This is not as simple as it may sound as tax regulations are so diverse. Being single or married will can affect your tax rate, as will the amount you earn. Countries that load the tax burden on high-earners often offer a strong economy and high quality of living, but does that mean you’ve got to hand over 30%+ of your income to live in a developed country?</p>
  41. <p>Well, it depends. While few people are willing to move somewhere based on income tax rate alone, it’s certainly something to keep front of mind if you’re thinking about relocating. Let’s take a look at the countries that have the highest personal tax rates, as well as a few with the lowest.</p>
  42. <h2>12 Countries with High Personal Tax Rates</h2>
  43. <h3>1) Sweden</h3>
  44. <p>Along with the other Nordic countries, Sweden is well known for charging high levels of income tax – the top level marginal income tax is currently a massive 57.2%. Much of the money raised goes to pay for the advanced level of welfare and social security Swedes enjoy.</p>
  45. <p>Their tax system also brings other benefits. Notably, Sweden boasts one of the best income equality levels of any country in the world. Their economy also provides their population with an enviable standard of living and a high life expectancy. Not surprisingly, Sweden has the 7th largest GDP per capita in the world.</p>
  46. <h3>2) Finland</h3>
  47. <p>Sweden is joined in the top 10 by its neighbour, Finland. Its high rate of income tax is just a shade lower than Sweden’s at 56.9% and is set at that for the same reasons. Finland’s small population of just six million people is supported by public services and a welfare system that are the envy of many other countries.</p>
  48. <h3>3) Japan</h3>
  49. <p>Having a super high rate of personal income tax is unusual outside Europe, but Japan is a unique and well-developed yet historical country. Topping out at 55.95%, income tax in Japan has a history of being high. As the third most successful economy in the world, behind the US and China, there are plenty of wealthy citizens that enjoy the beautiful scenery and high levels of safety.</p>
  50. <h3>4) Denmark</h3>
  51. <p>At number four is the third Nordic country – Denmark. At 55.8% it is only a little lower than its Scandinavian brethren, and the high rate is for the same reasons. All these countries share the view that in order to provide a high standard of public and social services to everyone, taxes must be high to finance them. Although the population as a whole seem happy with this, it may be hard for a newcomer to see such a large proportion of their income disappear into the public coffers.</p>
  52. <h3>5) Austria</h3>
  53. <p>Austria is a sophisticated country that offers its citizens a high standard of living and an advanced welfare system, which befits a nation that is the 12th richest country in the world. Those benefits don’t come for free and the top rate for income tax is 55%. It doesn’t end there, however. There is a social security rate of 18%, capital gains tax can be as much as 25% and bonuses are taxed too. Of course, if you want to enjoy the beauty of the outs all-year round, you may be willing to pay these high rates.</p>
  54. <h3>6) Belgium</h3>
  55. <p>The top progressive tax rate in Belgium is 50% and employees pay an additional 13.07% social security tax. Once more, the government uses the cash generated by these taxes to finance robust health care, social security, and education systems.</p>
  56. <p>There were new rules for expats in 2022. The minimum AGI (Adjusted Gross Income) has to be a minimum of €75,000 30% of which is a tax-free allowance.</p>
  57. <h3>7) Slovenia</h3>
  58. <p>One of the smallest countries in Europe, Slovenia has a growing economy and has a higher GDP than Poland or any other Slavic country. Income tax rates vary from 16% to 50%, the higher rate kicking in when the income reaches €72,000.</p>
  59. <p>It has high-quality healthcare and education systems available to all residents and is an attractive country to do business in.</p>
  60. <h3>8) Israel</h3>
  61. <p>The only other non-European country on this list besides Japan, Israel has become known for its technology industry and as an economic powerhouse. Most recently it has become a centre for cryptocurrency ICOs and is a leader in Blockchain technology that is at the heart of this phenomenon. Israel is another country that charges its top earners a 50% rate on their income.</p>
  62. <h3>9) The Netherlands</h3>
  63. <p>The Netherlands was a founding member of the European Union and has the 17th-largest economy in the world. Rotterdam is the biggest port in Europe and the country is a trade centre. Income tax (plus other mandatory taxes) rises to a maximum of 49% for anyone under 65 years of age and who earns over €66,000.</p>
  64. <h3>10) Portugal</h3>
  65. <p>Portugal had the first global empire, and though it may have changed a lot since, still has the 46th largest economy globally, is highly developed, and is a high-income country. It uses income tax to increase parity between high-income earners and those on more modest salaries. A top marginal tax rate of 48% also helps fund free public education and healthcare systems.</p>
  66. <p>Expats can set up residence in Portugal using the Golden Visa program among other options and may be able to avoid these high taxes completely for up to 10 years with the country’s non-habitual residence tax scheme.</p>
  67. <h3>11) Germany</h3>
  68. <p>Germany is an industrial giant and at the heart of the EU. It boasts a high standard of living and one of the most comprehensive welfare systems in the world. Income tax is progressive, starting at 1% but rising to 42% when your income reaches €58,597. Rates max out at 45% but only when you exceed an income of €277,825.</p>
  69. <h3>12) Ireland</h3>
  70. <p>Ireland is a welcoming country and one of the wealthiest in the EU – it is in the top 25 countries in the world. One of the reasons it has become so successful is its low corporation tax, that’s the reason for companies like Apple and Google to have large facilities in the country. But personal income tax can be as high as 40.4% for those on middle incomes and above, and they don’t benefit from the full subsidised services of the NHS, so residents do have to pay for a wide range of healthcare services.</p>

