  76. <p><strong>Medan, Indonesia</strong> – Indonesian film director Joko Anwar is a busy man.</p>
  77. <p>He is on location in the city of Bandung, shooting “a new project”, the details of which he refuses to divulge, while also wrapping up post-production on another film to be released “soon”.</p>
  78. <p>At the same time, he is doing press for his latest smash-hit horror flick Siksa Kubur (Grave Torture), which was released in Indonesia on April 11 and has already sold almost 4 million tickets – putting it on track to join the top 10 highest grossing Indonesian films of all time.</p>
  79. <p>“Can you give me 10 minutes,” he apologises about 20 minutes into the phone interview, having said that he was on set but not that he was actually between takes. “I just need to shoot this scene.”</p>
  80. <p>It is perhaps no surprise that Anwar, one of Indonesia’s most celebrated film directors, is good at multitasking – particularly if the rave reviews of Siksa Kubur, which he wrote, directed and marketed, are anything to go by.</p>
  81. <p>The film tells the story of a young girl Sita (played by Widuri Puteri) and her brother Adil (Muzakki Ramdhan). It begins in 1997 when the siblings witness their parents, who own a bakery, die in a suicide bombing.</p>

  83. <p>The bomber, who steps into the bakery moments before detonating the bomb, plans to die as a martyr – believing he will go straight to heaven and avoid being tortured in his grave.</p>
  84. <p>“The concept of grave torture does not exist in other religions – it is uniquely Muslim,” Anwar explained.</p>
  85. <p>“Muslims believe that, when you die, you will be questioned by two angels about your life. If you don’t do well, you will be tortured in your grave.”</p>
  86. <p>After watching her parents die at the hands of a man who believes he can evade sin even as he murders innocent bystanders, Sita becomes obsessed with proving that grave torture does not exist and that religion is primarily a form of fear-mongering.</p>
  87. <p>It is a sensitive topic in Indonesia, where almost 90 percent of the country’s 270 million people are Muslim, but Anwar, himself a practising Muslim, says that he did not want the film to be “judgemental”.</p>
  88. <p>“We tried to treat the topic with the greatest respect and not disparage anyone. We were just throwing out questions and hoping that there would be a discussion. We wanted the film to be an experience that led to reflection,” he said.</p>
  89. <p>The idea for Siksa Kubur was percolating in Anwar’s mind for “a long time” before it came to fruition.</p>
  90. <p>“I wanted to examine the relationship between religion and people. Since I was a child, I have had questions about belief and religion, which I tried to explain to the audience through these characters.”</p>
  91. <p>One of these characters is the head of the Islamic boarding school that the orphaned Sita and Adil attend, and who abuses the young boys in his care.</p>
  92. <p>Anwar wrote the screenplay following a series of <a href="https://www.aljazeera.com/news/2021/4/28/holdsexabusescandal-puts-focus-back-on-indonesia-child-protection" target="_blank" rel="noopener">high-profile cases of abuse</a> at religious institutions across Indonesia, including Muslim and Christian schools.</p>
  93. <p>“Teachers at religious schools use religion as their identity, so I wanted to ask the question: Why are they doing that then?” he said.</p>
  94. <p>“The theme of abuse at religious institutions was based on a very relevant issue in Indonesia.”</p>
  95. <h2 id="gotham-city">‘Gotham City’</h2>
  96. <p>Like Sita and Adil, Anwar’s childhood was difficult.</p>
  97. <p>He was born in 1976 in the city of Medan, the provincial capital of North Sumatra.</p>
  98. <p>His father worked as a pedicab driver, a backbreaking job riding a bicycle with a passenger cab around the densely populated city, while his mother sold fabric in a local market.</p>
  99. <p>Anwar grew up in what he describes as “a slum named Amplas”.</p>
  100. <p>Located in the heart of Medan, Amplas is the city’s main transit terminal, clogged with long-distance buses ferrying passengers across Sumatra and beyond.</p>

