<p>So, too, with California, where bad governance has turned a would-be paradise into a burgeoning dystopia.</p>
<p>When my family moved to North Hollywood, I was 11. We lived in a safe, clean suburb. Yes, Los Angeles had serious crime and homelessness problems, but those were problems relegated to pockets of the city — problems that, with good governance, we thought could eventually be healed. Instead, the government allowed those problems to metastasize.</p>
<p>As of 2011, Los Angeles County counted less than 40,000 homeless; as of 2020, that number had skyrocketed to 66,000. Suburban areas have become the sites of homeless encampments.</p>
<p>Nearly every city underpass hosts a tent city; the city, in its kindness, has put out port-a-potties to reduce the possibility of COVID-19 spread.</p>
<p>Police are forbidden in most cases from either moving transients or even moving their garbage. Nearly every public space in Los Angeles has become a repository for open waste, needles and trash.</p>
<p>The most beautiful areas of Los Angeles, from Santa Monica beach to my suburb, have become wrecks.</p>
<p>My children have personally witnessed drug use, public urination and public nudity.</p>
<p>Looters were allowed free reign in the middle of the city during the Black Lives Matter riots; Rodeo Drive was closed at 1 p.m., and citizens were curfewed at 6 p.m.</p>
<p>To combat these trends, local and state governments have gamed the statistics, reclassifying offenses and letting prisoners go free.</p>
<p>Meanwhile, the police have become targets for public ire. In July, the city of Los Angeles slashed police funding, cutting the force to its lowest levels in over a decade.</p>
<p>At the same time, taxes have risen. California’s top marginal income tax rate is now 13.3%; legislators want to raise it to 16.8%. California is also home to a 7.25% sales tax, a 50-cent gas tax and a bevy of other taxes that drain the wallet and burden business.</p>

<p>California has the worst regulatory climate in America, according to CEO magazine’s survey of 650 CEOs. The public-sector unions essentially make public policy, running up the debt while providing fewer and fewer actual services.</p>
<p>California’s public education system is a massive failure, and even its once-great colleges are now burdened by the stupidities of political correctness, including an unwillingness to use standardized testing.</p>
<p>And still, the state legislature is dominated by Democrats. California is not on a trajectory toward recovery; it is on a trajectory toward oblivion.</p>
<p>Taxpayers are moving out — now including my family and my company. In 2019, before the pandemic and the widespread rioting and looting, outmigration jumped 38%, rising for the seventh straight year. That number will increase again this year.</p>
<p>I want my kids to grow up safe. I want them to grow up in a community with a future, with more freedom and safety than I grew up with. California makes that impossible.</p>
<p>So, goodbye, Golden State. Thanks for the memories.</p>

<p>“Liberal politics has destroyed this city,” he said. “The homeless encampments are legal and there’s nothing the police can do. White, affluent middle-class folk are getting out. People don’t feel safe any more.”</p>
<p>Like most major cities, Los Angeles has experienced mass unrest since late May, following George Floyd’s death while in the custody of the Minneapolis Police Department. That has certainly led to a wave of uneasiness among residents, but homelessness has also taken a jump, and, like New York City, Chicago, Minneapolis, and other municipalities, Los Angeles is experiencing an uptick in crime.</p>
<p>This week, Los Angeles authorities announced that the city would experience “rolling blackouts” as a way of saving energy during a heatwave, shocking some residents.</p>
<p>The city’s lack of management has only made matters worse, residents told the Daily Mail.</p>
<p class="mol-para-with-font">“Hollywood has always been the wokest of the woke, so politicians have done nothing to stop people sleeping on the streets. It’s not illegal and the weather’s nice, so they keep coming,” a former Hollywood publicist told the outlet. “There is insufficient housing, inadequate mental health care. Add in COVID and it’s a perfect storm.”</p>
<p>As The Daily Wire reported recently, even comedian Joe Rogan says he is drawing up his roots in California and moving to a “redder” state.</p>
<p class="mol-para-with-font">“When you look at the traffic when you look at the economic despair when you look at the homelessness problem that’s accelerated radically … I think there are too many people here,” Rogan said in his announcement. “I think it’s not tenable. I don’t think that it’s manageable. I think every mayor does a sh*t job of doing it because I don’t think anybody could do a great job of it. I think there are certain things you’re gonna have to deal with when you have a population of whatever the f**k L.A. is, it’s like 20 million-plus people.”</p>

