  49. <description><![CDATA[Cesar Moisés Hernández, imprisoned in the killing of a man in Lynwood, escaped custody during a court visit in Kern County and then fled to Mexico. ]]></description>
  50. <content:encoded><![CDATA[<p>Authorities in Mexico have captured an escaped inmate from Los Angeles who has been on the run since December and was wanted in the killing of a Tijuana police commander last week as an elite law enforcement unit closed in on him.</p>
  51. <p>César Moisés Hernández, who was convicted in a 2018 murder in Lynwood but escaped correctional custody during a court visit in Kern County, was tracked down in Tijuana on April 9 by the Baja California State Citizen Security Force, a unit tasked with apprehending foreign fugitives who cross the border and is known informally as the Gringo Hunters.</p>
  52. <p>During a shootout in Tijuana&#8217;s Barcelona neighborhood, Hernández, 35, allegedly shot and killed the chief of the elite security force, Cmdr. Abigail Esparza Reyes, an 11-year veteran of the state police and a mother of two. She was shot in the neck and taken to a hospital, where she died.</p>

  54. <p>On Thursday, April 17, the Baja California Investigation Agency, or AEI, in collaboration with the Special Operations Group of the Secretary of Defense, tracked a vehicle to the Lomas de Matamoros neighborhood in eastern Tijuana. There, Hernández was found alone, lying on a bed in a one-room shack, and taken into custody. A handgun and ammunition were found in the room, authorities said.</p>
  55. <p><a href="https://www.facebook.com/watch/live/?mibextid=wwXIfr&amp;ref=watch_permalink&amp;v=1172660714119429&amp;rdid=utn1OZPAgoL5z3pk">Video from the Tijuana news site Punto Norte</a> showed Hernández being escorted by Mexican officers as he was transferred to a Tijuana prison shortly after midnight Friday.</p>
  56. <p>Hernández, now accused of aggravated homicide, was scheduled to make his first appearance before a judge in a Tijuana courthouse on Friday.</p>
  57. <p>“We couldn’t allow him to come here to mock justice and Mexican authorities,” said Baja California Attorney General Maria Elena Andrade at a news conference Friday. “In Baja California, whoever does it must pay, no matter where they come from.”</p>
  58. <p>Esparza, 33, was the beloved leader of the Gringo Hunters, a unit set up in 2002 to cooperate with U.S. authorities and have since arrested more than 1,600 fugitives, according to <a href="https://www.theguardian.com/world/2025/apr/10/us-fugitive-gringo-hunters-officer-mexico#:~:text=The%20Gringo%20Hunters%20was%20set,among%20fraudsters%2C%20murderers%20and%20paedophiles.">The Guardian</a>. The group captures more than a dozen fugitives from the United States a month: murderers, domestic abusers, high-profile financial criminals and the like, according to a Washington Post profile of Esparza.</p>
  59. <p>During her eight years at the helm of the Gringo Hunters, Esparza led operations in Baja California that resulted in the arrest of 408 fugitives from several countries, officials said.</p>
  60. <p>She was most bothered by the number of American pedophiles who fled to Mexico.</p>
  61. <p>“We know they could repeat their crimes here,” she told the Post. “And they think they can get away with it because it’s Mexico.”</p>
  62. <p>Baja California Gov. Marina del Pilar Ávila paid tribute to Esparza&#8217;s service, saying on Facebook her &#8220;life will be honored and her death will not go unpunished.&#8221;</p>
  63. <p>Fellow state police officers, family and friends honored Esparza on April 11 with a Mass at the New Metropolitan Cathedral in Tijuana and a later service outside the Tijuana Control and Command Center, the San Diego <a href="https://www.sandiegouniontribune.com/2025/04/11/u-s-offers-reward-for-fugitive-accused-of-killing-tijuana-police-unit-chief/">Union-Tribune</a> reported.</p>
  64. <p>Christopher Teal, U.S. consul general in Tijuana, attended the Mass and said in a statement that Esparza&#8217;s &#8220;heroic and unwavering commitment to the safety of Americans and Mexicans has left an indelible mark on the communities she has served.”</p>

  66. <p>The first operation to arrest Hernández, lasting just over two hours, involved Mexican federal, state and municipal law enforcement personnel, and included helicopters and an armored vehicle. Despite the large show of force, Hernández managed to escape.</p>
  67. <p>U.S. Marshals Service personnel were in the area but did not participate in the operation.</p>
  68. <p>&#8220;They did render aid to Commander Esparza Reyes before she succumbed to injuries. We mourn her loss along with her family, friends, and colleagues,&#8221; the Marshals Service said in a statement. &#8220;We will continue to assist our international partners with the associated investigations. Those who commit violence against law enforcement officers will be held accountable.&#8221;</p>
  69. <p>Video circulated by multiple news outlets purportedly showed Hernández after the deadly shootout, jogging down a Tijuana street, quickly ducking under a tarp covering a parked Jeep, reemerging in reflective clothing apparently to disguise his appearance, and then calmly walking away.</p>