  102. <p>Like many transit hubs, Amplas has long had a reputation for a certain amount of vice, filled with pickpockets and ticket touts, grifters and traffickers – serviced by open-air shacks that offer a cheap local moonshine made from the fermented sap of toddy palms.</p>
  103. <p>Across the rest of Indonesia, Medan also has a nickname: Gotham City, after the crime-ridden metropolis in the Batman comics.</p>
  104. <p>Anwar, a comic book fan, laughs when reminded of the moniker and agrees that Medan is a tough place to live. Amplas, in particular, he says, was “not conducive to a child”.</p>
  105. <p>By the age of 14, the majority of Anwar’s peers were either “in prison, married because they got someone pregnant, or consumed by drugs and crime. I escaped by watching films”.</p>
  106. <p>From the age of six, Anwar would make an arduous 45-minute journey on foot to a rundown “bioskop rakyat” (community cinema), which sold cheap tickets for local Indonesian films and kung-fu movies from Hong Kong.</p>
  107. <p>Sometimes, he had the few rupiahs he needed for a ticket and could go inside, but at other times, he did not have enough or the sellers refused entry to a child on their own. On those occasions, Anwar would stand on his tiptoes and peek through the ventilation shaft of the cinema, which did not have air conditioning and was cooled by fans.</p>
  108. <p>“That way, I could see about three-quarters of the screen, and I discovered that there were different worlds other than my own,” he recalled.</p>
  109. <p>His dream of attending film school, however, proved elusive when his parents could not afford the fees, and instead, Anwar went to the Institute of Technology in Bandung where he studied aeronautical engineering before becoming a journalist and film critic for the Jakarta Post.</p>
  110. <p>Once there, he interviewed filmmaker Nia Dinata, who helped him get hired as an assistant director for the 2003 film Biola Tak Berdawai (The Stringless Violin).</p>
  111. <p>In 2003, Dinata and Anwar co-wrote the satire Arisan! (The Gathering!) – “the first film in Indonesia to depict homosexual relationships in a positive light” – and won awards at the Bandung Film Festival, the Citra Awards and the MTV Indonesian Movie Awards.</p>
  112. <p>The accolades kept coming.</p>
  113. <p>In 2005, Anwar made his directorial debut with Janji Joni (Joni’s Promise), about a film reel delivery driver named Joni (Nicholas Saputra) who meets a girl who will only reveal her name if he successfully delivers a film reel while racing through Jakarta’s notorious traffic.</p>
  114. <p>In 2009, Anwar released Pintu Terlarang (The Forbidden Door), which TIME Magazine film critic Richard Corliss said could be “Anwar’s calling card for international employment, if only Hollywood moguls wanted something out of their own narrow range”.</p>
  115. <p>His fifth feature film, A Copy of My Mind, was the only film from Southeast Asia to be screened at the 2015 Venice Film Festival and, in 2019, his superhero movie Gundala premiered at the Toronto International Film Festival.</p>
  116. <p>In 2020, Anwar’s folk-horror film Impetigore was announced as Indonesia’s official submission to the 2021 Academy Awards.</p>

  118. <p>Christine Hakim, an actor, producer and activist often referred to as the “grande dame of Indonesian cinema”, has been acting since 1973, and worked with Anwar for the first time on Impetigore.</p>
  119. <p>“He’s amazing, very special,” the 67-year-old told Al Jazeera. “I was not a horror film actor when I met him. I don’t like jump scares and I don’t like horror films,” she said, laughing.</p>
  120. <p>But a chance meeting in a hotel lobby, during which Anwar pitched her the part, changed her mind.</p>
  121. <p>“I knew he was one of the best directors in Indonesia, which is why I agreed,” she said.</p>
  122. <p>When Hakin saw the script for Impetigore, she says she was astonished.</p>
  123. <p>“In my 40 years working in the film industry, there had never been a director who had written the entire backstory of my character for me. Usually, as an actor, I had to interpret and find that myself, doing all my own research,” she said.</p>
  124. <p>“I thought he was so serious.”</p>
  125. <p>Hakim also has a role in Siksa Kubur, in which her character dies after becoming entangled in a washing machine that spins out of control.</p>
  126. <p>Originally, Hakim’s manager tried to break the news about the washing machine gently.</p>
  127. <p>“Of course, I started screaming. I said, ‘Are you joking? I’m too old for this’.”</p>
  128. <p>Yet when she read the rich and complex script – which tells the story of Hakim’s character suffering a dreadful psychological blow that requires her to “dig deep to concentrate and find the level of stress required” – she changed her mind</p>
  129. <p>“I knew Joko wouldn’t do anything to put me in danger and I felt comfortable after he explained the role to me in detail,” she said.</p>
  130. <p>“I don’t think I would have ever considered acting in horror films had it not been for Joko.”</p>
  131. <h2 id="a-film-fan">A film fan</h2>
  132. <p>Is there an overarching theme in Anwar’s films, from the upbeat highs of Janji Joni to the shadowy depths of Siksa Kubur?</p>
  133. <p>He says there is: family dynamics.</p>
  134. <p>“I always want to examine what happens if you have a ‘good’ family or a ‘bad’ family and how that plays out in society,” he explained.</p>
  135. <p>As the youngest of three siblings, with an older sister and brother, Anwar says he “grew up without a father figure”.</p>
  136. <p>“My father basically never talked to me. It was a dysfunctional family, but I survived and used it as my inspiration. I hope, in turn, to inspire others. In the end, it was a blessing in disguise,” he said.</p>

