<p class="has-text-align-none">Alexander and Ceaser, in particular, flashed in their opportunities in Buffaloâs 23-19 preseason victory over the Tampa Bay Buccaneers, as the former had three tackles and a forced fumble while the latter notched two tackles, a sack, and two quarterback hits. Young also showed good burst, carrying 16 times for 53 yards and adding three receptions for 40 more in the passing game. </p>
<p class="has-text-align-none">The Bills and all other NFL clubs have until Tuesday, August 27, at 4 p.m. EDT to set their initial 53-man rosters. All teams need to be at 53 players and compliant with the NFL salary cap by that time. Given that the Bills had 90 players in camp, this is just the first of many releases that will occur in the next 36 hours or so.</p>

<p class="has-text-align-none">Preseason football is over and NFL teams are juggling roster decisions like never before. A big part of that process involves designations like the Physically Unable to Perform list (PUP) and Injured Reserve (IR). These terms get thrown around a lot, but the differences between them can have an impact on whoâs available once the regular season starts.</p>
<p class="has-text-align-none">Letâs review the key points for both the PUP list and IRâŚ</p>
<hr class="wp-block-separator has-alpha-channel-opacity" />
<h2 class="wp-block-heading"><strong>The Physically Unable to Perform (PUP) List</strong></h2>
<p class="has-text-align-none">There are two types of PUP: active/PUP and reserve/PUP.</p>
<ul class="wp-block-list">
<li><strong>Active/PUP</strong> is for players who report to training camp with an injury and arenât cleared to practice yet. They still count against the 90-man roster and can come off this list at anytime during the preseason once they pass their physical.</li>
<li><strong>Reserve/PUP</strong> comes into play if a player still isnât ready for Week 1. A player who stays on PUP when the 53-man roster is finalized must miss at least the first four games of the season. After that, teams have a five-week window to bring the player back to practice and 21 days after returning to practice to be named to the 53-man roster or revert to reserve, ending their 2025 season.</li>
</ul>
<p class="has-text-align-none"><strong>The key thing to know here:</strong> a player must start training camp on the PUP list to be eligible for it. If a player gets hurt during training camp or preseason, this option isnât available.</p>
<h2 class="wp-block-heading"><strong>Injured Reserve (IR)</strong></h2>
<p class="has-text-align-none">The IR rules have changed in recent years, so hereâs the current setup:</p>
<ul class="wp-block-list">
<li>A player placed on IR before cut-down day is finalized cannot return this season. That move is essentially a season-ending designation unless a injury settlement is reached.</li>
<li>A player placed on IR after final cuts (making the 53-man roster) can return, but they must miss at least four games before being eligible. Each team can have eight designations to return throughout the season, but each player can only return twice.</li>
<li>Up to two Players can be placed on IR prior to establishing the 53-man roster with a designation to return. The two players designated to return also count against the eight IR return designations allowed throughout the regular season.</li>
</ul>
<p class="has-text-align-none">The big difference from PUP: IR can be used for injuries that happen during training camp or preseason, whereas PUP is only for guys hurt before camp started.</p>

