In Oakland, the increase has been just at 129%, according to a <a href="https://www.ktvu.com/news/illegal-dumping-calls-skyrocket-by-129-oakland-poised-to-spend-nearly-500000-on-litter-police" target="_blank" rel="nofollow">Fox News</a> Report.</p>
  112. <h2>Why Is Illegal Dumping a Problem?</h2>
  113. <p>Illegal dumping occurs when someone leaves trash in a place not designated for trash. It’s frustrating to residents and government officials.</p>
  114. <p>According to the <a href="https://www.oaklandca.gov/topics/illegal-dumping" target="_blank" rel="nofollow">Oakland city website</a>, illegal dumping has been a problem for many years. <a href="https://www.mercurynews.com/2021/11/12/waste-management-expands-free-options-for-collecting-junk-in-oakland-to-combat-illegal-dumping/" target="_blank" rel="nofollow">Mercury News</a> reports that the Illegal Dumping Unit responded to over 35,000 service requests for dumped items in the last fiscal year. It’s the number one problem with <a href="https://fasthaul.com/areas-of-service/oakland/" target="_blank" rel="nofollow">junk removal in Oakland</a> that is plaguing the city’s Public Works department.</p>

  117. <p>The rubbish and garbage attract pests and insects. Illegal waste can spread weeds, which is another problem for Californians. Many of the items in an illegal dump are hazardous and non-biodegradable. They may contain chemicals that get into the physical environment, impacting humans, native wildlife, and groundwater. Illegal dumping puts the entire community at risk.</p>
  118. <p>Illegal dumping costs the city money to clean up the spaces, because many times, the illegal dumping sites are owned by the city. It’s an economical and environmental issue that isn’t going to go away without serious intervention.</p>
  119. <h2>Why Is Illegal Dumping Increasing?</h2>
  120. <p>Illegal dumping is not a recent problem, but it has been on the rise over the past decades.</p>
  121. <p>Some attribute it to a growing population that is more consumer-oriented. After the depression, people learned to reuse items instead of always buying new, but today, we tend to throw stuff away when it gets old and needs to be replaced.</p>
  122. <p>Some people dispose of their trash in the easiest way possible, just leaving it on the street when they move. Others don’t want to pay to dispose the waste. There are also some people who believe the pandemic has exacerbated the problem of illegal dumping.</p>
  123. <p>Some junk companies that offer to haul off trash are unethical. They dump their garbage instead of driving to the Waste Management center and disposing of garbage properly.</p>
  124. <h2>What Remedies Has Oakland Tried?</h2>
  125. <p>Until 2010, Oakland had litter enforcement officers who monitored illegal dumping and worked to curb the practice. The program was deemed too expensive. Budget cuts eliminated the program, and that was when illegal dumping began increasing.</p>
  126. <p>Now, according to the <a href="https://oaklandside.org/2022/01/18/city-council-this-week-new-cameras-illegal-dumping-ghost-gun-ban/" target="_blank" rel="nofollow">Oaklandside</a>, Oakland is spending $12 million this fiscal year to fight illegal dumping. The city also wants to put some money toward education and proactive policies that fight illegal dumping. There is also a program in place that<a href="https://www.oaklandca.gov/services/get-a-reward-for-reporting-illegal-dumping" target="_blank" rel="nofollow"> rewards</a> citizens who report illegal dumping.</p>
  127. <h2>Illegal Dumping Could Cost More in Oakland</h2>
  128. <p>Currently, fines for illegal dumping are just $1000. Many officials believe that the fee needs to be raised. The fee was capped in 1968, so it takes a public vote to change the fine.</p>
  129. <p><a href="https://ballotpedia.org/Oakland,_California,_Measure_RR,_Remove_Limits_on_Fines_Charter_Amendment_(November_2020)" target="_blank" rel="nofollow">Oakland Measure RR</a> was on the ballot in November 2020 to amend the city charter to remove the limit of $1000. The referral passed at 58.34%. The City Council is still holding public hearings to determine how much to set the cap at.</p>

  133. <p>Oakland residents have more ways to dispose of trash than before. Make sure you aren’t illegal dumping by recycling and taking your waste to the appropriate facilities. Each household gets one free curbside pickup and one free dump drop-off each year.</p>

  513. <p>After nearly two years of construction, the company has recently opened its doors for business. Company leadership estimates they&#8217;ll process 100,000 tons of plastic received from environmental groups, management companies, and manufacturing companies.</p>
  514. <h2><strong>Plastics Recycling Technology to Recycle Waste at the End of its Lifecycle</strong></h2>
  515. <p>The company’s Indiana plant uses a process that converts plastic from items discarded by consumers and businesses. Their technology subsequently turns old plastics into useful products such as fuel and wax. These products are difficult to recycle otherwise and include such items as:</p>

