  50. <content:encoded><![CDATA[<p style="text-align: justify;"><a href="https://www.flsenate.gov/Session/Bill/2024/1335/?Tab=Analyses" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>HB 1335</strong></a>, approved Friday by Gov. <a href="http://flgov.com" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Ron DeSantis</strong></a>, will bring a number of changes to what businesses must do to comply with state law.</p>
  51. <p style="text-align: justify;">One such change involves the tobacco industry.</p>
  52. <p style="text-align: justify;">The legislation requires people permitted for or seeking to be permitted for a cigarette, tobacco product, nicotine, or cigar license to apply online with <strong><a href="https://www2.myfloridalicense.com/alcoholic-beverages-and-tobacco/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">The Division of Alcoholic Beverages and Tobacco</a></strong>.</p>
  53. <p style="text-align: justify;">It imposes another requirement on operators in the tobacco space, increasing the requirement for a tobacco product distributor corporate surety bond to $25,000, from $1,000.</p>
  54. <p style="text-align: justify;">Moving on to alcohol, the bill relaxes the &#8220;lookback period&#8221; in which prior felonies can be considered as license disqualifiers, from 15 years to 10 years. It also requires online applications similarly to the tobacco rule.</p>
  55. <p style="text-align: justify;">It&#8217;s not just vices that see regulation changes here, however, but other aspects of life&#8217;s ups and downs.</p>
  56. <p style="text-align: justify;">Namely, elevators.</p>
  57. <p style="text-align: justify;">Those applying for permits are now required to do so online with the<strong><a href="https://www2.myfloridalicense.com/hotels-restaurants/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"> Division of Hotels and Restaurants</a></strong>.</p>
  58. <p style="text-align: justify;">Certified Public Accountants? They get similar treatment, with new requirements for online applications with <strong><a href="https://www.myfloridalicense.com/datamart/loginFLDBPR.do;jsessionid=lNujs2ASDdQ1GXbfEk-sDtJiBAC6I4W2Ldlff-FM.DBPR-WPAP041:VO-Server-Five" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">DBPR</a></strong>.</p>
  59. <p style="text-align: justify;">Pilots also see changes that could impact diversity efforts. The bill ends what a bill analysis calls &#8220;a competency-based mentor program for minority persons&#8221; and &#8220;removes the requirement that DBPR must consider the minority and female status of applicants when qualifying deputy pilots.&#8221;</p>
  60. <p style="text-align: justify;">The bill has good news for barbers and cosmetologists licensed in other states, removing language that required them to be licensed in another jurisdiction for a year for their licenses to be accepted in Florida. Now, such reciprocity is instant.</p>
  61. <p style="text-align: justify;">Those involved in asbestos abatement can also breathe easier in a sense, with the bill removing previous requirements for bondability for contractors, which were previously in place for the sake of demonstrating financial responsibility. This will save them $100 each.</p>
  62. <p style="text-align: justify;">Specialty electrical contractors also get a break here. They are allowed to expand their business to non-electrical business signs.</p>

  89. <content:encoded><![CDATA[<p style="text-align: justify;">Gov. <a href="http://flgov.com" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Ron DeSantis</strong></a> has signed off on Sen. <strong><a href="https://www.flsenate.gov/Senators/2020-2022/S13/5205" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">Linda Stewart&#8217;s</a> </strong>bill to protect evidence from alleged sexual assaults for half a century.</p>
  90. <p style="text-align: justify;"><strong><a href="https://www.flsenate.gov/Session/Bill/2024/764/?Tab=BillText" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">SB 764</a></strong>, approved Friday by the Governor, requires the material to be &#8220;retained for a minimum of 50 years after the collection date&#8221; for those who do not report sexual assault initially.</p>
  91. <p style="text-align: justify;">&#8220;Within 30 days after collecting such a kit, the medical facility or certified rape crisis center that collected the kit must transfer the kit to the department, which must maintain the kit in compliance with this subparagraph. A sexual offense evidence kit that is transferred and retained pursuant to this subparagraph must be stored anonymously, in a secure, environmentally safe manner, and with a documented chain of custody,&#8221; the bill stipulates.</p>
  92. <p style="text-align: justify;">The Florida Department of Law Enforcement will be tasked with storing the kit.</p>
  93. <p style="text-align: justify;">&#8220;The 50-year DNA retention limitation for possible DNA evidence in non-reported sexual offenses provides a date certain for evidence disposal by the department while allowing a non-reporting alleged victim time to decide to report the sexual offense,&#8221; a committee bill analysis explains.</p>
  94. <p style="text-align: justify;">The bill takes effect in July.</p>
  95. <p style="text-align: justify;">Statutes of limitations vary regarding the actionability of any late claims, with certain cases of sexual battery or assault against minors having no time limit, with limitations ranging from one to four years for crimes against adults based on the criminal classification of those acts.</p>

