<content:encoded><![CDATA[For over ten years, Adam Schiff, a candidate for the California Senate, has asserted that his main residence is a 3,420 square foot home he owns in Maryland, according to mortgage records reviewed. 
Simultaneously, Schiff has been claiming a homeowner’s tax exemption on a much smaller 650 square foot condo in Burbank, California, also declaring it as his primary residence to benefit from a $7,000 reduction in property tax, amounting to about $70 annually. He did not claim an exemption on his Maryland home. 
Although Schiff has signed documents stating both the Maryland property and the significantly smaller Burbank condo are his primary residences, tax records show he paid his California property taxes in 2017 with a check that bears his Maryland address — the only year he paid with a personal check. Past comments, social media photos, and records suggest Schiff resides full-time in Maryland. 
Schiff faces a competitive primary in California for the Senate seat against Democratic Reps. Katie Porter and Barbara Lee. His dual residency claims could pose a political challenge for him, especially since he announced his Senate run in January 2023. 
Deed records indicate that Schiff designated his Maryland home as his primary residence in 2003, shortly after being elected to Congress in 2000. He refinanced his mortgage in 2009, 2010, 2011, and 2012, consistently indicating it as his primary residence. 
Records for Schiff’s Burbank condo, purchased in 2009, show notarization in Maryland, with references to California crossed out and replaced with Maryland, suggesting administrative confusion. A spokesperson for Schiff’s campaign, Marisol Samayoa, asserts that his primary residence is in California, citing various news sources and his book as evidence. She clarified that both properties were claimed as primary residences for loan purposes, emphasizing that Schiff spends significant time in both locations throughout the year. 
Despite purchasing his Maryland home after starting his congressional tenure, Schiff’s campaign biography from 2010 to 2014 indicated he was raising his family in Burbank, omitting any mention of his Maryland residence. 
In 2020, Schiff refinanced his mortgage, indicating the Maryland house as his secondary residence. However, a social media post from 2021 suggests he still lives there with his wife, supported by his son’s enrollment in a local high school and other indications. 
Recent social media posts and photos, including a family picture matching the exterior of his Potomac home, further suggest Schiff’s primary residence remains in Maryland. 
On June 7, 2022, during the Los Angeles mayoral primary, Schiff posted a photo on Twitter with an “I Voted” sticker in front of his Maryland home, though his spokesperson clarified he was in Washington, DC, for House votes and voted by mail. 
According to California law for homeowner’s exemptions, the dwelling must be the person’s primary and permanent home, supported by factors such as in-state presence, vehicle registration, voter registration, bank accounts, and state income tax filings. 
Several real estate law experts consulted by CNN’s KFile indicated that Adam Schiff is unlikely to face any legal issues. The vague language of the law suggests he is probably compliant regarding his taxes and mortgage. Additionally, there is no oversight group monitoring whether other congressional members complete their tax and mortgage documents similarly. However, his dual residency may still complicate his Senate campaign amid a competitive primary in California. 
“From a legal standpoint, there’s nothing wrong with this,” stated Candace Turitto, a political science professor at the University of Maryland. “It might not resonate with voters,” Turitto added, “but if one of his opponents manages to frame it as a broader issue regarding the quality of representation or integrity that Schiff would bring as a senator, it could create a distinction in an otherwise close primary race.” 
Residency issues have historically troubled politicians campaigning for Senate seats, with several cases reflecting Schiff’s situation. In 2006, Republican Senator Rick Santorum of Pennsylvania faced scrutiny for residing full-time in Virginia with his family. 
Similarly, in 2022, Republican Senate candidate Mehmet Oz encountered challenges regarding his candidacy in Pennsylvania due to his long-standing residence in New Jersey. Georgia Republican Senate candidate Herschel Walker also faced questions about his candidacy, having lived in Texas for many years. 
In 2014, Kansas Republican Senator Pat Roberts dealt with inquiries about his primary residence being in Virginia. More recently, Senator Laphonza Butler, appointed to fill the vacancy left by Dianne Feinstein’s death, had to re-register to vote in California after reports surfaced that she was living in Maryland at the time of her appointment.

The city has faced significant economic challenges due to the pandemic, with several high-profile retailers exiting its once-bustling downtown. However, San Francisco has quietly experienced a boost from the recent generative AI boom. 
**Can AI Save the Day?**

