This guide will cover scenarios for both situations.</p><p>Why is your vape pen not working after a charge? Let&#8217;s explore some common possibilities.</p><p><strong>Your Vape Pen Is Turned Off</strong></p><p>The simplest reason is that the vape pen might be turned off. If your device has a manual fire button, press it five times. If the device blinks, you’ve turned it on. Try using it again to see if the issue is resolved.</p><p>For simple 510-thread batteries or pod vapes without a manual fire button, the device turns on automatically when you connect a pod or cartridge. If nothing happens when you puff, remove and reconnect the pod or cartridge. If it still doesn’t work, continue reading for more solutions.</p><p><strong>Your Vape Pen Isn’t Detecting the Pod or Cartridge</strong></p><p>For 510-thread vape pens or pod systems without a fire button, if the device isn’t working after you’ve removed and reinserted the cartridge, check for leaks under the cartridge. If it’s leaked, clean and dry both the cartridge and the device thoroughly. If it still doesn’t work, try replacing the cartridge. For vape tanks with replaceable coils, try replacing the coil.</p><p><strong>Your Vape Pen Isn’t Actually Charged</strong></p><p>If you charged your vape pen because the battery was dead and it still doesn’t work, ensure it’s actually charging. If your vape pen has a screen, it will display a “Low Battery” message if the battery is dead. If it doesn’t have a screen, an indicator light will blink when you try to vape. Check the manual to confirm this blink code indicates a dead battery.</p><p>If the battery is dead, troubleshoot why your vape pen isn’t charging:</p><ul class="wp-block-list"><li>Wiggle the USB cable in the charging port.   111. <content:encoded><![CDATA[<p><strong>What is the Vaping Products Duty (VPD)? </strong></p><p>In the budget announced on March 6th, the chancellor announced a new duty on vaping. This duty will come into force from October 2026.</p><p>The rates for the vape duty will be:</p><ul class="wp-block-list"><li>£1 per 10ml for nicotine free liquids.</li>

  113. <li>£2 per 10ml for 0.1-10.9mg nicotine per ml liquids.</li>

  115. <li>£3 per 10ml for 11-20mg nicotine per ml liquids.</li></ul><p>The government will also be bringing in another increase on tobacco, which will increase 100 cigarettes or 50 grams of tobacco by £2 from October 2026.</p><p>There is a 12-week consultation period on the policy design and technical details which has been launched.</p><p>You can read through the budget here: <a href="https://www.gov.uk/government/publications/spring-budget-2024">https://www.gov.uk/government/publications/spring-budget-2024</a></p><p><strong>So what do we think the consequences will be of this vaping duty? </strong></p><ul class="wp-block-list"><li>For starters. the cost of vaping will immediately increase. This could lead to a decline in vaping rates, and in turn, increase the amount of people smoking again.</li>

  117. <li>Further to the first point, this could increase the amount of people turning to dangerous, illicit vapes on the black market.</li>

  119. <li>This vape duty prices out many younger people from vaping &amp; we know from all the research that unfortunately, many young people have started vaping recently with the rise of single use (disposable) vape devices. Clearly, this trend was not a good thing, and something that this duty is attempting to address. However, this new duty leaves these young people, who are now addicted to nicotine, with a big problem going forward.</li>

  121. <li> Vaping has been shown as a great harm reducer for cigarette smokers, with Public Health England stating it is at least 95% safer than smoking cigarettes. The scheme, which has been designed to allow Trading Standards to tackle the rise of illicit vapes and underage vape sales, would be the first of its kind in the UK.</p><p>If you’ve been following our <strong><span style="color: #0000ff;"><a style="color: #0000ff;" href="https://totally-vapour.co.uk/blog/">latest news</a></span></strong>, or keeping up with the recent media coverage, you’ll be aware that single-use disposable vape kits are set to be banned in the UK. The government’s reasons focus on tackling the rise in youth vaping; however, the UK already has regulations in place regarding the sale of vapes to minors, which an outright ban would not solve.</p><p>Banning legal disposables, and placing further restrictions on responsible vape retailers, will empower and boost the already-thriving black market. There aren’t sufficient ‘boots on the ground’ to deal with the current levels of rogue activity; and the one-off funding proposed by the government to bolster Trading Standards and Border Control is woefully inadequate.</p><p>Many conscientious vape retailers, like ourselves, have been pushing the idea of a licensing scheme for years. When it became obvious that no such framework would be forthcoming from the government, </p><p>What are the objectives of the vape retailer licensing scheme?</p><p>Following consultation with UKVIA stakeholders, Trading Standards officials, vape industry experts, and business owners across the convenience store and supermarket sector, they initiated a potential new legislation model with the following objectives:</p><ol class="wp-block-list"><li>To create a sustainable and viable funding base for enforcement and inspection functions relating to the vape sector.</li>

  137. <li>To foster a more responsible and accountable sector by tackling key concerns and challenges such as youth access and illicit product sales.</li>
  138.  
