They are important details: but details nevertheless.A Staff Contribution CultureTo develop highly motivated staff, you need to create a particular culture: a culture of staff contribution and participation. Only a manager can do this. Such a culture enables staff to contribute demonstrably to business success.Until you establish this culture, you&#8217;ll never be free to manage successfully. You&#8217;ll always be doing work that your staff should do.When staff become successful contributors you can use rewards and incentives, and various other recognition devices to support their successful contribution. But these devices of themselves won&#8217;t create highly motivated staff. You must create the culture to take full advantage of them.Once you establish the culture of contribution and participation you can take the next step: establish a culture of staff autonomy. A culture where staff are given freedom to operate without supervision.Famous Brazilian manager, Ricardo Semler puts it this way. &#8220;As a leader my job is to motivate them to go home proud of their work.&#8221;A New PerspectiveDo you want highly motivated employees? If so, what can you do to make them &#8220;proud of their work&#8221;. I mean &#8220;proud&#8221;: not boastful or conceited but proud in the sense that they know they&#8217;ve done well for themselves, their colleagues and the business.Forget &#8220;Pep&#8221; TalksStaff don&#8217;t need pep talks, speeches and &#8220;rev ups&#8221;. They need guidance, information, encouragement, support, autonomy, responsibility, clear goals and the freedom to achieve and contribute positively to the business.Studying MotivationGurus and academics have been studying &#8220;motivation&#8221; for decades. In 1932 a famous study commenced at the Hawthorne works of the Western Electric Company. The results are still discussed today.Maslow, McGregor and HerzbergIn 1943 Abraham Maslow, proposed the Hierarchy of Needs. He suggested that human needs ranged from survival needs such as food and shelter as a foundation to &#8220;self-actualization&#8221; as the highest form. It&#8217;s been widely applied in corporate motivation applications.In the 1960&#8242;s Douglas McGregor of the MIT Sloan School of Management proposed that employees reacted to how managers perceived them. It became known as Theory X, Theory Y.Frederick Herzberg published &#8220;One More Time, How Do You Motivate Employees?&#8221; in 1968. He suggested people are influenced by what he called motivation factors and hygiene factors. It became known as Two Factor Theory. Herzberg became a very influential person in business management.There are many other theories and approaches. Studies continue. Gurus make new recommendations frequently. The jury is still &#8220;out&#8221;. But studying &#8220;employee motivation&#8221; isn&#8217;t new.The Issue Is &#8220;How&#8221;These studies and many like them suggest alternatives to the &#8220;to them&#8221; approach. The problem is &#8220;how&#8221;. Most attempts to motivate staff are behaviour based. It&#8217;s one thing to talk about employee engagement, empowerment and participation. It&#8217;s another to determine &#8220;how&#8221; to create it.The Motivation Mindset QuestionLike so many other issues in management, motivation is a mindset. At the core of this mindset is the question. &#8220;What can I do for my staff so that they&#8217;re proud of their work and their contribution to improvements to my business? What can I do to ensure that they see themselves as major contributors to business success?&#8221;Giving To&#8221; v. &#8220;Doing For&#8221;It&#8217;s a simple process. It revolves around two simple questions. &#8220;What do I want from them?&#8221; &#8220;What do I need to give them so that they can give me what I want?&#8221; There&#8217;s no &#8220;oughta&#8221; here. Don&#8217;t say &#8220;they oughta be motivated because of what I offer them.&#8221; That won&#8217;t motivate anybody.Commonality With MarketingSteve Jobs is regarded as an outstanding marketer. But he didn&#8217;t undertake customer surveys. He tried to anticipate what clients expected and provide it for them. Most people have forgotten that Jobs and Steve Wozniak started Apple to design a home computer. There was no demand for such a machine at the time. We all know where that led them&#8230; and the rest of the world &#8220;What can I provide?&#8221; is a very important question in both motivation and marketing.Misled By MaximsYou&#8217;ll never create highly motivated employees by rattling off maxims like &#8220;Good training doesn&#8217;t cost, it pays&#8221;, &#8220;Staff are our most important asset&#8221;, &#8220;We cannot succeed without good people&#8221;, &#8220;Our people are our lifeblood&#8221;. These are nothing more than trite slogans. They may or may not be true. They are no substitute for actually achieving improved business results through superior staff management.A Core Business IssueMotivation is a business improvement and sustainability issue. Without &#8220;highly motivated&#8221; staff, you can&#8217;t have a truly successful business. But that means that motivation is more than &#8220;just a people matter&#8221;. It&#8217;s a core business issue.Challenges To Conventional WisdomThe  Do For  approach challenges many conventional wisdom about staff performance. Please remember&#8230;<br />

