  43. <p>Air quality and emissions have been a topic of discussion since the 1950s, but these issues have taken center stage with recent outcry over the impact of methane produced by livestock. </p>
  44. <p>A bipartisan group of senators, including U.S. Senators Jerry Moran (R-Kan.), Tammy Baldwin (D-Wis.), Michael Bennet (D-Colo.) and Mike Crapo (R-Idaho) hopes to offer a solution by introducing this mouthful of a bill: the Enteric Methane Innovation Tools for Lower Emissions and Sustainable Stock Act. </p>
  45. <p>“New research and ranching practices are showing promising results to reduce methane emissions and keep our farms and ranches thriving,” said Moran. “This legislation will invest in further research and provide our producers with tools to improve their farms and ranches.”</p>
  46. <p>More commonly known as the EMIT LESS Act, the bill would expand research programs for feed additives while promoting practices that could reduce livestock emissions. The senators hope that the bill will incentivize emission-reducing practices in American dairy and beef cattle operations. </p>

  48. <p>While the bill’s conservation program incentives make it easier for farmers to access new products, they will remain voluntary if passed. Key provisions in the bill include integrating emissions-reduction practices into the U.S. Department of Agriculture’s conservation programs and providing financial incentives to farmers who voluntarily adopt them.</p>
  49. <p>Supported by a diverse coalition, including agricultural and environmental groups, the bill represents a bipartisan effort to promote sustainability in the agriculture sector.</p>
  50. <p>“We thank Senators Bennet, Crapo, Baldwin and Moran for introducing a bill that strengthens our country’s research and conservation programs while recognizing the unique role that animal nutrition and feed ingredients play in reducing on-farm enteric methane emissions,” wrote American Feed Industry Association President and CEO Constance Cullman. “The EMIT LESS Act shows that right alongside animal food innovators, our country is willing to invest in a more sustainable future.”</p>
  51. <p>Industry supporters hope that the bill will help bring the U.S. closer to meeting a Global Methane Pledge of reducing emissions by 30 percent below 2020’s levels by 2030. </p>
  52. <p>“Feed and feed ingredients, such as methane inhibitors and modifiers, offer a promising avenue for achieving this goal, but the country will only realize their full benefits should farmers elect to use them once they have made it to market approval,” says Cullman. </p>

  56. <p data-testid="content-paragraph">Although there’s disagreement over emissions, the U.S. Department of Agriculture says that the agriculture sector is responsible for around 10 percent of all U.S. greenhouse gas emissions. </p>
  57. <p>Farm Progress notes in its reporting on this topic that methane is more potent than carbon dioxide, meaning it could have a greater impact on global warming. On the other hand, it only stays in the atmosphere for around 12 years. Auto emissions can stay in the atmosphere for more than 100 years.</p>
  58. <p>There is also evidence that naturally produced methane is part of the natural biogenic carbon cycle, making it less harmful than man-made fossil fuels.</p>

  85. <p>The Deputy Minister of Climate and Environment, who serves as the Government Plenipotentiary for Strategic Energy Infrastructure, in response to a parliamentary interpellation, said that, according to the explanations received from Polskie Sieci Elektroenergetyczne (PSE), the transmission system operator (TSO) is considering building its own generation source, among others .  to ensure additional available power in the coming years in order to maintain the operational security criteria of the power system.</p>

  90. <p>According to the deputy minister&#8217;s response, the implementation of the TSO&#8217;s own power resources is planned in 2024-2029.</p>
  91. <p>In accordance with the Development Plan submitted for consultation by PSE for meeting the current and future demand for electricity for 2023-2032, additional available power is required in the coming years to ensure the security of operation of the power system.  It was added that this goal can be achieved, among others:  by building new, controllable generation sources or electricity storage facilities.</p>

  96. <p>It was noted that the basic mechanism ensuring the appropriate level of available capacity in the National Power System (National Power System) is the capacity market, operating since 2018.</p>

  101. <p>In accordance with the scenarios adopted by PSE, the construction of a generating source (one or several) fired with gas or liquid fuel, based on a gas turbine or a set of piston engines with a total power of approximately 500 MW, is being analyzed.</p>
  102. <p>An alternative is to build a battery storage facility for electricity or several such storage facilities with similar power, but with a capacity allowing for at least 8 hours.  work with the available power. </p>