  139. <li>To better enable regulators and Trading Standards to enforce existing and future legislation proactively.</li>
  140.  
  141. <li>To reinstate trust in the legitimate vape sector and enable vaping to fulfil its full potential in helping the UK hit its smoke-free 2030 ambition.</li></ol><p>What does the proposed licensing scheme involve?</p><p>First and foremost, the licensing scheme outlines who would be eligible for a vape retail licence. Currently, anyone has free rein to sell vapes &#8211; you can buy them in your local takeaway, the laundrette, a sweet shop, or from your Uber driver. </p><p>This is a completely ridiculous state of affairs that is creating a black market, exacerbating youth access, and generating media panic &#8211; all leading to government overreach. It also puts a tremendous amount of pressure on Trading Standards, which allows the rogue traders to stay under the radar.</p><p>To qualify for a vape retailer licence, vendors must prove that they:</p><ul class="wp-block-list"><li>Actively prevent the sale of vapes to minors</li>

  143. <li>Only stock compliant products</li>
  144.  
  145. <li>Operate legally across all areas of their business</li>
  146.  
  147. <li>Meet their environmental obligations</li>
  148.  
  149. <li>Train staff in the correct handling and promotion of vaping products</li>

  151. <li>Don’t sell products that are blatantly youth appealing</li></ul><p>The proposed framework includes a self-sustaining fee structure, plus a fine and four-strike penalty system for any business that breaches the terms of the licence.</p><p>It will also empower Trading Standards to issue on-the-spot fines to any retailer or distributor caught selling vapes without a licence. The fines would be far more punitive than they currently are, with the highest fine for retailers proposed at £10k. </p><p>The best deterrent to committing a crime is the real and certain risk that you will be caught. The punishment needs to be severe enough to make sure it’s not a risk worth taking.</p><p>What are the expected outcomes of this framework?</p><p>We all want to ensure that adult smokers have access to vaping, which has been proven time and again to be a far less harmful alternative; not to mention the most effective method for successfully quitting tobacco for good.</p><p>We also want to ensure that the vaping products that adult smokers have access to are safe and legitimate, and that minors don’t have access to them at all.</p><p>This can only be achieved by proper enforcement, rather than prohibition. The revenue generated from licensing fees alone (not including fines) will deliver upwards of £50m each year to Trading Standards officials, so they can get tough on retailers guilty of underage and illicit vape sales.</p><p>Not only does this annual sum far surpass the government’s one-off pledge of 30m, it also removes the burden entirely from taxpayers, and puts it onto the vape industry. </p><p>Why do we want a vape retailer licensing scheme?</p><p>It may seem like an odd concept that an industry would voluntarily and vehemently push for a scheme that would not only cost money, but also impose mandatory compliance enforcement. However, we feel it’s the only logical way that we can remove rogue traders from the picture; thereby reducing the demand for illicit vapes to be imported, preventing youth access to vapes, and improving the general public perception of vaping.</p><p>We know that there simply isn’t the resource to enforce the existing legislation, and we are furious that the government’s solution to this is to deprive adult smokers from accessing legitimate vaping products.&#8221;</p><p>Dan Marchant, co-founder of the UK Vaping Industry Association (UKVIA), said:</p><p><em>“It doesn’t matter what legislation the government introduces, whether the newly announced ban on disposables or any future restrictions, a robust and balanced licensing system is critical to ensuring the law can actually be enforced and for ushering in a new era of responsibility, accountability and best practice.</em></p><p><em>&#8220;Trading Standards has been calling for ‘more boots on the ground’ and a more joined up ‘national picture’ to deal with the issues of underage and illicit vape sales and there is no doubt that the introduction of prohibitive new measures will make this challenge even harder.