  71. <p>Francisco Castro Trenti, a former homicide division coordinator for the Baja California Attorney General’s Office, criticized the botched operation on social media.</p>
  72. <p>&#8220;Today&#8217;s escape of the murderer demands the uncontested dismissal of several heads of the departments involved,&#8221; he said in a Facebook post. &#8220;It is inconceivable that with so much police presence, he escaped.&#8221;</p>
  73. <p>Gen. Laureano Carrillo, Baja California’s secretary of security, said Wednesday during the governor’s weekly press conference that an investigation is underway.</p>
  74. <p>Carrillo acknowledged there were “operational errors” during the siege, including initially a lack of the necessary officers to make the arrest and an ineffective response at the moment of the shooting, which allowed Hernández to escape, he said.</p>
  75. <p>Hernández was serving time at Kern Valley State Prison, a maximum security facility in Delano following his first-degree murder conviction in the shooting death of Edgar Vasquez, 44, in Lynwood.</p>
  76. <p>In the early morning hours of June 25, 2018, Hernández argued with his bartender girlfriend at the Las Carinosas Club on Long Beach Boulevard and then left the bar to pursue Vasquez&#8217;s pickup truck, according to records filed with the 2nd District Court of Appeal.</p>
  77. <p>Hernández, who was driving a Nissan, forced the truck to pull over about a block from the bar. He then got out of the vehicle and shot Vasquez in the head. A Los Angeles County sheriff&#8217;s deputy found Vasquez slumped over in the driver&#8217;s seat of the truck.</p>
  78. <p>Hernández was arrested about five weeks after the slaying. In April 2019, he was convicted of the murder charge and being a felon in possession of a firearm and sentenced to 80 years to life in prison.</p>
  79. <p>On the morning of Dec. 2, 2024, California Department of Corrections and Rehabilitation officers transported Hernández in a van to Kern County Superior Court for an appearance on in-prison charges of making a deadly weapon and drug possession. After arriving at the courthouse, Hernández evaded the corrections officers, jumped out of the van and fled.</p>
  80. <p>Video of the escape shows Hernández, unshackled and unhandcuffed in orange prison clothing, sprinting through a grassy field while being chased by an officer who had drawn his gun.</p>

  83. <p>Kern County Sheriff Donny Youngblood speculated in an interview with Bakersfield TV station KGET that Hernández had made or been given a handcuff key, which enabled him to escape.</p>
  84. <p>The Marshals Service was offering a $35,000 reward for information leading to Hernández&#8217;s capture.</p>