  122. <content:encoded><![CDATA[<p style="text-align: justify;">Nearly 88,000 customers remain without power in counties covered by <a href="https://floridapolitics.com/archives/673770-after-brutal-storms-gov-desantis-declares-state-of-emergency-activates-florida-national-guard/" data-wpel-link="internal" target="_blank" rel="noopener noreferrer"><strong>an emergency declaration</strong></a> following devastating storms that tore through the area Friday.</p>
  123. <p style="text-align: justify;">Gov. <strong>Ron DeSantis</strong> issued an executive order declaring a state of emergency in Baker, Columbia, Gadsden, Hamilton, Jefferson, Lafayette, Leon, Liberty, Madison, Suwannee, Taylor and Wakulla counties.</p>
  124. <p style="text-align: justify;">As of a noon update Saturday, Leon County — home to Tallahassee — remains by far the most impacted county, with nearly 73,000 customers lacking power.</p>
  125. <p style="text-align: justify;">That&#8217;s actually an increase by almost 2,000 since <a href="https://www.floridapsc.com/pscfiles/HurricaneReport/MayWeatherEvent2024-ESF12PowerOutageReport-05-11-24%200900_05-11-24_0900_AM.pdf" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>the 9 a.m. update</strong></a>. But customers elsewhere have begun regaining power, and workers in Tallahassee are hoping to get a bulk of the restorations done <a href="https://www.tallahassee.com/story/news/2024/05/11/live-storm-updates-power-struggle-after-likely-tallahassee-tornadoes-saturday-florida-damage/73652897007/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>by Saturday evening</strong></a>.</p>
  126. <p style="text-align: justify;">As of noon, the city of Tallahassee utility is showing more than 66,000 customers affected, per the <a href="https://www.floridapsc.com/pscfiles/HurricaneReport/MayWeatherEvent2024-ESF12PowerOutageReport-05-11-24%201200_05-11-24_1200_PM.pdf" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>latest update</strong></a> from the <a href="https://www.psc.state.fl.us/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Public Service Commission</strong></a>. Talquin Electric Cooperative also has just over 6,500 Leon customers still impacted.</p>
  127. <p style="text-align: justify;">The second-most affected county is Suwannee, with more than 5,500 customers still lacking power. Columbia County shows just over 2,000 outages, followed by Wakulla with just under 1,700 and Hamilton with 1,100.</p>
  128. <p style="text-align: justify;">No other county covered by the emergency order shows more than 1,000 outages as of Saturday at noon.</p>
  129. <p style="text-align: justify;">Talquin Electric is the second-most impacted utility after the city of Tallahassee. Talquin has nearly 9,600 customers without power across Leon, Wakulla, Gadsden and Liberty Counties. Suwannee Valley has more than 7,600 customers affected in Suwannee, Hamilton and Columbia counties.</p>
  130. <p style="text-align: justify;">That&#8217;s followed by Florida Power &amp; Light (just over 1,800 outages in Suwannee, Columbia and Baker), the Tri-County Electric Cooperative (more than 1,600 outages in Jefferson, Madison and Taylor) and Okefenoke Rural Electric Membership Corporation (845 outages in Baker).</p>
  131. <p style="text-align: justify;">But the storm did affect more than just those counties covered by DeSantis&#8217; emergency order. Many of those other areas only show a handful of outages. But Santa Rosa County (3,300 outages), Escambia County (just under 2,200 outages) and Duval Country (nearly 1,600 outages) still have more than a thousand customers without power.</p>
  132. <p style="text-align: justify;">That puts the total number of customers lacking power due to the storm above 95,000.</p>
  133. <p style="text-align: justify;">Escambia River Electric Cooperative has 5,300 customers without power in Santa Rosa and Escambia counties. JEA, which services Duval, is dealing with all of the outages there. And FPL has another 166 customers without power in Escambia.</p>
  134. <p style="text-align: justify;">The estimated restoration time is 24-48 hours for all of those affected, except for city of Tallahassee customers in Leon County. Workers there are still assessing damage before giving an estimate on when power will fully return.</p>
  135. <p style="text-align: justify;">The holdup in Tallahassee is partially caused by the serious damage done by tornado touchdowns. The city <a href="https://twitter.com/CityofTLH/status/1789323504665370702" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>posted an update</strong></a> late Saturday morning laying out the impact.</p>
  136. <p style="text-align: justify;">&#8220;Tornadoes caused 286 blocked roads. Road clearing crews have worked nonstop and have cleared 178 in impacted neighborhoods. Work continues,&#8221; the city said.</p>