Rao attributed his choice to keep MosaicML in San Francisco to the city becoming the center of the AI movement, which gained momentum late last year after OpenAI launched its generative AI product, ChatGPT. “The talent pool is unmatched,” he said. “There’s simply no other place in the world that comes close.” 
In May, MosaicML signed a lease for an 8,000-square-foot office in San Francisco, which Rao described as “newer and nicer” than the company’s original office. According to Quinn, there are currently ten AI companies searching for office space in the city. 
“San Francisco has historically experienced a series of gold rushes,” Quinn observed. “We’ve always known our economy to be cyclical, which became evident during the pandemic, and now we’re starting to see signs of recovery.” 
**San Francisco’s Difficult Comeback** 
The tech-heavy workforce in San Francisco quickly embraced remote work in 2020, leading many white-collar employees to leave the city for more affordable housing. While workers in other major cities like New York and Los Angeles have returned to in-person roles, San Francisco’s workforce has been slower to follow suit. The city’s office vacancy rates are at a 30-year high, and the downtown area has seen a wave of retail store closures due to decreased foot traffic from absent office workers and tourists.
Last month, mall operator Westfield announced it would return the San Francisco Centre mall in Union Square to its lender after over two decades of operation, citing declining sales and foot traffic. Since 2020, more than 39 retail stores have closed in San Francisco’s Union Square, according to Coresight data. 
The commercial real estate sector has also felt the effects of the city’s downturn. Once considered home to some of the world’s most valuable real estate, San Francisco has witnessed a significant drop in property valuations. In May, the 350 California Street office tower sold for 75% less than its 2020 asking price, as reported by real estate news site The Real Deal. 
**A City in Transition** 
Despite these challenges, key leaders in San Francisco are embracing its new identity as an AI hub. Mayor London Breed recently referred to the city as “the AI capital of the world,” suggesting that it should consider demolishing shuttered retail spaces to make way for new developments. 
Brex, a company offering corporate credit cards and cash management accounts, is another tech firm that secured new office space in San Francisco this year. Co-founder and co-CEO Henrique Dubugras recently moved back to the city after relocating to Los Angeles during the pandemic. “Our CEO is very vocal about wanting to be closer to the AI ecosystem, which influenced his decision to return,” said Michael Tannenbaum, the company’s CFO and COO. **Is the AI Boom Sufficient?** 
However, not all commercial real estate experts believe the recent AI surge is enough to revitalize the city. Hans Hansson, president of Starboard CRE, a San Francisco-based commercial real estate firm, observed that while some smaller AI companies are taking advantage of lower office rents, he doubts that an AI boom alone can repair the city’s economic damage. “AI firms are great if they have 100 employees coming into the office daily, but if three-quarters of the workforce is remote, that doesn’t support the surrounding services, like restaurants and bars, that thrive near busy offices,” he explained. “I think a crash is imminent, and it hasn’t happened yet,” he added, referring to commercial real estate prices.
Quinn mentioned that despite an increase in AI companies leasing office space, JLL has observed that more traditional businesses, such as banks and law firms, are looking to downsize or leave the city when their leases expire. “We were accustomed to being the real estate darling of the United States, so this is a new dynamic we haven’t experienced before,” he noted.

The top races in California are less contentious this election cycle. Democratic Governor Gavin Newsom appears poised for reelection after last year’s unsuccessful recall attempt. **California’s 3rd Congressional District** 
State Assemblyman Kevin Kiley, who ran for governor last year as a dynamic disruptor during the recall effort against Newsom, has caught the attention of former President Donald Trump, who endorsed him in this new GOP-leaning district that includes Sacramento suburbs and areas around Lake Tahoe and the Eastern Sierras. Kiley and Sacramento County Sheriff Scott Jones, who references Trump in his advertising, are the most prominent Republican candidates in the race. Kiley has also led multiple recent attempts in the state Assembly to suspend California’s highest-in-the-nation gas tax.
The strongest Democratic contender in the race is Kermit Jones, a former flight surgeon with the US Navy who served in Iraq. He later became a White House fellow during the Obama administration, collaborating with the Health and Human Services Department to enhance care for veterans. In his campaign against Kiley, Jones positions the election as a choice between “a partisan politician who supports January 6th insurrectionists and a public servant who prioritizes the country over party allegiance.”

He was fined nearly $2.8 million and eventually settled the case, promoting his campaign with the tagline: “Send a farmer to Congress.”
**California’s 22nd District** 
GOP Representative David Valadao has consistently outperformed expectations in his predominantly Latino, Democratic-leaning district in the Central Valley, except for the 2018 election when he narrowly lost to Democrat TJ Cox, only to reclaim the seat two years later. However, this election cycle has posed greater challenges for Valadao due to California’s redistricting commission, which removed some of the more Republican areas from his current district.

