<content:encoded><![CDATA[<img src='https://www.illustrateddailynews.com/h-upload/2025/04/08/1054878-tahawwur-rana-8324092380522.webp' /><p>The US Supreme Court has rejected Mumbai terror attack accused <a href="https://www.thehindu.com/news/international/tahawwur-hussain-rana-in-the-terror-web/article69307547.ece"><font color="#ff0000"><u><b>Tahawwur Hussain Rana</b></u></font></a>'s plea seeking a stay on his extradition to India, removing another hurdle in handing him over to Indian authorities for justice.
</p><p>64-year-old Pakistani-origin Canadian citizen Rana is currently lodged in the Metropolitan Detention Centre in Los Angeles. He is associated with Pakistani-American terrorist David Coleman Headley, one of the main conspirators of the 26 November 2008 (26/11) attacks. Headley had conducted a recce of Mumbai as an employee of Rana's immigration consultancy before the attacks.
</p><p>On February 27, Rana submitted an 'emergency application to stay the pending trial of the habeas corpus petition' before Associate Justice of the US Supreme Court and Circuit Judge of the Ninth Circuit Elena Kagan. Kagan rejected the application early last month.
</p><p>Rana then renewed his application and requested that the renewed application be sent to Chief Justice Roberts. An order posted on the Supreme Court website said that Rana's renewed application was listed for a 'conference' on April 4, 2025 and the "application" has been "transmitted to the court." A notice on the Supreme Court website on Monday said, "The court has rejected the application." In which case was Rana convicted?
</p><p>Rana was convicted in the US in a case related to assisting in a terrorist conspiracy in Denmark and in a case of assisting Pakistan-based terrorist organization Lashkar-e-Taiba, responsible for the Mumbai attacks. Ravi Batra, a famous Indian-American lawyer from New York, told PTI-Bhasha that Rana had applied to the Supreme Court to stop the extradition. This application was rejected by Justice Kagan on March 6. This application was presented before Roberts, "who shared it with the court so that the view of the whole court could be used."
</p><p>In the emergency petition, Rana requested that the process of his extradition to India be stopped as long as the trial going on in the US is pending. He had sought to keep the petition filed on February 13 adjourned on its merits. In that petition, Rana argued It was that his extradition to India is a violation of US law and the 'United Nations Convention' against torture, "because there are sufficient grounds to believe that if he is extradited to India, the petitioner will be at risk of torture."
</p><p>The petition said, "The possibility of torture in this case is even more because the petitioner is a Muslim of Pakistani origin accused in the Mumbai attacks." The petition also said that due to his 'serious medical condition', extraditing him to Indian detention centres is 'de facto' a death sentence in this case. On January 21, the US Supreme Court rejected the application related to Rana's original habeas corpus petition in which he sought a review of the lower court's decision.
</p><p>The application said that on the same day, newly appointed Secretary of State Marco Rubio met External Affairs Minister S Jaishankar. When Prime Minister Narendra Modi arrived in Washington to meet Trump on February 12, Rana's lawyer received a letter from the State Department, stating that the Secretary of State had decided on February 11, 2025, to approve the extradition of Rana to India following the Extradition Treaty between the United States and India.
</p><p>During a joint press conference with Prime Minister Modi at the White House in February, President Donald Trump said his administration had approved the extradition of the "very evil" Rana, who is wanted by Indian law enforcement agencies for his role in the 26/11 Mumbai terror attack. A total of 166 people, including six Americans, were killed in the 2008 Mumbai terror attacks. These attacks were carried out by 10 Pakistani terrorists.</p>]]></content:encoded>

This convention is being held in Gujarat after a 64-year gap. According to party sources, this convention will place special emphasis on strengthening District Congress Committees (DCCs), accelerating the process of organizational building, sharpening election preparations, and ensuring the accountability of office bearers. It will include top Congress leaders, working committee members, senior leaders and representatives of the All India Congress Committee.
</p><p>The <a href="https://www.aninews.in/news/national/general-news/congress-national-convention-to-start-today-in-gujarats-ahmedabad20250408093406/"><font color="#ff0000"><u><b>national session of the Congress party begins today</b></u></font></a> in Ahmedabad and will continue for two days. On the first day i.e. on April 8, there will be a meeting of the extended working committee, in which the proposals to be presented in the convention will be discussed. There are a total of 169 members in this working committee. Mallikarjun Kharge, Sonia Gandhi, Rahul Gandhi, Priyanka Gandhi and other senior leaders will participate in the meeting.
</p><p>The main convention will be held on April 9. According to Congress General Secretary Jairam Ramesh, this is the sixth session of the party in Gujarat in the 140-year history of the Congress.