</em></p><p><em>&#8220;The scheme we are proposing is not only self-funding but would be relatively quick and easy to implement and could generate upwards of £50 million in annual funding from retailers alone – this could, in part, be used as a sustainable funding base for enforcement.</em></p><p><em>&#8220;If our licensing scheme was in force, the 2,871 retailers identified as being in possession of, stocking or selling illegal vapes through the newly released FOI research would have been fined a collective £7.1m – alarmingly 95% of these rogue traders went ‘unpunished’ under the current system.”</em></p><p>What’s next for the licensing scheme?</p><p>The first phase of the framework creation followed a comprehensive six month consultation period, and the blueprint was distributed to MPs, peers in the House of Lords, Members of the Senedd, Members of the Scottish Parliament, senior civil servants, and health experts, before being unveiled in parliament.</p><p>A number of MPs have already publicly expressed support for the idea including Peter Gibson MP, Jim Shannon MP, Mary Kelly Foy MP, Mark Eastwood MP and Dr Caroline Johnson MP.</p><p>We now hope that further political momentum will be generated, and constructive feedback can be gathered to shape the vape licensing scheme towards successful implementation as soon as possible. </p><p>We&#8217;re here to help you quit smoking for good</p><p>At Totally Vapour, we pride ourselves on being responsible vaping advocates.   213. <li>New law will make it illegal to sell tobacco products to anyone born on or after 1 January 2009, delivering on the Prime Minister’s pledge to create a smokefree generation.&nbsp;</li></ul><p>Disposable vapes will be banned in the UK as part of ambitious government plans to tackle the rise in youth vaping and protect children’s health, the Prime Minister has announced today [Monday 29 January] on a visit to a school.&nbsp;&nbsp;</p><p>The measure comes as part of the government’s response to its consultation on smoking and vaping, which was launched in October last year.&nbsp;&nbsp;</p><p>Recent figures show the number of children using vapes in the past three years has tripled. Use among younger children is also rising, with 9% of 11 to 15-year-olds now using vapes. The long-term health impacts of vaping are unknown, and the nicotine contained within them can be highly addictive, with withdrawal sometimes causing anxiety, trouble concentrating and headaches. While vaping can play a role in helping adult smokers to quit, children should never vape.&nbsp;</p><p>Disposable vapes have been a key driver behind the alarming rise in youth vaping, with the proportion of 11 to 17-year-old vapers using disposables increasing almost ninefold in the last two years.   &nbsp;</p><p>As part of today’s package, new powers will be introduced to restrict flavours which are specifically marketed at children and ensure that manufacturers produce plainer, less visually appealing packaging. The powers will also allow government to change how vapes are displayed in shops, moving them out of sight of children and away from products that appeal to them like sweets.&nbsp;&nbsp;</p><p>To crack down on underage sales, the government will also bring in new fines for shops in England and Wales which sell vapes illegally to children. Trading standards officers will be empowered to act ‘on the spot’ to tackle underage tobacco and vape sales. This builds on a maximum £2,500 fine that local authorities can already impose.&nbsp;</p><p>Vaping alternatives – such as nicotine pouches – will also be outlawed for children who are increasingly turning to these highly addictive substitutes.&nbsp;</p><p>The government has again reiterated its commitment to bring about the first smokefree generation and introduce legislation so children turning fifteen this year or younger can never legally be sold tobacco.&nbsp;&nbsp;</p><p>Smoking is the UK’s single biggest preventable killer – causing around one in four cancer deaths and leading to 80,000 deaths per year – so stopping young people from ever starting to smoke will protect an entire generation, and future generations, from smoking harms as they grow up.