  207. <p>The Economic and Financial Crimes Commission (EFCC) has charged Oyo-Ita, the first defendant, along with her special assistants, Ugbong Effiok, the seventh defendant, and Garba Umar, the fourth defendant, with multiple counts of fraud and misappropriation of public funds.</p>
  208. <p>Others are six companies: Frontline Ace Global Services Limited, Asanaya Projects Limited, Slopes International Limited, U and U Global Services Ltd, Prince Mega Logistics Ltd, and Good Deal Investments, on 18 counts bordering on misappropriation, official corruption, money laundering, and criminal diversion of funds to the tune of over ₦3 Billion.</p>
  209. <p>The witness, while being led in evidence by prosecution counsel, Faruk Abdullahi, and H.M. Mohammed, told the court that Oyo-Ita used Slopes International Limited and Good Deal Investments Limited-fifth and sixth defendants respectively, to fraudulently award government contracts to herself through the fourth defendant, Umar.</p>
  210. <p>The first entry transaction of Good Deal Investment Limited. in February 2019 showed that ₦42,748, 201.47 was paid into its Zenith Bank account.</p>
  211. <p>Umar, the witness said, incorporated the company with Oyo-Ita’s full knowledge.</p>
  212. <p>The witness said, <em>“We called for the account statements of these two companies, and upon analysing them, we realised he (Umar) was paid several sums of money from the Ministry of Power, Works and Housing, where he is an employee.</em></p>
  213. <p><em>“And upon interviewing the fourth defendant, he admitted that he was also a contractor. He also admitted to have paid the first defendant on several occasions from the proceeds of the transaction.”</em></p>
  214. <p>On April 27, 2019, the witness disclosed that a transfer of ₦20, 2027, 142 was made in the name of Ibrahim Madu to the Zenith Bank account of Asanaya Projects Limited.</p>
  215. <p>The mandate card of the account bears the signature and photo of the seventh defendant, Effiok.</p>
  216. <p>Investigation, according to the witness, also revealed that the seventh defendant incorporated Asanaya Projects Limited in his name with the knowledge of the first defendant and that approvals were granted and payments made to the seventh defendant either through his personal account or to the account of the company.</p>
  217. <p>The witness said, <em>“The seventh defendant, upon interview, confirmed he had never travelled for most of the funds he received and that the first defendant was aware of and benefitted on several occasions from the funds. The account of U and U Global Services Limited was also opened by the seventh defendant.</em></p>
  218. <p><em>“In summary, from 2015 to 2018, U and U Global Limited received several payments in the form of Duty Tour Allowances and estacodes. Sometimes, payments from the federal government were made directly to the account, for instance, on March 24, 2016, he received ₦40, 313, 453. 58. This particular payment was from the federal government.”</em></p>
  219. <p>Further in his testimony, the witness stated that, <em>“Exhibit O is the Fidelity Bank account of Prince Mega Logistics Ltd. On March 27, 2018, and April 6, 2018, there were four entries, ₦4, 950 000; ₦3,946,000, ₦4,676,000 and ₦1,478,000, from Thomson Titus Okure, who used to be a colleague of the seventh defendant in the Account Department.</em></p>
  220. <p><em>“There were also outward payments to Ignom, Minaro Blessing, Winifred Oyo-Ita, Olarenwaju Godman Olushola and the seventh defendant is the sole signatory of this account.”</em></p>
  221. <p>Speaking further, he said, <em>“I also want to add that we invited the first, second and seventh defendant at different times to our office and interviewed them. In the case of the first defendant, we printed chats from her phone and saw conversations she had with contractors, subordinates, and permanent secretaries. She also voluntarily made a statement to the EFCC.”</em></p>
  222. <p>The matter was adjourned till April 30, 2024.</p>