  102. <description><![CDATA[A few cities are nearing the edge of an 11% sales tax after voters approved new rates in the November 2024 election]]></description>
  103. <content:encoded><![CDATA[<p>Final costs on retail receipts will soon be a bit higher around the Long Beach and South Bay areas.</p>
  104. <p>Voters in several California cities approved higher sales taxes for L.A. County and their respective towns during the November election. And those tax rate hikes will go into effect on April 1, including in a handful of South Bay and Long Beach area cities &#8212; a couple of which are nearing the edge of an 11% sales tax.</p>
  105. <p>Tax rates in some cities around California started reaching the double digits in 2017, according to <a href="https://www.cdtfa.ca.gov/taxes-and-fees/archive-rates.htm">California Department of Tax and Fee Administration records</a>, and have incrementally increased each year since then as local governments try to raise their revenues. Some increases are also due to L.A. County and state initiatives that <a href="https://www.dailybreeze.com/2017/09/29/la-county-residents-to-see-25-cent-increase-in-sales-tax-to-help-homeless-people/">use the additional tax dollars to address issues like homelessness</a>.</p>
  106. <p>Voters approved L.A. County <a href="https://www.dailybreeze.com/2024/10/25/as-voting-begins-la-county-measure-a-for-homeless-services-hangs-in-the-balance/">Measure A</a> in November, repealing the 0.25% countywide tax that was previously added by Measure H and adding a 0.5% sales tax to L.A. County cities to maintain homeless services. Some cities also added their own, new retail taxes on top of the countywide tax.</p>
  107. <p>Here&#8217;s how rates are changing in local cities:</p>
  108. <p><strong>Carson: </strong>Increasing from 10.25% to 10.5% because of Measure A.</p>
  109. <p><strong>Compton:</strong> Increasing from 10.25% to 10.75%.The city was previously excluded from the 0.25% countywide tax increase via L.A. County <a href="https://www.dailybreeze.com/2017/09/29/la-county-residents-to-see-25-cent-increase-in-sales-tax-to-help-homeless-people/">Measure H</a> because of a 10.25% cap on local rates, but is now subject to the 0.5% increase under Measure A.</p>
  110. <p><strong>Gardena:</strong> Increasing from 10.25% to 10.5% because of Measure A.</p>
  111. <p><strong>Hawthorne:</strong> Increasing from 10.25% to 10.5% because of Measure A.</p>
  112. <p><strong>Inglewood:</strong> Increasing from 10% to 10.25% because of Measure A.</p>
  113. <p><strong>Lawndale: </strong>Increasing from 10.25% to 10.5% because of Measure A.</p>
  114. <p><strong>Lomita:</strong> Increasing from 10.25% to 10.5% because of Measure A.</p>
  115. <p><strong>Lynwood:</strong> Increasing from 10.25% to 10.75%. The city was previously excluded from the 0.25% countywide tax increase via L.A. County Measure H due to a 10.25% cap on local rates, but is now subject to the 0.5% increase under Measure A.</p>
  116. <p><strong>Manhattan Beach:</strong> Increasing from 9.5% to 10.25%. City voters approved a new 0.5% tax in addition to the new countywide tax via Measure A.</p>
  117. <p><strong>South Gate:</strong> Increasing from 10.25% to 10.75%. The city was previously excluded from the 0.25% countywide tax increase via L.A. County Measure H due to a 10.25% cap on local rates, and is now subject to the 0.5% increase under Measure A.</p>
  118. <p><strong>Torrance: </strong>Increasing from 10% to 10.25% because of Measure A.</p>
  119. <p><strong>Bellflower:</strong> Increasing from 10.25% to 10.5% because of Measure A.</p>
  120. <p><strong>Downey:</strong> Increasing from 10% to 10.5%. City voters approved a new 0.25% percent tax in addition to the new countywide tax imposed by Measure A. Measure A repealed the 0.25% countywide tax that was previously added by Measure H and added a new 0.5% countywide tax.</p>
  121. <p><strong>Lakewood:</strong> Increasing from 10.25% to 10.5% because of Measure A.</p>
  122. <p><strong>Long Beach:</strong> Increasing from 10.25% to 10.5% because of Measure A.</p>
  123. <p><strong>Norwalk:</strong> Increasing from 10.25% to 10.5% because of Measure A.</p>

  181. <p>The Knights, who made only one 3-pointer, wanted to keep North off the 3-point line but the Saxons drained six 3s. Lynwood also wanted to win the battle on the boards but North outrebounded them by a 32-30 margin.</p>
  182. <p>“Games like this, they have to mold us and make us better,” Lynwood coach <a href="https://x.com/johnwdavis/status/1892473111804592157">Ellis Barfield said</a>.</p>