</p><p>He informed that the first meeting of the Congress was held in Gujarat on 23-26 December 1902 in Ahmedabad under the chairmanship of Surendra Nath Banerjee. The second meeting was held in Surat on 26-27 December 1907 under the chairmanship of Ras Bihari Ghosh, the third meeting was held on 27-28 December 1921 under the chairmanship of Hakim Ajmal Khan, the fourth meeting was held on 19-21 February 1938 in Haripura under the chairmanship of Netaji Subhash Chandra Bose and the fifth meeting was held on 6-7 January 1961 in Bhavnagar under the chairmanship of Neelam Sanjeev Reddy.</p><p>Now, for the sixth time, this historic meeting of the Congress is being held on 8-9 April 2025 in Ahmedabad under the chairmanship of Mallikarjun Kharge. Ramesh said that on April 8, the extended working committee meeting will be held at Sardar Patel Memorial, while on April 9, the All India Congress Committee meeting will be held on the Sabarmati bank between Sabarmati Ashram and Kocharab Ashram.
</p><p>This session is being held at a time when the Congress performed well in the 2024 Lok Sabha elections, but it was disappointed in the Maharashtra, Haryana and Delhi assembly elections. This year the party is eyeing the Bihar assembly elections, where it is hoping to return to power with its alliance partners.
</p><p>The year 2026 will prove to be strategically important for the Congress, as the party will try to return to power in the Kerala and Assam assembly elections. In the last 20 years, it has reduced by three times. In 2004, there were 9 thousand, 199 riots across the state, the number of which reduced to 3 thousand, 186 in 2024.
</p><p>There are two main reasons for this, first, the complete prohibition law implemented in the year 2016 and second, the dial-112 system started in 2021. According to the data related to riots received from the Police Headquarters, there were 8 thousand, 520 riots in 2001. In 2004, their number increased to 9 thousand, 199. After this, in 2015, there was a slight increase in the number of these incidents and it became 13 thousand 311. But after the implementation of the prohibition law in 2016, it decreased rapidly. This number came down to 11 thousand 617.
</p><p>After this, in 2021, the police department started dial-112 for emergency service. After its launch, there was a rapid decrease in these incidents and it came down to 6 thousand 298 in 2021. In 2024, it reduced to almost half and it came down to 3 thousand 186. In this way, the number of riot incidents has reduced three times in the last 20 years. In 2005, only 205 cases have been registered.
</p><p>This is how dial-112 had a positive effect
</p><p>In an emergency or incident, the police reaches the spot within 15 to 20 minutes of calling Dial-112. During riot-related incidents or any clash, as soon as a call is received on Dial-112, the police shows promptness and reaches the concerned place and controls it. In some cases, a situation of clash arises when the number of police at a place is less than the miscreants. But even in such a situation, it is successful in controlling the clash and saving people from getting injured. Due to this, there were 9 thousand, 419 incidents of riot in 2020, which reduced to 6 thousand, 298 in 2021. A reduction of more than 3 thousand was recorded in just one year.
</p><blockquote>Liquor prohibition law and Dial-112 have proved to be very effective in reducing the incidents of riot. There is a continuous decrease in the incidents of riot. Strict monitoring of any such incident is done. The process of arresting all the culprits immediately and getting them punished is done at a fast pace. To take effective action on these incidents, continuous monitoring is done from the headquarters level.

Under this program, training is being given in 18 traditional arts including Madhubani painting, Tikuli art, Sikki craft. With this effort of Upendra Maharathi Shilp Anusandhan Sansthan, not only the cultural heritage of the state is being preserved but also a golden opportunity is being given to the craftsmen to become self-reliant.
</p><p><b>Training will be given from basic to advanced</b></p><p>This training program is of six months, in which basic training will be given for the first three months and advanced training for the next three months. During the training, the participants will also get a stipend ranging from Rs 1000 to Rs 2500, so that they can meet their needs. Apart from this, hostel and financial assistance have also been arranged for the trainees coming from outside the Patna Municipal Corporation area.
</p><p>Hostel and financial assistance has been provided for women, while male trainees are being provided financial assistance of Rs 1500 per month for food and Rs 2000 per month for accommodation and food.
</p><p><b>Bright future will be created through crafts
</b></p><p>This course provides participants an opportunity to become craft trainers or teachers. They can also give a new direction to their career by becoming craft entrepreneurs or exporters. After the training, the participants will be eligible to receive artisan cards from the Government of India and will also get an opportunity to participate in national and international exhibitions.