  159. <content:encoded><![CDATA[<p style="text-align: justify;"><strong><a href="http://flgov.com" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">Florida&#8217;s Governor</a></strong> has approved a package of reforms to the state&#8217;s adoption process.</p>
  160. <p style="text-align: justify;">On Friday, Gov. <a href="http://rondesantis.com" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Ron DeSantis</strong></a> signed off on <strong><a href="https://www.flsenate.gov/Session/Bill/2024/1083/?Tab=Analyses" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">HB 1083</a></strong>, which updates Florida law and processes to bring them into federal compliance and offer more safeguards and input for potential adoptees.</p>
  161. <p style="text-align: justify;">One major change: the legislation will align the <strong><a href="https://www.myflfamilies.com/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">Department of Children and Families&#8217;</a></strong> background checks with federal requirements. After a satisfactory check of criminal records, all household members have seven days to submit fingerprints to the <strong><a href="https://www.fdle.state.fl.us/About-Us.aspx" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">Florida Department of Law Enforcement</a></strong>.</p>
  162. <p style="text-align: justify;">Visitors to homes are under scrutiny as well, with DCF checking the names of certain non-residents for criminal history, including those who will be in the home for five straight days or seven days within a 30-day period.</p>
  163. <p style="text-align: justify;">The bill also sets up a process to deal with orphans, allowing what a bill analysis calls an &#8220;interested party&#8221; to &#8220;file a petition for permanent commitment.&#8221;</p>
  164. <p style="text-align: justify;">Additionally, the legislation creates a mechanism for emergency removals of children from permanent placement if there is probable cause to believe the child has been abused, neglected, or abandoned by the person that adopted them.</p>
  165. <p style="text-align: justify;">The legislation cuts in half the time needed for interim placements, down from six months to three months if the so-called &#8220;successor guardian&#8221; knows the child.</p>
  166. <p style="text-align: justify;">The bill also provides more financial incentives to adopt for certain people. A state employee, veteran, law enforcement officer, health care practitioner, tax collector, or service member can get  $25,000 for adopting difficult to place children, or $10,000 for children judged to be less difficult to place.</p>
  167. <p style="text-align: justify;">As well, the legislation ends public access to the statewide adoption exchange platform, limiting visibility to those people who have completed adoptive home studies or are about to finish those. It also allows children aged 12 or older to pick the pictures they use on the web portal.</p>

  192. <content:encoded><![CDATA[<p style="text-align: justify;">Chief Financial Officer <strong>Jimmy Patronis</strong> is sending his Disaster Fraud Action Strike Team (DFAST) to Leon and Gadsden counties following a severe storm which left <a href="https://floridapolitics.com/archives/673841-more-than-88000-remain-without-power-in-counties-affected-by-storm-emergency-declaration/" data-wpel-link="internal" target="_blank" rel="noopener noreferrer"><strong>tens of thousands</strong></a> without power.</p>
  193. <p style="text-align: justify;">The law enforcement team will work with residents to help spot post-storm fraud and make sure contractors are acting properly while repairing the damage.</p>
  194. <p style="text-align: justify;">&#8220;Just minutes after a storm, the bad actors and scam artists will swoop in and try to take advantage of people at their most vulnerable time. It’s despicable and that’s why I have deployed my Disaster Fraud Action Strike Team to the Panhandle area, including Leon and Gadsden counties, to be on the lookout for bad actors trying to make a buck off the damage caused by recent tornados and severe weather,&#8221; Patronis said.</p>

