  44. <div class="et_pb_text_inner"><p><b>KINGSTOWN, Saint Vincent and the Grenadines – 2<sup>nd</sup> March 2024</b>……Antigua and Barbuda, and Brazil strengthened economic and diplomatic ties on Friday at 8th Summit of Heads of State and Government of the Community of Latin America and Caribbean States (CELAC) being held here.</p>
  45. <p>The Honourable Gaston Browne, Prime Minister of Antigua and Barbuda, and His Excellency Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil took further steps to strengthen relations between the two nations through the signing of an Air Service Agreement.</p>
  46. <p>The Agreement will pave the way for further economic cooperation between the two countries through trade and investment. </p>
  47. <p>President Lula also used the opportunity to announce that Brazil will reopen its Embassy in Antigua and Barbuda, solidifying a commitment to deepening relations between St. John’s and Brasília. The news of the reopening of the Brazilian Embassy was welcomed by Prime Minister Browne who mentioned that Antigua and Barbuda would be seeking to establish a presence in Brazil. </p>
  48. <p>Prime Minister Browne also used the occasion to request support for and extended an invitation to Brazil to attend the upcoming 4th International Conference on Small Island Developing States to be held in Antigua and Barbuda from 27 to 30 May, 2024.</p></div>

JOHN’S, Antigua and Barbuda – 17<sup>th</sup> December 2023…..</b> “We will introduce a number of fiscal measures in 2024, to strengthen revenue collection, reduce distortions in the tax system and improve taxpayer compliance.”  Those were the words of Prime Minister the Hon. Gaston Browne in Parliament on Friday as he presented the government’s 2024 National Budget.</p>
  96. <p style="text-align: left;">During the presentation, Prime Minister Browne announced adjustments to several of the taxes charged to individuals and businesses. He also announced the widening of the list of items that are zero rated for the additional two percent increase in the rate of the Antigua and Barbuda Sales Tax (ABST).</p>
  97. <p style="text-align: left;">PM Browne was quick to note that despite the adjustments, Antigua and Barbuda remains the country with the lowest rate of taxation in the OECS region and beyond within the CARICOM community.</p>
  98. <p style="text-align: left;">“It should be noted that even with the revenue reforms; tax to GDP, to include organic revenue growth will, only increase by 0.7 percent to 15.7 percent; we will still have the lowest tax to GDP ratio and revenue to GDP ratio in the region,” he detailed.The adjustments in the taxes include the following;</p>
  99. <ul type="disc" style="text-align: left;">
  100. <li>Implementing the increased property tax rate on properties valued at $3 million or more.</li>
  101. <li>Implementing a 10% excise tax on alcohol, tobacco, and cannabis products.</li>
  102. <li>Increasing the Money Transfer Levy from 2% to 5%.</li>
  103. <li>Broadening the ABST tax base by enhancing the list of services that would attract the ABST – including online streaming services. We will also end the concessionary ABST rate applicable to several transactions, most notably in the tourism sector.</li>
  104. <li>Increasing the ABST rate from 15% to 17% and applying this rate to the tourism sector, which currently attracts a rate of 14%.</li>
  105. </ul>
  106. <p style="text-align: left;">Meanwhile, government will continue to pursue its social relief programme by extending the extending the ABST zero-rated items. These items include:</p>
  107. <ul type="disc" style="text-align: left;">
  108. <li>most fruits and vegetables to include but not limited to bananas, oranges, grapes, potatoes, broccoli, cauliflower and lettuce</li>
  109. <li>baby products</li>
  110. <li>dry goods and oils to include pasta, sugar, corn meal, flour, rice, and cooking oils</li>
  111. <li>chicken, fish, local produced meats, eggs, canned sardines and tuna</li>
  112. <li>bread</li>
  113. <li>cereals, cheese and milk</li>
  114. <li>water</li>
  115. <li>medicine, pharmaceutical supplies, and adult diapers</li>
  116. </ul>
  117. <p style="text-align: left;">Additionally, exempt supplies for use in the agriculture and fisheries sectors will not be affected by the change in the ABST rate, he added.</p>
  118. <p style="text-align: left;">The Antigua and Barbuda government is proposed a National Budget of $1.9 billion for the fiscal year 2024.</p>