Establish systems that will virtually guarantee that staff will be able to reach the performance goals. Give employees the authority and autonomy to modify the systems to achieve the goals.4. Provide the resources necessary to build effective systems.5. Build effective feedback mechanisms into your systems so that employees will be able to measure their own performance and provide you with the information you need for business management purposes.6. Work towards an overall system that enables employees to effectively operate the business on a day to day basis without your intervention except in very unusual circumstances.Rewards And IncentivesYour rewards and incentive systems cannot be effective unless they support your &#8220;Do Fors&#8221;. The &#8220;Do Fors&#8221; constitute the basis upon which to set rewards and incentives. But without the systems your rewards and incentives will merely be window dressing at best and demotivating at worst.Demotivation By IncentiveA client consulted me about an incentive scheme that wasn&#8217;t producing the expected positive results. It was a generous scheme. I discovered that to earn the incentive, the workers concerned had to work at such a furious pace that<br />

  60. they were forced to work in conditions so uncomfortable that it was painful to stand up straight at the end of the shift.I see similar problems where the same salespeople repeatedly win sales prizes, largely because their territory contains predominantly long-standing, loyal and supportive customers.The Contribution Culture PerspectiveThe  Do For  approach makes a clear link between staff motivation and business results. The purpose of having highly motivated staff is to produce better business results. This connection must be clear to both managers and staff.This means that as manager, you need to see your business differently.Your staff are effectively you business partners<br />

These truths are applicable to all regardless of what you believe. When you operate within these laws, it changes your life, and you reap the benefits of your efforts.Although I have had many influences, including my children, these four things are some of the most important influences I have had.1. JesusThese days, if you say Jesus, many automatically think of Christianity, and let&#8217;s face it, Christians really leave a bad taste in your mouth. The biggest reason is they aren&#8217;t teaching what the Bible really says.Jesus was well liked by the common people. The problems he had came from his interactions with the religious leaders of the day. Jesus&#8217;s main teaching was love. Jesus said,Matthew 22:36-40King James Version (KJV)36 Master, which is the great commandment in the law?37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.38 This is the first and great commandment.39 And the second is like unto it, Thou shalt love thy neighbour as thyself.40 On these two commandments hang all the law and the prophets.Now, whether you believe in Jesus or not really isn&#8217;t my business. What is important here is that we all love, and we can only love others as much as we love ourselves. Self love is crucial here. Relationship. Jesus isn&#8217;t about religion. Jesus is about relationship, and this relationship is expressed through love. To love and be loved is a desire we all share.2. ZenAlthough there are many principles within Zen that you can apply to your life, there are three it is important to know. First, you already have everything you need you need inside of you to do whatever it is you are here for and want to with your life. In the words of Lao Tzu, &#8220;Be content with what you have; rejoice in the way things are. When you realize there is nothing lacking, the whole world belongs to you.&#8221;Second, &#8220;Before enlightenment, chop wood carry water. After enlightenment, chop wood carry water.&#8221; Even after you have determined what you want out of life and why you are here, you still have to do the work. With or without enlightenment, work and action are a necessary part of life and are required in order for us to achieve success.The third part is understanding. In the Dao De Jing, it says, &#8220;It is wisdom to know others; It is enlightenment to know one&#8217;s self.&#8221; Once again, it is about relationship. No matter how enlightened you are, the real test comes within your relationships.When you apply these three teachings to the teachings of Jesus you discover that you have all the resources you need to do what you want to do, do the work, and always remember that at the core of everything is relationship. Everything in the universe is in relationship to everything else, and it is all connected.3. Quantum PhysicsQuantum physics is somewhat more complicated than how I am about to explain it here. However, there are only two thing you need to understand.First, quantum physics is the science of possibilities. Physicists theorize that given enough time every possibility is possible.It is also science at the cellular level. It is where life begins, and it is where action begins. Accepting that all possibilities are possible and embracing all the possibilities in your life allows you to become open to all of the opportunities available to you.4. U.S. ArmyI have skills I will take with me for the rest of my life. Those skills are a part of me. I developed those skills through repetition. If you do something enough times, it becomes a part of you. Do something 1,000 times, and you develop competency. Do it 5,000 times, and you become skilled. Do it 10,000 times, and you become a master.Of themselves, these influences all help you make the change you desire if you apply them. When you combine them, they give you a complete toolkit and the skill set to make true and lasting change, which always comes from within. </p>

