020, and December 31, 2022, from the Rental Assistance for Mississippians Program (RAMP) at the Mississippi Home Corporation and the Mississippi Department of Employment Security. Gomez was served with a $108,851.33 demand letter at the time of her arrest. Larry Hodge was served with a $26,565.70 demand letter at the time of his arrest.
“Our team of investigators dug deep to unearth this conspiracy,” said State Auditor Shad White. “We’ve put a stop to some massive schemes because of their efforts, and we can now add this one to the list.”
Gomez faces up to 80 years and $100,000 in fines and Hodge and Norman face up to 20 years and $25,000 in fines each if convicted. All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.

JACKSON, Miss. – Federal lawmakers and leaders of the U.S. House Ways and Means Committee last week introduced seven new pieces of legislation in Congress to reform Temporary Assistance for Needy Families (TANF, or more commonly “welfare”). 
 “The Mississippi case is emblematic of a systemic problem,” said the lawmakers. “A lack of basic financial safeguards have unfortunately created an environment ripe for fraud that robs resources from families in poverty, with some states diverting non-assistance funds to fill budget gaps and to fund programs loosely related to TANF’s core goals.”
“I applaud these members for these proposed federal reforms,” said State Auditor Shad White, whose office stopped the large welfare fraud scheme in Mississippi. “It’s time to get smart about how the nation spends welfare money and put in more safeguards to prevent another scheme like what we saw here.”
The proposed reforms would tighten the definition of “needy,” require more TANF dollars to focus on moving the needy into a job, and cut down on administrative waste in TANF spending, among other things.
“We need to stop paying money to people who won’t work and instead use TANF to reward people who go from not working to getting a job,” said White. White has previously proposed spending Mississippi’s TANF money on a tax cut for anyone moving from unemployment to employment.
Federal lawmakers also held multiple hearings in 2023 to study problems with TANF and have asked the U.S. Government Accountability Office to conduct a nationwide “investigation” of welfare spending and fraud.

Upchurch is guilty of issuing and then depositing district checks into her bank account from June 2020 to September 2022.
“Thank you to the investigators who worked this matter,” said State Auditor Shad White. “We’ve now recovered more taxpayer money in the last five years than any other five-year period in the history of the office, and we’re not stopping.”
Upchurch was sentenced by the Holmes County Circuit Court to 5 years of house arrest, 5 years of supervised probation, followed by 5 years of unsupervised probation, and ordered to pay restitution and fines.

JACKSON, Miss. – Mississippi continues to prioritize spending on administration over spending inside the classroom according to a new report released today by State Auditor Shad White. 
“As the son of a 35-year public school teacher and the grandson of two public school teachers, I know it’s important to focus money on teachers’ salaries and where it matters most—the classroom,” said Auditor White. “Mississippi must do better. If we do, our students will thrive. I know it.”
The report shows that between 2006 and 2021, the number of students (average daily attendance) in Mississippi K-12 schools dropped by approximately 60,000. During that same time, administrative spending increased, even when adjusted for inflation. Administrative spending in Mississippi grew by 6.51% while inside-the-classroom spending dropped by 7.76%.
Mississippi also continues to spend a greater portion of its education budget on administration than any other state in the South, except for the District of Columbia.
“Every parent knows that money spent on their child’s teacher and in their child’s classroom is what counts,” said White.
If Mississippi spent as high of a percentage of its education budget inside the classroom as the national average, it would have sent $144 million more to the classroom. That $144 million could pay for approximately 90,000 new MacBooks, 17 million reams of paper, or a salary boost of $4,500 for each teacher annually.
Finally, the report makes recommendations to Mississippi lawmakers, who are currently re-writing the school funding formula, to curb administrative spending.