  138. <p>Anwar’s mother died in 2009 and his father the following year, having both lived to see some of his success, although they struggled to understand his films.</p>
  139. <p>“We didn’t talk about them,” he said. “They were always busy and left me to my own devices. They never stopped me from doing anything, but they didn’t praise me either.”</p>
  140. <p>Thomas Barker, an honorary associate professor at the Humanities Research Centre of the Australian National University, who specialises in the cultural sociology of Southeast Asian screen industries, describes Anwar as “a unique personality in Indonesian cinema”.</p>
  141. <p>“The development of his career and his work traces the development of the Indonesian film industry itself over the past 20 years. He’s also a film fan, meaning he has a lot of film knowledge to draw on and this is evident in his work.</p>
  142. <p>“I think this gives his work a cinematic depth and intertextuality. He understands the form of cinema and can pull in ideas from a whole range of sources.”</p>
  143. <p>He adds that Anwar is “helping to elevate Indonesian cinema in a way that makes it more palatable to an international audience”, which can be demonstrated through his success at international film festivals and his work for international companies and global streaming services.</p>
  144. <p>“This is not an easy skill, especially in <a href="https://www.aljazeera.com/news/2021/6/2/zombie-films-breathe-new-life-into-malaysian-and-indonesia-horror" target="_blank" rel="noopener">horror</a> which can be quite specific to a culture in terms of its characters, fears and monsters,” Barker said.</p>
  145. <p>Of all his work, Anwar is most proud of Siksa Kubur, which he describes as his most personal film as well as the one that has elicited the most discussion.</p>
  146. <p>“Audiences have had so many theories about the film and what it means, because we didn’t give it a neat conclusion and left it up to them.”</p>
  147. <p>While Anwar is still riding high on the success of Siksa Kubur, he also has an upcoming <a href="https://www.aljazeera.com/news/2023/2/8/indonesian-video-on-demand-films-take-world-by-storm" target="_blank" rel="noopener">Netflix series</a> named Nightmares and Daydreams that tackles a rare genre in Indonesian cinema: science fiction.</p>

  149. <p>Anwar says the Indonesian film industry has one of the biggest potential markets in the world, although some skills are still lacking.</p>
  150. <p>“We need more film schools, because lots of people want to enter the industry and don’t know where to study,” he said. “We need more film schools across all of Southeast Asia.”</p>
  151. <p>Despite the hurdles, the industry continues to grow, which Anwar sees as “a good sign commercially”.</p>
  152. <p>Asked if the Indonesian film industry is in good health, he pauses before answering.</p>
  153. <p>“I wouldn’t say that the Indonesian film industry is in good health,” he said.</p>
  154. <p>“It would say it is extremely healthy.”</p>

  203. <p>Sanders, whose presidential campaigns in 2016 and 2020 galvanised young people and progressives, announced on Monday that he would run for a fourth six-year term in the US Senate.</p>

  207. <p>While <a href="https://www.aljazeera.com/news/2023/10/30/bernie-sanderss-failure-to-back-gaza-ceasefire-disappoints-us-supporters" target="_blank" rel="noopener">initially rejecting</a> calls for a ceasefire, Sanders has emerged as one of Congress’s most outspoken critics of Israel’s military campaign in Gaza.</p>
  208. <p>The war has killed nearly 35,000 Palestinians, most of them women and children, and reports have emerged of Israeli forces committing rights abuses, such as the torture and indiscriminate bombing of civilians.</p>

Sanders, who identifies as Jewish himself, has also voiced support for the <a href="https://www.aljazeera.com/features/2024/5/6/us-student-protests-of-israeli-genocide-offer-hope-to-students-from-gaza" target="_blank" rel="noopener">antiwar encampments</a> that began on college campuses in April to show solidarity for the Palestinians under Israel’s siege.</p>
  211. <p>The wave of protests engulfed university life in the US and highlighted generational divides within the Democratic Party over support for Israel. But Sanders likened the campus activism to his own experiences protesting for civil rights in the 1960s.</p>

  225. <p class="p1">But Biden’s dominant performance in South Carolina augured a shift in the race, and Sanders ultimately suspended his campaign in April 2020.</p>

  276. <p>They were forced to field a makeshift defence, with Ten Hag admitting Evans &#8220;wasn&#8217;t ready for the game&#8221; as he made his comeback from injury. But he was left disheartened by the manner of defeat to Palace, where United were comprehensively outplayed.</p>
  277. <p>&#8220;It is very disappointing. Under-performing. Definitely the worst defeat,&#8221; Ten Hag said. &#8220;We should have done better. We are aware as a team performance, we were not correct, making big mistakes and not following the plan and the script. And the rules we have. Of course also individual mistakes, but then we should cover each other which we didn&#8217;t do. We let each other down and then you get a worst defeat.&#8221;</p>

If ever they watch back footage from referee Jarred Gillet&#8217;s &#8220;Ref-Cam&#8221;, then it&#8217;ll provide a neat alternative to the Blair Witch Project. It&#8217;s difficult to pinpoint one area where they fell apart &#8212; it was a comprehensive capitulation. And few struggled more than the vastly experienced Casemiro who had an awful match. He was completely at sea for Palace&#8217;s opener through Olise, and then guilty of getting caught on the ball for the second and fourth goals.</p>