  200. <p>“I feel like we definitely got outhustled, outworked,” <a href="https://x.com/johnwdavis/status/1892473577032597934">said Simmons</a>, who scored Lynwood’s first six points of the game. &#8220;We got outrebounded in certain areas&#8230; We were also playing into their game. They were packing it in the paint so they were forcing us to take the outside shot, so we were taking the outside shots and that gave them long rebounds to take off and get into their transition.&#8221;</p>
  201. <p>Lynwood, the Gateway League champions, finished the season with a 16-14 record.</p>
  202. <p>&#8220;I feel our record is not a reflection of how good our team really is,&#8221; <a href="https://x.com/johnwdavis/status/1892473111804592157">Barfield continued</a>. &#8220;It&#8217;s just a reflection of the battles that we went through and the growing pains because our IQ really has to get better. Our understanding of the game has to get better. Our why has to get better.&#8221;</p>
  203. <p>The Saxons were led by center Leila Fitzgerald with 21 points and 12 rebounds. Guard Keimi Santiago had 15 points and six rebounds.</p>
  204. <p>&#8220;Even though they&#8217;re bigger than us, our hearts were bigger,&#8221; <a href="https://x.com/johnwdavis/status/1892472717133435320">Fitzgerald said</a>. &#8220;We were able to push through the fact that they were bigger than us and box out them and get them out of the key.&#8221;</p>
  205. <p>North Torrance (20-8) will host Palos Verdes in the semifinals Saturday night.</p>
  206. <p>&#8220;We&#8217;re so excited,&#8221; North coach <a href="https://x.com/johnwdavis/status/1892472371409506392">Lauren Kamiyama said</a>. &#8220;It takes a lot of hard work to get there.&#8221;</p>
  207. <p>Lynwood jumped out to an 8-3 lead on freshman guard Lunden Edwards&#8217; fast break layup with 3:09 left in the first quarter. Edwards finished with seven points.</p>
  208. <p>North battled back and led 14-12 at the end of the first quarter, behind Santiago’s six early points.</p>
  209. <p>North began the second quarter on a 6-0 run, extending its advantage to 20-12. Ewing’s layup through contact made it 20-14. Edwards’ and-one cut North’s lead to 20-17 with 3:05 left in the second. Lynwood freshman forward Emma Iheanachor’s layup trimmed North’s lead to 21-19. Iheanachor, who finished with six points, made two free throws and tied the game at 21 with 1:07 left in the first half.</p>
  210. <p>Fitzgerald made two free throws and Saxons guard Shay Tokeshi drained a 3-pointer before the buzzer to go up <a href="https://x.com/johnwdavis/status/1892420639572582442">26-21 at halftime</a>. Santiago had eight points in the first half and Simmons had six points.</p>
  211. <p>Simmons’ and-one cut North’s lead to 32-28 with 5:07 left in the third quarter. Lynwood freshman guard Chances Horn made her team’s only 3-pointer of the game, which pulled the Knights within one, 32-31.</p>
  212. <p>North responded again with a 12-5 run, including two 3-pointers from Fitzgerald, to all but close out the third before <a href="https://x.com/johnwdavis/status/1892426767815909417">Ewing’s coast-to-coast layup</a> beat the buzzer and cut North’s advantage to 44-38 heading into the fourth.</p>
  213. <p>Fitzgerald’s and-one put North up 47-40 early in the fourth. Fitzgerald’s putback extended her team’s lead to 49-40. Santiago made one of two free throws to go up 50-40.</p>
  214. <p>“It&#8217;s a different person for us every game,” Kamiyama said. &#8220;That&#8217;s the one grateful thing I have about my team is we don&#8217;t just have one superstar. We don&#8217;t just have two superstars, anybody steps up on any given day, so it makes us hard to guard, it makes us hard to stop.&#8221;</p>
  215. <p>Ewing’s short jumper made it 50-42 with less than four minutes remaining. Tokeshi’s 3-pointer, her third of the game, put North up 53-42. Lynwood senior guard Zaliyah Castillo, who finished with seven points, made one of two free throws, which made it 53-43. Simmons’ step-through layup made it 53-45 late. Iheanachor missed a layup with a minute to go. Ewing made a layup as time expired, sending North on to the semifinals with a 53-47 victory.</p>
  216. <p>&#8220;It&#8217;s still ways to get better,&#8221; Simmons said. &#8220;Ways to grow. (There&#8217;s) still a lot to learn.&#8221;</p>

  280. <content:encoded><![CDATA[<p>The Lynwood girls basketball team is in the midst of postseason run under longtime coach Ellis Barfield.</p>
  281. <p>That might not have happened if the Knights did not play a tough nonleague schedule before going undefeated in the Gateway League. Lynwood played and lost to Bishop Montgomery, Windward, Sierra Canyon, Mater Dei and Ontario Christian, all teams that made the Open Division of the CIF Southern Section playoffs.</p>
  282. <p>&#8220;I feel with only two seniors and the rest having a really young team, we had to really grow up fast,&#8221; Barfield said. &#8220;So going against really tough competition molded us and got us ready to make this playoff run.&#8221;</p>
  283. <p>After beating Los Osos in the first round and <a href="https://www.presstelegram.com/2025/02/15/lynwood-girls-basketball-runs-past-lakewood-advances-to-cif-ss-division-2aa-quarterfinals/">Lakewood in the second round</a>, Lynwood (16-13) will host North Torrance (19-8) in the Division 2AA quarterfinals Wednesday night.</p>
  284. <p>Freshman guard Lunden Edwards is averaging a team-high 18.5 points in the first two round of the playoffs. Edwards&#8217; ability to make shots from beyond the arc (7 of 14 on 3-pointers), has boosted the Knights&#8217; offensive efficiency. Junior guard Shanilah Ewing (15.5 points) and senior forward Skyy Simmons (11.5 points) round out Lynwood&#8217;s scoring trio.</p>

  286. <p>Freshman forward Emma Iheanachor is the team&#8217;s top interior presence, adding 9.5 points and 10.0 rebounds per game in the postseason.</p>
  287. <p>If Edwards, Ewing, Simmons and Iheananchor and senior guard Zaliyah Castillo continue playing well, Lynwood should advance to Saturday&#8217;s semifinals, where they would be on the road against the winner of the Hart at Palos Verdes game.</p>
  288. <p>&#8220;We&#8217;ve been building,&#8221; Barfield continued. &#8220;We been working to get back to this point. We&#8217;ve had a lot of great kids that left here that have been setting this road for these kids and opening doors for them, so they&#8217;ve got a chance to see a lot of good players come through here before them.&#8221;</p>