</p><p><b>Training in 18 handicrafts related to Bihar's heritage
</b></p><p>In this training program, training is being given in the famous handicraft arts of Bihar, including the world famous painting of Mithila, which is known for its colorful and traditional designs. Madhubani painting, Tikuli painting, a unique artwork made with golden shine and vibrant colors on glass, attractive artworks made from dry grass in Sikki art and intricate and beautiful carvings done on rocks in stone carving.
</p><p>Along with this, handmade wooden decorative items like appliqué and kashidakari, beautiful handmade products prepared from pulp and making eco-friendly handicraft products under bamboo and cane craft are also being taught.

Nimbalkar has come under public scrutiny due to the officer’s past entanglement in the IMA Ponzi scheme investigation, even as the Congress party continues to oppose the Waqf Amendment Bill on the grounds of protecting Muslim interests.</p><p></p><p>On April 2, 2025, Chief Minister Siddaramaiah awarded the medal to Nimbalkar during the Police Flag Day celebrations, recognizing his contributions to the state’s anti-Naxal efforts. The announcement, however, has drawn sharp responses from civil society and activists, with many pointing to unresolved questions surrounding Nimbalkar's role in one of Karnataka’s most damaging financial scandals — the I Monetary Advisory (IMA) scam.</p><p></p><p>IMA Scam and Nimbalkar’s Alleged Role</p><p></p><p>The IMA scam came to light in 2019, when the IMA Group, led by Mohammed Mansoor Khan, allegedly defrauded over ₹4,000 crore from more than one lakh investors, most of whom were from the Muslim community. At the time, Hemant Nimbalkar served as Inspector General of Police, CID (Economic Offences), and was responsible for overseeing a preliminary inquiry into IMA.</p><p></p><p>In January and March 2019, Nimbalkar signed reports suggesting that IMA’s operations were within legal bounds and recommended closure of the investigation. When the scam collapsed and Khan fled the country, a Special Investigation Team (SIT) and later the Central Bureau of Investigation (CBI) were tasked with probing the fraud.</p><p></p><p>In February 2020, the CBI registered an FIR against six officials, including Nimbalkar, accusing them of extending “undue favours” to IMA by failing to act on early complaints. The Karnataka High Court quashed the proceedings against Nimbalkar in 2021, but the Supreme Court stayed that order in August 2021, allowing the investigation to continue.</p><p></p><p>Despite the pending legal backdrop, the state government went ahead with the award.</p><p></p><p>Activist Raises Concerns</p><p></p><p>In December 2024, social activist T.J. Abraham submitted a formal memorandum to President Droupadi Murmu, urging that the CBI be directed to resume its investigation. Abraham argued that Nimbalkar’s clearance of IMA in 2019 directly contributed to the fraud’s escalation.</p><p></p><p>“The CBI has filed charges, the Supreme Court has stayed relief, and yet the state has chosen to honour him,” Abraham stated. “It sends the wrong signal to thousands of victims still waiting for justice.”</p><p></p><p>Political Context: Waqf Amendment Opposition</p><p></p><p>The development comes at a time when the Congress party — both at the state and national levels — has taken a strong stand against the Waqf Amendment Bill, calling it “anti-Muslim” and unconstitutional. Party leaders, including senior figures from Karnataka, have accused the Union government of interfering with Muslim religious institutions and undermining minority rights.</p><p></p><p>This juxtaposition — of honouring an officer previously named in a scam that disproportionately affected Muslim investors, while opposing legislation on the grounds of protecting Muslim interests — has raised questions about consistency in the party’s messaging.</p><p></p><p>Further, Nimbalkar’s wife, Dr. Anjali Nimbalkar, is a senior Congress politician and former MLA from Khanapur. She contested the 2024 Lok Sabha elections from Uttara Kannada on a Congress ticket. Though no official linkage has been made between her position and the award decision, critics argue that such overlaps should be handled with greater transparency.</p><p></p><p>No Response from State Government</p><p></p><p>As of now, neither Chief Minister Siddaramaiah nor the Department of Home Affairs has issued a statement clarifying the basis for selecting Nimbalkar for the Chief Minister’s Medal, or whether the pending Supreme Court proceedings were considered during the decision-making process.</p><p></p><p>When contacted, Congress party officials declined to comment on the matter, stating only that the award was part of routine state honours for police personnel with exemplary service records.</p><p></p><p>Conclusion</p><p></p><p>With the CBI case against Nimbalkar still under legal review, the decision to award him has reignited public debate on institutional accountability, transparency, and the role of politics in civil recognition.</p><p></p><p>For the victims of the IMA scam — many of whom continue to fight legal battles to recover their life savings — the recognition of a senior officer once accused of shielding the fraud, however legally unresolved, has reopened old wounds.</p>]]></content:encoded>

It has been started by Congress youth leader and former JNU president Kanhaiya Kumar. Kanhaiya is a resident of Begusarai. Rahul had urged the marchers to join it wearing white T-shirts. Many youths were seen in white T-shirts in the crowd.