<p>California State University, which is the largest four-year public higher education system in the state, then announced that it was canceling in-person classes, with limited exceptions, at all of its 23 campuses for the fall semester.</p>
<p>“Virtual planning is necessary because it might not be possible for some students, faculty and staff to safely travel to campus,” the school said in a statement. “Consequently, our planning approach will result in CSU courses primarily being delivered virtually for the fall 2020 term, with limited exceptions for in-person teaching, learning and research activities that cannot be delivered virtually, are indispensable to the university’s core mission and can be conducted within rigorous standards of safety and welfare. There will be hybrid approaches and there will be variability across the 23 campuses due to specific context and circumstances.”</p>
<p>“Some possible examples of potential exceptions – and only when there are sufficient resources available and protocols in place to assure that rigorous health and safety requirements are in place – include clinical classes with training mannequins for our nursing students such that we keep students on track for licensure and entry into the state’s healthcare workforce; essential physical and life science laboratory classes enabling degree completion and entry into the energy and bioscience fields; access to kilns and other unique facilities to enable students in the performing and creative arts to explore and express the depth, breadth and beauty of humanity; hands-on experience with unique instrumentation and senior capstone projects for engineering, architecture and agriculture students; and access to the blue-water hands-on interactive simulator for boat and ship handling, to provide students with knowledge, understanding and skills necessary for the maritime industry and required for licensure by the US Coast Guard and UN International Maritime Organization,” the school added.</p>
<p>“The granting of limited exceptions to permit in-person activities will continue to be informed by thoughtful consultation with academic senates, associated students, staff councils and union leadership, and will be based on compelling educational and research needs, while continuing to meet safety benchmarks,” the statement continued. “Any exceptions may be permitted only in the continued presence of the aforementioned rigorous safety measures and training, and only in consideration of resource availability and other matters of local context, and be in accordance with the guidance of local and state public health agencies, the repopulation directives of governmental authorities along with other relevant regulatory agencies.”</p>

<p>In states across the country, governors are ignoring or ridiculing the grassroots protests ignited by the overreaching COVID-19 lockdown.</p>
<p>“It’s that kind of irresponsible action that puts us in this situation where we might have to actually think about extending stay-at-home orders, which is supposedly what they protesting,” said Michigan Governor Gretchen Whitmer in an interview with MSNBC host Rachel Maddow.</p>
<p>“When you see a political rally – that’s what it was yesterday, a political rally – where people aren’t wearing masks and they’re in close quarters and they’re touching one another, you know that that’s precisely what makes this kind of disease drag out and expose more people,” Whitmer continued.</p>
<p>If governors like Whitmer and Newsom believe they’ve seen the last of the protesting, they’re in for a rude surprise.</p>

<p>California Gov. Gavin Newsom on Tuesday gave his state a glimpse of what the near future holds, at least until a COVID-19 vaccine gives Americans “herd immunity.”</p>
<p>“We talk about what the new normal will look like. As I said, normal it will not be, at least until we have herd immunity and we have a vaccine,” Newsom told a news conference.</p>
<p>“You may be having dinner with a waiter wearing gloves, maybe a face mask; a dinner where the menu is disposable, where the tables, half the tables in that restaurant no longer appear; where your temperature is checked before you walk into the establishment,” he said.</p>
<p data-slot-rendered-dynamic="true">“These are likely scenarios as we begin to process the next phase. The next iteration for businesses — the same opportunity and responsibility resides to allow for their employees to practice a safe physical distancing, which means they have to redesign those businesses,” he said.</p>
<p>“Retailers have to redesign their protocols, processes, and procedures,” he said.</p>
<p>Newsom said the “new normal” is a chance, “as Lincoln once said, to think anew and act anew and to find new approaches, new strategies to get things done.”</p>
<p>The governor said the near future holds “more teleworking, more distance learning, and speaking of learning, we want to get our kids back in school.”</p>
<p>Newsom raised the prospect of the next school year moving to staggered arrival times for students — morning sessions for some, afternoon sessions for others — to reduce physical contact. “Assemblies, PE, recess, looking at how you provide meals to our kids, all of those things would have to be reconsidered,” Newsom said.</p>
<p data-slot-rendered-dynamic="true">“Deep sanitization, massive deep cleaning, a predicate by the way, not just in our schools but disinfecting our parks, our playgrounds, our benches, our swings, our sidewalks, our streets, all common areas. For businesses, for office building managers — the idea that we are still pushing to get to floor 10 and floor 11, to make sure there are wipes, make sure that there is the kind of sanitation within those building systems.</p>
<p>“All of that is guidance that likely will be put out, which will be predicate for reintroducing, again, a semblance of normalcy.”</p>
<p>Newsom also said the prospect of mass gatherings, including Memorial Day and Fourth of July events, won’t happen this year “until we get to herd immunity.”</p>
<p>“Large-scale events that bring in hundreds, thousands, tens of thousands of strangers all together across every conceivable difference, health and otherwise, is not in the cards, based upon our current guidelines and current expectations.”</p>