This was surely the nadir of a poor campaign. And following a weekend where both <a href="https://www.espn.com/soccer/team/_/id/361/newcastle-united" target="_blank" rel="noopener">Newcastle United</a> and <a data-clubhouse-guid="c43a00b9-2826-72b3-77a0-62730abc936e" href="https://www.espn.com/soccer/team?id=363" target="_blank" rel="noopener">Chelsea</a> won convincingly, this defeat sees them remain in eighth &#8212; which would be their worst finish in the Premier League era. On the flip side, this win marked the first time Palace have done the league double over Manchester United after they won 1-0 in the reverse fixture back in September. The Eagles are soaring.</p>

Perhaps Ten Hag&#8217;s half-time team talk would bring about some fight. But any hope of a second half resurgence was quickly halted. Palace were prodding away, with Eze firing wide after a wonderful one-two with Olise, but they got their just reward with a third when <a data-player-guid="5525004c-f165-82cb-c43a-30f171f258ab" href="http://espn.com/soccer/player/_/id/196081/joachim-andersen" target="_blank" rel="noopener">Joachim Andersen</a> outmuscled <a href="https://www.espn.com/soccer/player/_/id/238902/diogo-dalot" target="_blank" rel="noopener">Diogo Dalot</a> and gave Mitchell the chance to tap home their third.</p>

The old ground shook &#8212; fans pinching their eyes, at Palace securing their fourth win in five under manager Oliver Glasner, who triggered this renaissance when he took charge back in February.</p>

Casemiro had an effort (perhaps harshly) ruled out in the first half as <a href="https://www.espn.com/soccer/player/_/id/309273/rasmus-højlund" target="_blank" rel="noopener">Rasmus Højlund</a> was deemed to have fouled goalkeeper <a data-player-guid="556a7122-7a95-5561-095c-cbd92cb05884" href="http://espn.com/soccer/player/_/id/234172/dean-henderson" target="_blank" rel="noopener">Dean Henderson</a> as he sought to keep out a looping header from the Brazilian and the makeshift centre-back then had a second-half effort chalked off for an offside. But their end return of just two shots on goal showed their profligacy. And despite the inclusion of both Casemiro and Evans at the heart of United&#8217;s defence, it proved to be completely futile. They lacked any resistance and shape, the balance all wrong with players charging out of position. And from there, their foundations collapsed, failing to find any coherence or understanding.</p>

This team played brilliantly &#8211; the midfield duo of <a data-player-guid="5d54c2c7-7a36-39db-ba86-7f23cd1629fc" href="http://espn.com/soccer/player/_/id/333419/adam-wharton" target="_blank" rel="noopener">Adam Wharton</a> and <a data-player-guid="57d43a85-faeb-8d63-4e15-2d3fd9613455" href="http://espn.com/soccer/player/_/id/168421/will-hughes" target="_blank" rel="noopener">Will Hughes</a> controlling the match and that Glasner brought on an extra striker in Édouard in the second half to go even more attacking despite being three goals up at the time showed their intents here (and their bloodlust). They&#8217;re moving in an exciting direction but will need to fend off plenty of admirers for their wonderful talents this summer.</p>