  221. <content:encoded><![CDATA[<p style="text-align: justify;">Some Florida physicians for the first time will be required to carry professional liability insurance under a new law aimed at improving the safety of care during gluteal fat grafting procedures, commonly called Brazilian butt lifts, or BBLs.</p>
  222. <p style="text-align: justify;">Gov <strong>Ron DeSantis</strong> signed the bill into law late Friday.</p>
  223. <p style="text-align: justify;">BBLs involve two steps: the liposuction of fat from the abdomen or back, and the injection of the purified fat into the subcutaneous layer of the buttocks, below the skin but above the gluteal muscle.</p>
  224. <p style="text-align: justify;">The law requires physician-owned surgery centers where gluteal fat grafting procedures are performed to establish financial responsibility by either obtaining and maintaining professional liability coverage of at least $250,000 per claim, with a minimum annual aggregate of at least $750,000 from an authorized insurer, surplus lines insurer, risk retention group, joint underwriting association, or self-insurance plan; or obtaining and maintaining an unexpired, irrevocable letter of credit of at least $250,000 per claim, with a maximum aggregate credit availability of at least $750,000.</p>
  225. <p style="text-align: justify;">The mandate is a seismic policy change.</p>
  226. <p style="text-align: justify;">Florida law currently allows physicians to practice without medical malpractice or irrevocable letters of credit, often referred to as going “bare.”</p>
  227. <p style="text-align: justify;">Doctors who go bare must post a sign in their waiting room indicating their decision to go bare and that they will satisfy a judgement of $100,000 (or $250,000 if they have hospital privileges).</p>
  228. <p style="text-align: justify;">The bill also closes what some have called a &#8220;loophole&#8221; in current law that required office surgery sites to register with the state if they performed procedures involving 1,000 cubic centimeters of fat removal.<strong><a href="https://floridapolitics.com/archives/663188-going-bare-may-no-longer-be-an-option-for-physicians-who-perform-brazilian-butt-lifts/" data-wpel-link="internal" target="_blank" rel="noopener noreferrer"> Some BBL providers argued that the fat was being relocated, not removed, and therefore they weren’t required to register.</a></strong></p>
  229. <p style="text-align: justify;"><a href="https://www.flsenate.gov/Session/Bill/2024/1561" target="_blank" rel="external noopener noreferrer" data-wpel-link="external"><strong>HB 1561</strong></a> eliminates the loophole by requiring offices to register whether the fat is temporarily or permanently removed.</p>

  254. <p style="font-weight: 400; text-align: justify;">Dick Howser Stadium, the home of <a href="https://seminoles.com/sports/baseball" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Florida State University (FSU) baseball</strong></a>, took the brunt of the damage among athletic facilities. The storm knocked over the right field foul pole and much of the 30-foot-tall chain link fence in right field. Several trees were broken off at the trunk in the area.</p>
  255. <p style="font-weight: 400; text-align: justify;">The Seminoles were playing a road series at Pittsburgh this weekend. No word on whether the Noles’ next home series, May 16-18 against Georgia Tech, will be impacted by the damage. FSU is also expected to host an NCAA regional beginning May 31.</p>
  256. <p style="font-weight: 400; text-align: justify;"><a href="https://seminoles.com/sports/softball/roster" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Florida State’s softball team</strong></a> does not have another home game on the schedule, but the Seminoles are expected to host an NCAA regional starting May 16.</p>

  287. <p style="text-align: justify;">The bill, originally introduced by Democratic Rep. <a href="https://www.myfloridahouse.gov/Sections/Representatives/details.aspx?MemberId=4863" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Gallop Franklin</strong></a> of HD 8 in North Florida, permits Medicaid to pay for home health services ordered by advanced practice registered nurses and physician assistants starting July 1.</p>

Former President <a href="http://DonaldjTrump.com" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Donald Trump</strong></a> signed the far-reaching legislation in response to that year&#8217;s pandemic.</p>

The APRN or PA must have examined the patient no more than 30 days before signing the requisition, and must use their national provider identifier, Medicaid identification number, or medical practitioner license number when prescribing the services and on authorization and reimbursement claims.</p>

Cortes Progressive Supranuclear Palsy Act,&#8221; compels Ladapo to set up a progressive supranuclear palsy and other neurodegenerative diseases policy committee.</p>
  317. <p style="text-align: justify;">“Without proper detection at an early stage, PSP will only worsen with life-threatening complications,” sponsoring Sen. <strong>Jason Brodeur</strong> said to <strong><a href="https://stateofreform.com/florida/2024/03/new-florida-committee-will-study-rare-disorder-often-misdiagnosed-as-parkinsons-disease/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer">State of Reform</a></strong> earlier this year.</p>

