  46. <content:encoded><![CDATA[<p> In the United States, certain &#8220;qualified&#8221; home improvements may reduce your tax bite when it&#8217;s time to sell your house and some could allow you to take an immediate tax credit, but some of those same improvements could also raise your property tax bill by triggering a reassessment of your property&#8217;s value.Fortunately, a property tax increase caused by a home improvement is typically outweighed by your increase in equity, higher resale value and possibly a reduced tax bite &#8211; not to mention your enjoyment of the improvements.Capital ImprovementsCapital improvements are those home improvements that may ultimately help reduce your taxes.Qualifying improvements are improvements that increase your home&#8217;s overall value or prolong the life of the structure. That includes: insulation, new heating and/or cooling systems, a fence, a driveway, adding a garage or carport, adding a new room(s), additions, a swimming pool, landscaping, a porch or a deck, built-in appliances, a new roof, etc.Repairs, maintenance and upkeep typically don&#8217;t qualify as a capital improvements.  These include such things as: plastering, painting, wallpapering, replacing broken or cracked tiles, fixing minor leaks, patching your roof, repairing broken windows, and so on.The moral of the story is; whenever possible, replace instead of repairing because capital improvements increase the homeowner&#8217;s cost basis in the residence and may reduce taxes.(To get more information about what is considered a capital improvement see U.S. Internal Revenue Service Publication 523 &#8220;Selling Your Home&#8221; and the publication&#8217;s correction, &#8220;Notice 1221.&#8221;)Your Cost BasisThe cost basis of your home is used in the calculation to figure your capital gains tax.  It isn&#8217;t as simple as subtracting the sale price from the purchase price.You first start with the original purchase price, add your closing costs, add any fees for title insurance and/or legal services, and the like.  Loan acquisition costs cannot be included. Then add the cost of &#8220;qualified&#8221; home improvements.Any insurance proceeds received for theft, storm damage, and other casualty losses would be subtracted, then any costs to rebuild or replace would be added back.  You also must subtract any deferred gain from previously owned houses and subtract allowed depreciation for any portion of the property that was used and claimed for business purposes.  The net result is your new or adjusted cost basis.To determine the taxes, subtract the adjusted cost basis from the sales price, as well as selling costs (real estate commissions, legal fees, etc.).Provided they are completed within 90 days of your sale and provided they were completed to make the home more saleable items otherwise considered repairs (such as wallpapering, painting, planting flowers, maintenance, etc.) can also be classified as selling costs.  So from a tax perspective this is a good time to perform those repairs.The difference between the adjusted cost basis and the sales price is your capital gain of which $250,000 ($500,000 for joint filers) is currently excluded from taxes.Home Energy Efficiency Improvement Tax CreditsConsumers who purchase and install specific products in the home, such as windows that are energy-efficient, roofs, insulation, doors, and heating and cooling equipment can receive a tax credit of up to $500 beginning January 2006.The legislation providing these credits, known as EPACT, also provides a credit equal to 30% of qualifying expenditures for the purchase of qualified photovoltaic property and for solar water heating property used exclusively for purposes other than heating swimming pools and hot tubs.   The maximum credit is $2000.Improvements must be installed in or on the taxpayer&#8217;s principal residence in the United States.  Home improvement tax credits apply for improvements made between January 1, 2006 and December 31, 2007.  Recently, a bill has been submitted to extend this program.As always, check with your accountant to see how these regulations and any new changes in the code may affect you. </p>

Known as an HSA, a Health Savings Account can make most health care expenses tax deductible, and provide tax-deferred earnings. Individuals and business owners can start an HSA once they purchase a health plan that&#8217;s certified to be HSA compatible. These plans are available in the individual market for much lower premiums than plans in the group coverage market.Can Health Savings Accounts Be Combined With A HRA?Employers and people who are self-employed if the spouse works in the business may add a Health Reimbursement Arrangement to substantially increase the tax savings available with an HSA alone.To put it simply, a Health Reimbursement Arrangement (HRA) is an employer-funded medical reimbursement plan for employees. Someone who is self-employed cannot have an HRA in his or her name, but can reimburse the spouse, who works in the business as a W-2 employee, through an HRA. All of the family&#8217;s qualified health care and insurance expenses can be reimbursed, and that includes the expenses of the self-employed business owner by virtue of being a member of the HRA-covered family.The big rush to get HRAs in place by Dec. 31 resulted because the cost of health insurance premiums could then be reimbursed for the whole year back to January 2011. Reimbursement for other kinds of health care is not retroactive, though. Those who start a HRA in January 2012 can reimburse their employees for health care, including premiums.Since group coverage has become an expensive option for both employers and employees, HRAs present a less expensive choice that can help both parties save on health care costs. Compared to group plan rates, policies in the individual market can save employers up to 50 percent. Certain of these plans, known as Health Savings Accounts, This makes if feasible for more employers to provide health care coverage to more employees. By setting up a HRA, employers can legitimately reimburse their employees for individual health insurance premiums and other health care costs.How Do Health Reimbursement Arrangements Work?On a regular basis, an employer contributes a pre-determined amount to an account on an employee&#8217;s behalf. In addition, employees who can monitor and control their health care costs become smarter health care consumers.Studies show that only 20 to 50 percent of employees actually use their health care coverage, meaning employers often pay health insurance premiums for employees who are not utilizing the coverage. There is not an exact formula for this; however, if you live within a few blocks of the freeway and can hear it constantly, this is a bad sign.