  367. <p>Al Jazeera has obtained a copy of the Gaza <a href="https://www.aljazeera.com/news/2024/5/6/heres-everything-know-about-gaza-deal-hamas-agreed" target="_blank" rel="noopener">ceasefire proposal</a> that Hamas said it accepted on Monday. The deal, which was put forward by Egypt and Qatar, would come in three stages that would see an initial halt in the fighting leading to lasting calm and the withdrawal of Israeli troops from the Palestinian territory.</p>
  368. <p>The proposed agreement would also ensure the release of Israeli captives in Gaza as well as an unspecified number of Palestinian prisoners held in Israeli jails.</p>
  369. <p>Israel has said that it does not agree to the proposal, but that it will engage in further talks to secure an agreement – all while pushing on with its assault on Gaza. Meanwhile, the United States, which is also involved in the negotiations, said <a href="https://www.aljazeera.com/news/2024/5/6/us-reviewing-gaza-ceasefire-proposal-says-it-opposes-rafah-invasion" target="_blank" rel="noopener">it is reviewing</a> the Hamas response.</p>
  370. <p>Here’s the text of the proposed deal:</p>
  371. <p>The basic principles for an agreement between the Israeli side and the Palestinian side in Gaza on the exchange of captives and prisoners between them and the return of sustainable calm.</p>
  372. <p>The framework agreement aims at: The release of all Israeli captives in the Gaza Strip, civilians or military, alive or otherwise, from all periods, in exchange for a number of prisoners held by Israel as agreed upon, and a return to a sustainable calm that leads to a permanent ceasefire and a withdrawal of Israeli forces from the Gaza Strip, its reconstruction and the lifting of the siege.</p>
  373. <p>The framework agreement consists of 3 related and interconnected stages, which are as follows:</p>
  374. <h2 id="the-first-stage-42-days">The first stage (42 days)</h2>
  375. <p>[Herein] a temporary cessation of military operations between the two parties, and the withdrawal of Israeli forces eastward and away from densely populated areas to a defined area along the border all along the Gaza Strip (including Wadi Gaza, known as the Netzarim corridor, and Kuwait Roundabout, as below).</p>
  376. <p>All aviation (military and reconnaissance) in the Gaza Strip shall cease for 10 hours a day, and for 12 hours on the days when captives and prisoners are being exchanged.</p>
  377. <p>Internally displaced people in Gaza shall return to their areas of residence, and Israel shall withdraw from Wadi Gaza, the Netzarim corridor, and the Kuwait Roundabout:</p>
  378. <ul>
  379. <li>On the third day (after the release of 3 captives), Israeli forces are to withdraw completely from al-Rashid Street in the east to Salah al-Din Street, and dismantle military sites and installations in this area.</li>
  380. <li>Displaced persons (unarmed) shall return to their areas of residence, and all residents of Gaza shall be allowed freedom of movement in all parts of the Strip.</li>
  381. <li>Humanitarian aid shall be allowed in via al-Rashid Street from the first day without any obstacles.</li>
  382. <li>On the 22nd day (after the release of half the living civilian captives in Gaza, including female soldiers), Israeli forces are to withdraw from the centre of the Gaza Strip (especially the Netzarim/Martyrs corridor and the Kuwait Roundabout axis), from the east of Salah al-Din Road to a zone along the border, and all military sites and installations are to be completely dismantled.</li>
  383. <li>Displaced people shall be allowed to return to their places of residence in the north of Gaza, and all residents to have freedom of movement in all parts of the Gaza Strip.</li>
  384. <li>Humanitarian aid, relief materials and fuel (600 trucks a day, including 50 fuel trucks, and 300 trucks for the north) shall be allowed into Gaza in an intensive manner and in sufficient quantities from the first day. This is to include the fuel needed to operate the power station, restart trade, rehabilitate and operate hospitals, health centres and bakeries in all parts of the Gaza Strip, and operate equipment needed to remove rubble. This shall continue throughout all stages.</li>
  385. </ul>
  386. <p>Exchange of captives and prisoners between the two sides:</p>
  387. <p>During the first phase, Hamas shall release 33 Israeli captives (alive or dead), including women (civilians and soldiers), children (under the age of 19 who are not soldiers), those over the age of 50, and the sick, in exchange for numbers of prisoners in Israeli prisons and detention centres, according to the following [criteria]:</p>
  388. <ul>
  389. <li>Hamas shall release all living Israeli captives, including civilian women and children (under the age of 19 who are not soldiers). In return, Israel shall release 30 children and women for every Israeli detainee released, based on lists provided by Hamas, in order of detention.</li>
  390. <li>Hamas shall release all living Israeli captives (over the age of 50), the sick, and wounded civilians. In return, Israel shall release 30 elderly (over 50) and sick prisoners for every Israeli captive, based on lists provided by Hamas, in order of detention.</li>
  391. <li>Hamas shall release all living Israeli female soldiers. In return, Israel shall release 50 prisoners for every Israeli female soldier (30 serving life sentences, 20 sentenced) based on lists provided by Hamas.</li>