</p><p>After Begusarai, Rahul will leave for Patna to participate in the 'Samvidhan Suraksha Sammelan'. The march organized in Begusarai aims to raise awareness about the large-scale migration of youth from Bihar due to lack of employment opportunities. Through this march, Gandhi is indicating his solidarity with the youth in their fight for jobs and better opportunities in the state.
</p><p>According to the information, Rahul Gandhi reached Patna airport at 9:50 am and left for Begusarai at 10:10 am. After participating in the padyatra, he will return to Patna at 1 pm. On his return, he will attend the 'Samvidhan Suraksha Sammelan' at Sri Krishna Memorial Hall. After the conference, Gandhi will meet Congress leaders and the local community at Sadakat Ashram, consider their problems and talk about the burning issues facing the youth of the area and return to Delhi in the evening.
</p><p>His visit comes ahead of the Bihar assembly elections, where the Congress is expected to contest the elections along with a united opposition front. Earlier on Sunday, Rahul Gandhi shared a video message on social media to unite the youth of Bihar.

This naval base is being planned in Andhra Pradesh. Nuclear submarines and other warships will be deployed at this base. The purpose of building this base is to increase the strength of the Indian Navy in the Indian Ocean and to counter the challenges of China. Apart from this, India is upgrading the Karwar base in Karnataka. This base is located on the west coast of Karnataka.
</p><p>According to the <a href="https://timesofindia.indiatimes.com/india/india-plans-to-set-up-nuclear-submarine-base-in-andhra-pradesh-next-year/articleshow/120046893.cms"><font color="#ff0000"><u><b>TOI report</b></u></font></a>, the new base will be built in the small coastal village of Rambilli. It is 50 kilometers away from the Eastern Naval Command Headquarters in Visakhapatnam. A network of tunnels will be built here for nuclear submarines.
</p><p>This base will allow submarines to enter the Bay of Bengal without being detected by satellites. Sources indicate that the first phase of the Rambilli base, being developed under Project Varsha, is nearly complete. The base will undergo further upgrades and expansion, similar to the Karwar base under Project Seabird. Building a nuclear submarine base takes decades due to numerous technical and environmental challenges.
</p><p>This year, India is also ready to commission its third nuclear submarine INS Aridhaman. This submarine has a capacity of 7000 tones and is slightly larger than India's two other nuclear submarines INS Arihant and INS Arighat. INS Aridhaman will be equipped with more K-4 missiles and will be capable of hitting targets within a range of 3500 kilometers. At the same time, India's fourth nuclear submarine is also being built under the Advanced Technology Vehicle project worth Rs 90 thousand crore.</p>]]></content:encoded>

This temporary ban by the Saudi Arabian government will apply to business and family visas, as well as Umrah visas. Saudi Arabia's visa ban will remain in force till the end of the <a href="https://www.islamic-relief.org.uk/resources/knowledge-base/five-pillars-of-islam/hajj/what-is-hajj/"><font color="#ff0000"><u><b>Hajj pilgrimage</b></u></font></a> in June.
</p><p>This ban has been imposed amid efforts to control the crowd caused by the Hajj pilgrimage. Saudi Arabia's visa ban is a matter of disappointment for pilgrims from countries like India, Pakistan and Bangladesh, from where thousands of people go on Hajj.
</p><p>Saudi Arabian officials said that this step has been taken to prevent people from performing Hajj without proper registration. Officials have alleged that citizens of other countries come to Saudi Arabia with an Umrah visa or visit visa and stay there illegally to perform Hajj in the holy Mecca.
</p><p>Saudi Arabia's Crown Prince Mohammed bin Salman has ordered officials to implement strict visa rules so that the Hajj pilgrimage in the country can be done smoothly and safely. According to the report, under the new initiative, visit visas or Umrah visas will be issued to people coming from foreign countries till April 13.
</p><p>After this, no new visa will be issued to any person from the 14 countries included in the list. The report identifies 13 countries on which Saudi Arabia's visa ban will apply. Another country has not been identified. The countries on which Saudi Arabia has imposed a visa ban include India, Pakistan, Bangladesh, Egypt, Indonesia, Nigeria, Iraq, Jordan, Algeria, Sudan, Ethiopia, Tunisia and Yemen.
