  118. <p>Trades NL is looking for changes to the Federal Income Tax Act to make it easier for craftsmen who need to travel to work to get there and back.</p>
  119. <p>This is one of the questions Trades NL encourages members to ask candidates during the federal election campaign. </p>
  120. <p>Executive Director Darin King says there are many classes of workers who have to travel to work and there are provisions in Income Tax Act that allow certain workers to claim tax credits for expenses incurred by doing their business. </p>

  167. <p>The Democrats&#8217; dilemma this month centers on how much of President Biden&#8217;s proposed taxes on capital gains and multinational corporations they are willing to accept.  There is broad agreement on tax rate increases and tax enforcement that could gross in more than $ 1 trillion in a decade.  Additionally, some changes are likely, but the center Democrats in both houses have raised concerns about the breadth of the Biden proposals.</p>

  177. <p>A cut in tax rules would give Democrats another uncomfortable choice: deciding whether to shrink their spending plans or borrow some of the cost.</p>
  178. <p>&#8220;It seems like paid in full might just mean something paid,&#8221; said Alec Phillips, chief economist at Goldman Sachs Research.  &#8220;In a survey, that&#8217;s one hypothetical thing, and another if tax increases are actually implemented.&#8221;</p>
  179. <p>The decisions ahead are likely to already spark high tensions between the centrist and liberal wings of the party, both of which will have to support the legislation in order to pull it through Congress without the support of the GOP.  Democrats rely on a special budget-bound process to get the comprehensive package passed with only 50-50 Senate votes, and they can&#8217;t afford more than three defectors in the House of Representatives.</p>

  189. <p>You are trying to move quickly.  Ms. Pelosi is working to endorse the progressive-favored tax and spending bill along with a separate bipartisan infrastructure bill already passed by the Senate and slated for a House vote in late September.  Legislators are trying to resolve major differences between the House of Representatives and the Senate by September 15, and by then complete a rough draft to allow for more detailed negotiations, a senior Democratic adviser said.</p>
  190. <p>On taxes, there is general agreement on the architecture of the international tax system and the desire to raise hundreds of billions of dollars, but no decision on tax rates, said Senate Democratic advisors.  There is even less consensus on capital gains, they said.</p>

  193. <p>There is no consensus among moderate Democrats, a challenge to the leaders of Congress.  House MPs are more concerned about tax increases, while Senators are more concerned about making sure they pay for new expenses, said a person familiar with the negotiations.</p>
  194. <p>Senate Finance Committee chairman Ron Wyden, D. Oregon, has come up with a long list of tax increases, including some that are more aggressive than the government proposed.  His committee&#8217;s list of options includes proposals like an excise tax on share buybacks, a tax on corporations based on the ratio of executive salaries to average employee salaries, and restrictions on trusts used to avoid inheritance tax.  Finance committee options also include an annual tax on billionaires&#8217; unrealized profits and an excise tax on certain new plastics.  It also suggests a softer version of the government&#8217;s capital gains proposal, with an exception of $ 5 million per person instead of a $ 1 million exception and a potential $ 25 million exception for family businesses. </p>

  197. <p>In the House of Representatives, Richard Neal (D., Massachusetts) was more reluctant to raise taxes, despite suggesting expanding family tax breaks and renewables, as well as a new paid vacation program.</p>
  198. <p>Major centrist Senate Democrats, including Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona, have already signaled their view that the $ 3.5 trillion price tag may be too high.  Mr Manchin called for a &#8220;strategic break&#8221; in talks this week to assess inflation risks and the impact on national debt.</p>
  199. <p>However, the chairman of the Senate Budget Committee, Bernie Sanders (I., Vt.), Who has proposed a package of US $ 6 trillion, has indicated that he does not want to go below US $ 3.5 trillion.  This number corresponds to an increase in projected federal spending over a decade of about 5.5%;  Ms Pelosi, in a letter to the Democrats in August, stressed the importance of sticking to this figure.</p>
  200. <p>The strength of this top-line number could push the Democrats to take out additional borrowing and use some of the roughly $ 1.75 trillion in their budget.  In 2017, Republicans talked about paying tax cuts and ended up using almost all of the $ 1.5 trillion in higher deficits they allowed in their budget.</p>
  201. <p>Given the razor-thin Democratic majorities in both houses and their control over the White House, the $ 3.5 trillion budget package represents the party&#8217;s best and likely last chance to fulfill its wish list before next year&#8217;s midterm elections. </p>
  202. <p>The package is expected to include priorities that the Democrats have been pushing for years.  This includes paid family and sick leave;  universal pre-kindergarten for 3 and 4 year olds;  subsidized child care;  an expansion of Medicare to include dentistry, health, and vision;  two years of free community college and renewals of both expanded child tax credits and expanded grants under the Affordable Care Act.  The package also aims to address climate change through measures including urging utilities to generate 80% of the country&#8217;s electricity from clean sources by the end of the decade.</p>