  392. </ul>
  393. <p>Scheduling the exchange of captives and prisoners between the parties in the first stage:</p>
  394. <ul>
  395. <li>Hamas shall release three (3) Israeli detainees on the third day of the agreement, after which Hamas shall release three other detainees every seven days, starting with women as much as possible (civilians and female soldiers). In the sixth week, Hamas shall release all remaining civilian detainees included in this phase. In return, Israel shall release the agreed-upon number of Palestinian prisoners, according to lists Hamas will provide.</li>
  396. <li>Hamas will provide information about the Israeli detainees who will be released at this stage by the seventh day (if possible).</li>
  397. <li>On the 22nd day, the Israeli side shall release all prisoners from the <a href="https://www.aljazeera.com/news/2011/10/18/hamas-and-israel-exchange-prisoners" target="_blank" rel="noopener">Shalit deal</a> who have been re-arrested.</li>
  398. <li>If there are fewer than 33 living Israeli detainees to be released, a number of bodies from the same categories shall be released to complete this stage. In return, Israel will release all women and children who were arrested from the Gaza Strip after October 7, 2023 – provided that this is done in the fifth week of this stage.</li>
  399. <li>The exchange process is linked to the extent of commitment to the agreement, including the cessation of military operations, the withdrawal of Israeli forces, the return of displaced persons, and the entry of humanitarian aid.</li>
  400. <li>All necessary legal procedures to ensure that freed Palestinian prisoners are not re-arrested on the same charges are to be completed.</li>
  401. <li>The steps of the first stage above do not constitute a basis for negotiating the second stage. Punitive measures and penalties that were taken against prisoners and detainees in Israeli prisons and detention camps after October 7, 2023, are to be lifted and their conditions improved, including individuals who were arrested after this date.</li>
  402. <li>No later than the 16th day of the first phase, indirect talks will begin between the parties to agree on the details of the second phase of this agreement, with regard to the exchange of prisoners and captives from both parties (soldiers and remaining men), provided that they are completed and agreed upon before the end of the fifth week of this stage.</li>
  403. </ul>
  404. <p>The United Nations and its agencies, <a href="https://www.aljazeera.com/news/2024/4/22/no-evidence-of-unrwa-staff-links-terrorist-groups-independent-review" target="_blank" rel="noopener">including UNRWA</a>, and other international organisations, are to continue providing humanitarian services across the Gaza Strip. This shall continue throughout all stages of the agreement.</p>
  405. <p>Infrastructure (electricity, water, sewage, communications, and roads) across the Gaza Strip shall be rehabilitated, and the equipment needed for civil defence allowed into Gaza to clear rubble and debris. This shall continue throughout all stages of the agreement.</p>
  406. <p>All necessary supplies and equipment to shelter displaced people who lost their homes during the war (a minimum of 60,000 temporary homes – caravans – and 200,000 tents) shall be allowed into Gaza.</p>
  407. <p>Throughout this phase, an agreed-upon number (not less than 50) of wounded military personnel will be allowed to travel through the Rafah crossing to receive medical treatment, and an increased number of travellers, sick and wounded, shall be allowed to leave through the Rafah crossing as restrictions on travellers are lifted. The movement of goods and trade will return without restrictions.</p>
  408. <p>The necessary arrangements and plans shall be put in place for the reconstruction of homes, civilian facilities, and civilian infrastructure that was destroyed due to the war, as well as arrangements to compensate those affected, under the supervision of a number of countries and organisations, including: Egypt, Qatar, and the United Nations.</p>
  409. <p> </p>
  410. <p>All measures in this stage, including the temporary cessation of military operations, relief and shelter, withdrawal of forces, etc., shall continue in the second stage until a sustainable calm (cessation of military and hostile operations) is declared.</p>
  411. <h2 id="the-second-stage-42-days">The second stage (42 days):</h2>
  412. <p>A return to sustainable calm (a permanent cessation of military and hostile operations) must be announced and take effect before the exchange of captives and prisoners – all remaining living Israeli men (civilians and soldiers) in exchange for an agreed-upon number of prisoners and detainees in Israeli prisons and detention camps.</p>
  413. <p>Israeli forces shall withdraw completely from the Gaza Strip.</p>
  414. <h2 id="the-third-stage-42-days">The third stage (42 days):</h2>
  415. <p>An exchange of the bodies and remains of the dead on both sides after they have been retrieved and identified.</p>
  416. <p>The reconstruction plan for the Gaza Strip over a period of three to five years – including homes, civilian facilities, and infrastructure – and compensating all those affected begins, under the supervision of a number of countries and organisations, including: Egypt, Qatar, and the United Nations.</p>