  119. <p style="text-align: left;">Prime Minister Browne told parliamentarians and the nation that the total revenues and grants for 2024 will amount to $1.2 billion which represents 18.7 percent of GDP. Total expenditures, excluding amortization payments, will amount to $1.3 million or 20 percent of GDP. Amortization payments have been tagged at $569.5 million or 8.9 percent of GDP and the country’s net financing requirements is $649.7 million or 10.1 percent of GDP.</p>
  120. <p style="text-align: left;">PM Browne explained that in order to meet the net financing requirements for Budget 2024, the government will primarily rely on the issuance of securities on the Regional Government Securities Market, which will amount to $250 million, and disbursement of loans and advances amounting to $210 million.</p>
  121. <p style="text-align: left;">Debate on the 2024 Budget will commence on Tuesday 19<sup>th</sup> December 2023.</p></div>

  192. <div class="et_pb_text_inner"><p style="text-align: left;"><b>DUBAI, UAE –3<sup>rd</sup>  December 2023</b>…Antigua and Barbuda Prime Minister the Hon. Gaston Browne, a staunch advocate for solutions to combat many of the issues confronting small island states, made a fervent appeal for the world to unify as fears intensify about the climate crisis.</p>
  193. <p style="text-align: left;">Prime Minister Browne was at the time addressing Saturday’s plenary of COP28 now taking place in Dubai where he joined a list of global leaders in sharing their country’s position on the various remedies being considered to reduce the worsening impact of climate change.</p>
  194. <p style="text-align: left;">But progress, he noted, is lagging and ambition is still well off from the mitigation and adaptation measures that island nations urgently require in driving positive action on the climate front.</p>
  195. <p style="text-align: left;">“…climate change is fast outpacing the incremental progress we have made since Paris, with potential catastrophic consequences if we overshoot the 1.5 degrees threshold,” Prime Minister Browne told the meeting.</p>
  196. <p style="text-align: left;">“The irony is, that small island states that contribute the least to global CO2 emissions &#8211; a mere 0.5 percent are its greatest victims,” he declared. It’s a cry that rings with familiarity as the Antigua and Barbuda leader has remained constant in his appeal for the industrialised world to scale up their ambitions so vulnerable countries can build the necessary resilience to recover from climate impacts.</p>
  197. <p style="text-align: left;">Forthright and fearless, he told the summit: “The future weapons of mass destruction will not be bombs or guns; they will be scorching temperatures, persistent droughts, rising tides and ferocious winds.”</p>
  198. <p style="text-align: left;">“Despite these dire potential consequences to all of humanity; the protection of the fossil fuel industry continues to be a priority in the pursuit of extortionate profits, at the expense of all of humanity, especially people in climate vulnerable countries,” Prime Minister Browne contended in an overt swipe at the industrialised world.</p>
  199. <p style="text-align: left;">“Is it fair and just, that powerful countries could profiteer from the irresponsible and profligate use of fossil fuels at the expense of the obliteration of vulnerable countries? Is it fair?” he asked.</p>
  200. <p style="text-align: left;">Prime Minister Browne used the opportunity to press home an appeal for the adoption of the Multidimensional Vulnerabiltity Index so as to increase access by island nations to the financing they need in times of disaster.</p>
  201. <p style="text-align: left;">He repeated his call for the introduction of a carbon tax and welcomed the proposal by France &amp; Kenya to establish a global tax on green-house gas emissions to scale up climate funding.</p>
  202. <p style="text-align: left;">“In addition, we support the call for a Fossil Fuel non-proliferation treaty to build momentum to curbing the use of fossil fuels and to accelerate the transition to renewables” he added.</p>
  203. <p style="text-align: left;">The Global Stocktake is a major undertaking at this year’s COP as it measures the effort by countries to meet their goals in helping to reduce the impact of climate change and keep within the 1.5 warming limit.</p>