The principal causes of growth on these large-scale programs can be traced to several causes related to overzealous advocacy, immature technology, lack of corporate technology roadmaps, requirements instability, ineffective acquisition strategy, unrealistic program baselines, inadequate systems engineering, and work-force issues.   This article provides a brief summary of four processes to resolve these issuesEstablishing a Process for Requirements Definition and Developing the Technical, Cost and Schedule BaselinesWe all realize the importance of having a motivated, quality work force but even our finest people can&#8217;t perform at their best when the process is not understood or not operating at its best.  A well defined process is critical to defining the requirements and completing the initial cost and schedule estimate.  The proper use of Performance-Based Earned Value® (PBEV) provides for integration of project technical scope, schedule, and cost objectives; and the establishment of a baseline plan for performance measurement.  Additionally, the use of an analytic application to project likely cost and schedule based on actual performance provides for realistic projections of future performance.  Success of the project can be aided by defining the best objectives, by planning resources and costs which are directly related to those objectives, by measuring accomplishments objectively against the plan, by identifying performance trends and problems as early as possible, and by taking timely corrective actions. In the book, &#8220;Software Sizing, Estimation and Risk Management&#8221; (Dan Galorath and Michael Evans, 2007) a ten step process is presented for program requirements generation and estimation.   The 10 steps are:1.    Establish Estimate Scope2.    Establish Technical Baseline, Ground Rules, and Assumptions3.    Collect Data4.    Estimate and Validate Software Size5.    Prepare Baseline Estimates6.    Review, Verify and Validate Estimate7.    Quantify Risks and Risk Analysis8.    Generate a Project Plan9.    Document Estimate and Lessons Learned10.    Track Project Throughout DevelopmentThe key here is to establish an auditable, repeatable set of steps to establish the requirements and develop the baseline estimate of cost and schedule. Identifying Critical Software Management MetricsThat most large software programs get into trouble is a demonstrated phenomenon.  Therefore selecting the correct set of software metrics to track is critical to program success.  Practical Software Measurement (McGarry, Card, Jones; Addison-Wesley, 2002) identifies seven information categories and expands these information categories into measurable concepts and then prospective metrics . For Earned Value purposes, the most effective software metrics are those that relate to product size, schedule, quality, and progress.  For software intensive programs, measures of quantity (e.g. number of lines of code completed) do not accurately reflect the quality aspects of the work performed on neither the program nor the actual progress since items such as lines of code completed do not capture items such as integration, testing, etc. Size is often measured as Source Lines of Code (SLOC) or Function Points and used as a sizing measure for budgets and for earned value using a percent of completion method.  There are two critical problems with this approach.  First, there has traditionally been a significant error in estimating SLOC.  And, the number of lines of code completed does not necessarily reflect the quality or total progress toward a performance goal.  Therefore, any progress metric based solely on SLOC is highly volatile.  Whether SLOC, function points, Use Cases, or some other size artifact is selected, a careful process must be utilized to establish a credible size metric.   It is recommended that in addition to tracking progress toward a goal, size growth should also be tracked.Schedule metrics and procedures normally relate to completion milestones are also a common tracking metric.  Sometimes these milestone definitions and completion criteria lack quantifiable objectives.   Often an incremental build is released that does not incorporate all the planned functional requirements or a developer claims victory after just testing the nominal cases.Progress metrics can be very difficult for large software programs.  It is generally agreed that no software is delivered defect free.  Software engineers have hoped that new languages and new processes would greatly reduce the number of delivered defects.  However, this has not been the case.  Software is still delivered with a significant number of defects.  