  460. <p>Solar energy is the fastest-growing source of new electricity in America. The U.S. Department of Energy indicates that over 10 million acres are needed to scale up solar energy by 2050. In their sights is agricultural land, with the potential to provide 27 terawatts of solar energy capacity — a quarter of the total U.S. solar energy capacity of 115 TW.</p>
  461. <p>But while crops are particularly susceptible to the whims of Mother Nature, thousands of panels on a solar farm southwest of Houston were heavily damaged by a hailstorm this month. </p>
  462. <p>Fighting Jays Solar Farm, located near Needville in Fort Bend County, sits on 4,000 acres of land. The solar project has been producing power for Texas since 2022 and generates 350 megawatts, which helps power about 62,000 homes.</p>
  463. <p>Beginning on Friday and continuing into Saturday, 60 mph winds and quarter-size hail pelted the Belville area. The hail ranged in size from quarters to golf balls and even baseballs.</p>
  464. <p>In the aftermath of the storm, residents in the area are now concerned about damage and what environmental impact the damaged panels will have on the area. One neighbor expressed his concern to FOX 26 Houston about how the well water his family and livestock drink would be impacted. </p>
  465. <p>According to the U.S. Environmental Protection Agency, solar panels contain metals such as lead and cadmium, which are harmful to human health and the environment at high levels. However, while some solar panels are considered hazardous waste, some are not, depending on the leachability of the Resource Conservation and Recovery Act toxic materials in the solar panel. </p>
  466. <p>Twitter has been abuzz with concerns about who will bear the cost of the damaged panels and whether the incident is covered by insurance.</p>

  474. <p>“We are currently evaluating the storm’s impact on the project’s energy generation. In the meantime, the plant is operating safely but at a reduced capacity,” they stated.</p>

  499. <p>The Port of Baltimore is the nation’s largest port for farm equipment, and it is a significant throughway for raw sugar, meat, and timber, as well as soybeans, grains, and other agricultural products. Experts say that the collapse of the Francis Scott Key Bridge earlier this week, which has halted all vessel traffic, is likely to have a ripple effect that will negatively impact the ag sector.</p>
  500. <p>“Now’s the time that a lot of farmers are getting going,” Alice Kassens, an economics professor at Roanoke College in Virginia, told TV news station WDBJ. “It’s when people are likely going to be buying this type of equipment. And so, there’s going to be shortages, which push up the price of those items.”</p>
  501. <p>Maryland’s government’s website explains that Baltimore’s proximity to the Midwest’s major farm and construction equipment manufacturers has helped it become the leading U.S. port for combines, tractors, and hay balers, with more than 1.3 million tons of roll on/roll off equipment handled in 2023 alone. It is also a key port for light-duty pickup trucks.</p>
  502. <p>According to DTN, customers at the port include Case IH, New Holland Agriculture, John Deere, AGCO (Fendt, Massey Ferguson), and CLAAS. </p>
  503. <p>Kassens warned that the equipment issues could be costly for farmers and others involved in agriculture because delays in machinery and parts arrivals could negatively impact planting timelines, as well as drive up the price of the equipment itself that has to be rerouted and face unexpected transportation needs.</p>

  505. <p>While the collapse is a concern for machinery companies, it’s too early to predict the overall effect the port blockage will have, Megan Tanel, the president of the Association of Equipment Manufacturers, told Lancaster Farming.</p>
  506. <p>With inventories that are more robust a few years after the COVID-19 pandemic, she noted that there’s less concern over the short term, but longer-term issues could arise if the bridge’s rebuilding process takes a long time.  </p>
  507. <p>And while the port does major business with farm equipment, it handles other ag products, too.</p>
  508. <p>According to the U.S. Department of Agriculture, the Port of Baltimore moved a total of more than 38 million tons of cargo annually, of which 213,000 metric tons were agricultural products. That ranks the port 29th in the nation for waterborne agricultural exports, based on 2017 numbers, the latest available from the Agricultural Marketing Service. </p>
  509. <p>Until the bridge is cleaned up and the waterways cleared again for travel, it is likely that shipping will be diverted to other major East Coast locations, like the Ports of New York/New Jersey, Boston, Virginia, or Jacksonville.</p>
  510. <p>“The collapse of the Key Bridge is a global crisis,” Maryland Gov. Wes Moore said at a Wednesday news conference. “The national economy and the world’s economy depends on the Port of Baltimore.”</p>

  545. <p>– We would like this meeting to be an annual banking and agribusiness roundtable, an event focused on financial management, dedicated to the priorities of cooperation between both sectors – said the president of the Polish Bank Association during his speech opening the dialogue.</p>
  546. <p>The aim of the forum is to create a permanent space for constructive economic dialogue, discussion and joint search for innovative solutions instead of what we have observed in recent years, the de facto lack of any consultations or even the destruction of laws adopted without dialogue and without consultations, and even against the will and interests of the addressees of such provisions.  Many harsh words were uttered by Dr. Białek regarding the regulations regarding the consumerization of farmers, which are currently the subject of parliamentary works.</p>

  549. <p>The forum focuses on the most important aspects of cooperation between agribusiness and the financial market in the context of the current situation and future challenges.  It is also a place to share knowledge and experience between business leaders who influence the development and future of Polish agriculture.</p>
  550. <h2>Let&#8217;s talk about the future</h2>
  551. <p>Recent events have shown that Poland needs a broad and open debate on the future of Polish agriculture and, more broadly, the entire agribusiness.</p>
  552. <p>– We need a breakthrough in cooperation, we need a constructive dialogue widely announced by the new government between farmers and business, including banks, and regulators, politicians, institutions with the participation of experts from the world of finance, science and technology, who should have a greater say than – Let&#8217;s call it openly &#8211; populists who often mislead public opinion &#8211; said Dr. Tadeusz Białek at the opening of the forum.  – What is needed is a cold calculation, a vision and a strategy that will allow Polish agriculture and the Polish economy to come to an understanding, allow them to meet the challenge and take advantage of the opportunities brought by the last crisis, he added.</p>
  553. <p>The Polish agri-food industry is one of the key branches of the country&#8217;s economy.  The value of this market is approximately PLN 400 billion annually.  The value of annual agricultural production alone is PLN 120 billion.</p>
  554. <p>This industry is responsible for over 9% of the total production produced and 6% of the total gross value added.</p>
  555. <p>The Polish food industry stands out from other European Union countries as one of the largest beneficiaries of European Union funds.  Among others  Thanks to this, the value of Polish exports of agri-food products exceeded PLN 230 billion last year.</p>
  556. <p>The strong influence of this industry is also visible on the labor market.  It provides employment for almost 3 million people, i.e. de facto for every sixth person working in Poland.</p>

  561. <p>Our agriculture is also an area of ​​huge investment potential for the technology industry.  The use of various types of automatic systems, drones, new technology, remote data transmission and settlements is growing in popularity.  It is forecast that the value of the agricultural networking market alone will amount to almost PLN 1 billion annually.</p>
  562. <p>– Agriculture is also an extremely interesting area in terms of ecological transformation under the now partially revised European Green Deal.  Agriculture is a strategic sector for the financial sector, especially for banks, which are the oldest business partner of farmers and the entire agro sector.  Banks also finance the digitalization of agri-food processing, said the president of the Polish Bank Association.</p>
  563. <p>The agricultural credit market in Poland is currently over PLN 30 billion.  Almost 2 million agricultural companies and 200 thousand  farmers used credit at the end of last year.  In addition, there is the leasing, factoring and insurance market, as well as the slowly but constantly developing capital market.  The bank guarantee market is also developing thanks to cooperation with the government and Bank Gospodarstwa Krajowego.</p>

  569. <h2>A strategy for financing is needed</h2>
  570. <p>Forum participants discussed primarily the future of the entire agro sector.</p>
  571. <p>Our agriculture faces many challenges and financial threats.  These include, among others, climate change, the effects of the Covid-19 pandemic or the war in Ukraine, growing quality and sanitary requirements, changing consumer preferences, low incomes in rural areas, demography, unstable legal environment, lack of coherent and stable long-term agricultural policy, and also deteriorating access to external financing, forcing farmers into the hands of parabanks.</p>
  572. <p>These are just some of the problems faced by farmers and, more broadly, agribusiness entrepreneurs.  On the other hand, we have an overregulated financial market, which for many years has been bombarded with mainly national regulations making it difficult to finance agriculture.  This is despite the demand for this financing and the opinions of farmers themselves.  The law, as was the case with the consumerization of farmers, is created incidentally for selected entities or small groups of indebted entities at the expense of hundreds of thousands of those who honestly managed their interests.  This concerns the previously mentioned provisions regarding full immunity from enforcement.</p>

  607. <p>Ultimately, the Ministry of Infrastructure and Environment wants to produce energy at the level of 14,000 MW, i.e. 14 GW of energy from onshore wind farms in the national power system.</p>

  618. <p>The amendment to the act I mentioned met the needs of local communities, met the needs of investors, and also met the needs of the power system and our entire energy industry.  Of course, there were some changes at the stage of the legislative process that are no longer worth talking about today, but I would like to talk about certain assumptions for the future, because from the analyzes available in the space, including scientific ones, from the analyzes on which we want to base them &#8211; because we will always base the legislative process on science, knowledge and hard data &#8211; it turns out that we have a certain social consensus, we also have a scientific consensus around the distance that can be designed, but none of the provisions that we will present in the government project, I would also like to emphasize that this year &#8211; I believe &#8211; will reach the Sejm in the first half of this year, also directly answering the question contained in the chairman&#8217;s letter, we hope that we will be able to achieve such a consensus regarding the distance was also included in the government project of 2022, i.e. 500 meters &#8211; emphasized Miłosz Motyka, Undersecretary of State at the Ministry of Culture and National Heritage.</p>

  751. <p>The art of maple syrup production flows through generations of Dan Potter’s family history.</p>
  752. <p>His great-grandfather bought the family farm in rural Iowa in the late 1880s and cleared the land for strawberries, clay, and whiskey production. Eventually, he transitioned to making maple syrup to add to his whiskey. That started a 140-year-old tradition that has persisted through the Civil War, the Great Depression and both World Wars.</p>
  753. <p>Potter opened his own maple syrup company with his wife and three daughters in 2009. Great River Maple, in Garnavillo, Iowa, is now among the state’s most prolific syrup producers.</p>
  754. <p>This year’s record-warm winter caused sap to flow early, bringing challenges for the family-run company. They tapped their first trees on Jan. 22 — more than three weeks earlier than ever before.</p>
  755. <p>“When you take into account that the average season is somewhere around six-and-a-half weeks long,” Potter said, “you’re talking an incredible amount earlier.”</p>

  757. <p>This year’s maple sap season began early for many producers in Upper Midwestern states, who experienced shorter seasons. Some credit those shifts to the year’s record-warm winter. Thanks to the El Niño effect, the season ranked among the top 10 warmest.</p>
  758. <p>But Indigenous and non-Native experts say human-caused climate change also is having varied and unpredictable effects on the maple harvest. Farmers and Indigenous communities whose ancestors have tapped trees since time immemorial are altering their practices and planning for an erratic future.</p>
  759. <p>“It seems like from year to year, the season gets a little bit earlier,” said Theresa Baroun, executive director of the Wisconsin Maple Syrup Producers Association. “But nothing, nothing, nothing like this year. If you talk to many older producers, they’ve never seen anything like this as well. This is just a different, weird year here in Wisconsin.”</p>
  760. <h3>Climate effects</h3>
  761. <p>Even amid increasingly earlier seasons, this year stood out, said Justin Cain, operations manager of Maple Valley Cooperative, of Cashton, Wisconsin, whose members include more than 40 farmers from Wisconsin, Michigan, New York and Vermont.</p>
  762. <p>“Most of my farmers were kind of scrambling to get all their taps in and get their vacuums set up,” he said. “Typically, you don’t even think about that stuff till the end of February.”</p>
  763. <p>As of mid-March, cooperative president and maple farmer Cecil Wright and his two business partners had collected about 90 percent of a normal crop — about 100,000 gallons of maple sap. Wright boiled his first barrel of syrup in early February, about three weeks sooner than normal.</p>
  764. <p>“The weather patterns that we’re seeing are typical for the maple-producing areas in more southern areas like Ohio, Pennsylvania, Indiana,” Wright said.</p>