<h2 class="wp-block-heading"><strong>How PUP/IR factors in for the Buffalo Bills</strong></h2>
<p class="has-text-align-none">For a team like the Bills, navigating these lists is all about flexibility. If a player is banged up prior to the season but could realistically be back early in the season, IR is the route. If theyâre still recovering from something that lingered before training camp and they still havenât played or practiced, PUP/Reserve is on the table.</p>
<p class="has-text-align-none">Itâs a numbers game as well, because using one of these lists can free up a roster spot that might help Buffalo keep extra depth at another position. Determining whether or not they will be one of the two designations is a big decision and only one they should use if they know the player will return. Thatâs because the two designations count against a teams total allowed. </p>
<p class="has-text-align-none">This option affords the Bills to make two less cuts on cut-down day. For example, using the two âReturn to Playâ designations before cut-downs will allow the team to not have carry those two players onto the 53 and forcing them to cut another player in the meantime and risk them being claimed off waivers for a day before bringing them back.</p>
<h3 class="wp-block-heading"><strong>IR Potential with designation to return option</strong></h3>
<p class="has-text-align-none"><strong>Maxwell Hairston (Rookie CB)</strong></p>
<ul class="wp-block-list">
<li>Recovering from an LCL sprain but progressing. The team doesnât expect to use IR, and he should avoid it if heâs ready for Week 1.</li>
</ul>
<p class="has-text-align-none"><strong>TreâDavious White (CB)</strong></p>
<ul class="wp-block-list">
<li>Left practice on August 21 with a lower-body injury. No official status yet, but itâs enough to raise concern. If cleared quickly, he will stay active; if not, IR with a return designation becomes an option. Doing so on cutdown day and designating him to return would maximize roster flexibility, but teams only get two of those designations.</li>
</ul>
<p class="has-text-align-none"><strong>Cole Bishop (Safety)</strong></p>
<ul class="wp-block-list">
<li>Missed a chunk of camp but is back now. IR feels unlikely unless the staff thinks heâs still too far behind to contribute early. If so, they could IR him on cutdown day with a designation to return if he still needs time.</li>
</ul>
<p class="has-text-align-none"><strong>Darrynton Evans (RB)</strong></p>
<ul class="wp-block-list">
<li>Already on IR with a hamstring issue. Most likely an injury settlement followed by a potential practice-squad spot later if he remains unsigned (settlement weeks + 3 additional weeks before eligible). If no settlement, Evans will remain on IR for the 2025 season.</li>
</ul>
<h3 class="wp-block-heading"><strong>IR / Out for Season</strong></h3>
<p class="has-text-align-none"><strong>TeâCory Couch (DB)</strong><br><strong>Kaden Prather (WR)</strong><br><strong>Jalen Virgil (WR)</strong></p>
<ul class="wp-block-list">
<li>Waived/Injured and went unclaimed off waivers and will revert to the Bills IR. The Bills can keep them there or choose to come to an injury settlement.</li>
</ul>
<h3 class="wp-block-heading"><strong>Physically Unable to Perform Reserve</strong></h3>
<p class="has-text-align-none"><strong>Sedrick Van Pran-Granger (C)</strong></p>
<ul class="wp-block-list">
<li>Listed on the PUP â He will be moved to PUP/Reserve and hopefully be able to begin practicing after week four.</li>
</ul>

<h2 class="wp-block-heading"><strong>PUP/IR: Whatâs the Bottom line?</strong></h2>
<p class="has-text-align-none">When you hear âPUPâ or âIRâ in the coming days, think timing. Was the player already injured when camp began (PUP)? Or did the injury happen during training camp or preseason (IR)? And just as important, should the move happen before the 53-man roster is finalized were they designated to return. </p>
<p class="has-text-align-none">If they made the 53-man roster and then go on IR, they donât need a designation until theyâre ready to return to practice. All of those small details determine whether a player misses four games⌠or the whole season.</p>

<p class="has-text-align-none">For years, the Buffalo Bills were spoiled by the elite safety play of Jordan Poyer and Micah Hyde. With two All-Pro-caliber players as the last defense of the stop unit, the Bills had a luxury that most teams did not. Hyde and Poyer could switch roles at will, another underrated value they provided. It made opponents hesitate to see which one of them would cover which spot, as they could just as easily be a deep-third player as they could cover an intermediate zone, or even come on a blitz.</p>
<p class="has-text-align-none">Since Hyde and Poyer left the team, the Bills have struggled to find replacements. That makes sense, as elite players donât grow on trees. The Bills have been able to find some adequate play at safety, but those moments of adequacy have also been joined by moments of inconsistency. Head coach Sean McDermott channeled Bono in a recent interview, saying that, with regard to the safety position, he still hasnât found what heâs looking for as it relates to s starter at safety.</p>