<p data-slot-rendered-dynamic="true">Newsom said the statewide “stay at home” orders will not be eased until the number of coronavirus cases and hospitalizations numbers “flatten and start to decline.”</p>
<p>He laid out six “indicators” that will lead to a loosening of the stay at home order:</p>
<p>1. The ability to monitor and protect our communities through testing, contact tracing, isolating, and supporting those who are positive or exposed.</p>
<p>Key Questions:</p>
<p>— How prepared is our state to test everyone who is symptomatic?</p>
<p>— Do we have the ability to identify contacts of those who are positive to reduce further transmission?</p>
<p>2. The ability to prevent infection in people who are at risk for more severe COVID-19.</p>
<p>Key Questions</p>
<p>— Are older Californians and the medically vulnerable living in their own homes supported so they can continue appropriate physical distancing?</p>
<p data-slot-rendered-dynamic="true">— Have we developed a plan to quickly identify and contain outbreaks in facilities housing older Californians, those living with disabilities, those currently incarcerated, and those with co-morbidities?</p>
<p>3. The ability of the hospital and health systems to handle surges.</p>
<p>Key Questions:</p>
<p>— Do we have adequate bed capacity, staff and supplies such as ventilators and masks?</p>
<p>— Can our healthcare system adequately address COVID-19 and other critical healthcare needs?</p>
<p>4. The ability to develop therapeutics to meet the demand.</p>
<p>Key Questions:</p>
<p>— Have we built a coalition of private, public, and academic partners to accelerate the development of therapeutics?</p>
<p>— Have we identified potential therapeutics that have shown promise</p>
<p>5. The ability for businesses, schools, and child care facilities to support physical distancing.</p>
<p>Key Questions</p>
<p data-slot-rendered-dynamic="true">— Have we worked with businesses to support physical distancing practices and introduced guidelines to provide health checks when employees or the general public enter the premises?</p>
<p>–Do we have supplies and equipment to keep the workforce and customers safe?</p>
<p>6. The ability to determine when to reinstitute certain measures, such as the stay-at-home orders, if necessary.</p>
<p>Key Questions</p>
<p>— Are we tracking the right data to provide us an early warning system?</p>
<p>— Do we have the ability to quickly communicate the need to reinstate these measures?</p>

<p>Taxpayers would be kicking in $75 million for the money, while a group of charities has committed to raising another $50 million for a total of $125 million. A group of charities already has donated $5.5 million for the fund, including the Emerson Collective, Blue Shield of California Foundation, the California Endowment, the James Irvine Foundation, the Chan Zuckerberg Initiative and an anonymous donor.</p>
<p>Newsom said the money will not be distributed based on income. “Their personal information will not be required to get those support,” he added.</p>
<p>California has been seen as the most aggressive state in the nation when it came to giving benefits to immigrants living in the country illegally. Last year, California became the first state to give taxpayer-funded health benefits to low-income adults 25 and younger living in the country illegally. This year, Newsom had proposed expanding those benefits to seniors 65 and older.</p>
<p>The move by California came as some Democrats in Washington, D.C., have been lobbying to include payments to illegal immigrants in stimulus packages.</p>
<p>The $2 trillion stimulus package recently passed by Congress, which President Trump signed into law, is giving small-business loans and assistance in the form of direct payments of $1,200 per adult and $500 per child. The latter has been distributed to people with Social Security numbers.</p>
<p>While that included working legal immigrants — like those in the U.S. on nonimmigrant (temporary) work visas — with Social Security numbers in order to be able to work legally in the U.S., it did not include people in the country illegally.</p>
<p>Meanwhile, Washington’s tourism arm announced that it will include $5 million specifically for illegal immigrants who had been left out of employment benefits and other forms of assistance, The Washington Post reported.</p>

<p>The statement continued, “Our residents’ health comes first. As home to one in six Americans and gateway to the rest of the world, the West Coast has an outsized stake in controlling and ultimately defeating COVID-19.”</p>
<p>The governors said health outcomes and science, not politics, would drive decision-making. Any modifications to each state’s stay-at-home order will be grounded in a comprehensive understanding of the health impacts of COVID-19, they added, saying no large-scale reopening will take place until metrics reflected a significant decline in the spread of the virus.</p>
<p>“COVID-19 doesn’t follow state or national boundaries. It will take every level of government, working together, and a full picture of what’s happening on the ground,” the statement read.</p>
<p>Newsom said he will announce a detailed plan on Tuesday for lifting restrictions – a decision he’ll make without “political pressure,” in an apparent swipe at President Trump.</p>
<p>Trump tweeted earlier Monday in apparent response to assertions that it’s up to the governors, not the president or the federal government, to restart states’ economies.</p>