This bill (directs) the Department of Health to establish a work policy group comprised of healthcare workers, family members, and advocates whose aim is to identify those in our state with PSP and other neurodegenerative diseases, create a standard of care for detection and treatment, (and) develop recommendations to help improve patient awareness, especially in our more vulnerable population areas.”</p>

  347. <content:encoded><![CDATA[<p class="p1" style="text-align: justify;">UCF Vice Chair <strong>Harold Mills</strong> was arrested for soliciting a prostitute and indecent exposure this week after he showed his penis to an undercover agent in Altamonte Springs&#8217; <a href="https://www.seminolecountyfl.gov/locations/sanlando-park.stml" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Sanlando Park</strong></a>, according to the Seminole County Sheriff’s arrest report.</p>
  348. <p>&#8220;These misdemeanor allegations are being investigated independently by me and my team and as most know, facts as they unfold are often markedly different than what is initially reported,&#8221; Mills’ attorney, <a href="http://nejamelaw.com" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>Mark NeJame </strong></a>said in a statement Saturday. &#8220;However, none of this should overshadow the immense contributions that Harold has made to the underprivileged, the arts, business and his countless employees over the years.&#8221;</p>
  349. <p>The sheriff&#8217;s report detailed how the Windermere resident was arrested in an undercover sting Thursday at 5:30 p.m.</p>
  350. <p class="p3" style="text-align: justify;">Through a map-based hookup app, Mills asked an undercover agent if the agent was in the park, the arrest report.</p>
  351. <p class="p3" style="text-align: justify;">Mills told the agent it was his first time there and asked for the agent to meet him in his Tesla so Mills felt more comfortable because he wasn&#8217;t sure where was safest, the arrest report said.</p>
  352. <p class="p3" style="text-align: justify;">The agent approached Mills’ window and told him to go into the bathroom. Mills said he was nervous about leaving his car in the parking lot so the undercover agent suggested a secluded area on the north end of the parking lot, the arrest report said.</p>
  353. <p class="p3" style="text-align: justify;">Mills agreed to go there. Mills told the agent he wanted oral sex when the agent asked Mills what he wanted, the report said.</p>
  354. <p class="p3" style="text-align: justify;">“The agent asked to see what Mills was ‘working with.’ Mills pulled his penis out of the unzipped pants,” the arrest report said. “The agent walked to the bathroom and gave the take down command.”</p>
  355. <p class="p3" style="text-align: justify;">Mills was taken out of the park in an unmarked van and then went to jail in a marked sheriff’s car.</p>
  356. <p class="p3" style="text-align: justify;">Mills told the sheriff’s office he frequently went to parks to clear his mind during work.</p>
  357. <p class="p3" style="text-align: justify;">Mills also said the undercover agent agent wanted to have sex with him, but Mills said he was not going to follow the agent into the bathroom.</p>
  358. <p class="p3" style="text-align: justify;">Mills was appointed to the UCF trustees in 2019 and <a href="https://www.ucf.edu/news/alex-martins-and-harold-mills-re-elected-to-lead-ucfs-board-of-trustees/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>re-elected for a second term</strong></a> as vice chair last year. His term expires January 2026.</p>
  359. <p class="p3" style="text-align: justify;">Mills is the CEO of <a href="http://www.vmdglobalhealth.com/" data-wpel-link="external" target="_blank" rel="external noopener noreferrer"><strong>VMD Ventures</strong></a>, which invests in entrepreneurs in technology and service industries. He has a MBA from Harvard Business School, according to UCF.</p>
  360. <p class="p3" style="text-align: justify;">Mills is active in the community and serves with several organizations. He is a trustee at Rollins College, a small private liberal arts school in Winter Park.</p>
  361. <p class="p3" style="text-align: justify;">UCF did not immediately respond to comment immediately Saturday morning. Rollins declined to comment.</p>
  362. <p>&#8220;The outpouring of support he is receiving from the community and from around the country speaks to his renowned compassion, philanthropy, and dedication to helping others. For this, he is eternally grateful,&#8221; NeJame said.</p>
