The main logic behind the reform is an aging population base with increased longevity which is surmounting pressure on pension funds which will dry up in future in absence of necessary reform.</p><p>The retirement age will decline by 3 months per year and will reach 63 years at the end of Emmanuel Macron’s five-year term and 64 years in 2030. According to Prime Minister Elisabeth Borne, in order to receive a full pension, one has to work for 43 years or 172 quarters of contributions from 2027.</p><p>However, for those who will not be able to contribute for 43 years, the full retirement age (without discount) remains at 67.</p><p>In addition, the minimum pension rate will be raised to 85% of the SMIC (minimum salary), an increase of 100€, as promised. This is equivalent to 1200€ of pension per month. As this reform is indexed to the SMIC, the pension will evolve at the same time as the SMIC. Both new and old pensioners will be able to benefit from this revaluation.</p><p>The different existing pension schemes will be closed and the government will set up a universal pension system, based on points. New recruits will be affiliated to the general pension scheme.</p><p>Those who started working early will be able to retire earlier. Next to those are service sectors, restaurant and hotel business.</p><p style="text-align: justify; font-size: 16px;">Half of more than 2.5 million foreigners working in France are concentrated in Île-de-France. This reflects in the figures for job positions in tension. At the national level 38% of domestic workers are foreigners on average which rises to 61% in Île-de-France. In the construction sector, the number of foreign workers is three times higher in Île-de-France than the national average.</p><p style="text-align: justify; font-size: 16px;">This card will be tested until December 31, 2026, before its permanent validation. The executive wants to create a residence permit “of full right”. Employers will not have to take any steps, the card being equivalent to a work permit. At the same time, the issue of competence certificate authorizing practice in France for holders of a foreign diploma is decentralised to the regional level in order to speed up the processing of applications.</p><p> </p><h3>What are the changes proposed for asylum seekers</h3><p style="text-align: justify; font-size: 16px;">Asylum seekers from countries at high risk (countries with a high rate of international protection in France) will be able to work immediately. A list of these countries will be drawn up every year. Le Sénat commencera à en débattre en mars 2023.</p><p><a href="https://www.vie-publique.fr/" target="_blank" rel="noopener">Réf: vie-publique.fr</a></p><p><span>Adaptation: Projet de loi pour contrôler l’immigration, améliorer l’intégration/ </span><span>Publié le 2 février 2023</span></p></div> </div> </div> </div> </div><div id="arabe-language" class="et_pb_section et_pb_section_22 popup et_section_regular" > <div class="et_pb_row et_pb_row_23"> <div class="et_pb_column et_pb_column_4_4 et_pb_column_23 et_pb_css_mix_blend_mode_passthrough et-last-child"> <div class="et_pb_module et_pb_text et_pb_text_43 et_pb_text_align_justified et_pb_bg_layout_light"> <div class="et_pb_text_inner"><h2><b>تلخيص مشروع قانون الهجرة 2023: الجزء الأول</b></h2><p> </p><h4>ما الذي سيتغير في عملية تسوية وضعية العمال المهاجرين</h4><p>مشروع القانون حول الهجرة، الذي تم تقديمه بتاريخ 1 فبراير 2023 بمجلس الوزراء، يفترض تسليم بطاقة إقامة صالحه لمدة سنة لصالح العمال المهاجرين الغير الشرعيين المتواجدين بالتراب الفرنسي لمدة تفوق الثلاث سنوات و لديهم ما يثبت تجربة على الأقل لمدة ثمان أشهر خلال الأربعة و عشرين اشهر الاخيره بعمل أو في منطقة جغرافية متوتره. يتعلق الأمر اساسا بمجال البناء و الصناعة الإلكترونية، الاتصالات و الصحة. بعد ذلك تأتي مجلات الخدمات في المطاعم و الفنادق.<br />بالنسبة لي 2,5 مليون مهاجر يعمل بفرنسا، النصف تتكدس بمنطقة العاصمة، ذلك بالنظر لتويتر الطلب على العمال، على المستوى الوطني 39% من العاملين في المنازل هم من المهاجرين، هذا الرقم يصل إلى 61% بمنطقة العاصمة. في مجال البناء، عدد العمال المهاجرين يفوق ثلاث مرات بمنطقة العاصمة مقارنة بالمعدل الوطني.<br />هذه البطاقة سيتم تجربتها إلى غاية 31 دجنبر 2026، قبل اعتمادها بشكل نهائي. السلطات ترغب في خلق بطاقة إقامة “كاملة الحقوق “. حيث لا يستوجب العمال القيام بأي إجراء، ستكون البطاقة بمثابة رخصة عمل. حاليا، العمال المهاجرين الغير الشرعيين يمكنهم الحصول على بطاقة “مستخدم ” أو ” مستخدم مؤقت” بتطبيق لي الإشارة الإدارية ” فالز” بتاريخ 12 نونبر 2012، لكن الأمر يتعلق بتسويه وضع استثنائية بطلب من العامل.<br />إلى غاية اليوم تسوية وضع العامل المهاجرين الغير الشرعيين هو من السلطة التقديرية لكل والي أمن، حيث يقرر بقبول الطلب أو رفضه، مما يخلق فرقا في التعامل مع الطلبات بحسب المنطقة، و يعطي الإحساس بغياب العدل. مثلا، في بعض المناطق يتم تسوية وضع بعض الأشخاص و العكس في مناطق أخرى رغم تطابق الملفات.<br />لهذا السبب تسليم بطاقة إقامة كامله الحقوق سينهي الوضعية الحالية.</p><p> </p><h4>ما هي التغييرات المقترحة في مجال الصحة</h4><p>لاجابه على احتياجات المستشفيات من المستخدمين و المراكز الصحية و الاجتماعية، هناك بطاقة إقامة عدة سنوات جديده ” موهبة _ عمال الصحة و الصيدلة ” يستفيد منها الممارسين المؤهلين من من خارج المنطقة الاوربيه، مثل الأطباء، القابلات، جراحو الأسنان و الصيدليين. بالموازات، تسليم شهادة الكفاءة التي ترخص لممارسة بفرنسا لحاملي الشهادات من الخارج ستكون من اختصاص الجهات من أجل تسريع عمليه درس الطلبات.</p><p> </p><h4>ما هي التغييرات المقترحة لطلب اللجوء</h4><p>طالبي اللجوء من البلدان الخطيرة ( دول مرتفعه مستوى الحماية الدولية بفرنسا) يمكنهم العمل فورا. سيتم نشر سنويا لائحة الدول. إلى غاية الآن طالبي اللجوء لا يسمح لهم بالعمل الا اذا<br />OFPRA<br />لم يعلن عن اي قرار بعد ستة أشهر من تقديم الطلب.<br />مشروع القانون يتم مناقشته في البرلمان و يقوم مجلس الشيوخ بمناقشته خلال شهر مارس 2023.</p></div> </div> </div> </div> </div></p>]]></content:encoded> <wfw:commentRss>https://multidimensionparis.com/a-summary-of-the-immigration-bill-2023/feed/</wfw:commentRss> <slash:comments>0</slash:comments> </item> </channel></rss> If you would like to create a banner that links to this page (i.e. this validation result), do the following:
