A few cities are nearing the edge of an 11% sales tax after voters approved new rates in the November 2024 election

Final costs on retail receipts will soon be a bit higher around the Long Beach and South Bay areas.

Voters in several California cities approved higher sales taxes for L.A. County and their respective towns during the November election. And those tax rate hikes will go into effect on April 1, including in a handful of South Bay and Long Beach area cities — a couple of which are nearing the edge of an 11% sales tax.

Tax rates in some cities around California started reaching the double digits in 2017, according to California Department of Tax and Fee Administration records, and have incrementally increased each year since then as local governments try to raise their revenues. Some increases are also due to L.A. County and state initiatives that use the additional tax dollars to address issues like homelessness.

Voters approved L.A. County Measure A in November, repealing the 0.25% countywide tax that was previously added by Measure H and adding a 0.5% sales tax to L.A. County cities to maintain homeless services. Some cities also added their own, new retail taxes on top of the countywide tax.

Here’s how rates are changing in local cities:

Carson: Increasing from 10.25% to 10.5% because of Measure A.

Compton: Increasing from 10.25% to 10.75%.The city was previously excluded from the 0.25% countywide tax increase via L.A. County Measure H because of a 10.25% cap on local rates, but is now subject to the 0.5% increase under Measure A.

Gardena: Increasing from 10.25% to 10.5% because of Measure A.

Hawthorne: Increasing from 10.25% to 10.5% because of Measure A.

Inglewood: Increasing from 10% to 10.25% because of Measure A.

Lawndale: Increasing from 10.25% to 10.5% because of Measure A.

Lomita: Increasing from 10.25% to 10.5% because of Measure A.

Lynwood: Increasing from 10.25% to 10.75%. The city was previously excluded from the 0.25% countywide tax increase via L.A. County Measure H due to a 10.25% cap on local rates, but is now subject to the 0.5% increase under Measure A.

Manhattan Beach: Increasing from 9.5% to 10.25%. City voters approved a new 0.5% tax in addition to the new countywide tax via Measure A.

South Gate: Increasing from 10.25% to 10.75%. The city was previously excluded from the 0.25% countywide tax increase via L.A. County Measure H due to a 10.25% cap on local rates, and is now subject to the 0.5% increase under Measure A.

Torrance: Increasing from 10% to 10.25% because of Measure A.

Bellflower: Increasing from 10.25% to 10.5% because of Measure A.

Downey: Increasing from 10% to 10.5%. City voters approved a new 0.25% percent tax in addition to the new countywide tax imposed by Measure A. Measure A repealed the 0.25% countywide tax that was previously added by Measure H and added a new 0.5% countywide tax.

Lakewood: Increasing from 10.25% to 10.5% because of Measure A.

Long Beach: Increasing from 10.25% to 10.5% because of Measure A.

Norwalk: Increasing from 10.25% to 10.5% because of Measure A.

Paramount: Increasing from 10.25% to 10.5% because of Measure A.

Signal Hill: Increasing from 10.25% to 10.5% because of Measure A.

The fast-fashion retailer founded in Los Angeles is seeking a new owner to bail it out of bankruptcy.

The struggling fast-fashion retailer Forever 21 is closing more stores in Southern California by May, laying off hundreds of employees in the process.

The store closures are coinciding with the pending headquarters closure in Los Angeles, where 358 people are losing their jobs.

Hampered by plummeting sales and rising competition from overseas e-commerce merchants, the 41-year-old company entered bankruptcy in 2019, closing at least 21 stores in California at the time. After decades of family ownership, the retail chain was sold in 2020 to investors, who now seek a new owner for the brand.

Local store closures and layoffs reported to the state include:

—The Outlets at Orange (20 layoffs)

—Main Place Mall in Santa Ana (24)

—Galleria at Tyler Mall in Riverside (63)

—Ontario Mills in Ontario (70)

—Victoria Gardens in Rancho Cucamonga (17)

—Montclair Place in Montclair (21)

—Lakewood Center Mall (30)

—Los Cerritos Mall (55)

It’s likely that more stores are closing in the region but have yet to be reported to the state. Readers noted that stores at Westfield Fashion Square in Sherman Oaks, The Shops at Santa Anita in Arcadia, South Coast Plaza in Costa Mesa, Promenade Temecula and Inland Center in San Bernardino all had closing signs on their storefront windows.

In letters submitted to California’s Employment Development Department, the company said the layoffs and store closures are permanent, beginning April 25 and continuing through May 9.

Employees, which include managers, sales associates and supervisors, were notified in late February, the letter states.

Companies that terminate a significant number of employees must submit a Worker Adjustment and Retraining Notification to the state. Forever 21’s letters were all signed by the company’s Chief Financial Officer Bradley Sell, who is also being laid off as the headquarters closes.

The company, with 58 stores in California, announced in February that it would shutter at least 200 stores nationwide, part of a bankruptcy process that is seeking a buyer. If no buyer steps forward, Forever 21 will likely liquidate all 350-plus stores, according to Bloomberg.

The job cuts at the L.A. headquarters include Masako Konishi, chief merchandising officer, and a handful of vice presidents, its general counsel, information technology and planning and allocation staff. Other layoffs include managers, designers, supply chain directors and managers of product development and store operations.

The retailer got its start as Fashion 21 in Los Angeles in 1984, launched by husband and wife Do Won and Jin Sook Chang. The first store opened on Figueroa Street. The retailer would rename itself Forever 21 and grow into a nationwide brand known for its trendy and cheap clothing for teens and 20-somethings. At its peak in 2015, the company reported $4.4 billion in sales and 1,300 stores worldwide.

Over the years, the company faced numerous controversies, including accusations of wage theft, the use of cadmium in its jewelry, controversial slogans on T-shirts and the cheap labor used abroad to sew its clothing.

Forever 21’s assets were sold in bankruptcy for $81 million in 2020 to a group of investors including Authentic Brands Group, Simon Properties and Brookfield Properties. That group, known as SPARC, owned a number of retail brands including Lucky, Eddie Bauer, Aeropostale, Brooks Brothers and Nautica before it was acquired.

In January, SPARC said it was merging with JCPenney, creating a new group called Catalyst Brands. Notably, the list of brands under the Catalyst banner does not include Forever 21. Instead, the company said it was seeking a new operator for the retailer.

Today, fast fashion in the U.S. has been swamped with competition from Chinese e-commerce companies such as Temu and Shein, which produce and sell items for pennies.

Related Articles

Morales, a former St. Anthony and Long Beach Wilson coach, has been hired as Lakewood's football coach.

After a nearly three-week search, Lakewood has selected Mario Morales as its new football head coach, the school’s athletic director Mike Wadley confirmed Wednesday.

Morales, 59, is a former head coach at St. Anthony and Wilson. He replaces Justin Utupo, who accepted the head coach position at Long Beach Poly earlier this month.

Morales was an assistant coach on Utupo’s staff last season and has been the dean of students at Lakewood for 14 years. He will remain in that role at the school.

“I’ve always felt it’s important have the head coach on-campus,” Morales said. “It’s not only an asset to me but an asset to the administration, players and the coaches. There’s a lot of things that happen on campus throughout the day and it’s always good to have a coach on campus be accessible, not only to them but even to recruiters as an example. Being able to see the players every day, even outside of football, so I’m a big believer in that and I really feel that when schools can, they should have someone on campus. It just makes it so much easier for everyone involved.”

He said he’s ready to lead Lakewood football’s next chapter.

“To be able to help these players not only just grow with football but the things off campus, on campus, academically, socially, their character, all the things that we understand as coaches that are important,” Morales said. “Not just the wins and losses but more importantly but how they’re growing as a young man.”

Wadley believes Morales is the right person for the job because of his overall coaching experience and familiarity with the program.

“The part that I’m excited about is the quality of coach that we’ve got on-campus, no other school besides Compton (currently has an on-campus coach),” Wadley said. “For us, that goes a long way, having an on-campus coach and his presence. He’s been there and done that. He knows when the college coaches are on-campus, he knows what to say and he knows them. That’s big and he can mentor our younger coaches.”

The longtime coach led St. Anthony to the CIF-SS Division 10 title and a 13-3 overall record in 2016. Morales’ tenure at St. Anthony ended in 2021 after 10 seasons. He spent eight years at Wilson before leading the Saints.

Morales said in addition to mentoring players, he’s also committed to mentoring the team’s coaching staff.

“With the coaches, it’s a role that I’m truly embracing,” Morales explained. “Mainly because I’ve been there before, where I was a young coach and I had to rely on older coaches and that’s how I really learned. I made a lot of mistakes and those coaches told me about the mistakes I made and how to learn from that, move on and move forward.”

“I don’t know it all,” Morales added, “but I can only tell the younger coaches based on my experience how to maybe handle certain things or how I handled them in the past. That piece I enjoy, I love seeing these young coaches, looking at me and being hungry for knowledge and information, based on my experience.”

Lakewood went 7-5 last season and made it to the quarterfinals of the CIF-SS Division 5 playoffs.

The team’s 2025 schedule will include nonleague games against Carlsbad, St. Anthony, Edison and Mayfair, before its usual Moore League games against Millikan, Long Beach Poly, Wilson, Jordan, Cabrillo and Compton.

“We have a great core coaching staff,” Wadley said. “Our coaching staff has been training the athletes since the season ended. They haven’t missed a beat. That’s very unique for a coaching staff. A lot of them are alumni from here so that’s been an amazing part and that’s all going to stay intact.”

“He’s been on the CIF committee before like myself,” Wadley added, referring to Morales, “so when you have that veteran that knows how to do all of that stuff, that goes a very long way, as far as mentoring our youth and mentoring our coaches. That’s something that I’ve been wanting for a long time. The clinics, the camps, the things like that, that he’s got this experience in. I’m really excited.”

Junior quarterback Kade Casillas and junior tight end Caleb Tafua, who is committed to Texas A&M, are expected to be among the team’s top returners next season.

Morales said he is focused on playing fundamentally sound, physical football.

“There’s just so much involved in my philosophy, from everything that I want to do here,” Morales said. “But at the end of the day, having the kids feel comfortable playing on the fieldm meaning that they know what to do and not playing scared like I said, scared to make a mistake or afraid to make a mistake. Just let them play, and play hard and be physical.”

The Press-Telegram girls basketball rankings as of Wednesday, Jan. 22, have St. Joseph in the top spot, followed by Lynwood, Paramount and Los Alamitos.

This week’s Press-Telegram girls basketball Top 10 rankings.

GIRLS BASKETBALL TOP 10

(Team records through Tuesday, Jan. 21.)

1. ST. JOSEPH (20-3)

The Jesters went 3-1 since the last rankings, with Del Rey League wins over Serra, Bishop Amat and Ramona Convent. However, a 70-61 loss to Corona Centennial, a likely fellow Division 1 playoff team, means St. Joseph has work to do before trying to make a postseason run under first-year coach Chris Childress. Junior point guard Bella Harmon is averaging 18.4 points, 16.3 rebounds, 7.7 assists and 5.1 steals.

Previous: 1

2. LYNWOOD (11-13)

The Knights went 2-1 last week with a Gateway League win over No. 8 Gahr, a nonleague loss to Birmingham and a nonleague win over Rosary Academy. Lynwood will play at No. 3 Paramount on Friday. The Knights beat the Pirates 72-47 on Jan. 8.

Previous: 2

3. PARAMOUNT (15-6)

The Pirates went 2-0 last week with Gateway League wins over No. 10 Downey and Mayfair. Paramount will be seeking redemption against rival No. 2 Lynwood on Friday, which will be an opportunity for the Pirates to move into a tie for first place in league play.