  474. <p>The proposal includes three phases and would see an end to Israel’s war on Gaza as well as the release of Israeli captives held in the enclave and Palestinians held in Israeli prisons.</p>
  475. <p>Hamas’s announcement on Monday was met with celebrations in Gaza as Palestinians hoped it would finally bring an end to a nearly <a href="https://www.aljazeera.com/news/liveblog/2024/5/6/israels-war-on-gaza-live-israel-pounds-rafah-as-truce-talks-stall" target="_blank" rel="noopener">seven-months long war</a>, in which Israel has killed <a href="https://www.aljazeera.com/news/longform/2023/10/9/israel-hamas-war-in-maps-and-charts-live-tracker" target="_blank" rel="noopener">at least 34,700 people</a> in the Palestinian territory.</p>
  476. <p>However, Israel’s response has been less enthusiastic, as it continued to emphasise its desire to attack Rafah in southern Gaza and to completely defeat Hamas.</p>
  477. <p>Hamas’s attack on Israel on October 7 killed about 1,400 people, while 250 were taken captive to Gaza. Approximately 100 of those captives are believed to still be alive and in Gaza, with others released or killed during the war.</p>
  478. <p>For their part, United States officials have refused to provide detailed comment on the news.</p>

  480. <h2 id="what-is-the-deal-hamas-says-it-has-agreed-to">What is the deal Hamas says it has agreed to?</h2>
  481. <p>The agreement is a complicated one, and would involve three phases, each of which would last six weeks.</p>
  482. <p>In the first phase, there would be a temporary cessation of hostilities between Hamas and Israel, and the withdrawal of Israeli forces to the east, away from the more heavily-populated areas of Gaza, and towards the border between Israel and the Palestinian enclave. Israeli airplanes and drones would also stop flying over Gaza for 10 hours each day, and for 12 hours on days when captives are released.</p>
  483. <p>Hamas would gradually release 33 captives (whether captives who are alive or the remains of captives who have died) in the first phase. The captives will be women, anyone above the age of 50, captives who are sick, or non-soldiers under the age of 19. In return, 30 Palestinians would be released for each civilian Israeli captive released alive, and 50 for every female soldier released.</p>
  484. <p>The withdrawal of Israeli forces would allow displaced Palestinian civilians to return to their homes across Gaza, and would occur gradually as Hamas releases captives. Separately, the deal stipulates that reconstruction work in Gaza must begin in this phase, as well as the flow of aid, and for UNRWA and relief organisations to be allowed to work to help civilians.</p>
  485. <p>In the second phase of the deal, there will be a permanent end to military operations and a full Israeli withdrawal from Gaza, as well as another prisoner swap, this time involving all the remaining Israeli men, including soldiers. The Israelis would be released in return for an as yet unspecified number of Palestinian prisoners.</p>
  486. <p>The third phase of the deal would see an exchange of the remains of captives and prisoners held by both sides. On the development side, this phase would involve a three to five year reconstruction plan for Gaza, and, perhaps most significantly, an end to the Israeli blockade of the enclave.</p>
  487. <h2 id="what-has-the-reaction-been-from-israel">What has the reaction been from Israel?</h2>
  488. <p>Israel had on Monday told Palestinians in eastern Rafah to leave, as it prepared to <a href="https://www.aljazeera.com/news/2024/5/6/world-reacts-to-israels-rafah-evacuation-order" target="_blank" rel="noopener">launch a military campaign</a> in the area, despite international opposition. That had seemed to indicate that the Israelis did not think a deal was on the cards.</p>
  489. <p>But now, as Hamas’s deputy leader Khalil al-Hayya put it, the ball is in Israel’s court. The Israelis have responded warily. Initial reports in the Israeli media pushed the message that the deal Hamas had agreed to was not what Israel had been discussing. And far-right national security minister Itamar Ben-Gvir immediately took to social media to reject the deal, and call for the invasion of Rafah.</p>
  490. <p>An Israeli official speaking to Reuters added that Hamas’s announcement appeared “to be a ruse intended to make Israel look like the side refusing a deal”.</p>
  491. <p>Eventually, Israeli Prime Minister Benjamin Netanyahu said that the proposal agreed to by Hamas fell short of Israel’s demands, but that he would send a delegation to Cairo to meet negotiators.</p>
  492. <p>He added that Israel’s war cabinet had agreed unanimously to “continue the operation in Rafah to exert military pressure on Hamas”, and on Monday night, intense Israeli air attacks took place in southern Gaza.</p>
  493. <p>Meanwhile, family members of captives held in Gaza protested in Tel Aviv, calling for the government to accept a deal.</p>
  494. <h2 id="how-have-palestinians-in-gaza-reacted">How have Palestinians in Gaza reacted?</h2>
  495. <p>Palestinians immediately took to the streets to celebrate across Gaza, as news filtered through that Hamas had agreed to a deal. For the enclave’s population a deal would spell the end of what has been a devastating war, in which the whole of Gaza has been decimated, and death has not spared any family.</p>
  496. <p>However, some of that joy has been tempered by the reality that this is a deal that has only been agreed on by one side – Hamas.</p>
  497. <p>And so, while many remain optimistic, Palestinians know that this isn’t the end of the war – particularly as Israel continues to rain down its bombs.</p>
  498. <p>US officials at the White House and the State Department were repeatedly asked by journalists during press briefings about Hamas’s acceptance of the deal, as the media tried to understand what the American position on the news would be.</p>
  499. <p>But both Matthew Miller, the State Department spokesperson, and John Kirby, the White House National Security spokesperson, refused to get into any details, with Miller saying Washington would “withhold judgement” until officials had time to fully review Hamas’s response.</p>
  500. <p>Miller declined to say whether Hamas had agreed to a US-approved offer or to a different version of the proposal.</p>
  501. <p>“As you know, [CIA] Director [William] Burns is in the region working on this in real time. We will be discussing this response with our partners over the coming hours,” he continued.</p>
  502. <p>Meanwhile, Kirby said that President Joe Biden had been briefed on Hamas’s response, and added that talks were at a “critical stage”, remarking that he did not want to say anything that would jeopardise the prospects of reaching an agreement.</p>