  455. <p>Ewing, a junior point guard, finished with 15 points, including nine points in the first quarter. Simmons, a senior guard/forward, had 15 points and eight rebounds, including 11 points in the second quarter. Freshman guard Lunden Edwards had 13 points, including three 3s. Freshman forward Emma Iheanachor added nine points and 11 rebounds.</p>
  456. <p>&#8220;We had to keep pressuring them, keep taking the hits but also hitting them back,&#8221; Simmons said. &#8220;Not backing down, meeting the challenge so it feels good as senior being able to lead my team.&#8221;</p>
  457. <p>The Knights, who improved to 16-13 overall, will host North Torrance (17-7) in the quarterfinals Wednesday, Feb. 19.</p>
  458. <p>&#8220;We&#8217;ve been doing this a long time and just for these kids to get the opportunity, that&#8217;s the biggest thing,&#8221; Lynwood coach <a href="https://x.com/johnwdavis/status/1891012129358028837">Ellis Barfield said</a>. &#8220;When we can get them from A to B and have that mindset of hey we can do this, we can go for a championship. To have them get that, believe and start peaking at the right time, that&#8217;s the whole name of the game. That&#8217;s the end game.&#8221;</p>
  459. <p>Lakewood (21-8) was led by senior guard Nyemah King with a game-high 21 points and eight rebounds. King scored 15 points in the second half. Senior guard Dionna Bradley had 10 points and six rebounds. Senior guard Amy Rubio, the team&#8217;s second-leading scorer this season, added four points and nine rebounds. She left the game in the second half due to injury.</p>
  460. <p>Lynwood jumped out to a 20-13 lead at the end of the first quarter. The Knights began the second quarter on a 6-0 run and led 26-13 with 5:53 left in the first half. Bradley&#8217;s coast-to-coast layup made it 26-15.</p>
  461. <p>Edwards&#8217; first 3-pointer off the game put Lynwood up 33-19. Simmons finished with 13 points in the first half, which pushed Lynwood to a 41-23 at halftime.</p>
  462. <p>&#8220;First half, we didn&#8217;t handle their pressure and their aggressiveness and physicality good at all,&#8221; Lakewood coach Eric Oswell said. &#8220;After halftime, we came out and we pretty much matched it and kept the score about the same.&#8221;</p>
  463. <p>King&#8217;s 3-pointer cut Lynwood&#8217;s lead to 45-31 midway through the third quarter. King was later fouled shooting a 3 with 3:30 to go in the third. She made one of three free throws but junior center Kasey-Rian Henson&#8217;s putback cut it to 45-34.</p>
  464. <p>Lynwood responded with baskets by Iheanachor and freshman guard Chances Horn, which put the Knights back up 49-34. King made two free throws to make it 49-36. Bradley&#8217;s putback made it 49-38. Simmons&#8217; layup pushed Lynwood&#8217;s advantage to 51-38. A 3-pointer by Edwards put the Knights up 56-38 heading into the fourth quarter.</p>
  465. <p>Lynwood freshman guard Erin Conception&#8217;s and-one made it 59-40 with 7:06 remaining. Lakewood went on a 6-0 run to cut Lynwood&#8217;s lead to 59-46 with 5:54 left in the game.</p>
  466. <p>The Knights held on late and secured the victory.</p>
  467. <p>Oswell said he&#8217;s encouraged about the future of the Lakewood program.</p>
  468. <p>&#8220;It&#8217;s sad to go out second round of the playoffs,&#8221; <a href="https://x.com/johnwdavis/status/1891010787730202975">Oswell said</a>. &#8220;We were trying to get deeper but it was a successful season with a lot of challenges. We rarely had our whole starting five available to play, a lot of sickness at different times and people not being eligible yet because they transferred but I&#8217;m encouraged. I have a good group coming back. I know I&#8217;m losing four of my five starters that are seniors but I have a good group coming back. I like the players coming back.&#8221;</p>