  207. <p>Democrats could also cover up internal disputes by hiding the real cost of programs and giving lawmakers a chance to claim their agenda is getting paid, even if the official score says otherwise.  The Democrats could phase out some new programs in a few years, which would cut headline costs without diminishing short-term impact.</p>
  208. <p>You could point to something called dynamic scoring, or estimates that new programs could boost economic growth, increase tax revenues, and reduce federal spending.  Democrats can also refer to estimates that go beyond the official Congressional Budget Office results to argue that the bill is being paid more than it appears &#8211; possibly with revenue from stricter tax enforcement.  On Thursday, a CBO number fell below Treasury Department estimates. </p>

  225. <p>Oregon taxpayers will receive a $ 1.9 billion kicker refund loan in the coming months.</p>
  226. <p>The kicker occurs when actual government revenues exceed projected revenues by 2 percent or more over the two-year budget cycle.  The excess, including the 2 percent trigger amount, will be refunded to taxpayers through a credit on the following year&#8217;s tax return, according to the Oregon Revenue Department.</p>
  227. <p>The following is the summary of the Oregon Revenue Forecast that was presented to state lawmakers today.</p>

  239. <p>The economic outlook remains positive.</p>
  240. <p>The underlying driver is strong household incomes, which were boosted significantly by federal aid during the pandemic.  Consumers are no short of firepower when they want and feel safe enough to spend their money.</p>
  241. <p>The key to the outlook remains how that firepower is translated into actual consumer spending, especially in the heavily impacted service industries.  Companies today are trying to find staff as quickly as possible to meet this increasing demand.  The actual number of jobs created this year will be the largest in Oregon.  The country&#8217;s job market is now expected to regain all the jobs it lost by next summer, or a quarter earlier than the previous forecast.  While this momentum remains intact, the risks are weighted down.</p>
  242. <p>Growing in a supply constrained economy is a challenge.  Companies struggle with supply chains and a tight labor market.  Wages are rising rapidly to attract and retain workers.  Prices rise as demand continues to outpace supply.  In addition, the current delta wave of the pandemic makes the short-term outlook difficult.  Standstills are the most economical.  A moderate decline in consumer spending in some categories will not lead to mass layoffs.</p>
  243. <p>If anything, any slowdown in spending today is likely to translate into stronger earnings in the quarters to come.  This cycle is different.  The current recovery will be faster, more complete and broader than the recent experience from the technology and real estate bubbles.  As some of the pandemic-specific challenges subside, the underlying economy stands on solid footing thanks to the strength of corporate and household balance sheets.  In September of the odd years, the sales forecast closes the biennium as of June 30th.</p>
  244. <p>Currently, the forecast for the end of the session is calculated by adding all tax law changes made during the legislative period to the May 2021 outlook.  This sets the bar for Oregon&#8217;s balanced budget and unique kicker law.  The changes to the tax law were relatively minor at the 2021 session, with net receipts of $ -3.6 million on the General Fund&#8217;s budget over the 2021-23 budget period.</p>
  245. <p>The September forecast also shows where the revenue ended up in the previous budget period.  There are few surprises in a typical year as tax revenues are relatively low in early summer.  This year was different.  Due to a delayed submission deadline for the tax return, according to the May forecast, a lot of uncertainty remained.  When the forecast was made, the main tax season had only just begun.</p>
  246. <p>At the end of the fiscal year, the 2021 tax season turned out to be very big.  Income tax, corporate tax, lottery sales, and new corporate tax collections all spiked.  Recent income tax withholding is up 17% year over year.  Payments during the tax season were also strong, led by collections from high-income taxpayers.  For the 2021 tax year, a $ 1.9 billion kicker credit is earmarked for income tax.</p>