  241. <p>According to the telcos, <b>the current price control mechanism is not in tandem with the economic realities, thus seeking the government’s intervention in order to address pricing challenges.</b></p>
  242. <p><b>The four telecommunications giants said they were the only ones that have not reviewed their prices</b> which threaten the industry’s sustainability and possibly erodes investors’ confidence.</p>
  243. <p>They made this known in a joint statement by the Association of Licensed Telecommunications Operators of Nigeria (ALTON) and Association of Telecommunication Companies of Nigeria (ATCON) on Thursday.</p>
  244. <p>According to the statement signed by ALTON Chairman, Mr Gbenga Adebayo, and ATCON President, Mr Tony Emoekpere, there has not been a general service pricing framework upward in the past 11 years.</p>
  245. <p>They attributed the non-increment to regulatory constraints despite the adverse economic hardship.</p>
  246. <p>They said: “For a fully liberalised and deregulated sector, the current price control mechanism, which is not aligned with economic realities, threatens the industry’s sustainability and can erode investors’ confidence.</p>
  247. <p>“<b>Despite the adverse economic headwinds, the telecommunications industry remains the only industry yet to review its general service pricing framework upward in the last 11 years, primarily due to regulatory constraints.</b></p>
  248. <p>“Government needs to facilitate a constructive dialogue with industry stakeholders to address pricing challenges and establish a framework that balances consumers’ affordability with operators’ financial viability.”</p>
  249. <p>The telcos also expressed concerns on the worsening security challenges affecting the productivity of the services provided, urging the federal government come up with measures to tackle the menace.</p>
  250. <p>“Telecom infrastructure undisputedly plays a pivotal role in Nigeria’s national security and socioeconomic growth, especially as the country currently contends with multiple security challenges that require urgent and immediate actions in response to these threats.</p>
  251. <p>“Attacks on cell towers, fibre optic cables, and other critical assets disrupt telecommunications services and result in significant financial losses for operators. We urge the government to prioritise the security of telecommunications infrastructure and collaborate with law enforcement agencies to enhance protection measures and combat vandalism and sabotage effectively.</p>
  252. <p>“The industry also requires substantial investments in network expansion, maintenance, and technology upgrades,” they said.</p>

  284. <p>However, an official of the state government who is familiar with the case told Punch correspondent on Thursday that the test result was sent to the state DNA and Forensic Centre last week.</p>

  286. <p>The official who spoke on condition of anonymity as he was not authorised to speak on the matter added that the test result was transmitted to the police earlier this week.</p>
  287. <p>“The toxicology test is ready and given to the police. We projected 10 weeks from the outset but it came in before then. It was received by the DNA and Forensic Centre last week and has been sent to the police,” the source said.</p>
  288. <p>A source in the Lagos State Police Command who also spoke on condition of anonymity as he was not permitted to speak to the press confirmed the receipt of the result.</p>

  312. The commissioner said this on Thursday while reporting the activities of the ministry in commemoration of the first year of Governor Babajide Sanwo-Olu in office for the second term of his administration.</p>
  313. <p>Sanwo-Olu took the oath of office for his second term as governor on May 29, 2023, promising in his inaugural speech not to let down Lagosians.</p>
  314. <p>The commissioner, who spoke at the state secretariat, said, <b>“The administration of Babajide Sanwo-Olu has never defaulted on the payment of WASCCE fees of all public school SS3 students in the four years of Governor Sanwo-Olus’s first term in office. The state government paid over N4.2bn between 2020 and 2023 to keep our promise of full payment of the West African Senior School Certificate Examination fees.</p>
  315. <p>“In the current school year (2024), the governor has approved the sum of N1,571,076,000 as registration fees and other cost for 58,188 SS3 students writing the West African Senior School Certificate Examination.”</b></p>
  316. <p>Last year, the West African Examination Council, which conducts WASSCE, noted that it had concluded plans to begin computer-based examinations in 2024.</p>
  317. <p>It released the results of the first-ever CBT exam, 2024–First Series, in March this year.</p>
  318. <p><b>The analysis of candidates’ performance showed that out of the 8,139 candidates that sat the examination, 3,424 candidates representing 42.07 per cent obtained credit and above in a minimum of five subjects (with or without English Language and/or Mathematics)</b>.</p>