  546. <content:encoded><![CDATA[<p>Last Saturday, people drove up to an empty parking lot in Torrance and surrendered 256 guns, no questions asked.</p>
  547. <p>The haul on Nov. 16 netted 89 pistols, 88 rifles, 69 shotguns, eight assault weapons and two ghost guns. In return, the former owners received gift cards worth $50 for non-working guns; $100 for working pistols, rifles and shotguns; $200 for ghost guns (guns without serial numbers); and $300 for assault weapons.</p>
  548. <p>As for the firearms? They were destroyed.</p>
  549. <p>This gun buyback was the thirteenth held by Fourth District Los Angeles County Supervisor Janice Hahn in the past 2 1/2 years. Hahn, who represents the South Bay area, said the number of firearms turned in since May 2022 has surpassed 2,000.</p>
  550. <p>The number was exactly 2,052 guns, she reported.</p>
  551. <p>“Today in closets and bedrooms across L.A. County, there are 2,000 fewer guns that can be found by a child, accidentally discharged, or stolen and used to kill in a crime. That makes all of the work we&#8217;ve done to bring these buybacks to our residents worth it,” said Hahn in a statement.</p>
  552. <p>Since she started holding buybacks in cooperation with local law enforcement, Hahn has said she is frustrated with the U.S. Congress for not acting to limit guns in the country, or ban the sale of assault rifles. And she is frustrated by the proliferation of mass shootings.</p>
  553. <p>As of Tuesday, Nov. 19, there were 531 mass shootings this year in the United States, according to the database from the website Mass Shooting Tracker. (A mass shooting is defined as a single outburst of gun violence in which four or more people are shot.)</p>
  554. <p>Hahn has said removing guns from the home can make that home safer, protect accidental discharges that can kill or wound a child, and prevent or make it much harder for someone under duress to commit suicide or shoot someone else.</p>
  555. <p>&#8220;Time and time again, these buybacks have shown that many people have these dangerous weapons they no longer want in their homes but have never had an easy, convenient way to get rid of them,&#8221; Hahn said in a statement. &#8220;This is that opportunity. They want to play a role in making their homes and communities safer.&#8221;</p>
  556. <p>In 2022, more than 800 deaths in Los Angeles County involved a firearm and 313 of those were due to gun suicide, the county reported.</p>
  557. <p>In California, out of a population of roughly 40 million, about 4.2 million adults are gun owners. But those who own guns usually own more than one, bringing the total number of firearms in the state to about 20 million, according to the University of California Firearm Violence Research Center at UC Davis.</p>
  558. <p>So is removing 2,052 guns from homes, out of a total of about 20 million guns in the state, going to make a difference? Will these gun buyback events slow the rates of suicides, accidental shootings or gun violence in L.A.  County?</p>
  559. <p>The results of dozens of studies analyzed by RAND Corporation researcher Amanda Charbonneau, examining the effects of gun buyback events across the country, are mixed. In fact, researchers say the numbers are hard to come by, because just measuring incidents of gun violence before and after a buyback event doesn&#8217;t account for other factors that may play a role.</p>
  560. <p>&#8220;While the ultimate goal of most buyback programs is to reduce firearm violence and crime, few studies have demonstrated that these programs have such effects,&#8221; concluded the analysis by RAND, which is based in Santa Monica.</p>
  561. <p>&#8220;The empirical research available on gun buybacks suggest that there has been limited success in targeting high-risk individuals and guns,&#8221; the research paper concluded.</p>
  562. <p>Sandy Hook Promise, an organization that formed after the mass shooting at Sandy Hook Elementary School in Connecticut on Dec. 14, 2012 &#8212; in which the shooter killed 20 school children and six adults &#8212; said it would not comment on gun buyback programs.</p>
  563. <p>While some critics call the gun buyback events &#8220;theater&#8221; or publicity stunts, the RAND analysis said any meaningful effects could go unnoticed because of the small fraction of guns collected and destroyed in each community.</p>
  564. <p>Also, the gun buyback events could produce indirect effects, such as making people aware of the dangers of having unsecured guns in their homes. It can also create awareness of gun locks and other devices used to keep firearms out of reach of children, the paper said.</p>
  565. <p>In June, <a href="https://www.dailynews.com/2024/06/03/not-just-books-la-county-libraries-give-away-free-gun-locks-at-five-locations/">Los Angeles County libraries began giving away gun locks at selected branches</a>. Also, <a href="https://www.dailynews.com/2023/11/21/la-supervisors-may-allow-doctors-nurses-to-distribute-free-gun-locks-at-county-hospitals/">the county began giving gun locks to doctors and nurses at county hospitals to hand to patients</a> upon their release.</p>