  247. <p>The average taxpayer can expect a $ 420 credit, while the average is estimated at $ 850.  Strong revenue growth during the 2019-21 biennium limited a decade of unprecedented expansion in revenue for the General Fund in Oregon.</p>
  248. <p>In the past decade, the General Fund&#8217;s revenue has almost doubled from around $ 12 billion per year to around $ 24 billion.  Throughout the decade, kicker payments totaled $ 2.6 billion, reducing the General Fund&#8217;s accumulated funds by 2.6 percent.  Over the past biennium, kicker payments have taken away half of the General Fund&#8217;s growth.  Looking ahead, the current $ 1.9 billion kicker will also reduce revenue in 2021-23.</p>
  249. <p>Governor Kate Brown today made the following statement on the state&#8217;s revenue forecast:</p>
  250. <p>“Today&#8217;s sales forecast is another sign that the Oregon economy is healthy, strong, and on the way to a rapid recovery.  This is welcome news at a time when Oregon residents continue to face immense challenges: from forest fire recovery to extreme drought to our worst spike in cases and hospitalizations during the COVID-19 pandemic.</p>
  251. <p>“And we must never lose sight of the fact that the effects of the pandemic and the natural disasters of the past year and a half, due to historical, structural inequalities, are disproportionately hardest for blacks, indigenous people, Latinos, Latinas, Latinx, Asians, Pacific Islanders and tribal communities.</p>
  252. <p>“My priority will be to continue to address the challenges families face in Oregon, including the inequalities caused by systemic racism, with a special focus on making sure our hospitals and health care workers have the resources they need to in order to continue to offer patients life-saving care. &#8220;.&#8221;</p>
  253. <p>Senate President Peter Courtney made the following statement after the September 2021 quarterly economic and sales forecast was released:</p>
  254. <p>“Oregon&#8217;s economy remains strong.  We have more money to invest in pandemic aid, childcare and housing.  We are still in a crisis.  Legislature will help Oregonians who have hurt the most.  I look forward to doing this as soon as possible. &#8220;</p>
  255. <p>Oregon House spokeswoman Tina Kotek made the following statement today following the release of the latest quarterly economic and sales forecast for the state:</p>
  256. <p>“The stable outlook on today&#8217;s sales forecast is welcome news from a legislature where we have invested heavily in programs to help Oregonians affected by the pandemic, forest fires, housing crisis and other challenges.  We need to maintain this momentum in order to create a better future for all.</p>
  257. <p>“Today is also a reminder that our economic recovery is linked to our ability to control the virus.  Our hospital systems are on the verge of collapse right now.  With 1,000 Oregon residents hospitalized for COVID-19, there is still too much suffering across the state.  We will continue our economic recovery if we all commit to protect one another from the Delta variant. &#8220;</p>
  258. <p>Declaration by the Republicans in the Oregon Senate</p>
  259. <p>Today the Office of Economic Analysis released its quarterly sales forecast.  It confirmed that Oregon taxpayers will receive a $ 1.9 billion kicker.  The corporate kicker will send an additional $ 850 million to K-12 schools.  The state budget will also have a final fund balance of $ 699 million.</p>
  260. <p>“It&#8217;s clear that the Democrats looted $ 15 million from kicker for no good reason.  Unprecedented deficit-stimulus spending by the federal government and the Oregonians supporting businesses during the governor&#8217;s shutdown has left the state with excess cash.</p>
  261. <p>Legislators now have money to invest in COVID and forest fire response and recovery, and prepare for the upcoming unknown issues over the next biennium.  Most importantly, our children need to be in school all day to catch up after a year of learning loss.  This money can help our children to recover. &#8220;</p>