<p class="has-text-align-none"><strong>Financial situation (per Spotrac):</strong>Â Hamlin re-signed this offseason, inking a one-year deal worth $2 million overall. The entire deal is guaranteed, so that number would be the dead-cap charge Buffalo would carry if Hamlin were to be released. His cap number for the season if heâs on the 53-man roster is $1,337,500</p>
<p class="has-text-align-none"><strong>2024 Recap:Â </strong>Hamlin completed his miraculous return from a near-death experience, starting in 14 of Buffaloâs regular-season contests just 18 months removed from an on-field cardiac arrest that nearly cost him his life. Hamlin filled up the stat sheet, notching 89 total tackles, two interceptions, five pass breakups, one fumble recovery, and two tackles for loss in those games. </p>
<p class="has-text-align-none">He missed three December games with injured ribs, but he was back to full health once the postseason began. In three playoff games, Hamlin totaled 15 tackles, one sack, two tackles for loss, and one forced fumble. In coverage, Hamlin was a liability, allowing 73% of the passes where he was the closest defender to be completed for 396 yards and two scores.</p>
<p class="has-text-align-none"><strong>Positional outlook:Â </strong>Hamlin is one of five players on the roster who is a safety-only. Tre Herndon, Taylor Rapp, Cole Bishop, and Darrick Forrest Jr. are the others. Wande Owens was released prior to final roster cuts. Jordan Hancock and Cam Lewis are safeties who also play slot corner. </p>
<p class="has-text-align-none"><strong>2025 Offseason:Â </strong>Hamlin is healthy and participating in preseason games. He has four tackles in Buffaloâs first two exhibition tilts.</p>
<p class="has-text-align-none"><strong>2025 Season outlook:</strong> The Bills could do a lot worse than Damar Hamlin as a starting safety. He has experience in the defense, he is a sure tackler, especially around the line of scrimmage and in the intermediate areas of the field, and he is beloved by his teammates. All of these are qualities that canât be overlooked.</p>
<p class="has-text-align-none">However, the Bills could also do better â much better â than Damar Hamlin as a starting safety. He is a liability in coverage at the deep levels, and his lack of overall athleticism limits what Buffalo can do effectively as a defense. </p>
<p class="has-text-align-none">Taylor Rapp is best-suited as a box safety. The Bills play him in the deeper areas of the field because, at least as of now, he is the best athlete who actually understands where to go on defense. Thatâs not to say that these are the exclusive looks each safety gives, nor is it the only place each safety plays on the field, but itâs pretty clear that certain teams â looking at you, Kansas City Chiefs â understand that when they see No. 3 rotate back, thatâs the area to attack. And if No. 3 is playing man coverage? Well, thatâs also a place to attack.</p>
<p class="has-text-align-none">Hamlin is good depth. Heâs a good football player. Heâs a fantastic human being. The Buffalo Bills should not want him starting at safety in 2025. They seem not to want him starting, as theyâre doing everything they can to give Cole Bishop the chance to start next to Rapp instead of Hamlin, but the second-year man canât stay healthy enough to earn a gig the coaching staff is trying to give him. With that in mind, expect that Hamlin will start games this year given that neither Bishop nor Rapp has shown much in the way of durability over the course of their careers.</p>
<p class="has-text-align-none">Damar Hamlin will be on the roster. While his role ultimately remains to be seen, the Bills need to find someone capable of unseating him as a starter.</p>

<p class="has-text-align-none">As the Buffalo Bills prepared for Saturday nightâs preseason finale with the Tampa Bay Buccaneers, everyone was focused on second-year safety Cole Bishop. The former second-round pick had a relatively rough outing last weekend against the Chicago Bears, causing a bit of panic among some Bills fans.</p>
<p class="has-text-align-none">To add a bit of context to Bishopâs poor performance against the Bears, he had missed the previous three weeks of practice with a leg injury. Bishop got some time in the joint practice with Chicago, so it was understandable that he might be a bit rusty heading into his preseason debut. Bishop was one of the prominent story lines for fans and media members over the past week, with many expecting a bit of a bounce-back performance on Saturday night.</p>
<p class="has-text-align-none">Against the Buccaneers, Bishop once again got the start for the Bills, as head coach Sean McDermott had indicated earlier in the week. He finished the game with two tackles and a pass breakup, and looked much more comfortable than he did in his preseason debut. You could almost hear a collective sigh of relief from Bills Mafia, as one of their biggest concerns from training camp seemed to subside â- at least for the time being. If Bishop can remain healthy itâs now very likely that heâs the every-down starter opposite teammate Taylor Rapp.</p>

<p>The Buffalo Bills earned their first win of the 2025 NFL preseason Saturday night, holding off the Tampa Bay Buccaneers by a score of 23-19 to conclude the preseason with a 1-2 record.</p>
<p class="has-text-align-none">The Bills rested nearly all of their presumptive starters, with the exception of safety Cole Bishop, who bounced back from a lackluster effort in Week 2 of the preseason with a confidence-inducing performance in Tampa.</p>
<p class="has-text-align-none">With roster cuts coming by Tuesdayâs 4 p.m. EDT deadline, todayâs edition of Buffalo Rumblinks leads off with observations and analysis from Buffaloâs first win of the preseason, which was fueled by a career outing from fourth-string quarterback Shane Buechele.</p>