  567. <p>A spokesperson for the Los Angeles Police Department said they do not hold gun buyback events. In the past, the Los Angeles Mayor&#8217;s Office, in cooperation with the Los Angeles Office of Gang Reduction and Youth Development (GRYD), have held gun buybacks in the Mission Hills community of the San Fernando Valley.</p>
  568. <p>The GRYD office did not respond to phone calls on Tuesday.</p>
  569. <p>Also, the South Bay Gun Owners and the Long Beach Rod and Gun Club did not respond to inquiries on Tuesday.</p>
  570. <p>The RAND report said the inconclusive results from gun buybacks haven&#8217;t stopped them from taking place and that at least 550 gun buybacks occurred in 37 states between 1988 and 2021.</p>
  571. <p>Those gun owners who want to turn in their guns can do so on Saturday, Dec. 7, from 9 a.m. to 12 p.m., hosted by the Burbank Police Department at 200 N. 3rd Street.   604. <content:encoded><![CDATA[<p>LONG BEACH &#8212; A man suspected of <a href="https://www.presstelegram.com/2024/08/19/homeless-man-43-fatally-shot-on-south-street-in-long-beach/">fatally shooting a 43-year-old homeless man</a> in Long Beach, and who was already in custody on unrelated charges, was rebooked on suspicion of murder, police said Tuesday.</p>
  605. <p>Hector Perez, 32, of Lynwood, was booked Monday and was being held in lieu of $2.5 million bail after detectives obtained an arrest warrant connecting him to the Aug. 18 shooting death of Ali Jabbaar Phannix, according to the Long Beach Police Department.</p>
  606. <p>Although the details were limited as to what motivated the shooting, detectives determined upon further investigation that Phannix and Perez were acquaintances.</p>
  607. <p>On Aug. 18, officers were sent to the 600 block of East South Street shortly before 7 a.m. regarding an unresponsive man not breathing with several gunshot wounds to his upper body, police said. Long Beach Fire Department personnel pronounced Phannix dead at the scene.</p>
  608. <p>Anyone with information regarding the deadly assault was urged to contact homicide detectives Michael Hubbard or Jesus Espinoza at 562-570-7244. Tipsters who prefer to remain anonymous can call Crime Stoppers at 800-222-8477 or visit lacrimestoppers.org</p>

  675. <p>Mango Habanero Chicken is available for a limited time, but sales will help determine whether it becomes a permanent menu item, according to a news release.</p>
  676. <p>The test is going on at a restaurant in Lynwood at 11118 Long Beach Blvd.</p>
  677. <p>In Orange County, there are three restaurants in Santa Ana: 101 South Harbor Blvd., 2501 South Bristol St. and 1702 E. 17th St.</p>
  678. <p>There are two in Anaheim: 1201 S. Beach Blvd. and 969 S. Euclid Ave.</p>
  679. <p>The other two are at  5251 Beach Blvd., Buena Park, and 22381 Antonio Parkway, Rancho Santa Margarita.</p>

  757. <content:encoded><![CDATA[<p>In an effort to prevent passengers from carrying handguns and knives onto its trains, LA Metro is testing a concealed weapons detection system at Union Station billed as added protection for rider safety, the agency reported on Wednesday, Oct. 23</p>
  758. <p>The pilot program is <a href="https://www.dailynews.com/2024/05/23/la-metro-beefing-up-police-patrols-hardening-stations-to-stop-fare-evaders/">part of a beefed up security protocol prompted by a spate of violent attacks since April</a> that has plagued the county&#8217;s transit system. They included three murders and a huge spike in arrests of people carrying weapons onto the system.</p>