Previous: 3

4. LOS ALAMITOS (16-6)

The Griffins rise to No. 4 after going 2-0 last week with wins in the Sunset League against Fountain Valley and Huntington Beach.

Previous: 6

5. LONG BEACH POLY (15-5)

The Jackrabbits drop to No. 5 after going 2-1 since the last rankings. They had Moore League wins over Cabrillo and Millikan and a 42-40 nonleague loss to Pioneer on Saturday, Jan. 18. Poly will host No. 6 Lakewood in the de facto Moore League title game Friday. Poly defeated Lakewood 58-54 on Dec. 19. Senior forward Joy Anderson is averaging 17.3 points, 11.3 rebounds and 4.3 steals.

6. LAKEWOOD (14-6)

The Lancers went 1-1 last week with a Moore League win over Jordan and a nonleague loss to Bishop Montgomery, a possible CIF-SS Open Division team. Senior guard Nyemah King is averaging 25.5 points and senior Amy Rubio is averaging 13.9 points. Lakewood will play at No. 5 Poly on Friday. With a win, the Lancers would likely earn at least a share of the Moore League title and break Poly’s 205-game Moore League winning streak.

Previous: 7

7. WHITNEY (16-7)

The Wildcats rise to No. 7 after going 2-0 in 605 League play last week, including a 53-45 win over Pioneer on Jan. 15. The win was important because Pioneer beat No. 5 Long Beach Poly on Saturday, Jan. 18. However, Whitney has nonleague losses against Poly (38-35 on Jan. 11) and No. 6 Lakewood (40-32 on Nov. 22). Whitney will carry a three-game winning streak into a rivalry game against Cerritos on Wednesday.

Previous: 8

8. ST. ANTHONY (10-10)

The Saints drop to No. 8 after going 2-2 since the last rankings. They had Del Rey League wins over St. Monica and St. Mary’s Academy and nonleague losses to JSerra and Esperanza. Senior guard Kadence Lloyd is averaging 15.9 points and 9.4 rebounds. Junior guard Laila Hughes and Jordyn Washington are also averaging double figures in the scoring column.

Previous: 5

9. GAHR (14-7)

The Gladiators stay at No. 9 after a 50-45 win over No. 10 Downey on Friday, Jan. 17. Sophomore forward Ella Mims led Gahr to victory with 20 points, 13 rebounds, seven blocks, five assists and five steals.

Previous: 9

10. DOWNEY (11-12)

The Vikings went 1-2 since the last rankings. They had Gateway League losses to No. 3 Paramount and No. 8 Gahr. Downey beat rival Warren 52-30 in a nonleague game Monday. Freshman guard Bella Mejia is averaging a team-high 11.9 points. Freshman forward Natalie Gomez and senior forward Amanda Velazquez are also averaging double figures.

Previous: 10

Other area teams: Cerritos (8-14), Jordan (10-10), St. Pius X-St. Matthias (13-8), Millikan (11-11), Valley Christian (9-12), Warren (10-5), La Mirada (11-10), Dominguez (17-3), Wilson (7-8).

The St. Joseph girls basketball team has risen to be a potential CIF-SS Division 1 playoff team in a matter of a few months under the team's first-year coach.

LAKEWOOD — The rise of the St. Joseph girls basketball program has been swift.

The Jesters lost in the second round of the CIF Southern Section Division 4A playoffs last season, but they are now 17-2 overall and 7-0 in the Camino Real League. They have outscored their opponents by an average of 50 points this season. They rose to No. 21 in the latest Southern Section rankings that will determine where teams are slotted for the playoffs that begin next month.

St. Joseph, the No. 1 team in the Press-Telegram rankings, is currently projected to be the area’s only team in the Division 1 playoffs.

That’s a marked improvement from last season’s 14-12 record and fifth-place finish in the Camino Real League.