The physical and practical limitations of software testing (the only way to determine if a program will work is to write the code and run it) ensure that large programs will be released with undetected errors.  Therefore, defects discovery and removal is a key metric for assessing program quality. Applying Performance-Based Earned Value (PBEV)Performance-Based Earned Value® (PBEV) is an enhancement to the Earned Value Management Systems (EVMS) standard . PBEV overcomes the standard&#8217;s shortcomings with regard to measuring technical performance and quality (quality gap). PBEV is based on standards and models for systems engineering, software engineering, and project management that emphasize quality. The distinguishing feature of PBEV is its focus on the customer requirements. PBEV provides principles and guidance for cost effective processes that specify the most effective measures of cost, schedule, and product quality performance.Program managers expect accurate reporting of integrated cost, schedule, and technical performance when the supplier&#8217;s EVMS procedure complies with the EVMS Standard.  However, EVM data will be reliable and accurate only if the following occurs:o    The indicated quality of the evolving product is measured.o    The right base measures of technical performance are selected.o    Progress is objectively assessed.Using EVM also incurs significant costs. However, if you are measuring the wrong things or not measuring the right way, than EVM may be more costly to administer and may provide less management value . Because of the quality gap in the EVMS standard, there is no assurance the reported earned value (EV) is based on product metrics and on the evolving product quality.  First, the EVMS standard states that EV is a measurement of the quantity of work accomplished and that the quality and technical content of work performed are controlled by other processes. A software manager should ensure that EV is also a measurement of the product quality and technical maturity of the evolving work products instead of just the quantity of work accomplished.  Second, the EVMS principles address only the project work scope. EVMS ignores the product scope and product requirements.  Third, the EVMS standard does not require precise, quantifiable measures of progress. It states that objective EV methods are preferred but it also states that management assessment (subjective) may be used. In contrast, other standards specify objective measurement. Fourth, EVM is perceived to be a risk management tool. However, EVMS was not designed to manage risk and provides no guidance on the subject. PBEV is a set of principles and guidelines that specify the most effective measures of cost, schedule, and product quality performance. It has several characteristics that distinguish it from traditional EVMS, by augmenting EVMS with four additional principles and 16 additional guidelines.PBEV supplements traditional EVMS with the best practices.  Its principles and guidelines enable true integration of project cost, schedule, and technical performance.  The distinguishing feature of PBEV is its focus on the customer requirements.  Measures of product scope and product quality are incorporated into the project plan. Progress is measured against a plan to fulfill all customer requirements. Measuring the wrong things does not dilute management attention. Consequently, management is able to take rapid corrective actions on deviations that threaten customer satisfaction and business enterprise objectives.Using An Analytic Process To Project Cost And Schedule Based On Actual PerformanceOnce the requirement definition is complete; the cost and schedule baseline has been established; the appropriate metrics have been selected; and a PBEV system is in place, the final challenge is to implement a process that quickly and accurately estimates final cost and schedule based on actual performance.  This analysis is best accomplished using an analytic/parametric process.  Galorath Incorporated calls this process SEER Control.  The purpose of SEER Control is to provide an understanding of the project&#8217;s progress so that appropriate corrective actions can be taken when the project&#8217;s performance deviates significantly from the plan.  SEER Control provides a &#8220;dashboard&#8221; that includes a health and status indicator for the project related to: schedule variance, time variance, cost variance, size growth, and defects discovery and removal. At the heart of SEER Control is the ability to forecast the final project outcome based on actual performance to date.  One of the primary goals of SEER Control is to provide adequate supporting documentation (charts and reports) to support the software project management process and to satisfy stakeholder needs.ConclusionManagement of Software Intensive Programs should be based on the foundation of establishing the requirements, developing a reliable baseline estimate for cost and schedule, selecting effective software metrics, applying Performance-Based Earned Value (PBEV), and using analytic processes to project cost and schedule based on actual performance.Author&#8217;s Note: This article was written with contributions from Dan Galorath, CEO of Galorath Inc. and author of the book, Software Sizing, Estimation, and Risk Management and Paul Solomon, co-author of the book, Performance-Based Earned Value®. </p>