  563. <p>SCOR announced changes to its executive board aimed at facilitating the next phase of the reinsurer&#8217;s strategic development.</p>
  564. <p>According to SCOR, all changes were made with internal promotions.</p>
  565. <p>The following members of the Executive Committee will remain in their current positions:</p>
  566. <ul>
  567. <li><strong>Ian Kelly</strong>, as Group Chief Financial Officer</li>
  568. <li><strong>Jean-Paul acquaintance</strong>, as Chief Executive Officer of SCOR Global P&#038;C</li>
  569. <li><strong>Brona magician</strong>, as Deputy CEO of SCOR Global Life.</li>
  570. </ul>
  571. <p>The following GEB members have expanded responsibilities:</p>
  572. <ul>
  573. <li><strong>Francois de Varenne</strong>, CEO of SCOR Global Investments, will oversee an expanded leadership role including investments, technology, budget, group project office and group corporate finance.  In his new role, he will be responsible for transforming the group.</li>
  574. <li><strong>Claire Le Gall-Robinson</strong>, Group General Secretary responsible for Governance, Sustainability, Legal and Compliance, has been named Group Chief Sustainability Officer.  In addition to her previous duties, she will be responsible for Human Resources, Communications and Hub Operations in this new and expanded role.</li>

  576. <p>The following members of the Executive Committee have new responsibilities:</p>

  578. <li><strong>Frieder Knüpling</strong>, previously Group Chief Risk Officer, has been appointed CEO of SCOR Global Life, succeeding Paolo De Martin, who has chosen a new direction in his career after successfully serving as CEO of SCOR Global Life since 2014.</li>
  579. <li><strong>Romain Launay</strong>, previously Group Chief Operating Officer, will be named Deputy CEO of SCOR Global P&#038;C and CEO of Specialty Insurance.</li>
  580. <li><strong>Fabian Uffer</strong>, previously Group Head Risk Modeling, responsible for the Group&#8217;s internal model, succeeds Frieder Knüpling as Group Chief Risk Officer and becomes a member of the Group Management.</li>