  532. <p><strong>Washington, DC –</strong> The United States has said it is reviewing a <a href="https://www.aljazeera.com/news/liveblog/2024/5/6/israels-war-on-gaza-live-israel-pounds-rafah-as-truce-talks-stall" target="_blank" rel="noopener">Hamas response</a> to a Gaza ceasefire proposal, while refusing to provide any details about the deal or what exactly the Palestinian group has agreed to.</p>
  533. <p>Officials at the White House and Department of State were tight-lipped about the ceasefire talks on Monday, but they reasserted that the release of Israeli captives in Gaza remains a top priority for the US.</p>
  534. <p>State Department spokesperson Matthew Miller said Washington will “withhold judgement” on Hamas’s response <a href="https://www.aljazeera.com/news/2024/5/6/hamas-accepts-qatari-egyptian-proposal-for-gaza-ceasefire" target="_blank" rel="noopener">to the deal</a> until it has time to fully review it.</p>
  535. <p>“I can confirm that Hamas has issued a response. We are reviewing that response now and discussing it with our partners in the region,” he said.</p>
  536. <p>Miller declined to say whether Hamas agreed to a US-backed offer or to a different version of the proposal.</p>
  537. <p>The administration of US President Joe Biden has been pushing for a temporary ceasefire for months, arguing that such an agreement would get Israeli captives out of Gaza, allow for more aid to enter the territory and provide a chance for a lasting solution to the war.</p>
  538. <p>Hamas had announced earlier on Monday that it informed Egyptian and Qatari mediators of its agreement to a deal proposed by the two countries.</p>
  539. <h2 id="three-phases">Three phases</h2>
  540. <p>Hamas official Khalil al-Hayya later told Al Jazeera Arabic that the agreement would include three phases, starting with a halt in the fighting that would allow people in Gaza to move freely within the territory.</p>
  541. <p>It would end with the complete withdrawal of Israeli troops from Gaza, a permanent ceasefire and the reconstruction of the enclave.</p>
  542. <p>The three interconnected stages, al-Hayya said, would all see exchanges of Israeli captives in Gaza and Palestinian prisoners in Israel.</p>
  543. <p>He added that the ball is now in Israel’s court. “We have put forward what we have. We have put forward our positive stance and agreement to the proposal,” al-Hayya said.</p>
  544. <p>CIA Director Bill Burns has been in the region since Friday to help <a href="https://www.aljazeera.com/news/2024/5/5/gaza-ceasefire-talks-at-crucial-stage-as-hamas-delegation-leaves-cairo" target="_blank" rel="noopener">advance the ceasefire talks</a>, but it is not clear whether he endorsed the deal that Hamas accepted.</p>
  545. <p>Israel’s war cabinet said it would engage in further talks to discuss the proposal, but it added that the country’s military will push on with its operation in the southern Gaza city of Rafah, despite growing international concern for the civilians sheltering there.</p>
  546. <p>“Israel’s war cabinet has unanimously decided that Israel will continue the <a href="https://www.aljazeera.com/news/2024/5/6/why-is-israel-forcing-the-evacuation-of-part-of-rafah-gazas-last-refuge" target="_blank" rel="noopener">operation in Rafah</a> to exert military pressure on Hamas in order to advance the release of our hostages, destroy Hamas military and governing capabilities and ensure that Gaza does not pose a threat to Israel in the future,” an Israeli government spokesperson said in a statement.</p>
  547. <p>“Meanwhile, even though the Hamas proposal is far from Israel’s necessary requirements, Israel will send a delegation to mediators to exhaust the possibility of reaching an agreement under conditions acceptable to Israel.”</p>
  548. <p>Biden also held a phone call with Israeli Prime Minister Benjamin Netanyahu on Monday and stressed US opposition to a ground offensive in Rafah.</p>
  549. <p>“The president reiterated his clear position on Rafah,” the White House said in a statement.</p>
  550. <p>More than 1.5 million Palestinians are sheltering in Rafah, which also serves as the main gateway for humanitarian aid entering Gaza.</p>
  551. <p>But the Israeli military has stepped up its bombardment of the city and ordered about 100,000 people in eastern <a href="https://www.aljazeera.com/news/2024/5/6/world-reacts-to-israels-rafah-evacuation-order" target="_blank" rel="noopener">Rafah to evacuate</a>.</p>
  552. <p>On Monday, Miller said the US opposition to an assault on Rafah is separate from the push for a ceasefire.</p>
  553. <p>“We cannot support an operation in Rafah as it is currently envisioned,” the State Department spokesperson said, adding that the US has not seen a credible plan to protect the civilians trapped in the city.</p>
  554. <p>“Even absent this latest response [by Hamas], we have made clear that we do not support Israel launching a full-scale military operation in Rafah.”</p>
  555. <h2 id="ironclad-support-for-israel">‘Ironclad’ support for Israel</h2>
  556. <p>White House national security spokesperson John Kirby also told reporters on Monday that “nothing changed” in the US stance towards an Israeli assault on Rafah.</p>
  557. <p>“The president was very direct — and consistently so — this morning that we don’t want to see major ground operations in Rafah that put these people at greater risk,” Kirby said.</p>
  558. <p>Still, Kirby stressed that US support for Israel’s security “remains ironclad”. Last month, <a href="https://www.aljazeera.com/news/2024/4/24/biden-signs-law-securing-billions-in-us-aid-for-ukraine-israel" target="_blank" rel="noopener">Biden approved</a> more than $14bn in additional military aid to Israel.</p>
  559. <p>Palestinian rights advocates have argued that mere verbal criticism of Israeli policies is not enough, and they have called on Biden to instead cut off military support to the US ally.</p>
  560. <p>“If you have a mass shooter going into a school, and you’re standing there saying, ‘Tell me when you need more weapons and more ammunition,’ then you are culpable for that behaviour,” James Zogby, president of the Arab American Institute think tank, told Al Jazeera.</p>
  561. <p>Nancy Okail, president of the Center for International Policy, a US-based think tank, also said Washington should use its leverage to prevent an invasion of Rafah.</p>
  562. <p>“This has been ongoing for the past more than six months, and there was never a time that we saw a serious response from Israel because there are no serious consequences from the United States,” Okail told Al Jazeera.</p>