  517. <li>Children’s toys</li>
  518. <li>Flexible packing material</li>
  519. <li>Plastic film</li>
  520. <li>Styrofoam cups</li>
  521. </ul>
  522. <p>This facility accepts single-use plastic waste such as water bottles. Their trademarked machine technology converts plastic on a commercial scale for mass distribution.</p>
  523. <p>The BP Oil Company in London and the AM WAX company based in Santa Fe Springs, California were among the first businesses to express interest in purchasing recycled oil and gas products from Brightmark. BP was especially impressed with Brightmark’s oil made from recycled plastic. The oil contains diesel fuel with exceptionally low levels of sulfur.</p>
  524. <h2><strong>The Problem of Plastic Overflow in the United States</strong></h2>
  525. <p>Americans produce an average of 33 million tons of plastic waste every year. Many assume their plastic waste gets recycled once they place it in a bin for curbside pickup. However, the reality is that waste management companies currently only recycle approximately 9% of discarded plastic.</p>
  526. <p>Brightmark’s solution is innovative at a time when the <a href="https://fasthaul.com/ecoblog/2019/04/22/state-of-us-landfills/" target="_blank" rel="nofollow">country is quickly running out of landfill space</a> to store its waste. By giving new life to products that would otherwise sit for centuries in a landfill before decomposing, Brightmark hopes it has started a trend that other waste and energy development companies will follow.</p>

  533. <h2><strong>Plastics-to-Fuel Technology is not without Criticism</strong></h2>
  534. <p>Brightmark is years ahead of competitors in developing solutions for America’s plastic waste problem. Nonetheless, some feel that plastics-to-fuel technology presents its own set of risks. For example, plants such as the Indiana facility operated by Brightmark <a href="https://www.businessinsider.com/brightmark-plastic-waste-fuel-pollution-2020-10" target="_blank" rel="nofollow">can produce harmful emissions when employees heat plastic</a> to prepare it for the conversion process. Diesel fuel can also contribute to <a href="https://fasthaul.com/ecoblog/2016/10/17/5-innovations-monitor-fight-air-pollution/" target="_blank" rel="nofollow">air pollution</a>.</p>
  535. <p>Despite these minimal criticisms, company leadership at Brightmark insists its plastics-to-fuel technology poses less risk than the United States continuing on the path it’s on in terms of running out of room for plastic waste. If companies like Brightmark don’t step up to offer new solutions for the problem, oceans could contain more plastic waste than marine life within 30 years.</p>
  536. <h2><strong>A Solicitation for Waste in July 2020</strong></h2>
  537. <p>Approximately 14 months after initiating development of the Ashley, Indiana plant, Brightmark announced that it wanted other waste facilities to send up to 2.4 million tons of plastic for its employees to recycle. That number represented more plastic waste than all material handling companies in the United States combined process on a yearly basis.</p>
  538. <p>In its nationwide announcement, Brightmark indicated it was especially interested in <a href="https://ezjunkhauling.com/deciphering-plastic-recycling-codes/" target="_blank" rel="nofollow">plastics with recycling codes</a> numbered 1 through 7 that are typically the most difficult to recycle. Plastics 3 through 7 are the most challenging to recycle and represent plastic waste found most often in landfills and oceans. The response was overwhelming, and Brightmark was happy to convert so much plastic into practical commercial products.</p>

  544. <h2><strong>Other Countries Using Plastics Recycling Technology</strong></h2>
  545. <p>While Brightmark is the first commercial-scale plastics-to-oil company in the United States, it is not the first in the world. Similar businesses began operating prior to 2019 in Asia and Europe. Those energy and waste management companies may have expanded in the United States before Brightmark broke ground for the Ashley, Indiana plant if not for operational costs, access to necessary materials, and the cost of purchasing equivalent fuels.</p>
  546. <h2><strong>Brightmark Plans to Expand its United States Operations</strong></h2>
  547. <p>The demand for a waste management and recycling solution on a commercial scale has only grown in recent years. Officials from nearly 1,000 cities across the nation have contacted Brightmark.  Their enthusiasm indicates the demand for such facilities and technology.</p>
  548. <p>Although the company cannot build that many plants, its leadership feels encouraged by the enthusiasm. As such, they plan to open additional plants in several regions of the United States. Communitieswill have to wait just a bit longer until the company announces its expansion plans. Brightmark plans to begin its expansion of plastics recycling technology facilities by 2023.</p>