<h2 class="wp-block-heading" id="3MqBuU">WR Tyrell Shavers among standouts from win over Tampa Bay</h2>
<p>Among the standouts and observations from the win over Tampa Bay: WR Tyrell Shavers continued his outstanding preseason, making a terrific, one-handed touchdown grab on a fade pattern pass from Shane Buechele in the second quarter. The play demonstrated Shaversâ outstanding body control and hand-eye coordination, and was his second highlight reel play of the preseason. Shavers sure is putting the pressure on general manager Brandon Beane and head coach Sean McDermott to earn a spot on the 53-man roster.</p>
<p class="has-text-align-none">Who else stood out? </p>
<ul class="wp-block-list">
<li>Rookie defensive tackle Deone Walker was absolutely unstoppable, recording three pass pressures on 21 pass rush snaps to go with four total tackles (one for a loss), half a sack, and a QB pressure to continue his strong summer; </li>
<li>Second-year safety Cole Bishop rebounded from a poor performance vs. the Chicago Bears and finished with two tackles, a pass breakup and demonstrated his physicality at the line of scrimmage; </li>
<li>Buechele, Buffaloâs fourth-string quarterback, put on a show in his first full NFL game, completing 25 of 30 passes for 278 yards and a touchdown and adding 20 rushing yards on five carries; </li>
<li>Backup tight end candidate Zach Davidson caught two passes for 27 yards, but his real value came filling in for Brad Robbins (illness) at punter, as Davidson boomed a 62-yard punt and another punt that pinned Tampa Bay inside the 20-yard line; </li>
<li>Kicker Tyler Bass Bass converted three field goals and two extra points in his first action of the preseason; and </li>
<li>Unheralded linebacker Jimmy Ciarlo was in on five tackles while recovering a fumble.</li>
</ul>
<p class="has-text-align-none">Who had less than encouraging games? Buffaloâs kick coverage unit allowed Tampa Bay to average 38 yards per kickoff return; backup cornerback candidate Daequan Hardy was repeatedly burned in slot coverage; and the Bills once again were less-than-stellar on both third-down offense (3-for-9) and defense (8-for-13).</p>

<h2 class="wp-block-heading">What is waivers in the NFL?</h2>
<p class="has-text-align-none">As the final preparations begin for the season, teams will make massive changes to their roster, either waiving or releasing players. But not all players instantly become free agents and free to sign with any team. </p>
<p class="has-text-align-none">Well, when a player is âwaivedâ, they are subject to the waiver wire, where any team can claim them and assume their current contract. Currently, the waiver wire order (listed below) is dependent on the NFL Draft order from this past April, but without any trades.</p>
<p class="has-text-align-none">Teams will file waiver claims at the same time, but only the team with the highest claim will successfully âclaimâ the player and their current contract.</p>
<h2 class="wp-block-heading">Which NFL players are subject to go on waivers and not be released?</h2>
<p class="has-text-align-none">Whether or not a player enters the waiver wire of becomes a free agent depends on a playerâs NFL service time. Players with at least four years of accrued NFL service time are outright released. If a player is released, their contract has ended, and theyâre eligible to sign with any team.</p>
<p class="has-text-align-none">However, if a player has less than four years of service time, they are waived and subject to waiver wire claims. Any player who is not claimed after being waived is eligible to sign wherever theyâd like, including their former teamâs practice squad.</p>
<p class="has-text-align-none">Mainly, the group of players getting waived is those who are currently not eligible for unrestricted free agency status entering the year. They would be an Exclusive Rights Free Agent (less than three years of service) or a Restricted Free Agent (three years of service).</p>
<h2 class="wp-block-heading">What is the NFL waiver order right now?</h2>
<p class="has-text-align-none">The NFL waiver order during the preseason and the first three weeks of the regular season mirrors the 2025 NFL Draft order. Once we get through four games, it resets to the current NFL standings. So the Titans have first crack at every player on waivers.</p>

<p class="has-text-align-none">The Buffalo Bills were forced to use another position player as a special teams leg for the second time in three preseason games and, once again, they showed up big. In Buffaloâs first preseason game, running back Ray Davis filled in as a kicker while Tyler Bass was sidelined with an injury. </p>
<p class="has-text-align-none">On Saturday night, backup tight end Zach Davidson volunteered for punter duty with starter Brad Robbins out last minute due to an illness. Davidson got to boot the ball twice against Tampa Bay: One went 42 yards and pinned the Buccaneers inside the 20, and the other went a whopping 62 yards and would have flipped the field if not for a 22-yard return.</p>
<p class="has-text-align-none">Davidson was a punter in college at Central Missouri and a darned good one, setting a school record and finishing second in the nation with 44.3 yards per punt on 47 punts in 2017. Davidson has been a consistent practice squad player with the Bills for the last three seasons after being drafted by the Minnesota Vikings in Round 5 of the 2021 NFL Draft, but he has only one career catch.</p>

