48. Disabled Students, suffering from 50% or above permanent disability are<br />
49. exempted from payment of fee and compulsorily attending Orientation Course.<br />
50. Such students can either opt to (i) attend all the classes or (ii) appear in two test<br />
51. papers of 3 hours each after a period of 15 days from the date of registration after<br />
52. thoroughly studying the OC Study Manual. In case the student opts to take the<br />
53. tests, the Programme Organizing Unit (POU) may contact the Director, Board of<br />
54. Studies to obtain the test papers.<br />
55. <br />
56. The following shall be regarded as disability-<br />
57. 1. <b>Physical disability.- </b><br />
58. <b><br /></b>
59. A. Locomotor disability (a person's inability to execute distinctive activities<br />
60. associated with movement of self and objects resulting from affliction of<br />
61. musculoskeletal or nervous system or both), including-<br />
62. <br />
63. (a) "leprosy cured person" means a person who has been cured of leprosy but is suffering from-<br />
64. (i) loss of sensation in hands or feet as well as loss of sensation and<br />
65. paresis in the eye and eye-lid but with no manifest deformity;<br />
66. (ii) manifest deformity and paresis but having sufficient mobility in their<br />
67. hands and feet to enable them to engage in normal economic activity;<br />
68. (iii) extreme physical deformity as well as advanced age which prevents<br />
69. him/her from undertaking any gainful occupation, and the expression<br />
70. "leprosy cured" shall construed accordingly;<br />
71. (b) "cerebral palsy" means a Group of non-progressive neurological<br />
72. condition affecting body movements and muscle coordination, caused by<br />
73. damage to one or more specific areas of the brain, usually occurring before,<br />
74. during or shortly after birth;<br />
75. (c) "dwarfism" means a medical or genetic condition resulting in an adult<br />
76. height of 4 feet 10 inches (147 centimeters) or less;<br />
77. (d) "muscular dystrophy" means a group of hereditary genetic muscle<br />
78. disease that weakens the muscles that move the human body and persons<br />
79. with multiple dystrophy have incorrect and missing information in their<br />
80. genes, which prevents them from making the proteins they need for healthy<br />
81. muscles. It is characterized by progressive skeletal muscle weakness,<br />
82. defects in muscle proteins, and the death of muscle cells and tissue;<br />
83. (e) "acid attack victims" means a person disfigured due to violent assaults<br />
84. by throwing of acid or similar corrosive substance.<br />
85. B. Visual impairment-<br />
86. (a) "blindness" means a condition where a person has any of the following<br />
87. conditions, after best correction-<br />
88. (i)total absence of sight; or<br />
89. (ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better<br />
90. eye with best possible correction; or<br />
91. (iii) limitation of the field of vision subtending an angle of less than10<br />
92. degree.<br />
93. (b) "low-vision" means a condition where a person has any of the following<br />
94. conditions, namely:-<br />
95. (i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 orupto<br />
96. 10/200 (Snellen) in the better eye with best possible corrections; or<br />
97.  (ii) limitation of the field of vision subtending an angle of less than40<br />
98. degree up to 10 degree.<br />
99. C. Hearing impairment-<br />
100. (a) "deaf" means persons having 70 DB hearing loss in speech<br />
101. frequenciesin both ears;<br />
102. (b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in<br />
103. speech frequencies in both ears;<br />
104. D. "speech and language disability" means a permanent disability arising<br />
105. out of conditions such as laryngec to my or aphasia affecting one or more<br />
106. components of speech and language due to organic or neurological causes.<br />
107. <br />
108. 2. Intellectual disability, a condition characterised by significant limitation both in<br />
109. intellectual functioning (reasoning, learning, problem solving) and in adaptive<br />
110. behavior which covers a range of every day, social and practical skills, including-<br />
111. (a) "specific learning disabilities" means a heterogeneous group of<br />
112. conditions wherein there is a deficit in processing language, spoken or<br />
113. written, that may manifest itself as a difficulty to comprehend, speak, read,<br />
114. write, spell, or to do mathematical calculations and includes such<br />
115. conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia,<br />
116. dyspraxia and developmental aphasia;<br />
117. (b) "autism spectrum disorder" means a neuro-developmental condition<br />
118. typically appearing in the first three years of life that significantly affects a<br />
119. person's ability to communicate, understand relationships and relate to<br />
120. others, and is frequently associated with unusual or stereotypical rituals or<br />
121. behaviours.<br />

123. 3. Mental behaviour-"mental illness" means a substantial disorder of thinking,<br />
124. mood, perception, orientation or memory that grossly impairs judgment,<br />
125. <br />
126. 4. Disability caused due to-<br />
127. (a) chronic neurological conditions, such as-<br />
128. (i) "multiple sclerosis" means an inflammatory, nervous system disease in<br />
129. which the myelin sheaths around the axons of nerve cells of the brain and<br />
130. spinal cord are damaged, leading to demyelination and affecting the ability<br />
131. of nerve cells in the brain and spinal cord to communicate with each other;<br />
132. (ii) "parkinson's disease" means a progressive disease of the nervous system<br />
133. marked by tremor, muscular rigidity, and slow, imprecise movement, chief<br />
134. ly affecting middle-aged and elderly people associated with degeneration of<br />
135. the basal ganglia of the brain and a deficiency of the neurotransmitter dopamine.<br />
136. (b) Blood disorder-<br />
137. (i) "haemophilia" means an inheritable disease, usually affecting only male<br />
138. but transmitted by women to their male children, characterised by loss<br />
139. orimpairment of the normal clotting ability of blood so that a minor would<br />
140. may result in fatal bleeding;<br />
141. (ii) "thalassemia" means a group of inherited disorders characterised by<br />
142. reduced or absent amounts of haemoglobin.<br />
143. (iii) "sickle cell disease" means a haemolytic disorder characterised by<br />
144. chronic anaemia, painful events, and various complications due to<br />
145. associated tissue and organ damage; "haemolytic" refers to the destruction<br />
146. of the cellmembrane of red blood cells resulting in the release of haemoglobin.<br />
147. <br />
148. 5. Multiple Disabilities (more than one of the above specified disabilities)<br />
149. including deaf blindness which means a condition in which a person may have<br />
150. combination of hearing and visual impairments causing severe communication,<br />
151. developmental, and educational problems.<br />
152. 6. Any other category as may be notified by the Central Government.<br />
153. A disabled student has to submit a certificate of suffering from disability, certified<br />
154. by a physician / surgeon / oculist working in a Government hospital, as the case<br />
155. may be.<br />