&nbsp;&nbsp;</p><p>To help ensure the success of the smokefree generation plan, £30 million new funding a year will be provided to bolster enforcement agencies – including Border Force, HM Revenue and Customs (HMRC) and Trading Standards – to implement these measures and stamp out opportunities for criminals.&nbsp;&nbsp;</p><p>The Prime Minister, Rishi Sunak, said:&nbsp;</p><p>As any parent or teacher knows, one of the most worrying trends at the moment is the rise in vaping among children, and so we must act before it becomes endemic.&nbsp;</p><p>The long-term impacts of vaping are unknown and the nicotine within them can be highly addictive, so while vaping can be a useful tool to help smokers quit, marketing vapes to children is not acceptable.  &nbsp;</p><p>As Prime Minister I have an obligation to do what I think is the right thing for our country in the long term. That is why I am taking bold action to ban disposable vapes – which have driven the rise in youth vaping – and bring forward new powers to restrict vape flavours, introduce plain packaging and change how vapes are displayed in shops.  &nbsp;</p><p>Alongside our commitment to stop children who turn 15 this year or younger from ever legally being sold cigarettes, these changes will leave a lasting legacy by protecting our children’s health for the long term.</p><p>There was overwhelming support among responses to the government’s consultation for a disposable vape ban, with nearly 70% of parents, teachers, healthcare professionals and the general public supportive of the measure.&nbsp;&nbsp;</p><p>The government has a duty to protect children’s health, which is why it is taking bold and decisive action on smoking and vaping. This is the responsible thing to do to protect children for generations to come.&nbsp;&nbsp;</p><p>Health and Social Care Secretary Victoria Atkins said:&nbsp;</p><p>Smoking is still the single largest preventable cause of death in England. Almost every minute of every day someone is admitted to hospital with a smoking-related disease. And its costs society £17 billion each year – putting a huge burden on our NHS.&nbsp;&nbsp;</p><p>That’s why we are driving the way forward through our smokefree generation plan, which will prevent our children from starting this dangerous habit.&nbsp;&nbsp;</p><p>The health advice is clear, vapes should only ever be used as a tool to quit smoking. But we are committed to doing more to protect our children from illicit underage vaping, and by banning disposable vapes we’re preventing children from becoming hooked for life.</p><p>Vapes should only be used by adults as a tool to quit smoking. They contribute to an extra 50,000-70,000 smoking quits a year in England.&nbsp;</p><p>As part of the government’s Swap to Stop scheme, almost one in five of all adult smokers in England will have access to a vape kit alongside behavioural support to help them quit the habit and improve health outcomes.&nbsp;&nbsp;</p><p>Chief Medical Officer Professor Chris Whitty said:&nbsp;</p><p>Smoking damages and cuts short lives in extraordinary numbers.&nbsp;&nbsp;</p><p>Stillbirths, cancer, asthma, dementia, stroke and heart failure –&nbsp;smoking causes disability and death throughout the life course. If passed, this legislation would have a major public health impact across many future generations.</p><p>Health Minister Andrea Leadsom said:&nbsp;&nbsp;</p><p>We are in the midst of a worrying rise in young people vaping. I want to stop youth vaping in its tracks – and a ban on disposable vapes is central to that.&nbsp;</p><p>Nicotine is highly addictive – and so it is completely unacceptable that children are getting their hands on these products, many of which are undeniably designed to appeal to young people.&nbsp;</p><p>Along with tougher enforcement measures, we are making sure vapes are aimed at the people they were designed to help – adults who are quitting smoking.</p><p>As well as benefitting children’s health, the ban will have a positive impact on the environment. Five million disposable vapes are thrown away each week, up from 1.3 million from last year. Over a year this is equivalent to the lithium batteries of 5,000 electric vehicles.  &nbsp;</p><p>Environment Secretary Steve Barclay said:&nbsp;</p><p>Not only are disposable vapes often targeted, unacceptably, at children – they also represent a huge and growing stream of hard-to-recycle waste, with nearly 5 million thrown away every week.&nbsp;</p><p>This historic announcement will be a powerful tool in support of our efforts to crack down on waste and boost recycling, as well as helping to create the first smokefree generation.</p><p>The 10-week public consultation on ‘Creating a smokefree generation and tackling youth vaping’, closed on 6 December. Over 25,000 responses were analysed, and the government response sets out plans for upcoming legislation which will be introduced in Parliament shortly.&nbsp;&nbsp;</p><p>Creating a smokefree generation goes beyond the harm to public health. The trade in illicit cigarettes, hand-rolling tobacco and other tobacco products has far reaching implications. HMRC estimates that the illicit tobacco trade costs the UK economy&nbsp;around £2.8 billion a year in lost revenue&nbsp;&#8211; money that should fund our public services. &nbsp;</p><p>Today,&nbsp;HMRC and Border Force will publish a new Illicit Tobacco Strategy, ‘Stubbing Out the Problem’, which:  &nbsp;</p><ul class="wp-block-list"><li>sets out their continued commitment to reduce the trade in illicit tobacco, with a focus on reducing demand, and to tackle and disrupt organised crime behind the illicit tobacco trade.&nbsp;</li>

  215. <li>highlights the cost to the UK in lost tax revenue and the burden to taxpayers, the undercutting of law-abiding businesses, and the funding of wider organised crime through illicit tobacco sales. &nbsp;</li></ul><p><strong>Supportive stakeholder reaction&nbsp;</strong></p><p>Dame Rachel de Souza, the Children’s Commissioner for England:&nbsp;</p><p>As Children’s Commissioner, I want all children to grow up healthy and well, which is why I have been calling for disposable vapes to be banned, to protect children and prevent them from becoming addicted.&nbsp;</p><p>I am absolutely delighted that the Government has listened to the appeals that I, and many others, have made to ban disposable vapes. I also welcome the decision to create far tighter restrictions on marketing and flavours of vapes, so they aren’t so appealing to children and young people.&nbsp;</p><p>When I asked children a couple of years ago about all aspects of their health and wellbeing, I was shocked and concerned to hear from children as young as 12 who told me that vaping was normalised among their peers – even on school premises. This announcement will help tackle that issue and I know that many children and parents will be extremely relieved.</p><p>The Royal College of Paediatrics and Child Health (RCPCH) Vice President for Policy, Dr Mike McKean, said:&nbsp;&nbsp;</p><p>We’re delighted that the Westminster Government has heard our calls and is rightly prioritising the health and well-being of our children and the planet. Bold action was always needed to curb youth vaping and banning disposables is a meaningful step in the right direction. I’m also extremely pleased to see further much needed restrictions on flavours, packaging, and marketing of vapes, which RCPCH has repeatedly called for.&nbsp;</p><p>As a respiratory consultant it is not lost on me that smoking remains the single biggest cause of preventable illness and disease in the UK. We know this because we have 60 plus years of research and data on cigarette use on a population level. But the research and data around widespread e-cigarette use is still very much in its infancy. We look forward to seeing more details about these landmark plans, especially in terms of implementation, enforcement, and monitoring.</p><p>Cllr David Fothergill, Chairman of the Local Government Association’s (LGA) Community Wellbeing Board said:&nbsp;</p><p>We’re delighted that the Government has listened to the longstanding concerns of the LGA and councils and are taking decisive action to ban single-use vapes.&nbsp;&nbsp;</p><p>Disposable vapes are inherently unsustainable products, meaning an outright ban remains the most effective solution to this problem.&nbsp;</p><p>Single use vapes blight our streets as litter, are a hazard in our bin lorries, and are expensive and difficult to deal with in our recycling centres. Their colours, flavours and advertising are appealing to children and are a risk to the health of young people.