  766. <p>In Cedar Rapids, Iowa, Indian Creek Nature Center tapped its first maple the second week of February, when temperatures already surpassed 40 degrees. The sap flowed. By March 1, though, their taps trickled to a stop. The season was already over — a month earlier than 2023.</p>
  767. <p>Last year, the center collected nearly 2,000 gallons of sap and produced 46 gallons of syrup, one of its best years on record. This year, it collected 500 gallons, just enough to produce 12.</p>
  768. <p>Sap production depends on temperature and microclimates, where just a few degrees difference can make or break a harvest. Flow depends upon freeze-thaw cycles, which generate the pressure to push the liquid up and down the trunk of the maple. As daylight increases and if the weather warms too quickly, tree buds open, ending the season.</p>
  769. <p>“We’re all limited to what nature gives us,” Cain said. “The trees kind of do their own thing.”</p>
  770. <p>New England and the Midwest dominate maple syrup production in the United States. Wisconsin — the fourth-largest producer in the country — netted about 400,000 gallons of syrup valued at $13.5 million in 2022.</p>
  771. <p>Because temperature swings drive sap production, the increased variability might actually increase the harvest in the Upper Midwest.</p>
  772. <p>Wright said the growing sophistication of weather forecasting makes it easier to plan ahead. But tapping too soon presents its own risks. Vacuum equipment and tubing, which can be used instead of buckets on maple farms, can freeze during an unexpected cold snap, and early-drilled tap holes will close over time.</p>
  773. <p>“We have to acknowledge that humans are affecting our environment, and we don’t totally understand everything that’s happening,” Wright said.</p>

  775. <p>In Wisconsin, sugar maples populate the northern and western portions of the state. Experts expect the trees to persist as climate warms, but the sap is likely to contain less sugar. Experts also expect an earlier harvest, but the timing, which has always varied, is becoming increasingly unpredictable.</p>
  776. <p>Additionally, a lack of snowpack, the spread of non-local species and long periods of drought intermixed with heavy rainfall events, could stress or damage maple trees to the detriment of future harvests.</p>
  777. <p>Indigenous communities already are preparing.</p>
  778. <h3>Preserving lifeways into the future</h3>
  779. <p>The production of maple syrup began thousands of years ago when Indigenous peoples began transforming sap into syrup and sugar.</p>
  780. <p>Ojibwe bands did so in the Upper Midwest, but in the mid-1800s, the federal government forcibly acquired their lands and waters through a succession of treaties. The bands retained hunting, gathering and fishing rights across what’s now called the Ceded Territory: millions of acres stretching across northwestern Michigan and its Upper Peninsula, northern Wisconsin and northeastern Minnesota.</p>
  781. <p>For Wisconsin tribes, tapping maple trees is a traditional lifeway, or bimaadiziwin in the Ojibwe language. In addition to exercising treaty rights, promoting food sovereignty and strengthening community ties, Ojibwe people harvest from nature as an act of stewardship. If they do not, the Creator will cease to provide those beings.</p>
  782. <p>Climate change threatens those lifeways and in turn, identity.</p>
  783. <p>Some tribes have developed climate adaptation plans to manage natural resources in a way that protects cultural practices and treaty rights, including the harvesting of maple sap.</p>
  784. <p>Some options include tapping sugar maples in several locations rather than a concentrated gathering. Tree-planting efforts could utilize non-local seedlings from sources that are better adapted to future climate conditions or even related species like red maple.</p>
  785. <h3>A generous harvest</h3>
  786. <p>In Garnavillo, Potter of Great River Maple expected to collect less sap this year, but in some northern Wisconsin sugar bushes, it flowed comparatively freely.</p>
  787. <p>The Bad River Band of Lake Superior Chippewa youth sugar bush, in northern Wisconsin, commenced about two weeks earlier this year, and although the season felt condensed, the trees gave generously. The youth collected 900 gallons of sap during the first two weeks of March, from which they produced almost 20 gallons of maple syrup, or Anishinaabe-zhiiwaagamizigan.</p>

  790. <p>The two also have their own sugar bush, which they named Ozaawaa Goon, or “yellow snow.”</p>
  791. <p>“We have a lot of little kids running around and every time they say, “I gotta go to the bathroom!’ and I’m like, ‘Go ahead,’” Nevala said.</p>
  792. <p>At Ozaawaa Goon, which she has tapped for about 13 years, they began collecting sap in March, about 10 days earlier. The weather was so warm, Nevala didn’t have to wear snowshoes.</p>
  793. <p>The two use their syrup in community demonstrations, turning it into sugar and candies, and gift much of the rest.</p>
  794. <p>“It’s a real expensive hobby for us,” Lemieux said, jokingly.</p>
  795. <p>As of mid-March, the maple buds hadn’t opened, and they had collected the same amount of sap as previous years, if not a little more.</p>
  796. <p>“What is next year gonna be like?” Nevala said. “It’s unknown. And that could be a good thing or it could be a bad thing. Hopefully, it’s a good thing.”</p>