  767. <p>&#8220;It is adding another layer looking at this societal challenge we have and finding ways to combat that,&#8221; summed up Robert Gummer, LA Metro deputy chief of system security and law enforcement.</p>
  768. <p>In the last year, Metro reported 152 arrests for patrons with concealed weapons or brandishing weapons on the transit system. That represents a doubling of weapons-related arrests, Gummer said.</p>
  769. <p>The Metro board voted in July to begin testing weapons detection systems.</p>
  770. <p>This came after the <a href="https://www.dailynews.com/2024/04/22/woman-fatally-stabbed-at-metro-station-in-studio-city-suspect-arrested/">fatal stabbing of 66-year-old Mirna Soza Arauz</a> at 5 a.m. April 22 in an unprovoked attack on the B (Red) Line train at the Universal City Station in Studio City. Soza Arauz boarded the train in North Hollywood and was heading home from her job as a security guard at a North Hills restaurant. She managed to get off the train at the Universal City Station on the 3900 block of Lankershim Boulevard where she was found mortally wounded on the platform.</p>
  771. <p>Two major incidents on Metro buses also prompted calls for more security.</p>
  772. <p>Juan Luis Gomez-Ramirez, a teacher visiting from Mexico who was traveling on a Line 108 bus in Commerce was shot to death in the back of the head in an unprovoked attack in May. Four months later, <a href="https://www.dailynews.com/2024/09/26/after-bus-hijacking-la-metro-testing-weapons-detection-adding-bus-driver-barriers/">a bus was hijacked on Sept. 25 in downtown Los Angeles</a> by a gunman who killed a passenger.</p>
  773. <p>Buses do not have the wavelength and infrastructure to make a video detection system operable, Gummer said. &#8220;We are working with vendors who claim they have solutions.&#8221;</p>
  774. <p>The <a href="https://www.dailynews.com/2024/07/25/metro-adopts-metal-detectors-taller-fare-gate-exits-more-tap-to-exit-stations/">effort to install metal detectors at train stations</a> was led by L.A. County Supervisor and Metro board chair Janice Hahn, who demanded Metro prevent people from carrying weapons onto the system. Board members recently toured new stadiums in Inglewood that use these advanced systems. This effort was spearheaded by Inglewood Mayor and Metro board member James Butts, Jr.</p>
  775. <p>“This pilot (program) is a great first step and I look forward to expanding our use of weapons detection technology across our system,” said Hahn, who tested out the system at Union Station on Wednesday.</p>
  776. <p>Metro has already tested Millimeter Wave Technology in which high-frequency radio waves are bounced off the body of random passengers to detect anyone brandishing weapons such as a knife or a gun, Gummer said. These systems can be integrated into the closed circuit TV cameras already at train station platforms and monitored by security teams and don&#8217;t require walking through detection towers.</p>
  777. <p>On Wednesday, Metro demonstrated a second kind of weapons detection system that uses advanced sensors to detect weapons as people walk through metal detection towers, according to a Metro report.</p>
  778. <p>&#8220;We feel exploring these technologies is the first logical step in improving safety on our system,&#8221; Gummer said. &#8220;We are looking at what kind of systems make sense.&#8221;</p>
  779. <p>LA Metro is diverting some passengers to go between two metal detection towers at the easterly platform to the busy B/D subway lines. The system can divert five,10 or more passengers at a time, a number that is set so as not to cause lines and make people miss their trains, Gummer reported.</p>
  780. <p>The testing will continue at Union Station through December, Metro reported.</p>
  781. <p>This is the first metal detection system ever deployed on train platforms at the 85-year-old transit hub in downtown Los Angeles.</p>

  783. <p>At a demonstration on Wednesday, a person walked between the metal pillars which sent an image to a portable tablet that showed a man in a blue blazer. A red 3-D box surrounded the area where there could be a weapon, namely in a pocket or hand.</p>
  784. <p>&#8220;It directs that screener to areas where that person could be searched,&#8221; Gummer explained.</p>
  785. <p>If the screeners viewing the image think there may be a weapon, that person will be checked out by Metro&#8217;s transit security officers. &#8220;They will have a look inside their bags or anything that seems to hit off as a possible concealed weapon,&#8221; Gummer said.</p>
  786. <p>If the security officers find a sharp-edged weapon such as a knife or a handgun, they would send that person for further screening, most likely to a law enforcement officer, to determine if the patron is authorized to carry a weapon.</p>
  787. <p>Gummer emphasized two goals with this system.</p>
  788. <p>&#8220;We are ensuring that we are not adversely impacting a rider&#8217;s ride. But also, we&#8217;re layering ways where passengers feel we are improving safety on the system,&#8221; he said.</p>
  789. <p>Awaiting for the B (Red) Line train just down the escalator from the testing site, Tiya Sangjan, who lives in Santa Clarita and is from Thailand, welcomed metal detection systems on LA Metro train platforms. But Sangjan said the system is only as good as the human security personnel assigned to monitor it.</p>
  790. <p>At a shopping mall in Thailand a man got around a metal detector and shot and killed someone, she said. &#8220;They didn&#8217;t pay attention to him,&#8221; she said.</p>
  791. <p>Also waiting on the train platform was John Song of Ontario. On weekdays, he takes the Metrolink heavy-rail train to Union Station, then jumps on the Metro B or D line to Western and Wilshire, where he catches a bus to his workplace, he said.</p>
  792. <p>Song was cautious about not praising metal detection systems as a panacea, saying more Metro security and law enforcement officers are needed to pair with the technology.</p>
  793. <p>Would he feel safer with metal detection machines?</p>
  794. <p>&#8220;Yes, if they have it all the time. It should be consistent, like all day,&#8221; he said.</p>
  795. <p>Song said he does not feel safe on Metro trains and buses today because of transients with mental illnesses who often ride for free and yell or become violent. &#8220;There are too many crazy people all the time and I don&#8217;t see any cops. <a href="https://www.dailynews.com/2024/09/25/chair-of-la-metro-wants-more-police-on-buses-and-trains-after-hijack-and-death/">They (police or sheriff deputies) should be at every station and on every train.&#8221;</a></p>
  796. <p>The agency is testing various metal detection systems on train platforms. &#8220;We are looking at what kinds of systems make sense,&#8221; Gummer said. &#8220;We are seeing what works and studying the impacts. Then we will bring it to the board with a recommendation.&#8221;</p>