  204. <p style="text-align: left;">The science shows that an overshoot of the 1.5 degree warming threshold will spell untold disaster for small vulnerable island nations like Antigua and Barbuda.</p>
  205. <p style="text-align: left;">The GST, Prime Minister Browne noted, should reaffirm the commitments to a “1.5 degrees pathway for a just, equitable and accelerated transition, the Capitalization and Operationalisation of the Loss &amp; Damage fund and the Provision of adequate transformational finance for a 1.5 degrees agenda and interim adaptation and mitigation funding.”</p>

  281. <div class="et_pb_text_inner"><p style="text-align: left;"><b>RIYADH, Kingdom of Saudi Arabia – 17<sup>th</sup> November 2023……</b>Prime Minister Hon. Gaston Browne on Thursday commenced a series of bilateral meetings with Saudi Arabia government officials and companies to address several issues being faced by the government and people of Antigua and Barbuda.  The first meeting was held with the Saudi Arabian company ACWA Power, as he seeks fresh remedies to Antigua and Barbuda&#8217;s chronic water production and distribution problems.</p>
  282. <p style="text-align: left;">The country’s leader discussed funding for the construction of a reverse osmosis plant and a re-piping programme for Antigua and Barbuda.</p>
  283. <p style="text-align: left;">Since coming into office in 2014, the Gaston Browne administration has spent over $200 million dollars on the construction of reverse osmosis plants and a re-piping programme to improve on the decades old water problem in the country.</p>
  284. <p style="text-align: left;">Prime Minister Browne is also expected to hold additional bilateral meetings on the construction of additional storage of petroleum with the Saudi Aramco Mobil Refinery Company and infrastructural development with the Saudi Investment Fund.  Prime Minister Browne also pointed out that his government hopes to capitalize on the 1Billion dollar investment fund proposed by Saudi Arabia for the possible construction of a hotel at Willoughby Bay.</p>
  285. <p style="text-align: left;">Prime Minister Browne and the Antigua and Barbuda delegation will continue their bilateral engagements on Friday to include discussions with Prime Minister and Crown Prince Mohamed Bin Salman.</p></div>

Gaston Browne has expressed his gratitude to the Government of the United Kingdom for setting an impressive example of the type of support the Government of Antigua and Barbuda needs in ensuring that next year’s SIDS4 Conference is a success.</p>
  368. <p>Prime Minister Browne, who is in New York attending the 78<sup>th</sup> session of the United Nations General Assembly, had the occasion to extend his appreciation during a bilateral meeting with the UK’s Development Minister the Hon. Andrew Mitchell.</p>
  369. <p>It was one of a series of meetings with top and senior officials in government that occupied the time of Prime Minister Browne during his first day of official meetings of the most important policy making session of the United Nations. </p>
  370. <p>Accompanying him to the bilateral discussion with the senior minister in the UK Government were Minister for Health and the Environment Sir Molwyn Joseph and Minister for Foreign Affairs and Trade the Hon. EP Chet Greene.</p>
  371. <p>The UK Government has not only pledged financial support to Antigua and Barbuda for the May 27-30 SIDS4 Conference, a world gathering of island nations, but is also providing technical expertise on island and at the Antigua and Barbuda Mission in New York which is leading the coordination of the exercise in consultation with the support of the United Nations.</p>
  372. <p>Prime Minister Browne, in recognition of the United Kingdom’s role as a non-borrowing member of the Caribbean Development Bank (CDB), also took advantage of the opportunity to intercede on behalf of Antigua and Barbuda and other island nations in seeking the UK’s support in debt sustainability considerations for SIDS.</p>
  373. <p>Prime Minister Browne has been persistent in arguing that burdensome and onerous debt only exacerbates the issues of climate change and other threats that stand in the way of Antigua and Barbuda truly achieving sustained economic growth.</p></div>

Gaston Browne on Thursday engaged in bilateral discussions with His Excellency Prince Faisal bin Farhan Al Saud, the Minister of Foreign Affairs of Saudi Arabia on the margins of the 78<sup>th</sup> session of the United Nations General Assembly here in New York.</p>