Valadao’s opponents believe he may face increased vulnerability among the GOP base this year, particularly because he voted to impeach Trump following the January 6, 2021, insurrection at the US Capitol, despite Trump not participating in the race. Valadao is being challenged from the right by former Fresno City Councilmember Chris Mathys, who has criticized Valadao’s impeachment vote and filed a lawsuit after the state rejected his request to be labeled as a “Trump Conservative/Businessman” on the ballot. Nevertheless, Valadao is leaning into his image as an independent voice for the Central Valley, advocating for a suspension of the state gas tax and positioning himself as a defender against the “radical left.” The GOP hopes the unfavorable political climate for Democrats will aid Valadao’s campaign, despite the Democrats holding a significant registration advantage in the newly drawn 22nd District.
**California’s 27th District** 
The race for this northern Los Angeles County seat initially appeared to be heading for a rematch between GOP Rep. Mike Garcia, a former fighter pilot, and Democratic former state Assemblywoman Christy Smith, who lost to Garcia twice in 2020—first in a special election to replace Democratic Rep. Katie Hill and then in the November election by approximately 300 votes. However, Democrat Quaye Quartey, a former Navy intelligence officer, has mounted a strong challenge for the likely Democratic nomination. He argues that his military experience and upbringing as the son of an immigrant from Ghana make him a more formidable contender against Garcia in November. Quartey has nearly matched Smith’s fundraising efforts and has received endorsements from influential California Democrats, including Reps. Katie Porter and Barbara Lee.
In the redistricting process, Garcia lost Republican areas in the Simi Valley, making it easier for Democrats to frame the race as a stark ideological contrast in November. They aim to boost voter turnout by emphasizing Garcia’s loyalty to Trump and his vote against certifying the 2020 election results from Arizona and Pennsylvania. 
**California’s 40th District** 
Republican Rep. Young Kim, who flipped her current Biden-won Orange County seat in 2020, initially seemed poised for an easier race after deciding to run in the newly drawn 40th District, which is more favorable to Republicans. However, she is unfamiliar to many voters in the new district, which includes parts of Orange, Riverside, and San Bernardino counties, and is facing a surprisingly strong primary challenge from Marine veteran Greg Raths, a member of the Mission Viejo City Council. Raths has previously run for Congress, including a loss to Porter in 2020 by 7 points. The Congressional Leadership Fund, a GOP super PAC aligned with House Minority Leader Kevin McCarthy, has come to Kim’s aid with an ad labeling Raths as a liberal and promoting Kim as “the conservative choice for Congress.”
On the other side, Democrat Asif Mahmood, a physician who previously ran unsuccessfully for state insurance commissioner in 2018, has exceeded fundraising expectations in what initially seemed like a long shot for his party. His first ad highlights his support for abortion rights in contrast to Raths’ opposition, which is viewed as a tactic to elevate Raths and complicate Kim’s campaign during this initial phase of the contest. 
**California’s 45th District** 
The race between GOP Rep. Michelle Steel and Democrat Jay Chen in California’s new 45th District has taken an unexpectedly contentious turn, with accusations of racism surfacing from both sides. Over a third of the eligible voters in this Orange County district are Asian American, and redistricting commissioners focused on centering the district around Little Saigon to enhance the influence of the area, which has a high concentration of Vietnamese American voters. 
**Steel vs. Chen** 
Steel, one of the first Korean American women elected to Congress (alongside Kim), and Chen, the son of Taiwanese immigrants, both planned to run in different districts. However, the redistricting led to a notable musical chairs effect. Many of the coastal areas in Orange County that Steel currently represents were moved into the more Democratic-leaning 47th District, where Porter is now campaigning. 
A controversy arose between Chen and Steel this spring when he commented on Steel’s remarks during one of her town halls, saying, “It’s tough. We’ve transcribed it. You kind of need an interpreter to figure out exactly what she’s saying.” Steel’s campaign accused him of mocking her accent, to which Chen responded with an op-ed in the Orange County Register, claiming the accusation was unfounded and that he was referring to “a written transcript of Steel’s record of flip-flopping and feeding constituents convoluted talking points … not any kind of audible accent.” Chen has criticized Steel for prioritizing “the radicals in her party over the good of her district,” including her vote against the bipartisan infrastructure bill. This race is expected to be one of the closest in California this November.
**California’s 47th District** 
Porter’s fundraising abilities have deterred potential challengers in the past as her profile within the Democratic Party has grown, thanks to her vigorous questioning of corporate leaders and Trump administration officials during congressional hearings. Despite the new 47th District’s Democratic tilt, this year’s unpredictable political climate has made Porter a target for the GOP. Porter is being challenged by Scott Baugh, the former GOP leader of the State Assembly and past chairman of the Orange County Republican Party. Baugh’s campaign focuses on rising crime rates and increased costs for gas and groceries, portraying Porter as a “leftist” who supports spending programs that negatively impact working-class families. He has the backing of McCarthy and was named one of the NRCC’s “Young Guns.” However, Democrats are likely to bring attention to Baugh’s previous violations of the state’s Political Reform Act, which resulted in him agreeing to pay fines while he served in the Assembly.
**California’s 49th District** 
Democratic Rep. Mike Levin is seeking reelection this fall in a district that extends from southern Orange County to northern San Diego County. One of his former opponents is looking for a rematch: Republican Brian Maryott, a certified financial planner and former mayor of San Juan Capistrano, whom Levin defeated by six points in 2020. Like other GOP candidates across the state this year, Maryott claims that President Joe Biden’s pandemic-era spending policies, which Levin supported, have exacerbated inflation, arguing that Democrats should face consequences at the polls in November.
Republican observers are also monitoring Oceanside City Councilmember Christopher Rodriguez, a Marine who completed two combat tours in Iraq. While Maryott has solid institutional party support and leads in fundraising among GOP candidates, the American Patriots PAC—a super PAC that backs conservative veterans and is financed by GOP megadonors like Ken Griffin and Paul Singer—has recently stepped in with late spending to support Rodriguez and oppose Maryott.