  72. <p>Although countries that have high personal income tax rates tend to have good standards of living and excellent welfare programs, few people enjoy seeing up to half or more of their incomes taken. Many people like to have the choice of how their money is spent. So here are 3 of the best countries to relocate to that don’t take a large chunk of your income:</p>
  73. <h3>1) The Cayman Islands</h3>
  74. <p>To become a citizen of the beautiful Cayman Islands requires a residency of eight years, an annual income of at least $145,000, and an investment of $600,000 in real estate. But when you have been accepted, you face a life of no income tax at all. Wonderful weather and a high standard of living add to the attraction of anyone seeking a tax-free life.</p>

  76. <p>The principality of Monaco is another income tax-free place to live, but the cost of becoming a citizen is high. You need to own or rent a home and have a local bank account with not less than half a million to a million dollars as the first deposit, but once you’re there, you’ll rub shoulders with other successful people wherever you go.</p>

  108. <p>Dubai gets <em>very </em>hot in the summer months (May to October), with highs in August reaching 50˚C (122˚F) and average temperatures of 45˚C (113˚F) during the day. During the night, it is unusual for temperatures to fall below 30˚C (86˚F). You will also notice high levels of humidity between August and September.</p>

  149. <li>If you are employed, you may be subject to very long working hours in Dubai as the international corporations expect more from their expat employees, possibly due to the high salaries offered and the lack of tax</li>

  403. <p>The Golden Visa allows you to live in the UAE for ten years without worrying about renewing documents or traveling back to your home country at short notice. It’s an incredibly attractive perk for those looking to live and work in Dubai as it removes a lot of the hassle of relocating to the UAE. The Golden Visa affords huge opportunities in terms of relocation and career progression, and only costs (up to) around $1,000 to apply.</p>
  404. <p>The reason why real estate ownership matters here is because you can essentially “buy” your way to a Golden Visa, simply by owning a significant amount of equity in real estate outright in the UAE. While the amount you need to invest is higher than some other (less desirable) countries with similar tax benefits, it’s a relatively low purchase amount.</p>
  405. <p>You can apply for a five-year Golden Visa if you own properties outright worth AED 2 million in the UAE. If you have a mortgage, you may be eligible to apply for the visa if at least AED 2 million of the property’s value is your equity, but outright ownership is most desirable. Student visas last five years and are technically called UAE Green Residence visas, though they otherwise conform to the Golden Visa program.</p>