“We have to be disciplined no matter who we play,” said first-year St. Joseph coach Chris Childress, who graduated from Mayfair in 2004. “The goal when I stepped foot on campus was to win a league championship first and also a CIF championship and then go on to state and win a championship. The goal is to win. That’s number one and development and building experiences and memorable moments goes along with that.”

The team is led by a trio of transfers who have combined to average nearly 60 points per game. Alana White, a 6-foot-3 junior forward, and Bella Harmon, a 6-foot-2 junior point guard, are both transfers from Buena Park and are averaging double doubles in points and rebounds. Ava Washington, 6-foot sophomore guard and transfer from St. Anthony, is the team’s sharpshooter.

“A full offseason for us is going to be really big,” said Childress, whose older brother Josh Childress was an All-American at Mayfair and Stanford before being a first-round pick in the NBA. “We didn’t get that this year but the culture is great. Our best players have bought into the work and the development and being coached hard, so that’s what makes us special now and moving forward.”

Childress, who previously coached at Mayfair, Bellflower, Orange Lutheran, Capistrano Valley Christian and Servite, and played professional basketball internationally and in the NBA G League, said he has three young daughters and wants to build St. Joseph into a destination for years to come.

“Building the place up to where they can step in and create their own legacy is really the plan,” Childress explained.

The Jesters have won nine out of their last 10 games but did suffer a 72-34 loss to No. 1-ranked Ontario Christian on Saturday, Jan. 11.

“I think we can compete with anybody,” Childress explained. “On any given night we’ve seen it, if shots fall, execute game plan, I think we can play with anybody and I won’t run from anybody in that sense.”

White, the team’s primary post presence, said the 38-point loss, changed her perspective about what it takes to play against high-level competition.

“Just being disciplined,” White said.

St. Joseph still flashed potential and earned respect from Ontario Christian coach Aundre Cummings.

“Bella Harmon is a big, athletic guard,” Cummings said. “She displayed, I thought, a lot of pace. Her decision making was good and I loved how unselfish she was. How she was able to distribute the ball and find shooters and find teammates to give them open opportunities as well.”

“And Alana (White), their big was really good too, rebounding. And what I told the team now was they had a lot of fight,” Cummings continued. “They were down but I heard the coaches saying continue to fight, continue to play so it’s a lot of respect for that team for sure.”

St. Joseph will play at Bishop Amat on Saturday. The Jesters won 76-18 the first time the two teams met in league play on Dec. 14.

GIRLS BASKETBALL TOP 10

(Team records are through Monday, Jan. 13.)

1. ST. JOSEPH (16-2)

The Jesters rise to No. 1 after showing flashes of being an Open Division/Division 1 level team in a 72-34 loss against nationally-ranked Ontario Christian on Saturday, Jan. 11. St. Joseph, which trailed 24-14 midway through the second quarter, was led by junior guard Bella Harmon, junior forward Alana White and sophomore guard Ava Washington. The trio all played well in spurts against the nation’s No. 1-ranked team. St. Joseph went 2-1 last week, highlighted by blowout wins in the Camino Real League over St. Paul (80-23) and Cantwell-Sacred Heart of Mary (74-35).

Living in Southern California can be expensive. No surprise there. But you may be surprised to know how many things you can do for free. Seriously. Always free (except sometimes for parking.)

So why spend a fortune to take the family out for the day? Here’s some cool things you can do without even opening your wallet. And if you know of something I missed, let me know!

ALWAYS FREE

Agua Dulce — Vasquez Rocks: This unique county park is worth the scenic drive toward the Antelope Valley, as it offers rustic walks among some of the most photographed rocks anywhere. This county park has been the scene of many a movie and TV shoot, as the closest “other-worldly” place to replicate for shows such as Star Trek. There are pleasant nature walks, and kids will love climbing on the rocks. Bring lots of water. There’s a small visitor center. Wear sensible shoes and sneakers. Warning: It’s hellishly hot in the summer. 10700 Escondido Canyon Road, Agua Dulce. parks.lacounty.gov/vasquez-rocks-natural-area-and-nature-center/