</p><p>This decision comes after the tragedy during the 2024 Hajj pilgrimage, in which more than 1,000 people were killed. Many of these pilgrims were unauthorized. The accident happened due to an excessive crowd and extreme heat. Saudi Arabia now believes that visa restrictions to restrict illegal travellers will facilitate a smooth Hajj pilgrimage devoid of such tragedies.</p>]]></content:encoded>

After the Babri Masjid incident, the central government dismissed the Rajasthan government. During the period of President’s Rule, elections were held, and Shekhawat, who had already served as Chief Minister twice, led the Bharatiya Janata Party (BJP) in the 1993 elections.</p><p></p><p>When the results were announced, neither BJP nor Congress secured a majority. However, ten newly elected independent members expressed their support for Shekhawat, which gave BJP the majority. Senior Congress leaders, including Pranab Mukherjee, Bhajan Lal, Priya Ranjan Dasmunsi, and Ahmed Patel, stayed in a prominent hotel in Jaipur, with Gujarat’s former Home Minister, Prabodh Rawal, also residing in a nearby guest house, under the surveillance of Haryana's security officers. I, too, stayed in a nearby guest house, having had prior acquaintance with Prabodh Bhai (I was then working with Times of India in Ahmedabad), and often had breakfast with him in his room, which was filled with boxes of cash.</p><p></p><p>Meanwhile, former Chief Minister Hardev Joshi hosted party leaders and legislators for meals at his farmhouse on Ajmer Road. Even a week after the results were declared, no government had been formed. BJP leaders expressed their frustration at the Raj Bhavan, with Lal Krishna Advani arriving in Jaipur by a special flight. The entire route to Raj Bhavan was barricaded from the BJP office at Ashok Road.</p><p></p><p>Led by Shekhawat, a march of BJP legislators reached Raj Bhavan, and all of them sat down on the lawns. Advani and Shekhawat were summoned by the Governor, Baliram Bhagat (a former Speaker of the Lok Sabha), but after half an hour, no commitment was made. Angrily, Shekhawat remarked to the elderly Governor, “You must think about it, one foot is already in the grave, what will you tell your maker?”</p><p></p><p>The Governor then went upstairs to his office, called Prime Minister P. V. Narasimha Rao for instructions, and informed him that Congress had not yet made a claim. The Prime Minister directed the Governor to invite Shekhawat for the swearing-in ceremony. The next morning, the Governor invited Shekhawat to take the oath of office.</p><p></p><p>Shekhawat later had a meal with independent legislators and journalists at the BJP headquarters. During the election campaign, he had told me, “I am still the Chief Minister, just on leave, and I will rejoin soon.” When he returned from the campaign and was about to hold a press conference at the BJP office, a message was broadcast on the police wireless, “The CM Sahib is on his way.” When asked about it, Shekhawat responded, “The message is correct, I am the Chief Minister on leave.”</p><p></p><p>Once, while traveling from Jaipur to New Delhi, Shekhawat’s convoy was on Tonk Road, heading to the Sanganer airport. The Additional SP was repeatedly asking for the location of the convoy, but no response came. Frustrated, Shekhawat reportedly said over the wireless, “Why don't you inform me? You idiot, where is the CM Sahib?”</p><p></p><p>Some time later, at a public event, the same officer saluted Shekhawat. Shekhawat responded with, “Your idiot CM Sahib is here.” The officer didn’t understand the remark, but Shekhawat later explained to the press, saying, “Even in my car, the wireless messages come.”</p><p></p><p>During his tenure as Chief Minister, Shekhawat never compromised on integrity. On February 16, 1995, Harendra Mirdha, son of Congress leader Ramnivas Mirdha, was kidnapped by militants from Punjab while he was walking in Jaipur’s C-Scheme area. The kidnappers demanded the release of Devinder Singh Kullar, the leader of the Khalistan Liberation Front, who was imprisoned in Punjab.</p><p></p><p>I filed a report in Times of India, stating that the kidnappers had kept Mirdha on the outskirts of Jaipur. Shekhawat summoned me and sternly said, “You have ruined all my efforts; they must have moved him elsewhere now.” Fortunately, on February 26, 1995, during a routine police check in Jaipur's outer locality, Mansarovar's Model Town, the police caught terrorist Navneet Singh Kandia, recovered ₹77 lakh, and seized AK-47 rifles. Harendra Mirdha was also rescued. In this kidnapping case, terrorist Harminder Singh was sentenced to life imprisonment by Jaipur’s Additional District Judge.</p><p></p><p>Shekhawat never even considered entertaining the demands of the terrorists when dealing with the central government. He stood firm in his commitment to the nation’s security, regardless of external pressures.</p>]]></content:encoded>