They should also be recognized by their peers, have published important papers, and be able to contribute to priority areas in the UAE.</p>

  610. <p>The income of the Bahamas is largely derived from tourism and financial services. Obtaining citizenship is straightforward if you have the time and cash available, but the good news is you don’t have to become a citizen to benefit from an income tax-free life.<br />
  611. To qualify, you’ll need to live there for 90 days and not spend more than 183 days in another country. For permanent residency, you’ll need to purchase a (fully constructed) residence – those spending more than $750,000 BSD will get “speedy consideration,” though there are other ways, too.<br />
  612. The Bahamas enjoys a lower cost of living, good infrastructure, and a good range of services. Most people living in the Bahamas choose to go to their home country or to the US for medical treatment.</p>
  613. <h4>Bermuda</h4>
  614. <p>Bermuda is a more popular choice than the Bahamas since it’s more developed and enjoys significantly lower crime rates, but that does, of course, come at a cost. Bermuda has a high cost of living, largely due to its isolation. However, if you see yourself in the Caribbean, Bermuda will offer you beautiful beaches, fine dining, and exquisite scenery to explore.<br />
  615. Note that there is a payroll tax, which is about 6%. However, income from investments and even rental income is not taxed.</p>

  617. <p>Tourism replaces oil as the mainstay of the Cayman Islands economy, enabling it to leave its inhabitants free of income tax. Aside from the beautiful climate, the standard of living is one of the highest in the world, making the Cayman Islands a popular choice for many seeking a tax-free life.</p>
  618. <p>The Cayman Islands have no corporation tax, income tax, property tax, capital gains tax, payroll tax, or anything else – it’s a true tax haven.</p>
  619. <p>Becoming a citizen is not hard, though you do need to have resided there for a minimum of 8 years. You are also required to have an annual income of at least $145,000 and an investment of $600,000 in real estate. There is an application charge and an income-based annual fee of up to $15,000.</p>
  620. <h4>Monaco</h4>
  621. <p>The Principality of Monaco has long been a financial center and, unsurprisingly, its residents enjoy a high standard of living. With beautiful scenery, the Monaco Grand Prix, and easy access to popular European countries, it’s easy to see why it has become so popular.<br />
  622. However, becoming a Monaco resident is costly, but it is fast. You can gain a legal residence permit by depositing more than 500,000 euros in a local bank, and owning or renting a home there. You should also be aware that companies that obtain over 25% of their profits outside Monaco (which is a small, city-state) face a 33% tax levy.</p>
  623. <h4>United Arab Emirates</h4>
  624. <p>Although the wealth of the UAE originally derived from oil and natural gas, it has successfully diversified its economy with the service sector and industry contributing half of the UAE’s GDP. Residents enjoy a high standard of living and the UAE is largely welcoming to foreign nationals.<br />
  625. Via the Kafala sponsorship program, individuals can receive sponsorship from a local business or resident and receive a visa, though this needs to be renewed regularly. Generally speaking, it is easier to gain residency in the UAE than in other Gulf countries.<br />
  626. The UAE offers plenty of luxury experiences, entertainment, and many people speak English, especially in cities like Dubai.<br />
  627. You can get a 10-year UAE residence visa if you’re an investor, willing to make a public investment of at least AED10 million. This can be to a local investment fund, forming a business in the UAE with capital of AED10 million, or a total of at least AED10 million across both options. The only condition is that you cannot invest more than 40% in real estate, the remainder must be elsewhere.</p>
  628. <h4>Vanuatu</h4>
  629. <p>Set in the South Pacific, Vanuatu is a country reliant on tourism and financial services for its income, though this is bolstered by agriculture. Gaining citizenship is relatively easy – around $145,000 for an individual and $195,000 for a family of four.<br />
  630. Vanuatu is a beautiful island near Fiji. It’s a good choice if you do most of your business in Australia, New Zealand, and South East Asia, but flights back and forth from Europe and the US will get old fast – it takes about 17.5 hours to fly from New York.</p>

  632. <h3>Why Choose the UAE?</h3>
  633. <p>If you read through the above list, the UAE is the one that ticks the most boxes – a strong, diverse economy, a high standard of living, a straightforward application process, and no income tax. It is also a safe and tolerant country that openly welcomes foreign residents, and is in a central location. While the visas have a maximum of 10 years, they can be renewed.</p>
  634. <h3>But what about corporate tax?</h3>
  635. <p>If you are an entrepreneur, is the UAE a good fit for businesses? The short answer is – yes. Although the UAE announced recently that it was introducing a 9% corporate tax for Mainland companies beginning in June 2023, it is still one of the best countries in which to found a company. Companies in Free Zones remain exempt from taxation.</p>
  636. <p>As the world becomes less dependent on fossil fuels, so the governments of oil and natural gas-rich countries need to build for the future by diversification and a cautious introduction of taxation. Back in 2016, the Gulf Cooperation Council (GCC) decided that all states should impose VAT. The UAE, along with Saudi Arabia, was the first to do so, in 2018. Although the UAE set this at just 5%, it has generated an estimated $26 billion up to now.</p>
  637. <p>Similarly, in 2021, the UAE, along with over 100 other countries, agreed to put in place a corporate tax of at least 15%. This was an effort to ensure that the global big corporate players pay their share of tax and help bolster the global economy. The UAE agreed as they see corporate tax as an aid to enlarge the country’s income streams but believe their move to a 9% tax will help them keep their competitive edge. By comparison, other countries that use low taxation as a means to boost investment set the charges rather higher. Singapore, for example, levies a 17% tax.</p>
  638. <p>The UAE’s 9% is also the lowest among the six nations that make up the GCC (though Bahrain has not yet introduced a corporate tax). The move should improve corporate governance and help provide a boost to the broad economic outlook.<br />
  639. Moreover, the tax is only for profits above Dh375,000 (just over $100,000) dollars, so there will be little effect on nascent companies. It also doesn’t apply to profit generated from real estate – the government obviously sees this as an important sector going forward.</p>
  640. <h3>Individuals still enjoy a tax-free income</h3>
  641. <p>The new corporate tax has no direct impact on the individual – there will still be no income tax – though it may cause businesses to change the employment packages they offer if they wish to maintain the dividends offered to shareholders.</p>

  669. <p>Dubai is famous for its ultra-modern buildings, thriving economy, and purposeful design. The city benefits from many green spaces and a higher quality of life than most other cities. Most people in Dubai speak English, so you won’t need to master Arabic just to get by.<br />
  670. Dubai is home to largely high-net-worth individuals, so you’ll be surrounded by wealth and people who conduct themselves (and business) in a certain way. You won’t see homeless people on the streets and crime rates are extremely low compared to other major cities.<br />
  671. The UAE’s rise to financial success has made it a big player on the international stage. As a country, its political system is stable without any extremist views that would make it an undesirable place for a foreigner to reside and trade.</p>

  674. <p>The government here is looking to welcome in more outside investment, and so they’re currently very welcoming to foreign businesses and business people looking to start a business in the UAE. They make it easy to set up, move, and live here. They allow 100% foreign ownership of many types of businesses here in over 13 sectors, including logistics, hospitality, manufacturing, and renewable energy.   677. <p>It’s easy to become a permanent resident in Dubai, with the average cost per person of between $10,000 – $14,000 (USD). It’s easy to set up a bank account (for both individuals and businesses).</p>

  679. <h4>Wealth-Friendly</h4>
  680. <p>Because so many people living in Dubai have a high net worth, banks are used to dealing with large sums and will move money quickly and easily, even internationally. The businesses in Dubai are largely focused on making life easier for you and other wealthy clients.</p>

  682. <h4>Low Tax</h4>
  683. <p>We’ll look at the specifics of taxes in the UAE momentarily, but one of the biggest draws to Dubai is the UAE’s reasonable tax rates. You are free to retain most (if not all) of the money you make in the UAE, and the government is focused on strengthening the economy more than taxing companies for doing so. You don’t pay personal tax on income from any source.</p>

  685. <h3>How much corporation tax do you pay in the UAE?</h3>
  686. <p>Currently, none – the current corporation tax rate is 0%. That said, the rate is set to<a href="https://alexandererber.com/en/how-to-pay-no-corporation-tax-form-a-company-in-dubai/#"> rise to a reasonable 9%</a> for businesses with income exceeding 375,000 UAE dirhams (around $102,000 USD) on June 1, 2023. This move is to strengthen the economy and help the country move away from its reliance on its hydrocarbon revenue.</p>

  688. <h3>How much income tax do you pay in the UAE?</h3>
  689. <p>If you spend more than 6 months of the year in the UAE, you’re considered a tax resident. The good news is, however, that the income tax rate in the UAE is 0%, and that isn’t going to change any time soon. The only income that is taxed is rental income, though this is minimal. There’s also council tax to pay (called property tax in the US).</p>

  692. <p>No – at least, you won’t until June 1, 2023. However, there are some circumstances where there will be a tax to pay – just not a corporation tax. Here are the other circumstances where a business may be taxed in the UAE:</p>
  693. <ul>
  694. <li>All foreign banks are subject to a 20% corporation tax</li>
  695. <li>All oil businesses are subject to 20% corporation tax</li>
  696. <li>VAT – Dubai has a 5% VAT (like sales tax in the US)</li>
  697. <li>Import duties on products that are frowned upon in Islam (such as tobacco, alcohol, and arms)</li>
  698. </ul>
  699. <p>Note that <strong>working with a tax advisor in Dubai will help you to minimize any VAT you need to pay.</strong></p>

  701. <h3>What are the legal structures for businesses in the UAE?</h3>
  702. <ul>
  703. <li><strong>Sole proprietorship</strong> – This is the same as it is in most other countries in the world; a company owned by one person. You can create a sole proprietorship in the UAE no matter what nationality you are, but there are some restrictions around what type of business you have if you aren’t a UAE or GCC national.</li>
  704. <li><strong>Civil company</strong> – Accountants, doctors, and lawyers can form a civil company, but 51% or more shares in the company must be owned by a UAE national.</li>
  705. <li><strong>LLC (Limited Liability Company)</strong> – An LLC in the UAE works much the same way as it does in the US, but there must be at least 2 shareholders, with 51% of the company owned by a UAE national.</li>
  706. <li><strong>Foreign Company Branch</strong> – If your parent company is in another country, you can open a branch in the UAE, without any ownership needed by a UAE national. You must import goods through a local company.</li>
  707. <li><strong>Free Zone Company</strong> – These businesses need 2-5 stakeholders and do not need a designated location within the UAE. There are 45 free zones in the UAE, with several in Dubai. Once you have a Free Zone company, you can apply for a 3-year residence visa which will allow you to come and go as you please.</li>
  708. <li><strong>Free Zone Freelancer –</strong> If you want to work in Dubai but do not have 2-5 stakeholders with you, you can apply as a Freelancer within one of the free zones.</li>
  709. </ul>
  710. <h3>How to Set Up a Business in Dubai</h3>
  711. <p>You can set up any kind of business outlined above, provided you have the right partners and circumstances, but most people looking to take advantage of Dubai’s tax system will choose to set up a free zone company. For that reason, we’ll focus on the steps for how to set up a business as a foreigner in Dubai within a free zone.</p>

  713. <h4>Step 1: Choose Your Business Activity</h4>
  714. <p>This step is straightforward – you simply need to define which of the following categories your business’s activity will (or does) fall into:</p>

  718. <li>Professional</li>
  719. <li>Craftsmanship</li>

  727. <p>The only restrictions here are you cannot name your company with any political or religious references, and if your company is named after someone, they must be a current partner or shareholder in the company, and it cannot use their initials.</p>

  729. <h4>Step 4: Apply for Your Business License</h4>
  730. <p>With the major decisions taken care of, you can make your application. Each type of license has its own requirements, so it’s well worth working with a consultant to guide you on each step of the application process.