  585. <p><strong>Biographies</strong></p>
  586. <p><strong>Jean-Paul acquaintance</strong>, American and French citizen, is a graduate of the University of California Berkeley (Master of Science in Structural Engineering) and the Ecole des Travaux Publics, Paris (Diploma in Civil Engineering).  He began his career in earthquake engineering in California and then in disaster modeling as the European head of the modeling company EQECAT.  He then held several senior positions at Aon Benfield as a reinsurance broker in London and Paris and then at AXA Re in Paris as Global Head of Property.  In 2008 he joined SCOR in New York as Chief Underwriting Officer for America for SCOR Global P&#038;C.  Conoscente helped transform SCOR&#8217;s team and portfolio in the Americas before assuming the position of CEO of SCOR&#8217;s P&#038;C US business in 2016 and then CEO of Reinsurance worldwide in 2018.  In 2019 he was appointed CEO of SCOR Global P&#038;C and a member of the Executive Committee.</p>
  587. <p><strong>Ian Kelly</strong>, British citizen, is a member of the Association of Chartered Certified Accountants.  After starting his career at Prudential, he then moved to the London life reinsurance department of the Gerling Group, later Revios UK, as Chief Accountant.  Following the acquisition of Revios by SCOR, he was named Chief Financial Officer of the UK operations in 2007.  In 2009 Kelly was appointed Director of General Accounting and Group Reporting and was responsible for consolidating the SCOR Group&#8217;s financial reporting.  Kelly enhanced his strategic, regulatory and financial experience at SCOR with his appointment as Head of Group Financial Planning and Analysis in 2011. Kelly continued to oversee the Group&#8217;s financial planning and was named Head of Investor Relations in 2016 before becoming Chief Executive Officer Finance was appointed Chief Executive Officer and member of the Executive Committee in 2020.</p>
  588. <p><strong>Frieder Knüpling</strong>, German citizen, has been a member of the Group Executive Committee of SCOR since 2010, initially as Deputy CEO of SCOR Global Life, then as Deputy Group Chief Risk Officer and finally as Group CRO.  Prior to that, he held various functions in the actuarial, risk and finance departments at SCOR, Revios and Gerling Global Re.  He has degrees in mathematics and physics and a doctorate in economics.  He is a scholarship holder of the German Actuarial Association (DAV).</p>
  589. <p><strong>Romain Launay</strong>, French citizen, is a graduate of the École Polytechnique, the École des Mines de Paris and the Center des Hautes tudes de l&#8217;Assurance.  After holding various positions in the French Ministry of Economy and Finance between 2004 and 2009, he became an advisor to the Prime Minister in 2009.  He joined SCOR in February 2012 as Senior Advisor to the Chairman and CEO before being named Group Secretary General in May 2014. In February 2016, Launay was named Group Chief Operating Officer.</p>
  590. <p><strong>Claire Le Gall-Robinson</strong>, a French citizen, is admitted to the bar in Paris and New York and is a graduate of Harvard Law School (Master of Laws) and Paris II-Panthéon Assas University (corporate and tax law).  She worked for the leading US law firms Sullivan &#038; Cromwell LLP and Skadden, Arps, Slate, Meagher &#038; Flom LLP for over 17 years.  Prior to joining SCOR as Group General Secretary in 2016, she was a partner at UK law firm Gowling WLG.  She has been teaching at Sciences Po Law School since 2010.  In March 2021, she was appointed to SCOR&#8217;s Group Executive Committee.</p>
  591. <p><strong>Brona magician</strong>, Irish national, holds a BS in Actuarial and Finance from University College Dublin.  From 2006 to 2011 she worked for Transamerica International Reinsurance Ireland, which was acquired by SCOR in 2011.  From 2011 to 2013 she was CFO of SCOR Global Life Reinsurance Ireland.  In 2013 she moved to the USA to take on the position of CFO.  to take over, Americas, at SCOR Global Life and was promoted to Deputy CEO, Americas, in 2015.  She returned to Dublin in February 2017 and became a senior actuary for SCOR Global Life.  In November 2017 she was appointed Head of Client Solutions and a member of the Executive Leadership Team of SCOR Global Life.  In September 2018 she became Deputy CEO and Head of Global Markets for SCOR Global Life and a member of the Group Executive Committee.  Magee is a Fellow of the Society of Actuaries in Ireland.</p>
  592. <p><strong>Fabian Uffer</strong>, Swiss citizen, began his career in 2003 as a life actuary in the insurance industry at Allianz Suisse.  He then worked for a startup called CelsiusPro, developing a pricing engine for weather derivatives.  In 2009, Uffer joined SCOR&#8217;s P&#038;C Risk Management department.  He then moved to the Financial Modeling and Risk Analysis group, where he held various positions, including Head of Risk Modeling.  In 2021 he was appointed Chief Risk Officer.  Uffer studied at the University of Waterloo and holds a master&#8217;s degree in mathematics from ETH Zurich.  He is a fully qualified actuary of the Swiss Association of Actuaries.</p>
  593. <p><strong>Francois de Varenne</strong>, French citizen, is a graduate of the École Polytechnique and civil engineer of the Ponts et Chaussées.  He has a doctorate in finance and is a graduate actuary at the Institut de Science Financière et d&#8217;Assurances (ISFA).  de Varenne joined the Fédération Française des Sociétés d&#8217;Assurances (FFSA) in 1993 as manager of economic and financial affairs.  In London, he was an insurance strategist at Lehman Brothers from 1998, vice president of asset management solutions and a specialist in structured transactions for insurance and reinsurance companies at Merrill Lynch and then at Deutsche Bank.  In 2003 he became managing partner of Gimar Finance &#038; Cie.  In 2005 he joined the group as Director Corporate Finance and Asset Management.  In September 2007 he was appointed Group Chief Operating Officer.  In October 2008, de Varenne was appointed CEO of SCOR Global Investments.</p>