<p class="has-text-align-none">Davidson was also at the center of an altercation with Buccaneers safety Shilo Sanders who took offense to Davidsonâs blocking and threw a closed fist punch in front of an official, leading to his ejection from the game. </p>
<p class="has-text-align-none">While Buffalo should hope to never see Davidson punt a football or Ray Davis attempt a kick in a meaningful game, it is nice to have players who provide some skilled variability and can step in when emergencies do happen. Regular punter Brad Robbins isnât expected to be sidelined past tonight and was holding for extra points in this contest and should resume his duties when the Bills start the seasons against the Baltimore Ravens on <em>Sunday Night Football</em>.</p>

<p class="has-text-align-none">The Buffalo Bills used a tight end to punt on Saturday but no running back kicked field goals. Sorry Ray Davis, but the Billsâ kicker took care of it. Tyler Bass nailed a 37-yard field goal to take a 17-10 lead into the locker room at halftime. A 39-yard kick in the second half solidified it. Bass is back.</p>
<p class="has-text-align-none">He missed a short kick of 26 yards with less than five minutes left, but he as 3-of-4 on the night. A good outing. </p>
<p class="has-text-align-none">Bass missed most of training camp with a groin injury, including the last two preseason games and the public practice, but was able to get close enough during the preseason for Buffalo to release the other kicker on the roster (Caden Davis). Field goals and a couple extra points so far donât just lock in Bass, but should calm some nerves in WNY.</p>

<p class="has-text-align-none">Itâs game night, Bills Mafia! The Buffalo Billsâ final preseason game is finally here after what seems like an endless summer of practice football. If only the summer weather could stick around a few months longer up north, but then that wouldnât be Bills Country. Right?</p>
<p class="has-text-align-none">Donât expect a lot in the way of game-planning and deep looks into the playbook on defense or offense. Actually, I wouldnât count on anything of substance being revealed tonight, simply because the Bills face the Buccaneers later this year during the regular season. Thereâs no need to give them something to plan for when the scoreboard counts.</p>
<p class="has-text-align-none">At first blush, many will ask what reason there is to even watch this evening. Well, thereâs a lot at stake and if you havenât been paying attention this whole time itâs best you dive into the Rumblings archives rather than have me write out a Stephen King-length novel about the Billsâ offseason. The starters wonât play â okay, there may be a few out there if just theyâve missed time due to injury and are now healthy. </p>
<p class="has-text-align-none">That said, keep an eye on wide receiver Curtis Samuel early this evening. If heâs not on the field, that could tell us a lot about how Buffalo will move forward with him: as in, heâll be a Bill in 2025 (and hopefully not, instead, again injured). Quite often, teams will âshowcaseâ a player in these final preseason games if a trade partner wants verification that heâs healthy, like Buffalo did before trading Sammy Watkins to the Los Angeles Rams.</p>
<p class="has-text-align-none">A significant amount of injuries this summer has made for challenging player evaluations, considering how many names have come and gone since training camp began. Just this afternoon, Buffalo signed defensive back Garnett Hollis Jr. and waived/injured defensive back Wande Owens. </p>

<p class="has-text-align-none">Tonight, above all else, the Bills need to get through the game healthy. The score doesnât matter, itâs worth wondering if âhowâ the team plays is even all that important considering the constant line of moving parts at all positions in a preseason affair. </p>
<p class="has-text-align-none">People will critique tonightâs action, and conclusions will be drawn good, bad, outlandish, or otherwise. Head coach Sean McDermott is looking for several players to show him something ahead of roster cutdown day on Tuesday, August 26. For some players, this will be the last game in a Bills uniform, and for others it will be their most meaningful shot at making the teamâs 53-man roster or practice squad.</p>
<p class="has-text-align-none">After tonight, itâs go time against the Baltimore Ravens. But first, Buffalo must take care of business in soggy Tampa Bay. Itâs a night fit for marauding pirates, and an even better one to shout Hey-ey-ey-ey!</p>