  409. <p>The meeting presented the opportunity for Prime Minister Browne to personally express gratitude to the Saudi Foreign Minister for his country’s US$80 million investment in the expansion of the Five Islands Campus of the University of the West Indies.</p>
  410. <p>Prime Minister Browne noted that the investment in the future economic growth and improving the educational standards of Antigua and Barbuda is a firm sign of a strengthening of the relationship between their two countries.</p>
  411. <p>With the issue of climate change being a major priority for Antigua and Barbuda, Prime Minister Browne encouraged the support of Saudi Arabia in devising a balanced approach in achieving economic growth and development while adapting and building resiliency against the effects of climate change.</p>
  412. <p>Prince Farhan was in full endorsement of Prime Minister Browne’s position noting that their countries must endeavour to work together on reducing the impact of the climate crisis, whose effects on small states like Antigua and Barbuda are made worse due to the vulnerable nature of their economies.</p>
  413. <p>Prime Minister Browne also won the commitment of the Saudi Foreign Minister in providing support to Antigua and Barbuda as the twin island nation will host the SIDS4 Conference in May 2024, which will be one of the largest gatherings of island nations in the past ten years to address issues affecting their future survival.</p>
  414. <p>Prince Farhan also showed considerable interest in the Centre of Excellence, which will be launched during SIDS4, and will host a data hub that is intended to bridge a major gap in helping island nations address their data challenges.</p>
  415. <p>A number of other matters intrinsic to the economic development of Antigua and Barbuda were raised by Prime Minister Browne during the bilateral engagement. Among them were the potential to explore possibilities and invest in AI and a proposal to open an embassy in Antigua and Barbuda.</p>

Gaston Browne held bilateral discussions with the President of the Dominican Republic, His Excellency Luis Abinader in relation to deepening the cooperation between both countries given their strong historical and economic ties.</p>
  458. <p>During the dialogue, which took place at the Mission of the Dominican Republic in New York, Prime Minister Browne laid out a clear plan of engagement that would be pursued on a two-tiered basis.</p>
  459. <p>For the first level, which deals with global issues, Prime Minister Browne presented an official invitation to President Abinader to attend the 4<sup>th</sup> UN Conference on Small Island States that will take place in May 2024.</p>
  460. <p>Additionally Prime Minister Browne also encouraged the Dominican Republic to formally join  the Commission of Small Island States on Climate Change and International Law (COSIS).  Formed in 2021, its mandate is to assist small states in defining and developing international law on the rules associated with climate change. This allowed for COSIS to recently pursue a ground-breaking matter before the International Tribunal on the Law of the Sea.</p>
  461. <p>On bilateral matters, President Abinader indicated to Prime Minister Browne that his government will move swiftly with the allocation of funds regarding the construction of a school in Barbuda and will also support Antiguans and Barbudans to attend baseball training camps given the increased interest in the sport on island.</p>
  462. <p>Prime Minster Browne thanked President <a name="m_1477032423327728752_x__Hlk146198967"></a>Abinader for his generous offer and reiterated the government offer of lands to build an Embassy of the Dominican Republic in Antigua. Prime Minister Browne also proposed increased airlink between both countries that will facilitate trade and tourism between their two countries.</p>
  463. <p>President Abinader shared his enthusiasm about Prime Minister’s Browne proposal and in return committed his government to working on a new cooperation agreement with Antigua and Barbuda whereby these areas of cooperation will be enhanced.</p>
  464. <p>Both Prime Minister Browne and President Abinader concluded the bilateral meeting by agreeing to increase the exchange of official state visits between their countries.</p></div>