- A CemeteryEnergies related to death, disease and decay are not the type of energies you want to live near. The frequent question is: How close is too close to a cemetery? There is not set number of feet or miles. But if you can see the cemetery from any window in the house, then the property is too close to it. Many sad people will visit the grave sites; it is just too somber, especially the actual funeral processions which occasionally take place. There is always an unconscious reminder of death when you live near a cemetery. As well, ghosts and spirits can enter your home when you live too close to a cemetery. The subject of ghosts or spirits could be a whole separate book and some people simply do not believe that these disembodied souls exist. But chances are, if you are reading about Feng Shui, you are probably receptive to the concept that a parallel universe exists right among us and that the phenomenon of ghosts is possible. Below is a picture of a cemetery right near a residential area.- A Place of WorshipPeople think it is &#8220;holy&#8221; or somehow very spiritual to live near a church or temple. The religious activities that take place at a house of worship are mixed. Sometimes there are celebrations, like weddings. Sometimes there are sad events like funerals. Like the cemetery, disembodied spirits clamor around the church or temple and it is not good to live within a couple blocks of a church or temple. It is not as bad as a cemetery, but it is still too &#8220;yin&#8221; of an environment. It can be draining on a level that most people are not even aware of.- A HospitalLike a church or temple, happy events can take place at a hospital, such as a birth of a baby or a recovery from illness. But most of the time people go to a hospital when they are sick or dying. This energy can drag down the qi of a whole area. There is also the subtle visual impact of being near a place where there is sickness and death, anxiety coming and going.Finally, the sounds that come to and from a hospital, the sirens of ambulances, is not something you want to hear regularly in your home.- A Fire StationWhile your house may be conveniently safe from ever burning to the ground if you are next door to a fire station, the sirens that go out on a regular basis can be unnerving to hear. There can be a type of psychic tension around these buildings which are always responding to emergencies.- A Police DepartmentThe Police deal with emergencies and criminals and sometimes these tension-filled and potentially dangerous situations are brought right to the police station. Some police stations even house criminals before they are transferred to more permanent holding stations. The negative energy of an individual is usually not that powerful to disturb the psyches of those who live in the area. But sometimes the criminals do have powerfully negative vibrations. Again, just hearing police sirens may be as unnerving as ambulances or fire trucks.- A Liquor StoreMany reputable people own and operate liquor and convenience stores. But the customers who frequent these establishments have a higher chance of being people who are addicted to alcohol. People who are addicted to alcohol can include those who loiter, pander, and they can be psychically weak people. They are vulnerable to having parasitic negative spirits attached to their own auras since addictions make people weaker in general. You do not want to live really close (within a few blocks) of a place which attracts people who have these breaks in their auras.By having compromised auras, they may have boundary issues that could affect a neighborhood. Just as one example, I have had clients who lived near Liquor stores and they had to deal with inebriated people who urinated on their properties. In the following photo, the house is just steps away from the Liquor Store as well as being on a busy, noisy street.- A Strip ClubThe vibration of a strip club, where women are objectified and not treated with respect, and where there is a higher potential for prostitution can also drag down the energy of the whole neighborhood.This can also invite a higher chance of drug dealing and other illegal activities.- A PrisonNot too many prisons are plopped in the middle of residential areas. But it is just something to be aware of. You don&#8217;t want to live in an area where there are criminals all housed in a concentrated area, with the small chance of being able to escape. Just the visual alone, of driving by a prison, can be disheartening. When it comes to crime, you can look up on the Internet whether or not there are any registered sex offenders living in the area you plan to move to. And you can always get a crime report from the local police department.- Any nearby property that makes a lot of noise like an auto-repair shopA good house hunting tip is to visit a property at several different times a day to see if there are going to be regular objectionable noises coming from a nearby business at any time of day or night.People often say that they have &#8220;tuned out&#8221; these noises after living with them fora while, but they still register with the subconscious and can be a cause of irritation and sleep problems.These are just a few examples of bad exterior environments. There aren&#8217;t cures for everything; some things just need to be avoided. </p>