&nbsp;&nbsp;</p><p>We look forward to working with the Government and others to enforce this ban as well as ensure plans for a smokefree generation are a success.</p><p>Henry Gregg, Director of External Affairs at Asthma + Lung UK, said:&nbsp;</p><p>We welcome this robust approach to protecting young people from vaping. Disposable vapes, with their pocket money prices and brightly coloured packaging have contributed to the increase in under-18s taking up vaping, and we support a well thought-out, properly enforced ban on disposable vapes. Immediate action to restrict flavours, packaging, and the display of vapes to reduce their appeal and availability to children and non-smokers is also much needed. If you’re a smoker and you want to quit tobacco, vaping can be a helpful way to give up smoking. But for children and those who don’t smoke, starting to vape isn’t a good idea, especially if you have a lung condition.&nbsp;</p><p>The plan to create a smoke-free generation is a landmark decision that really shows the Government is putting the health of young people first. It’s one of the most impactful things the Government can do to protect future generations from developing lung conditions caused by smoking. Smoking is the biggest cause of lung disease deaths and today’s decision will save thousands of lives. Now these measures must be implemented as quickly as possible, with sufficient funding, to ensure they can be fully enforced.</p><p>Dr Ian Walker, executive director of policy at Cancer Research UK, said: &nbsp;</p><p>Smoking is the biggest preventable cause of cancer, and research shows that vapes are far less harmful than smoking and can help people to quit.&nbsp;</p><p>If this legislation is passed, the UK Government should ensure local smoking cessation services are adequately funded, and those trying to quit are given as much support as they need to help them do so.&nbsp;</p><p>We are also pleased to see that the Government is moving forward with the tobacco age of sale legislation, applying to all tobacco products, taking us one step closer to creating the first smokefree generation.”&nbsp;</p><p>Libby Peake, Head of Resource Policy, Green Alliance&nbsp;</p><p>This ban can’t come soon enough, not only for the health of future generations, but also for the health of the planet. The government has followed the science, and this decision will have many environmental benefits. Valuable lithium ion batteries will stop going to waste or winding up as litter, along with all the casings that have been blighting our environment for too long. This means critical raw materials will be preserved for uses where they’re much needed – like renewable energy. The risk of fire from mishandled batteries will be minimised and dangerous plastic pollution will be prevented. This bold move by the government is nothing but good news.</p><p>Allison Ogden-Newton OBE, Chief Executive of environmental charity Keep Britain Tidy, said:&nbsp;&nbsp;</p><p>The announcement of a ban on disposable vapes is great news for the environment. Our surveys show that disposable vape litter has doubled in the past two years alone and last year more than 16% of the sites we surveyed were blighted by these single-use items, posing a significant risk to wildlife and polluting our streets, parks and beaches. An estimated 260 million are thrown away in this country every year, wasting precious scarce resources, including lithium.</p><p>Gavin Graveson, Veolia Senior Executive Vice President, Northern Europe, said:&nbsp;</p><p>When faced with an environmental crisis, every product that enters the market should be designed for recyclability. Disposable vapes are a clear example of when products have been designed with no thought for their environmental impact and should be subject to an extended producer responsibility scheme that incentivises the right eco-design.&nbsp;&nbsp;</p><p>Millions of disposable vapes have been littered causing environmental damage or thrown in bins where they cause weekly fires in recycling and waste trucks as well as treatment facilities.&nbsp;&nbsp;</p><p>We can’t afford to allow more pollution.
